This paper proposes an analysis of political communication in the relations between candidates, citizens, and the Public Administration, to determine the factors that foresee management changes and to establish a frame of reference in the examination of public communications through three dimensions: depth, incidence, and limits, which are studied in a given time and their interaction is called the Alpízar-Mora Effect. This effect arises from the analysis of the technical gaps in the political discourse --identified during the electoral process in Costa Rica for the presidential period 2018-2022 through qualitative research-- and it contributes to the discussion and evaluation of political communication. As a result, the authors propose factors, variables, and questions to analyze in three dimensions the coherence between the political discourse and the strategic planning of the Government.
