The growing use of artificial intelligence in education extends and intensifies technologies of governing, including datafication, performativity and accountability. In this article, we outline how the use of AI and data science has the disruptive potential to create new norms in education policy and governance. We report on an ethnographic investigation into an education department initiative that involved data scientists using machine learning to identify causal links between different school-based and non-school based factors, and educational outcomes. The article proposes that machine learning is being introduced into this education department as a set of minor experiments in education governance. We focus on issues of changing expertise and evidence and differences in method between new data science approaches and established statistical expertise in this education department, in order to highlight minor but important new governance practices. We conclude that the increasing use of AI in education, as part of new cognitive infrastructures, is quietly shifting the ways in which education systems operate. [ABSTRACT FROM AUTHOR]

New cognitive infrastructures are emerging as digital platforms and artificial intelligence enable new forms of automated thinking that shape human decision-making. This paper (a) offers a new theoretical perspective on automated thinking in education policy and (b) illustrates how automated thinking is emerging in one specific policy context. We report on a case study of a policy analysis unit ('The Centre') in an Australian state education department that has been implementing a BI strategy since 2013. The Centre is now focused on using BI to support complex decision making and improve learning outcomes, and their strategy describes this focus as becoming 'information centric'. The theoretical framework for our analysis draws on infrastructure studies and philosophy of technology, particularly Luciana Parisi's recent work on automated thinking. We analyse technical documentation and semi-structured interview data to describe the enactment of a BI strategy in The Centre, with a focus on how new approaches to data analytics are shaping decision-making. Our analysis shows that The Centre is developing a cognitive infrastructure that is already creating new conditions for education policy making, and we conclude with a call for research designs that enable pragmatic exploration of what these infrastructures can do. This article explores factors contributing to unequal patterns of access to languages other than English (LOTE) in Australian universities. A critical analysis of qualitative and quantitative data generated through interviews, surveys and document analysis reveals that underrepresentation in LOTE courses in Australian universities is attributable to: (a) unequal access to LOTE learning areas at the school level; (b) low tertiary entrance scores that do not grant access to elite universities that offer broad LOTE course options; (c) differential prior international learning experiences that inform dispositions towards intercultural competence, including proficiency in LOTE; and (d) limited provision of LOTE courses in regional university campuses. We conclude that access to foreign language courses in Australian universities is not equitable, and in the context of globalisation opportunities, this poses a risk of reproducing social disadvantage alongside other structural factors such as socio-economic status and regional background. This paper provides a critical policy analysis ofThe Learning Curve (TLC)(2012), an initiative developed by the multinational edu-business, Pearson, in conjunction with the Economist Intelligence Unit.TLCexemplifies the commercialising of comparison and the efforts of edu-businesses to strategically position themselves in education policy processes globally. In analysingTLC, our account seeks to proffer a critical analysis of this emerging policy genre, and the way it functions as part of the new ‘soft capitalism’. We analyseTLCin relation to Pearson’s new business strategy, which emphasises corporate social responsibility and accountability to consumers for the efficacy of its products and services. We argue that Pearson is now generating and appropriating various data to legitimise its products and services according to a ‘neo-social’ mode of accountability. Network ethnography is employed to document the global networks of both people and data associated withTLCand we reflect on the emergence of Pearson as a potential education policy actor. This paper examines the re-articulation of social justice as equity in schooling policy through national and global testing and data infrastructures. It focuses on the Australian National Assessment Program – Literacy and Numeracy (NAPLAN) and the OECD’s Programme for International Student Assessment (PISA). We analyse the discursive reconstitution of social justice as equity in Australian and OECD policy, and analyse NAPLAN and PISA as technologies of governance that re-articulate equity as a measure of performance. These re-articulations are set against the extension of neo-social economistic rationalities to all domains of life and the topological production of new spaces of policy and power. The conjunction of equity and market logics in contemporary education has created new and different conditions of possibility for equity, both as conceived in policy discourses and as a related set of educational practices. In this editorial introduction, we examine how equity is being drawn into new policy assemblages and how, in the context of marketisation, equity is evolving and being enacted in new ways across education sectors. Different conceptions of equity are considered, including the increasingly influential human capital perspective promoted by the Organisation for Economic Cooperation and Development (OECD). We argue that, separate from critiques of neoliberalism and its deleterious effects on equity in education, it is necessary to analyse carefully the increasing rationalisation of equity agendas in economic terms, the associated effects on education governance and policy-making, as well as on the work of educational institutions and educators. Providing an overview of the contributions to this Special Issue, we direct particular attention to the multiple, complex and often contradictory effects of the current education reform agenda in Australia, which has prioritised equity objectives and intensified performance measurement, comparison and accountability as means to drive educational improvement and reduce disadvantage.
