The article describes and analyzes the daily life of the Silva Family, based on the consumption and expenditure of the money coming from the Bolsa Família Income Transfer Program. To talk about the Bolsa Família Program (PBF) based on the story of one of the women participating in this study and her family is to tell a little about her life story. To this end, an ethnographic research was carried out. We spent four years living together, visiting and talking. Based on the observations, we found that families in extreme poverty, such as the Silva family, are considered poor based on the “formal” criteria of the program – per capita income – and the “informal” criteria of the slum dwellers (housing, work etc.). However, they suffer from “poverty surveillance”, based on a moralizing discourse about what and how to consume. El artículo describe y analiza la vida cotidiana de la familia Silva, a partir del consumo y el gasto del dinero del Programa de Transferencia de Efectivo Bolsa Família. Hablar del Programa Bolsa Família (PBF) a partir de la historia de una de las mujeres participantes en este estudio y de su familia es contar un poco la trayectoria y la historia de vida. Para ello, se realizó una investigación etnográfica. Fueron cuatro años de convivencia, visitas y conversaciones. A partir de las observaciones, comprobamos que las familias en situación de extrema pobreza, como la familia Silva, son consideradas pobres en función de los criterios “formales” del programa – ingreso per cápita – y de los criterios “informales” de los chabolistas (vivienda, trabajo etc.). Sin embargo, sufren una “vigilancia de la pobreza” basada en un discurso moralizador sobre qué y cómo consumir. Para tanto, foi realizada uma pesquisa etnográfica. Foram quatro anos de convivência, visitas e conversas. A partir das observações, constatamos que as famílias em situação de extrema pobreza, como a família Silva, são consideradas pobres a partir dos critérios “formais” do programa – renda per capita − e “informais” dos moradores da favela (moradia, trabalho etc.). Entretanto, sofrem uma “vigilância da pobreza”, baseada em um discurso moralizante sobre o que e como consumir.

Title in Spanish: Programa Bolsa Familia y frecuencia escolar: Un análisis con el censo demográfico de Brasil de 2010Abstract: The Bolsa Família Program goal is to promote social development and poverty reduction, through the direct transfer of conditional cash, in association with other social programs. This study aims to analyze whether Bolsa Família had an association with children’s school attendance, which is one of the educational conditions of the program. Our main hypothesis is that children living in households receiving Bolsa Família had greater chances of attending school. Data from the Ministry of Social Development and Combating Famine indicated that children living in households with Bolsa Família had greater school enrolment levels. By using data from the 2010 Demographic Census, collected by the Brazilian Institute of Geography and Statistics (IBGE), some descriptive analyzes and binary logistic regression models were performed for different thresholds of household per capita income. These estimates were made by comparing children who lived in households receiving Bolsa Família to those children not receiving the program. We took into consideration characteristics about the household, mothers, and children. The results were clustered by the municipality of residence of the child. In all income thresholds, children benefiting from Bolsa Família were more likely to be enrolled in school, compared to children not receiving the benefit.Resumen: El Programa Bolsa Familia tiene el objetivo de promover el desarrollo social y el alivio de la pobreza a través de la transferencia directa de ingresos, en combinación con otros programas sociales. Este estudio tiene como objetivo analizar si el programa Bolsa Familia ha tenido una correlación con la escolarización de los niños de las familias perceptoras de las ayudas, que es una de las condiciones del programa. La hipótesis principal es que el niño residente en hogares beneficiados por el programa Bolsa Familia tiene más posibilidades de asistir a la escuela. Los datos del Ministerio de Desarrollo Social y de Lucha contra el Hambre corroboran esta hipótesis. Utilizando los microdatos del Censo de 2010 recogidos por el Instituto Brasileño de Geografía y Estadística (IBGE), en esta investigación se han realizado análisis descriptivos y modelos de regresión logística binaria para diferentes límites de ingreso per cápita del hogar. Estas estimaciones se han llevado a cabo mediante la comparación de los niños que formaban parte de los hogares beneficiarios y los que no eran beneficiarios del programa Bolsa Familia. Se han tenido en cuenta las características del hogar, de la madre y del niño. Los resultados han sido ponderados de acuerdo con el municipio de residencia del niño. En todos los límites de ingresos, los niños beneficiarios del programa eran más propensos a estar escolarizados, en comparación con los niños no beneficiarios del programa Bolsa Familia.

Policy frames in Brazil have long run up against conflicting visions and understandings about the causes and consequences of group-based inequality. This paper argues that a class-based lens has dominated the social protection framework. In recent years, political leaders have framed social policy measures along 'universal' class lines with the aim of improving poverty and wellbeing. This framing is reflective of Brazil's national narrative on race relations and the idea that class and employment status have been the most salient barriers to social welfare protections. Brazil's widely well-regarded anti-poverty conditional cash transfer programme, Bolsa Família (2003-21), is emblematic of the country's universal and 'race-blind' approach to social policy. But given the strong correlation in Brazil between ethnicity and income, social protection policies such as the Bolsa Família have indirectly targeted vulnerable black and brown citizens. The analysis addresses how social policy has contributed advances to wellbeing in general and for Afro-Brazilians. A comparative perspective on social welfare systems offers important lessons on how poverty relief can further human development and enhance agency. Future reformers can learn from Brazil's pursuit of poverty reduction alongside administrative procedures that identify vulnerable groups, as a strategy to address intersectional inequalities of ethnicity and class.

Cet article analyse la relation entre les assistantes sociales et les bénéficiaires du programme de transfert conditionnel de revenus Bolsa Família au Brésil. Il vise à montrer comment les frontières de classe symboliques et matérielles structurent cette relation. Il s’appuie sur une enquête ethnographique réalisée auprès des bureaux chargés de la mise en œuvre du programme dans une municipalité de la région Nordeste du Brésil. L’article situe les assistantes sociales dans l’espace social et décrit les conditions objectives de leur travail et leurs interactions avec les bénéficiaires du programme. Il analyse également le point de vue des bénéficiaires sur le programme ainsi que celui des assistantes sociales qui le mettent en œuvre. Nos résultats montrent que les interactions bureaucratiques qui ont lieu entre assistantes sociales et bénéficiaires sont imprégnées des rapports de classe entre ces catégories d’acteurs, en particulier des représentations associées aux “pauvres” circulant dans la société brésilienne. This article analyses the relationship between social workers and beneficiaries of the Bolsa Família conditional cash transfer programme in Brazil. Its aim is to highlight how symbolic and material class boundaries structure this relationship. It is based on an ethnographic research of the offices responsible for the implementation of the programme in a municipality in the interior of Northeast Brazil. The article situates social workers in the social space and describes the objective working conditions and of the interactions with the programme’s beneficiaries. It also analyses the point of view of the latter group about the programme and the social workers responsible to its implementation. With our results we argue that the bureaucratic interactions between social workers and beneficiaries are marked by class relations between these groups of actors, and particularly by representations associated with the “poor” conveyed in Brazilian society.

Resumo Neste estudo propomos três medidas para potencializar o uso do Programa Bolsa Família e do Cadastro Único para Programas Sociais (Cadastro Único) como resposta às consequências econômicas da pandemia da COVID-19. As medidas propostas são as seguintes: (i) zerar a fila de espera do Programa e suspender procedimentos que possam levar à cessação de benefícios; (ii) reajustar benefícios e linha de elegibilidade do Programa; e (iii) conceder um benefício extraordinário para todas as famílias do Cadastro Único, beneficiárias ou não do Bolsa Família. As combinações para as alternativas destas medidas resultam em 56 cenários com parâmetros únicos, para os quais, com base nos dados do Cadastro Único e na folha de pagamentos do Bolsa Família, estimam-se o público alvo e os custos. Também avaliamos as eventuais dificuldades institucionais e operacionais para a implementação destas medidas, já que as iniciativas podem ter uma magnitude inédita na política social brasileira. Recomendamos uma combinação relativamente generosa destas medidas, por um período de pelo menos seis meses. Resumen Este estudio propone tres medidas para potenciar el uso del “Programa Bolsa Família” y del Registro Único (Cadastro Único) para Programas Sociales como respuestas a las consecuencias económicas de la pandemia de COVID-19. Se propone (i) reducir a cero la lista de espera del programa y posponer los procedimientos administrativos que podrían resultar en recortes de beneficios; (ii) reajustar el umbral de elegibilidad y el valor de los beneficios del “Bolsa Família”; y (iii) otorgar un beneficio de emergencia, por al menos seis meses, a todas las familias inscritas en el Registro Único (sean o no beneficiarias del “Bolsa Família”) cuyo ingreso per cápita sea inferior a la mitad del salario mínimo. Las combinaciones de las alternativas de estas medidas dan como resultado 56 escenarios diferentes. Sobre la base de los datos del Registro Único y la nómina del “Bolsa Família”, el estudio estima el público objetivo y los costos de las medidas propuestas. Dada la magnitud sin precedentes de estas medidas, el estudio también evalúa las posibles dificultades institucionales y operativas para su implementación. Se recomienda una combinación relativamente generosa de estas medidas por un período de al menos 6 meses. Abstract This study suggests three measures to enhance the potential of the Bolsa Família program and Single Registry for Social Protection (Cadastro Único) as responses to the economic consequences of the COVID-19 pandemic. We propose to: (i) enroll all eligible households already in the Cadastro Único in the Bolsa Família program, and postpone all verification and recertification processes that could result in benefit cuts; (ii) adjust the eligibility thresholds of Bolsa Família and the value of the benefits; and (iii) grant an emergency benefit, for at least six months, to all families enrolled in the Single Registry (regardless of whether they are Bolsa Família beneficiaries or not) whose per capita income is below half a minimum wage. The combination of these measures results in 56 different scenarios. Based on the data from the Single Registry and the Bolsa Família payroll, the study estimates the target audience and costs. Given the unprecedented magnitude of these measures, the study also emphasizes possible institutional and operational difficulties for their implementation. A combination of these measures is recommended, with a duration of at least six months.

This study descriptively explores the evolution of child labor rates in Brazilian states from 2000 to 2014 and indicates specific limits and contradictions of governmental measures adopted for its reduction. On one hand, we examine the coverage of the Bolsa Família conditional cash transfer (PBF), which is a transversal program to reduce poverty. On the other hand, we examine the design of Labor Inspections with a focus on child labor. For this, we used data from the National Household Sample Survey, the Ministry of Social Development and the Ministry of Labor and Employment. Our analysis showed that the expressive reduction of the child labor rate in Brazil was driven, in particular, by the rural areas of the North and Northeast regions. However, the agricultural sector is still the major employer of child labor. We also found that the distribution of governmental countermeasures are contradictory as to the rate of child labor in the states. Inspection activities are shorthanded in fighting child labor in domestic work and family agriculture as a result of the constitutional apparatus of the inviolability of homes. The PBF conditional cash transfer is also limited in tackling child labor given that poverty level determines eligibility. Resumo Este estudo explora de forma descritiva a evolução dos níveis de trabalho infantil nos estados brasileiros, do ano de 2000 até 2014, e indica limites e contradições específicos das medidas governamentais adotadas para tentar reduzí-los. Por um lado, examinamos a abrangência do Programa Bolsa Família (PBF), que é um programa transversal para reduzir a pobreza. Por outro, examinamos o padrão de Inspeção do Trabalho, com foco no trabalho infantil. Para isto, utilizamos dados da Pesquisa Nacional por Amostra de Domicílios, do Ministério do Desenvolvimento Social e do Ministério do Trabalho e Emprego. Nossa análise mostrou que uma redução expressiva dos níveis de trabalho infantil no Brasil foi conduzida, especialmente, pelas áreas rurais nas regiões Norte de Nordeste. Porém, o setor agrícola ainda é o que tem maiores níveis de trabalho infantil. Também observamos que ambas contramedidas governamentais possuem distribuição contraditória em relação aos níveis de trabalho infantil nos estados. As atividades de inspeção não são suficientes para combater o trabalho infantil em atividades domesticas e de agricultura familiar, sendo este um resultado do preceito constitucional de inviolabilidade do domicílio. A transferência monetária condicional denominada Programa Bolsa Família (PBF) também é limitada no combate ao trabalho infantil, devido aos níveis de pobreza exigidos para que as pessoas possam ter acesso a ele.

Today, policies of combat to poverty prioritize women as owners in programs of income transference, among them, Bolsa Família Program. Considering that women empowerment is influenced by this social policy, this research aimed to identify the dimensions of the process of empowerment achieved by riparian women, beneficiary of the program. The research was performed at Combú Island, Belém do Pará. Four riparian mothers took part in the study. For data collection, the Sociodemographic Inventory and semi structured interviews were used. As procedure of organization of information, content analysis was used. The categories, which appeared from the beneficiary perceptions were adapted from literature and defined as economic, family, social and psychological empowerment. The results showed that after the entrance in BFP the notion of a owned income and bigger control of resources were obtained by a parcel of the participants, providing a partial economic empowerment. The befit increased the purchase power, and gave to these women grater management over family decision-making. The ownership of the program’s card made them to feel benefited when following-up children, providing social visibility to these mothers, when not depending completely of the husbands’ intermediation. Lastly, the benefit generated in the participants a feeling of stability, for having money, security for the family monthly needs. The empowerment that riparian women achieved shows that they passed to interfere in the dynamics and providing of the family before the lack or not of their husbands’ income.

Resumo Esta pesquisa analisou o impacto do Programa Bolsa Família (PBF) no tempo na escola, em seus componentes (matrícula, presença e jornada) e nas motivações relacionadas a partir dos suplementos especiais da Pesquisa Nacional por Amostra de Domicílios (PNAD) de 2004 e 2006. A expansão de 67% na cobertura do PBF no período permite testar efeitos-dosagem desse programa. Não se rejeitaram as hipóteses de impacto do PBF no tempo na escola e em seus componentes. Outra estratégia de identificação revela que os jovens marginalmente elegíveis em idade ao PBF apresentaram chances 62%, 8% e 6% maiores de frequentar a escola, cumprir a presença mínima e estudar mais do que 4 horas por dia, respectivamente, do que os quase elegíveis. Por fim, testes sobre as motivações alegadas para transgredir as condicionalidades escolares não descartam um efeito de alívio de renda corrente proporcionado pelo PBF. Resumen Estudiamos el impacto del Programa Bolsa Familia (PBF) sobre el tiempo en la escuela, sus componentes (matrícula, presencia y jornada) y motivaciones relacionadas a partir de los suplementos especiales de la Encuesta Nacional de Hogares por Muestreo (PNAD) de 2004 y 2006. La expansión del 67% del PBF en el período permite probar efectos-dosificación del programa. No rechazamos la hipótesis de impacto del PBF sobre el tiempo en la escuela y sus componentes. Otra estrategia de identificación muestra que los jóvenes marginalmente elegibles en edad al PBF presentaron chances 62%, 8% y 6% mayores de asistir a la escuela, cumplir con la presencia mínima y estudiar más de 4h/día, respectivamente, que los casi elegibles. Evidencias acerca de las motivaciones para transgredir las condicionalidades no descartan un efecto de alivio de ingresos proporcionado por el PBF. Abstract This article studies the impact of the Bolsa Família Program (BFP) on time spent in school, its components (enrollment, attendance, and school journey), and on the reasons students dropout or show low-attendance. The research uses data from the National Household Sample Survey (PNAD) for the years 2004 and 2006. During this period, the BFP coverage expanded by 67% enabling to test the dosage-effects of the program. The tests could not refute the hypothesis related to the impact of the BFP on time spent in school, and any of its components. Another identification strategy used shows that teenagers marginally eligible to BFP were 62% more likely to be enrolled at school, 8% more likely to comply with the attendance conditionality, and 6% more likely to study more than 4 hours per day. Finally, tests on the alleged reasons leading beneficiaries to fail in complying with the BFP conditions could not reject the existence of an effect of current income relief related to the program.

The Unified Registry for Social Programs (CadÚnico) was created in 2001, under the federal administration of Fernando Henrique Cardoso (Partido da Social Democracia Brasileira, PSDB or the Brazilian Social Democracy Party), however it was consolidated during the PT, or the Workers’ Party, presidential terms of Luís Inácio Lula da Silva (2003-2010) and Dilma Vana Rousseff (2011-2016). The aim of the article is to describe the actors and institutional arrangements that consolidated and expanded the CadÚnico over the years 2003 to 2016 investigating the choices and relations incorporated in its operation, the creation of new legal frameworks and new institutional aspects for social policies. The trajectory reported in the article was collected from bibliographic review on social programs and on the CadÚnico, interviews and documentary analysis. The article concludes that the CadÚnico is a living and changing object, its ambitious goal of being the only tool for registering social programs beneficiaries has been gradually achieved and has had the participation of various actors and institutions through the construction of complex relationships. El Registro Único para Programas Sociales (CadÚnico) se creó en 2001, aún bajo la administración federal de Fernando Henrique Cardoso (PSDB), pero se consolidó durante los gobiernos del PT de Luís Inácio Lula da Silva (2003-2010) y Dilma Vana Rousseff (2011-2016). El objetivo de este artículo es describir los actores y los arreglos institucionales que consolidaron y expandieron CadÚnico durante los años 2003 a 2016, investigando las opciones y relaciones que se entrelazan en su funcionamiento, su construcción constante y su carácter que genera nuevos marcos legales e institucionales para política social La trayectoria narrada en el artículo fue construida en base a la revisión bibliográfica sobre programas sociales y en CadÚnico, entrevistas y análisis documental. El artículo concluye que CadÚnico es un objeto vivo y cambiante, su ambicioso objetivo de ser la única herramienta de registro para beneficiarios de programas sociales se logró gradualmente y contó con la participación de diferentes actores e instituciones a través de la construcción de relaciones complejas O Cadastro Único para Programas Sociais (CadÚnico) foi criado em 2001, ainda sob a gestão federal de Fernando Henrique Cardoso (PSDB), mas ele se consolidou durante os governos petistas de Luís Inácio Lula da Silva (2003-2010) e Dilma Vana Rousseff (2011-2016). O objetivo deste artigo é descrever os atores e os arranjos institucionais que consolidaram e expandiram o CadÚnico ao longo dos anos 2003 a 2016 investigando as escolhas e as relações imbricadas no seu funcionamento, sua constante construção e seu caráter gerador de novos marcos legais e institucionais das políticas sociais.A trajetória narrada no artigo foi construída com base na revisão bibliográfica sobre programas sociais e sobre o CadÚnico, entrevistas e análise documental. O artigoconclui que o CadÚnico é um objeto vivo e em transformação, seu ambicioso objetivo de ser a única ferramenta de cadastramento para os beneficiários de programas sociais foi alcançado paulatinamente e contou com a participação de atores e de instituições diversos através da construção de relações complexas.

Resumo Este artigo tem como objetivo demonstrar que a efetivação dos direitos fundamentais em sua integralidade pode ensejar as condições necessárias para a universalidade do bem-estar na sociedade brasileira. Toma-se como referência o Programa Bolsa Família como política pública direcionada para a redução da pobreza e da miséria e o semiárido do Nordeste do Brasil como campo de observação privilegiado dos reflexos de sua aplicação. Adotou-se uma abordagem histórica para identificar os problemas de ordem jurídico-política que funcionam como barreiras para as ações do Estado que visam à igualdade social. Conclui-se que o desenvolvimento sustentável depende da efetivação articulada dos direitos sociais. Abstract This goal is demonstrate that the implementation of fundamental rights in its integrety can create the necessaries conditions to the ensemble of well-being in brazilian Society. As reference is taken into account the program ¨Bolsa Familia¨ as public policie aimed to reduce poverty and misery, focusing in Northeast semi-arid as a prime field of observation of its direct impact. Considering the history approach to identify problems which have a political-legal nature that induce state actions barriers striving for social equality. In conclusion, the sustainable growth depends of articulated realization of social rights.

The Bolsa Família Program (PBF) was institutionalized in 2004, through the unification of the management and execution of income transfer actions of other pre-existing programs in Brazil, constituting the largest care policy in the country. The objective of this study was to evaluate the targeting indicator on the target audience and the impact of the Bolsa Família Program on poverty and income inequality, for the regions of Brazil between the years 2005 and 2015, based on data from the National Household Sample Survey (PNAD). The results suggest over the period studied in Brazil, the focus of PBF was not severely affected. However, in the North and Northeast regions, a large part of the target public of the program is no longer beneficiary therefor affected the targeting indicator, leading it to a small drop. In the other regions, the targeting indicator improved, mainly in the Center-West, which obtained better percentage variation. In addition, the program could obtain better targeting results if the government were able to improve the efficiency of local selection, that is, to include a larger number of households that belong to the target audience of the program, as in the Central-West region. This improvement reflected in the poverty and inequality indicators, with it made it to be the only region making the program increase its impact in the year 2015. For Brazil in general, the impacts on the poverty indicators are minimal, especially in 2015, but reductions are noticed in both years of this study. Although PBF is a useful tool for reducing poverty and inequality, it needs to be improved, either by improving the targeting indicator or by applying sustainable incentives so that families may in future cease receiving the benefit, breaking the perpetuity of the poverty cycle in which they live. O Programa Bolsa Família (PBF) foi institucionalizado em 2004, a partir da unificação da gestão e da execução das ações de transferência de renda de outros programas pré-existentes no Brasil, constituindo-se na maior política assistencial em nível nacional. Este trabalho teve como objetivo avaliar a focalização sobre o público- alvo e o impacto do Programa Bolsa Família sobre a pobreza e a desigualdade de renda para as regiões do Brasil no período de 2005 e 2015, a partir dos dados da Pesquisa Nacional por Amostra de Domicílios (PNAD). Os resultados sugerem que ao longo do período estudado no Brasil, a focalização do PBF não foi severamente afetada. Entretanto, nas regiões Norte e Nordeste, grande parte do publico alvo do programa deixou de ser beneficiário o que afetou a focalização, ocasionando uma pequena queda. Nas demais regiões, a focalização melhorou, principalmente no Centro-Oeste, que obteve melhor variação percentual. Adicionalmente, programa poderia obter melhores resultados de focalização caso o governo conseguisse melhorar a eficiência da seleção local, ou seja, incluir maior número de domicílios pertencentes ao público alvo do programa como na região Centro-Oeste. Esta melhora refletiu nos indicadores de pobreza e desigualdade, sendo a única região a fazer com que o programa aumentasse seu impacto no ano de 2015. Para o Brasil de maneira geral, os impactos sobre os indicadores de pobreza são mínimos, principalmente em 2015, mas apresenta reduções em ambos os anos estudados. Apesar da existência do PBF ser um instrumento útil para a redução da pobreza e desigualdade, é necessário aperfeiçoá-lo, seja melhorando a focalização ou aplicando incentivos sustentáveis para que as famílias possam futuramente deixar de receber o benefício, quebrando a perpetuidade do ciclo de pobreza em que vivem.

Brazilian social protection programs have had consistent effects in reducing poverty and inequality among their respective target-groups: children, adolescents and pregnant and breastfeeding women. In 2011, the Brazil without Extreme Poverty program was launched as a strategy to eradicate extreme poverty by 2014. It makes the promotion of rights the core concept of the official political narrative. This study seeks to provide a systematic description of the Brazil without Extreme Poverty program and its initial results. A review of official documents and academic studies on the social protection programs was conducted. The Brazil without Extreme Poverty program represents an incremental approach to the social protection policies enacted by the previous administration. It advocates a multidimensional and focused approach, funded primarily by the federal government. The strategy subscribes to the international trend of associating social protection with employment and income generation policies. Os programas de proteção social no Brasil tiveram efeitos consistentes na redução da pobreza e desigualdade em seus grupos-alvo: crianças, adolescentes, grávidas e nutrizes. Em 2010, o Brasil sem Miséria foi lançado como uma estratégia para erradicar a pobreza extrema até 2014. A promoção de direitos é o cerne de sua narrativa política oficial. O objetivo deste artigo é prover uma descrição sistemática do Brasil sem Miséria, bem como de seus resultados iniciais. Foi realizada revisão de documentos oficiais e estudos acadêmicos sobre os programas de proteção social. O programa Brasil sem Miséria representa uma abordagem incremental em relação às políticas de proteção social implementadas pelo governo anterior. Defende uma abordagem multidimensional e focalizada, financiada principalmente pelo governo federal. A estratégia adota a tendência internacional de associar proteção social a políticas de geração de emprego e renda.

This article deals with the conditioned income-transfer developed by the governments of Lula and Dilma, in the Brazilian case, and by Cristina Fernandez de Kirchner, in Argentina. They are comparatively analyzed with regard to their institutionality, the access criteria, the conditionings and the concept of poverty, in order to discuss whether or not they constitute a social right and the relative importance of the amount given. This thesis’ object is the poverty regulation in Brazil within the framework of the ‘Bolsa Família’ Programme, a conditional cash transfer social policy assembling several elements of the debate and the experience of poverty in Brazil. This work explains how the mechanisms of poverty regulation interact with local citizenship practices. In effect, the access of the poor to social rights and the exercise of their political rights are both object of a process of regulation by family values in a context of strong social inequalities. Beyond the fact that social assistance depends on family organisation, the implementation of the ‘Bolsa Família’ Programme is based on informal rules, reflecting the dominant social representations of poverty in Brazil. In addition, the allocation of social benefits depends in part on personalised rapports between the programme’s beneficiaries and political candidates and elected representatives. This work is based on a case study in the Northeast region of Brazil—in a middle-sized municipality of the Ceará state. An ethnographic approach allowed the identification of the logic of operation of a political machine involving social assistance, elected officials, social workers and beneficiaries. More generally, this thesis examines the interactions between the poor and the society as a whole, from a local perspective of contemporary issues of poverty regulation and contributes to the study of the political and electoral use of social assistance.

This paper analyzes the relationship between educational outcomes in access and socioeconomic levels of the population from Brazil, focusing on conditional cash transfer (CCT) programs (Bolsa Escola/Bolsa Familia) and the comparison between Brazil and the rest of Latin America in terms of improvements in educational outcomes. To do this, we analyze, for the 2000–2014 period, different indicators of educational outcomes at the aggregate level and/or income levels and poverty. These analyses are realized on the basis of microdata by country and year, homogeneously processed according to the criteria of the SEDLAC base. We conclude that the positive effect of that program is a robust conclusion, both in terms of impact studies and the evolution of aggregate data. It is also observed that Brazil must intensify efforts in basic education so as not to be left behind in the context of Latin America. Finally, the lack of progress in the tertiary/university sector calls for some thought on whether it is not necessary to modify the conditionalities of the program., Facultad de Ciencias Económicas

Bu çalışmanın amacı, 2008 krizi sonrası alternatif ekonomi politikaları bütünü olarak sunulan Post-neoliberal yaklaşım kapsamında teşvik edilen sosyal politikaların yoksulluğu ve eşitsizliği azaltmadaki etkilerini tartışmaktır. Sosyal neoliberalizm olarak kavramsallaştırılan söz konusu politikaların özellikle gelişmekte olan ülkelerde 2008 krizi öncesinde uygulanmaya başlandığı vurgulanmakta, bu bağlamda Şartlı Nakit Transferleri yoksulluk ve eşitsizlikle mücadele aracı olarak ele alınmaktadır. Bu çalışmada, neoliberal ekonomi politikaları benimsenmiş olmasına rağmen yoksullara yönelik sosyal politikalarla onların durumunu iyileştirmeyi hedefleyen sosyal neoliberal uygulamalar, Brezilya örneği üzerinden ele alınmaktadır. Kapsamlı bir Şartlı Nakit Transferi örneği olarak Bolsa Família'nın 2003-2010 yılları arasında ülkenin yoksulluk ve eşitsizlik verileri üzerindeki etkileri değerlendirilerek 2008 krizinin söz konusu verileri nasıl değiştirdiği incelenmektedir. Bu tezin, sosyal neoliberalizmin yoksulluk ve eşitsizlikle mücadeledeki rolünü, gösterge etkisi olan bir vaka analizi ile ortaya koyması bakımından literatüre katkı sağlaması beklenmektedir., The aim of this study is to discuss the impact of social policies in reducing poverty and inequality that were implemented as part of the Post-neoliberal approach. The mentioned policies, conceptualized as social neoliberalism, have started to be employed especially in the developing countries before the 2008 global financial crisis. In this context, Conditional Cash Transfers are considered as means of combating poverty and inequality. In this study, though evaluated as part of neoliberal policies, the social neoliberal practices aiming at improving the status of the poor are discussed with particular reference to the Brazilian case, as an example of a comprehensive Conditional Cash Transfer program, the effects of the Bolsa Família on the poverty and inequality in Brazil are evaluated during 2003-2010. The way in which the 2008 crisis changed the current trend is also examined in this dissertation. Moreover, the degrees of improvement in the state of the poor concerning education and health services, which are compulsory aspects for the claimants to become eligible to receive cash transfers, are discussed as part of this research. This thesis is expected to contribute to the literature by revealing the impact of social neoliberalism on mitigating poverty and inequality in the Brazilian example as a critical case.
