The military intervention in Yemen is analysed in this paper within a context dominated by the United Arab Emirates (UAE). There are several scholarly works regarding the Emirates' involvement in Yemen, but there are only a few about the recent series of transformations that the policymaking has undergone. This research aims to fill this gap by arguing that the prioritisation of national interest has transformed the Emirati policy regarding Yemen from 'bandwagoning' to 'buck-passing'. The main objective in this paper is to scrutinise the UAE's motivations in engaging in a buck-passing strategy towards Qatar and Saudi Arabia. From this point of view, any proper examination of the UAE's drivers in policy change must begin by investigating the relationship between internal and external motivations. The assessment combines levels of systemic and individual dimensions in order to examine two main motivations as to why the buck-passing is articulated to bandwagoning. A structural complexity is embedded in the UAE's strategies. Prioritisation of economic gains over military interests and the consolidation of internal power are two reasons for such policy transformation. [ABSTRACT FROM AUTHOR]

Objective: : Research has shown differences in health status and health care utilization related to culture, economic status, and health care development. This paper reports on a study comparing attitudes of women in three countries, at various stages of development, about their own health and self-worth and asks if these differences account for differences in health care utilization and inequities in health status.Method: : A questionnaire, administered to 100 women in each of Yemen, Uganda and Canada, explored women's perception of their own health and health care seeking behavior.Result: : Women's perception of themselves as worthy of care was positively related to utilization. The ability to make one's own health care decisions varied with her country's development level. Implementation strategies must consider women's decision-making capacity.Conclusion: : To achieve improved health status, policies and programs must commit to encouraging appropriate social and cultural changes, using a 'cross-sectoral approach', involving both gender and development issues. Abstract: This exploratory case study investigated Yemeni civil society actors’ actual and potential contribution to policy‐making, implementation, monitoring and evaluation, in the sectors prioritized in Yemen's national development strategy. Semi‐structured interviews were conducted in Sana'a between January and July 2015 with policy‐makers, researchers from academic institutions and civil society organizations. More specifically, this article discusses the role that YPRIs play in the public policy landscape of Yemen; the challenges they face in their interaction with policy‐makers; the opportunities they represent for policy actors in Yemen; and the factors enabling and limiting their influence, communication, inclusiveness and capacity. The authors conclude by contextualizing their findings within the ongoing conflict and drawing lessons for post‐war policy‐making in Yemen. [ABSTRACT FROM AUTHOR]
