In accordance with Section 110 of the National Historic Preservation Act (NHPA), the Air Force must institute a program to identify, locate, evaluate, nominate cultural resources eligible for listing in the National Register of Historic Places (NRHP), and then protect them from adverse effects in accordance with Section 106 of the NHPA. The Joint Base McGuire-Dix-Lakehurst (JBMDL) has partnered with US Forest Service (USFS) TEAMS Enterprise Unit for a Phase II evaluation of 15 archaeological sites. Fieldwork took place from July 16, 2015 through February 5, 2016 and involved shovel testing, pedestrian survey, trenching, and test units. Archaeological survey was focused entirely on the Fort Dix portion of JBMDL. Of the 15 sites evaluated, 9 sites were determined eligible for listing on the National Register of Historic Places (NRHP). Sites 28-Bu-133 and 28-Bu-549 were determined to represent the same mid-late 19th century historical occupation. Sites 28-Bu-547, 28-Bu-548, and 28-Bu-134 also represent the same early-late 19th century domestic occupation. Site 28-Bu-526 contains Late Archaic through Early Woodland components that provide evidence of temporary settlement. Site 28-Bu-689 contains Late Archaic through Early Woodland components that represent seasonal occupation and resource procurement. Site 28-Oc-67 is an ephemeral lithic scatter attributed to the Late Archaic through Early Woodland periods and represents an under-documented site-type in a poorly understood geographical area. Site 28-Bu-551 represents a mid-late 19th century historical farmstead. Site 28-Bu-913 represents a mid-late 19th century domestic residence and farmstead. This site is recommended eligible for listing on the NRHP and would be a contributing resource to the recommended Pointville Archaeological Historic District. The Pointville Cemetery, the NRHP-eligible Site 28-Bu-413, NRHP-eligible 28-Bu-473, NRHP-eligible 28-Bu-542, and Texas Avenue and Pointville Road would be contributing resources to the recommended Pointville Archaeological Historic District. Future evaluation of sites 28-Bu-471, 28-Bu-472 and 28-Bu-474 may also be determined as contributing resources the Pointville Archeological Historic District even though they have not been determined as individually eligible for listing on the NRHP. Because no specific plans for development have been identified in these areas, the USFS recommends avoidance of these sites. Phase II evaluation recommends that sites 28-Bu-685, 28-Bu-698, 28-Oc-149, and 28-Bu-151 should not be considered eligible for listing on the NRHP. No further avoidance is recommended for these sites. Phase II evaluation of Site 28-Oc-152 identified intact archaeological deposits. However, recent construction and development may have adversely affected portions of the site. The USFS recommends additional survey at the Phase II level before an evaluation can be determined. This summary report describes archaeological survey work and supporting analysis undertaken at Fort Dix in 1997-8 under Delivery Order 41 of Contract DACW61-61-D-0010 between Hunter Research Inc. and the Philadelphia District, U.S. Army Corps of Engineers. This Delivery Order implemented Task Order Number 3, issued by the Historic Preservation Office, Environmental Division, Directorate of Public Works, U.S. Army Fort Dix on February 27 1997. Delivery Order 41 was administered by the New York District. Dr, Peter Pagoulatos, Historic Preservation Officer, Fort Dix, (FDHPO) was the project manager for the survey. This report is in a similar format to the report on Task Orders 1 and 2 (Delivery Orders 31 and 35). This Task Order envisaged a Phase I identification level survey of high and low archaeological sensitivity areas, directed chiefly at the location and preliminary characterization of prehistoric resources at Fort Dix. A total of 49% (15443 acres) of the area of the Fort Dix installation was excluded from the survey because of prior disturbance, the location of impact zones and ranges, and wetlands buffers. Delivery Order 41 therefore addressed areas in the remaining 51% of the base. Field investigations were divided up into two blocks of work with the first phase from March to June, 1997 and the second phase during August to late December 1997. Work under this Task Order called for the completion of 8470 shovel tests distributed over 70 blocks. A total o f 8554 shovel tests were completed in 75 blocks. Fieldwork was completed in late December 1997, and global positioning and environmental data capture was completed in February 1998. The report is divided into two volumes. Volume II consists of the technical appendices including the results of the historic map search, detailed survey results, artifact records, National Register, Historic American Buildings Survey (HABS), and New Jersey Historic Sites Inventory Forms, and a detail of the predictive model used for the survey. This report presents the results of a Phase I cultural resource survey which was conducted at the U.S. Army Training Center and Fort Dix during the winter of 1982. The survey was administered by the National Park Service, Mid-Atlantic Region, Philadelphia and was conducted by the Cultural Resource Group of Louis Berger & Associates, Inc. The survey identified three prehistoric sites from the sampled areas. These are believed to be significant because they may be representative of Late Archaic to Early Woodland Transient Camps which were part of a larger, settlement-subsistence system which involved seasonal rounds between the vicinity of the Abbott Farm Prehistoric Sites in Trenton in summer and the Pinelands vicinity in winter. In addition to the sites located, recommendations were made, based on environmental parameters, as to which areas of the base may contain additional prehistoric sites. The historic archaeological component of the survey identified the remains of three potential 19th century farmsteads which were considered potentially significant for understanding the changing relationship of rural farmsteads to urban areas, improved transportation networks, and increases in the level of technology. Areas where the potential exists for finding other historic archaeological sites were also delineated based on the historic background research. The architectural survey produced a listing of significant buildings on the base which included a cluster of the last remaining structures from the 1917 construction of the base. These buildings are being nominated for inclusion in the National Register of Historic Places. All surveyed structures were documented on Office of Historic Preservation (OHP) and Historic American Buildings Survey Forms and were evaluated by both the National Register Criteria and the Army Manual No. 5-801-1 criteria and recommendations were made for their treatment.
