We provide the first systematic research into the origins of subjective freedom of speech in Germany. Relying on the GLES 2021 Cross-Section Pre-Election Survey, which includes a newly designed survey item on subjective freedom of speech, we evaluate a whole range of plausible candidate hypotheses. First, we contribute to cumulative research by testing the explanatory factors in Gibson (1993)-citizens' social class, their political involvement and political preferences, and their personality dispositions-for the German case. Second, we move beyond the state of the art and test three new hypotheses that reflect more recent political developments and arguments in the free speech debate: the role of social media, increasing political and social polarization, and the rise of populism. Importantly, all hypothesis tests reported in this paper have been preregistered prior to data collection. Our results reveal that three explanatory factors are significantly, consistently, and substantively related to subjective free speech in Germany: political preferences, populist attitudes, and identification with the Alternative for Germany party.The online version of this article (10.1007/s11615-022-00414-6) contains supplementary material, which is available to authorized users.Wir liefern die erste systematische Untersuchung über die Ursprünge der subjektiven Meinungsfreiheit in Deutschland. Unsere Ergebnisse zeigen, dass drei Erklärungsfaktoren signifikant, konsistent und substanziell mit der subjektiven Meinungsfreiheit in Deutschland zusammenhängen: politische Präferenzen, populistische Einstellungen und die Identifikation mit der AfD.

Much literature has highlighted the current Chinese government’s restriction on freedom of expression on the internet and religious freedom. However, very little research has examined the nexus between freedom of expression in China and globalization. This article aims to offer a view on President Xi Jinping’s increasing autocracy over the freedom of expression and its implications on China’s performance in this globalizing world. A qualitative approach was utilized in this study and data were collected via library research. It was found that China’s increasing autocracy under Xi Jinping, as shown in its tightening controls on online freedom of expression and rules on religious freedom, has created a setback for China’s participation in globalization. This argument lies in two basic assumptions. Firstly, the spirit of globalization enables people to interact around the globe more freely in any way, while China’s government restricts such interaction. Secondly, as a significant global player, China shows little respect for the freedom of religion. Accordingly, it violates the globalization of religious liberty, which is considered a universal human right in the 21st century. The objective of this paper is to explore the political implications of the Covid-19 pandemic in the Central Asian countries of Kazakhstan, Kyrgyzstan, and Uzbekistan. Studies displayed that although these governments varied in their initial response to the pandemic, all three underwent a uniform experience as to its broader effect of amplified authoritarianism. The public health crisis was utilized as a pretext to consolidate autocratic power, suppress regime criticism, and restrict the political rights and freedoms of citizens. Of particular concern were implications on media and civil society organizational efforts, statuses of detainees, ethnic minority rights, and freedoms of assembly and speech. This paper is an in-depth case analysis that uses policy analysis and process tracing to examine the Central Asian countries’ response to Covid-19 and its effects on human rights and political freedoms in the named countries. It concludes that despite the changes in leadership and relative progress towards democratization, authoritarian patterns ensued and changed form during the pandemic period in these Central Asian countries.

While 'cancel culture' is commonly regarded as limiting freedom of speech and artistic freedom, this article proposes a new understanding of 'cancel culture' as emancipatory norm-setting that is key for democratization. On a non-governmental level of the self-regulation of the art world, the argument for artistic freedom ignores the fact that art is permeated by power.The introduction of 'politically correct' norms leads to a justified redistribution of such power. On a parastatal level of public broadcasting and state cultural funding, neutrality is necessary but should be understood materially to include marginalized voices. Restrictions of freedom of speech and artistic freedom do occur on the state-level of hate-speech regulation. Here, the danger of a potential shift from emancipatory regulation to a harmful restriction is particularly virulent, as a discussion of the German BDS ban shows.

This paper explores Russia‟s response to Covid-19, with a focus on its implications for political freedoms and human rights across the country. It investigates the relationship between the pandemic and reinforcing authoritarianism in Russia. This paper is an in-depth case analysis that uses policy analysis and process tracing to examine Russia‟s response to Covid-19 and its effects on Russian domestic politics. The study concludes that the Russian authorities have considerably abused Covid-19-related restrictive measures, not least through curtailing the freedom of assembly and expression. In doing so the Russian authorities have conveniently shielded themselves from mass protests amid constitutional amendments and upcoming legislative elections. Nevertheless, while the authoritarian practices that the Kremlin resorted to during the pandemic are not much different from those of other authoritarian regimes, they proved insufficient in curbing anti-regime dissent. This study inquires into the political repercussions of crisis management in authoritarian regimes and concludes that their authoritarian reactions lead to further crackdowns on civil liberties and political freedoms. © 2021 The Author/s.

Threats to both creativity and freedom of expression are on the rise globally, with Africa as no exception. As a result, artists, journalists and human rights defenders are seeking out shelter or safer locations in order to escape harm. However, the support systems currently in place predominantly relocate at-risk African artists to Europe and North America, which poses an additional set of social, cultural and economic challenges. This report thus attempts to understand the experiences of artists from African countries and investigates the successes and challenges of developing temporary shelter and relocation initiatives based on the continent. It is accompanied by a concise summary document.

Temporary international relocation initiatives (TIRIs) for artists and cultural workers are a form of international solidarity. Yet they are embedded in a context shaped by colonial history and global North-South power dynamics. In this report, the authors draw on the experiences of relocated artists as well as those of team members within TIRIs and host organisations to examine if TIRIs are currently equipped to identify power asymmetries, injustice, discrimination and racism at individual, institutional and structural levels and to effectively mitigate them. Finally, they develop holistic practical recommendations for greater equity and justice as well as an anti-racist approach for TIRIs and host organisations. This report addresses decision-makers and teams in TIRIs and host organisations, arts institutions, funders and policymakers. Both recognizing the existence of structural, systemic and individual injustice, racism and discrimination, and contributing to their eradication requires discomfort and constant self-reflection. Therefore, this report is an exercise in sitting with discomfort. The authors see this discomfort as a catalyst for change processes - an engine to sustain pressure to enact this change that cannot simply be dissolved by individual action. El estudio examina los elementos necesarios para impulsar colaboraciones entre las instituciones artísticas y las organizaciones de dere­chos humanos con el fin de brindar una mayor protección a artistas en riesgo y promover la libertad artística y de crea­ción. El sector de los derechos humanos y de las artes abordan estos temas desde diferentes perspectivas, con diferente terminología y diferentes enfoques. Internationale Indizes und Rankings, wie der Mitte April 2021 publizierte World Press Freedom Index, spielen eine zunehmend wichtige Rolle im Maghreb. Maghrebinische Regierungen vermarkten Verbesserungen der eigenen Position, polemisieren gegen schlechte Einstufungen anderer oder nutzen eigene bessere Platzierungen, um ihre Kontrahenten herabzusetzen. Gleichzeitig ermöglichen Rankings Oppositionellen, auf Missstände im eigenen Land hinzuweisen. Externen Kooperationspartnern, allen vor­an der Euro­päischen Union (EU) und ihren Mitgliedstaaten, dienen sie als Entscheidungs­grundlage für Politiken gegenüber Algerien, Marokko und Tunesien. Auch wenn Indi­zes und Rankings Objektivität und Vergleichbarkeit insinuieren, sind sie oftmals pro­b­lematisch in ihrer Genese, Aussagekraft und Verwendung. Nur wenn sie in die quali­ta­tive Forschung zum Maghreb eingebettet und ihre Kehrseiten reflektiert werden, können sie dazu beitragen, Reformbedarf zu identifizieren und Missstände zu beheben. Am 17. März 2021 ist Tansanias Präsident John Pombe Magufuli unerwartet verstorben. Unter seiner Nachfolgerin Samia Suluhu Hassan, der bisherigen Vizepräsidentin, steht das Land vor wichtigen Richtungsentscheidungen. Ihre ersten Tage im Amt hat sie genutzt, um politische Änderungen einzuleiten. Zum einen nimmt sie Covid-19 ernst, anders als ihr Vorgänger; ein Expertenkomitee soll den Umgang des Landes mit der Pandemie überprüfen. Zum anderen werden Einschränkungen von Presse- und Meinungsfreiheit aufgehoben. Ob die neue Präsidentin ein eigenes Profil entwickeln kann und Tansania so auch regional wie international wieder an Bedeutung gewinnt, ist zwar noch offen. Doch die Zeichen stehen auf Wandel. This study is a mapping of existing temporary relocation programmes and support networks for artists and cultural workers based in Latin American countries. It investigates the prerequisites for partnerships between arts institutions and human rights organisations as a means to better protect artists at risk and to promote artistic freedom. The human rights and the arts sectors approach these aims from their different perspectives, with different terminology and different focuses. The study calls upon these two sectors to develop synergies in their strategies to better meet the needs of artists at risk in Latin American regional contexts in all their diversity. As such, the study provides insights into current developments, e.g. in Mexico, Argentina, Costa Rica and Colombia.

International rankings and indexes, such as the World Press Freedom Index pub­lished in mid-April 2021, are increasingly influential in the Maghreb. The region's governments promote improvements in their own performance, protest where they score poorly, and celebrate outranking their rivals. Rankings also allow opposition groups and activists to spotlight grievances in their own country. External coopera­tion partners, above all the European Union (EU) and its member states, use them as a basis for decision making and policies towards Algeria, Morocco and Tunisia. While rankings and indexes insinuate objectivity and comparability, their sources, validity and utilisation are frequently problematic. Only if they are embedded in qualitative research on the Maghreb and their downsides reflected can they make a meaningful contribution to identifying reform needs and addressing deficits. The 20 October 2021 marks the first anniversary of the shooting of unarmed protesters by the Nigerian military. The movement pushing to abolish the Special Anti-Robbery Squad (SARS) has proved how social media can make the voices of the weak heard. However, recent developments surrounding social media regulations in the aftermath of the shooting show that the right to freedom of expression is at risk of regression. The EndSARS protest has proven itself to be a milestone people-led movement. It is the first time Nigerians from different classes, ethnic groups, and religions have united behind a cause. It went beyond making demands for the mere disbanding of the SARS squad to insisting on the release of protesters, justice for victims, prosecution of poor police conduct, evaluation and retraining of officers, and an increase in police salary - all organised via social media. What came in the aftermath of the movement served as a driver for the renewed calls for bills to regulate social media. The political elite issued a communiqué that called for the strict monitoring and censorship of social media usage. Recent developments are not unique. A careful analysis of social media regulations shows that the government has remained ambivalent towards freedom of expression - promoting that right while at the same time limiting it. Nigeria has witnessed some progress since it transitioned from military to civilian rule in 1999. Nevertheless, it risks regression if draconian bills are introduced that curtail freedom of expression and assembly. The Nigerian government must be willing to review and revise its cyber bills to eliminate ambiguity. It must also include all relevant stakeholders, such as youth, women, and human as well as digital rights experts, in its drafting of cyber bills.

This article aims to examine the ethnic minorities’ state of affairs in light of the constitutional reforms in Armenia since President Serzh Sargsyan decided to open the consultations with the parliamentary factions in November 2005. Policy-makers and representatives on behalf of ethnic minority groups have been taking relevantly place at the recent wave of democratic protests throughout the process of constitutional reforms in order to entrench a more stable multiparty system, an independent judiciary, new balances between State and civic society. Hence, what is the reason to endorse those tiny ethnic groups such as wealth of minority rights and political recognition? Why have ethnic Armenian minority groups not had objections or particular regrets in the constitutional reform processes? In turn, may this high level of internal recognition of ethnic minority groups foster assistance to Armenian minorities and protect Armenian heritage into the de facto entities of the South Caucasus?

International audience; „Political Correctness“, „Identitätspolitik“ und „Cancel Culture“ werden heutzutage überwiegend als Waffen von Konservativen eingesetzt, um ihre Privilegien gegen emanzipative Neuregelungen zu verteidigen. Solche Neuregelungen als Einschränkung der Kunst- und Meinungsfreiheit zu kritisieren ist deshalb meist falsch. Tatsächlich tragen „Political Correctness“, „Identitätspolitik“ und „Cancel Culture“ zur inklusiveren Verwirklichung der Demokratie bei. Im Artikel zeige ich, dass es darauf ankommt, auf welcher Ebene politische Regulierungen der Kunst stattfinden: nicht-staatlich im allgemeinen Kunstbetrieb, para-staatlich im öffentlich-rechtlichen Rundfunk, oder staatlich. Nur wenn der Staat mit zentralisierter rechtlicher, ökonomischer und symbolischer Macht in laufende Debatten eingreift, kann man von problematischer Cancel Culture sprechen - das ist fast nie der Fall.

For participants in temporary international relocation programs, safe return is a key challenge. How can threatened civil society actors make an informed decision on whether return to their home countries or prior work locations can be safe? Which mechanisms can host programs include from the beginning to plan for return, and to assess the conditions for return? How can post-return follow-up and reintegration be supported? International audience; Rechte Intellektuelle berufen sich oft auf Nietzsches Konzept der Sklavenmoral, um damit ihre Kritik an ‚political correctness‘ zu untermauern. Diese Verschaltung von Nietzsches Sklavenmoral und ‚PC‘-Kritik ist zutreffend, wie die systematische Analyse ihrer gemeinsamen Elemente zeigt, die zu einer Neubeschreibung von ‚PC‘-Kritik als Privilegienverteidigung führt. Im Gegensatz zur rechtsnietzscheanischen ‚PC‘-Kritik zeigt der linksnietzscheanische Begriff des privilegienkritischen ‚politischen Urteilens‘, dass Politik ein Kampf um Macht und Ansprüche ist, wobei der politische Raum und seine Diskurse immer verregelt und ein Verteilungssystem für Ressourcen und Privilegien sind. Deshalb ist es für eine emanzipatorische Position angebracht, die etablierten Normen kritisch zu hinterfragen und politische Projekte, die sie emanzipativ umschreiben wollen, zu unterstützen. Weil ‚PC‘ als emanzipatives politisches Urteilen Privilegien abbaut, ist es kein zu vermeidender Nebeneffekt, sondern ihr vernünftiger Kern, wenn Privilegierte davon eingeschränkt werden. Der Linksnietzscheanismus hilft, nicht von rechter Aggression überrascht zu werden und ihr entsprechend kämpferisch durch strikte Normsetzung zu begegnen.; Right-wing intellectuals often invoke Nietzsche's concept of slave morality to underpin their criticism of 'political correctness' ('PC'). This interconnection of Nietzsche's slave morality and 'PC' criticism is correct, as a systematic analysis of their common elements shows, which leads to a new description of 'PC' criticism as a defense of privilege. In contrast to the right-wing Nietzschean 'PC' critique, the left-wing Nietzschean concept of a privilege-critical ‘political judgement' understands politics as a struggle for power, in which the space of the political and related discourses are always already regulated and determine the conditions under which resources and privileges are distributed. Therefore, it is appropriate for an emancipatory position to critically question the established norms and to support political projects that aim to rewrite them. Because 'PC', as emancipative political judgement, dismantles privileges, its restricting of the privileged is not a side effect to be avoided but one of its reasonable core effects. Left-wing Nietzscheanism helps to avoid being surprised by right-wing aggression and to counter it vigorously by setting strict political norms.

Civil society actors who stand up for human rights, freedom of expression, artistic freedom and democracy do not operate in a social vacuum. Their participation in a relocation programme affects their communities of origin, including their families, their colleagues and the local NGO scene. With the example of Kenya, this study sheds light on the impact that temporary shelter and protection programmes have on their participants’ home communities. Georgien, Armenien und Aserbaidschan bilden einen Teil des EU-Kooperationsraums der Östlichen Partnerschaft. Europäische Außen­politik ermuntert und unterstützt die Partnerstaaten dabei, ihre Regierungs­führung (governance) zu verbessern. Für die Bewertung, wie gut das gelingt, spielt das Thema Korruption und ihre Bekämpfung eine gewichtige Rolle. In keinem anderen Teil Osteuropas und Eurasiens klafften das Ausmaß der Korruption und die Bilanz der Gegenmaßnahmen so weit auseinander wie im Südkaukasus. Unter den postsowjetischen Staaten hat nur Georgien seine Position in der Korruptionsstatistik seit Mitte der 2000er Jahre nachhaltig verbessert. Auf dem Korruptionswahrnehmungs-Index von Transparency Inter­national liegt es weit vor seinen Nachbarn, doch seine Reformbilanz wird in den letzten zwei Jahren von heftigen innenpolitischen Querelen gefährdet. In Armenien leitete die Samtene Revolution im Frühjahr 2018 den Sturz der Republikanischen Partei ein. Unter deren Herrschaft hatte sich in zwei Jahrzehnten eine Oligarchie etabliert, und die Korruption blühte. Die neue Führung unter Premierminister Nikol Paschinjan erklärte Korruptionsbekämpfung zur Priorität für den politischen Neustart. Aserbaidschan weist das höchste Ausmaß an Korruption auf. Seine "Beamtenoligarchie" bildete bislang eine machtvolle Verbindung zwischen Staat und Wirtschaft. 2019 sagte Präsident Ilham Alijew Schattenwirtschaft und Korruption den Kampf an und ersetzte einige langjährige Regierungsmitglieder. Experten bezweifeln allerdings, dass damit ein politischer Systemwandel in die Wege geleitet wurde. (Autorenreferat)

While freedom of religion is constitutionally safeguarded in the United States, practice and expression thereof are modulated by apparatuses exhorting both ethnic and faith communities to flatten into expedient caricatures. The ‘moderate Muslim’ caricature is contingently acknowledged as a victim of animus thereby expected to unquestioningly advance state objectives. American Muslim scholars consequentially maintain a vigilant wariness of state engagement, sentiments further intensified when Donald Trump came to power. With the Trump regime’s perilous track record, Muslims willing to engage the federal government during the initial term were expectedly criticized. Situating the American Muslim communal consultation process (al-shūrā), this article analyzes 100 opinion editorials responding to the Department of State’s formation of the Commission on Unalienable Rights in 2019, and its inclusion of a recognizable Muslim scholar as commissioner. For disparate reasons, editorials authored by critical communal voices formulated a perceived consensus against any engagement with the regime whatsoever, suggesting self-censoring expressive parameters and balkanization. Using Daniel Hallin’s sphere of deviance, findings indicate that amidst increased expectations for religious leaders to be more accessible and accommodating, communal consultation on political issues broke down in the virtual spaces the scholar’s critics inhabited whilst his own public relations messaging operated with discernable ambivalence. Findings further suggest that as American Muslims increasingly identify with the social justice language of the far-left, communal thought leaders’ racial, ethnic and cultural backgrounds disproportionately factor into how their words and engagements are interpreted and tolerated.

More systematic collaboration between temporary international relocation initiatives is necessary to guarantee that persecuted civil society actors will be provided with protective relocation in the safest and most effective way. This study identifies conditions and next steps for a more formal and structural collaboration of existing and developing initiatives. Previous research has shown that successful non-violent resistance (NVR) campaigns promote democracy compared with violent revolutions and top-down liberalization. However, research to date has not examined the character and quality of the democratic regimes following NVR campaigns, or evaluated the mechanisms that produce this effect. In this paper, we address this gap by analyzing the effect of NVR on the quality of democracy, using the Polyarchy index from the Varieties of Democracies project and its sub-components: (1) elected executive; (2) free and fair elections; (3) freedom of expression; (4) associational autonomy; and (5) inclusive citizenship. Using kernel matching and differences-in-differences estimation we find that initiating a democratic transition through NVR improves democratic quality after transition significantly and substantially relative to cases without this characteristic. Our analysis of the Polyarchy index’s sub-components reveals that this positive effect comes about primarily owing to improvements in freedom of expression and associational autonomy. This editorial provides the overall context for the five cases—three national and two international—covered in this thematic issue. While the cases are from Central and Eastern Europe (CEE), they highlight fundamental questions of journalism everywhere, including contradictions between freedom and control, professionalism and politics, individual and collective. The associations of journalists serve as very useful platforms to study these questions, especially at historical turning points when the whole political system changed, as happened twice in CEE after World War II.

Viele Menschenrechte, darunter die Meinungs-, die Versammlungs- und die Vereinigungsfreiheit, befinden sich weltweit in einer zunehmend schwierigen Lage. Die aktuellen Berichte führender Menschenrechtsorganisationen belegen diesen Trend. Der Kampf gegen den Terrorismus, das verbreitete Wiederaufleben des Nationalismus und religiöser Extremismus schaffen in vielen Staaten ein Klima der Angst und Ausgrenzung, das Menschenrechtsverletzungen begünstigt. Als Reaktion auf diese Entwicklung sollte die Europäische Union die menschenrechtlichen Institutionen in Europa, wie den Europäischen Gerichtshof für Menschenrechte, stärken. (Autorenreferat)

Since the ouster of President Mohamed Morsi in July 2013, Egypt has seen a dramatic increase in terrorist attacks. The country’s military-led government has undertaken massive counterterrorism operations in the Sinai Peninsula, where professionalization of terrorism has risen sharply in recent years. These include shoot-to-kill policy at checkpoints, curfews, the destruction of tunnels, and the arrest of suspected terrorists. The government has evacuated entire residential areas and started building a buffer zone along the border with Gaza. Its harsh crackdown on the Muslim Brotherhood and the repression of any form of public dissent has also been at the core of its fight against terrorism. However, terrorist attacks still plague Egypt almost on a daily basis, and terrorism in Sinai has taken on particularly dire proportions. Why is the Egyptian government failing?

Although Cambodia adopted a modern democratic constitution in 1993, Prime Minister Hun Sen has consolidated an autocratic regime in which elections are the only way political competition plays out, and even that competition is limited. Freedom of expression, horizontal and vertical control mechanisms, and civil participation have been reduced to almost zero by the Royal Government of Cambodia. Irrespective of the deinstitutionalization of liberal principles, the European Commission and some EU member states still perceive Cambodia as moving toward democratization. In the case of Cambodia, the difficulty of external democracy promotion is compounded by the limited impact of formal state institutions, which are completely undermined by kinship relations, personal networks, clientelism and nepotism. However, one can observe not only non-effective efforts toward European democracy promotion, but also increasing human rights violations due to trade facilitations, namely the EU's “Everything But Arms” initiative.

"This paper is qualitative and theoretical research of the concept of sovereignty and the libertarian theory, particularly the concept of individual liberty. It represents a concept developing study, with a specific accent laid on the individual liberty, and the theoretically established concept of sovereignty. The research focus could be identified with the conceptualization and manifestation of the individual sovereignty, as a theoretical phenomenon that is not fully conceptualized and strictly defined. In the scope of this paper, content analysis method and comparative method are used. The analysis, comparison and synthesis refer to the theories of sovereignty and the theory of libertarianism, resulting in developing the concept of individual sovereignty and its socio-political manifestation." "Bevor Burundis Präsident Pierre Nkurunziza seine verfassungswidrigen Pläne öffentlich machte, ein drittes Mal für das Präsidentenamt zu kandidieren, erließ er Ende April 2015 erst einmal ein Sendeverbot für den wichtigsten unabhängigen Radiosender Radio Publique Africaine. Als es dann Mitte Mai 2015 zu einem Putschversuch gegen ihn kam, nutzten die Putschisten diesen Sender, um seine Absetzung zu verkünden. Nach dem Scheitern des Putsches wurde der Sender von der Polizei besetzt und schwer beschädigt. Burundi ist kein Einzelfall. Die Meinungsfreiheit in Afrika ist nach einer Periode bescheidener Verbesserungen wieder deutlicher unter Druck, wobei globale Tendenzen eine wichtige Rolle spielen. Der kontinentale Trend in Bezug auf Meinungsfreiheit und andere bürgerliche Freiheiten ist eindeutig negativ. Aber auf subregionaler Ebene gelten unterschiedliche Standards, das Horn von Afrika steht besonders schlecht da. Bürgerkrieg und Terrorbekämpfung vertragen sich schlecht mit Meinungsfreiheit, das zeigt der Blick auf Zentral- und Ostafrika. Autoritäre Herrscher, religiöse Scharfmacher sowie staatliche und nichtstaatliche Gewaltakteure haben gleichermaßen ein Interesse, die veröffentlichte Meinung zu kontrollieren. Weltweit sind autoritäre Ordnungsmodelle auf dem Vormarsch (Russland, China, Islamischer Staat) – und das wird in Afrika rezipiert. Für die stark normativ bestimmte Außenpolitik Deutschlands stellt dieser Umstand ein großes Problem dar. Die Meinungsvielfalt und unabhängige Medien zu fördern, könnte -wie bereits Ende der 1980er Jahre- zu einem schon fast subversiven Unternehmen werden. Zu diskutieren ist, ob es eine Anpassung im Namen von "Realismus" geben sollte oder ob eine wertebasierte Außenpolitik unverzichtbar ist." (Autorenreferat)

This paper seeks to address the political participation of the press in the Northern Cameroon after the beginning of the democratic process which led to the institutionalization of freedom of speech in 1990. Through a Political Economy of Communication perspective, it aims at focusing on L'Harmattan and L'OEil du Sahel -which are the main newspapers in Northern Cameroon- to question the political capital of the press in this area where there is an hegemonic competition between ethno-tribal communities. The paper provides a venue to unveil the contribution of L'Harmattan and L'OEil du Sahel to rivalries between elites in sight of their positioning on the political chessboard at local and national levels. It arises from the analysis of the publications of those newspapers that they have a partisan position in the political opposition between the Fulbe who are Muslims and the Kirdi who are non-Muslims. L'Harmattan supports the first while L'OEil du Sahel has affinities with the others.

"From the mid-1990s, the Organization of the Islamic Conference promoted the adoption of an anti-defamation resolution as a means of getting the protection of Islam and Muslims from defamation and discrimination in the Western world enshrined as a new norm within the UN system. After an initial period of receptivity,support for the idea waned. The author reconstructs the course of the OIC's UN campaign between 1999 and 2011, exploring its political, historical, and human-rights context. She examines the underlying circumstances and normative clashes that prevented the norm from being incorporated into human-rights legislation." (author's abstract)

"In this paper I provide a broad evaluation of the place which distibutive justice occupies within the space of political ideologies. Specifically, I decompose the concept of distributive justice into five constituent elements: pattern, currency, constraints on distribution, site and scope and show the incompatibilites which exist between operationalizations of these elements and various political ideologies. I conclude that social- democracy is the ideology which most faithfully embodies the ideal of distributive justice and that under certain interpretations of its elements, feminism, environmentalism and cosmopolitanism also require distributive justice as part of their ideological cores. I claim that, by contrast, right-wing libertarianism, conservatism, anarchism and monist ideologies are necessarily disqualified by some of the elements of distributive justice and that under mainstream theories on distributive constraints, socialism seems to fall into the same category.

Die öffentliche Meinung im Internet gewann für staatliche Akteure in China in den letzten Jahren stark an Bedeutung. Der Staat versucht mittels direkter Regulierung sowie indirekt über Sina Einfluss auf die öffentliche Meinung zu nehmen. Dabei steht der kommerziell geführte Microblogging-Dienst Sina Weibo zwischen den Nutzerinteressen und den Interessen des Staates. Hinzu kommt staatliche Propaganda, die von bezahlten Kommentatoren bis hin zu direkter Präsenz auf Sina Weibo reicht. Im vorliegenden Beitrag wird zunächst auf einer Makroebene die Internetregulierung in China und deren Entwicklung skizziert. Am Beispiel der Diffamierung wird in einer juristischen Analyse aufgezeigt, wie die Einschränkung des Rechts auf freie Meinungsäußerung als effizientes Instrument für den Staat dient, um die öffentliche Meinung zu kontrollieren. Des Weiteren wird analysiert, inwiefern Sina als Betreiber der Plattform die staatliche Regulierung durchsetzt. Eine Darstellung der verschiedenen Propagandastrategien rundet diese Analyse ab., In recent years, public opinion in the Chinese Internet has become more important for the government. The government attempts to influence public opinion on Weibo with direct regulation and indirectly over Sina as a commercially run company. Sina with its Weibo platform between the interests of its users and the government has to keep a balance, which allows some freedom for its users. We first address the Internet regulation model of China and review previously in the literature discussed concepts. A judicial analysis of the case of defamation in the light of freedom of speech concludes as an example, how effective regulatory instruments are in order to control public opinion on Weibo. In a second step the question is asked as to whether Sina is able to implement government's Internet regulation. Die politische Philosophie Immanuel Kants bietet verschiedene Werkzeuge, die moderne globale Situation zu untersuchen. Daneben beinhaltet sie konkrete Vorschläge für einen Übergang zu einer friedlicheren Welt. Damit befasst sich die vorliegende Abhandlung. Kant konzeptualisierte beispielsweise einen föderativen, sich vergrößernden Staatenverbund. Dieser nehme seinen Ausgang von einem aufgeklärten Volk, das sich zu einer Republik vereinigt. Andere Staaten, die sich an diesem Staatenbund orientieren und anschließen, sollten ebenfalls als Republiken verfasst sein. Wir können heute fragen: Gibt die EU ein solches Rollen-Modell ab? Wenn wir uns das gegenwärtige globale System ansehen, können wir dann die für die Bildung des Staatenbundes erforderlichen Republiken identifizieren? Dürfen Staaten aus der Idee einer durch Kant beeinflussten Sozialtheorie ein Recht ableiten, Demokratie oder das, was sie dafür halten, mit militärischen Interventionen zu erzwingen? Trotz seiner inneren Geschlossenheit und seiner unvergleichlichen gedanklichen Tiefe, fristet Kants Konzept des ewigen Friedens immer noch ein Schattendasein. Politiker weichen nicht nur vor der praktischen Umsetzung, sondern schon vor der gedanklichen Auseinandersetzungen mit diesen Friedensideen aus. Sie ziehen es vor, Kriege zu führen aus Gründen, die der vorliegende Aufsatz näher erläutert. Einige Denker entwickeln ihre eigenen Modelle für eine friedliche Weltgesellschaft, andere beteiligen sich an hermeneutischen Diskussionen, mit dem Ziel, Kants Philosophie zu klären. Normalweise konzentrieren sie sich dabei auf einige wenige Dimensionen und stützen selten ihre Argumente mit Empirie. In der vorliegenden Untersuchung dagegen werden Kants Ideen mit gegenwärtigen sozialen, ökonomischen, politischen und kulturellen Entwicklungen in Beziehung gesetzt. Kant´s political philosophy still covers a wide range of current issues. He envisioned, for example, “a center of federative union for other States to attach themselves to” as a precondition for perpetual peace. We can ask in how far the EU can serve as such a role model. Kant firmly believes that a peace guaranteeing federation should consist of republics. Looking at the present global system, can we identify these republics? Do states have the right to establish a democracy through military interventions? In spite of its consistency, unequalled depth of reasoning and its relevance to current developments, Kant´s concept of eternal peace still lingers in the shadows. Politicians often prefer to make wars. Some thinkers develop their own models for a peaceful world society, others engage in hermeneutic discussions in order to clarify Kant´s concept. They usually focus on one area of concern and scarcely back up their claims with empirical evidence. This paper, however, complements Kant´s ideas and relates them to current social, economic, political and cultural developments.

"Die Organisation der Islamischen Konferenz (OIC) bemühte sich seit Mitte der 1990er Jahre, den Schutz des Islams und der Muslime vor Diffamierung und Diskriminierung in der westlichen Welt mit einer Anti-Diffamierungsresolution als neue Norm in den Institutionen des UN-Systems zu verankern. Doch nach anfänglichem Zuspruch sank die Akzeptanz. Die Autorin rekonstruiert die OIC-Kampagne in den UN von 1999 bis 2011 und beleuchtet ihren politisch-historischen und menschenrechtlichen Kontext. Sie untersucht die Hintergründe und Normkonflikte, die die Etablierung der Norm in der Menschenrechtsgesetzgebung verhindert haben." (Autorenreferat)

Ob »Twitter-Revolution« oder »Cyberdemokratie« – häufig prägen Schlagworte die Debatte zum politischen Potenzial des Internets. Jenseits von Mythisierungen untersucht Marcus Michaelsen die Nutzung neuer Medien durch Opposition und Zivilgesellschaft im Iran – angefangen von den ersten Reformwebseiten über die Blogs von Journalisten und Frauenrechtlerinnen bis hin zu den sozialen Medien der Grünen Bewegung. Durch die Verknüpfung präziser Landeskenntnis mit Theorien der Politik- und Kommunikationswissenschaft entsteht eine ebenso fundierte wie anschauliche Analyse der Leistungen und Grenzen von Internetanwendungen in Prozessen des politischen Wandels.

In ganz Lateinamerika steht derzeit die Rolle der Medien in der Demokratie zur Debatte. Während die Studentenbewegung in Mexiko 2012 eine grundlegende Demokratisierung der Medien forderte, verändern im südlichen Lateinamerika mehrere linke und populistische Regierungen die rechtlichen Rahmenbedingungen für den Mediensektor. Während sich die politischen Systeme Lateinamerikas seit den 1980er Jahren demokratisierten, nahm die Konzentration von Besitz und Macht im Mediensektor eher noch zu. Dieser Widerspruch schafft Spannungen, die sowohl gesellschaftliche Reformforderungen als auch staatliche Initiativen zur Neugestaltung des Rechtsrahmens für die Medien zur Folge haben. Traditionelle Eliten und neue Großkonzerne prägen bis heute die lateinamerikanische Medienlandschaft. Reforminitiativen aus der Zivilgesellschaft und von einer Reihe von Regierungen weisen auf die zentrale Rolle der Medien für den politischen Willensbildungsprozess hin und fordern ihre Anpassung an die Erfordernisse der Demokratie. In Argentinien, Bolivien, Ecuador, Uruguay und Venezuela setzten die Regierungen neue Mediengesetze durch. Die hiermit verbundenen Konflikte unterscheiden sich entsprechend der jeweils gegebenen Konstellation in Politik und Medien. Trotz der wachsenden Bedeutung neuer Medien und Informationstechnologien dominieren die traditionellen Medien, vor allem das Fernsehen, nach wie vor die öffentliche Meinungsbildung. Nicht das Internet, sondern die "alten" Massenmedien stehen im Zentrum der politischen Auseinandersetzungen. Europäische Medien berichten kaum über Forderungen aus der Zivilgesellschaft in Lateinamerika, die Medien zu demokratisieren. Die aktuellen Konflikte werden fast ausschließlich als autoritäre Tendenzen populistischer Caudillos verstanden.

Social media have permanently changed the area of foreign policy: transparency in political activity, interaction rather than mere information, and communication on an equal footing are but a few of the implications for a reconfiguration of international relations. Governmental actors are responding to these changes in the digital world. Thus, states such as the USA, Great Britain and Sweden have already defined communication via social networks as one of the core tasks of their foreign policy. They use cyberspace as a medium for conducting virtual diplomacy - and in this way, they try to bring their foreign policy into line with the changes in media.
