This study stems from the need to reflect on the theme of social inclusion, in particular as regards the pedagogical value in the relationship between prison and the territory in the Florence area. In fact, there are many connections between the world of schools, universities, social cooperatives, cultural and voluntary associations, theater companies and the prison of Sollicciano (FI). "Whoever opens the door of a school closes a prison" said Victor Hugo. So we talk about rehabilitation, and of course education. The essay will take into consideration the interventions of various experts who work in prison, the pedagogical literature that deals with this theme and some writings by a fourth grade high school student and ex prisoners. The right to education in prison offers a chance for human growth in a complex and dehumanizing environment. However, the peculiarities of prison systems, together with past experiences of school failure, can constitute significant obstacles to knowledge access. To enhance accessibility, participation, and achievement, even within prisons, it is necessary to review teaching practices. This paper aids in the reconsideration of the teaching of mathematics for incarcerated adults or young adults. The challenging goals of the Unesco 2030 Agenda relaunch the role of education as a factor promoting lifelong learning, quality education and supporting processes of participation and social inclusion. In this perspective, the theme of the reeducative function of punishment takes on renewed relevance and is part of the more problematic question of the educational role of prison and how to realise it. This contribution, using the references of the learning city, reflects on the participative and constructive relationship between prison and city, in the light of the theories of adult education and learning in a transformative perspective, reinterpreting the connection between the reeducative function of punishment and the relationship with the city. Words in prison suffer from context perhaps more than in other situations. Particularly in the encounter between inmates and social workers, words are burdened with expectations and tensions given by the compression of space, the mortification of the body and the dilation of time, often referred to as "suspended" time, which never passes. They are usually rarefied words, due to the difficulty of linguistic comprehension (many inmates are foreigners), the impossibility of preparing and curating meetings with adequate time and space, and the absence of privacy with which to accommodate the most painful words. This rarefaction sometimes produces closure, superficiality, sometimes brings out the essential, creates spaces for the authentic. Even when so-called "treatment activities," with (re)educational value, leverage words - such as autobiographical storytelling workshops - there is then a lack of opportunities for verification, especially in the long term, that is, there is a lack of opportunities to detect how the relationship with self and others changes, how the ability to shape experience changes.This is another reason that depotentiates words in prison. And yet it is only from the thought become word that a new consideration of self begins, in that space where positive versions of one's identity can emerge alongside those that imprisonment cements and stigmatizes. The contribution aims to present qualitative research carried out with social workers (competent volunteers) in the S. Vittore prison, from which a reflection on the value of words in such a conditioned context, where education seems to be hostage to constraints and limits, rather than animated by workers committed to reeducational paths, has emerged. From here it is perhaps possible to build on this to hatch paths of critical reinterpretation and change. [ABSTRACT FROM AUTHOR]

This article, based on bibliographical reviews, aims to analyze the development of a possible death policy adopted by the State in the face of the prison population and its most varied actors in the pandemic scenario. Therefore, we seek to understand the Brazilian prison structure and the development of a technique for exercising power called by Achille Mbembe as necropolitics. Since then, we seek to collect data on the impact of COVID-19 in prison in order to ascertain the real situation of the prison population in times of pandemic and the need to find emergency solutions to protect the lives of the great masses prison that is sensitively vulnerable to contagion by this new disease. In this way, after verifying the reality supported by the prison system with the advance of COVID-19 in prison, the article seeks to analyze the urgency of a humanitarian penal legal system, which will reform the relationship between the human person and prison. Il saggio intende proporre in chiave filosofico-ermeneutica un’analisi del romanzo pavesiano Il carcere. Si è inteso mostrare come Pavese tracci una fenomenologia esistenziale, benché anomala rispetto all’esperienza comune, della vita in carcere, dalla quale emergono alcune categorie filosofiche che scandiscono il vivere in libertà e in prigione. La sospensione, lo smarrimento e la precarietà della vita in carcere mostrano comunque alcuni degli imprescindibili elementi che rendono degna e autentica l’esistenza, come se nel Carcere vedessimo il negativo della vita stessa e una grande metafora cosmica per cui Pavese ci indica alcuni rimedi e considerazioni.

In the presented case study we deepen the results of an international comparative research concerning the section of the survey carried out in Italy, going into detail about the situation related to the use of ICT in prison in our country during the Covid-19 pandemic. By proposing large excerpts of the interviews collected from four privileged witnesses (a prison manager, a school principal and two teachers), the article, through the examination of the practices told and the reflections collected, intends to probe the existing imaginaries on the use of ICT in the prison context, comparing points of view of different roles and examining the diachronic perspectives: pre/post pandemic and the prospects of future development. Le TIC in carcere durante la pandemia da Covid-19: uno studio di caso. Nello studio di caso presentato approfondiamo i risultati di una ricerca comparativa internazionale che riguardano la sezione dell’indagine svolta in Italia, scendendo nel dettaglio della situazione relativa agli utilizzi delle TIC in carcere nel nostro Paese durante la pandemia da Covid-19. Proponendo ampi stralci delle interviste raccolte da quattro testimoni privilegiati (un dirigente carcerario, un dirigente scolastico e due docenti), l’articolo, attraverso l’esame delle pratiche raccontate e delle riflessioni raccolte, intende sondare gli immaginari esistenti sull’utilizzo delle TIC in contesto penitenziario, confrontando punti di vista di ruoli differenti ed esaminandone lo svolgimento diacronico pre/post pandemia e le prospettive di sviluppo futuro.

This contribution is an analysis on the consequences of the coronavirus spread in the Italian prison system, highlighting concerns and potential prospects of improvements. Like other extremely vulnerable contexts, prisons are affected by the spread of Covid-19, resulting however weaker in providing effective strategies to ensure prevention, health and safety. Due to structural flaws, unhealthy conditions and endemic shortfalls, penitentiaries see a high risk of an outbreak of the illness. The prison crumbling and chronic overcrowded state make social distancing impossible. In addition to this, the coronavirus impact exacerbates pre-existing difficulties of the prison system. In such a dramatic scenario, and in spite of the inadequate government response in providing efficient resources against the virus diffusion, some detention facilities seem to be resilient in fighting back the epidemic, adopting strategies and solutions which could be considered a valuable starting point towards a better way of conceiving punishment. Il carcere italiano di fronte al coronavirus: tra criticità e resilienza. Il contributo presenta un’analisi circa le ripercussioni della diffusione del coronavirus nel sistema penitenziario, mettendo in luce le criticità e le potenziali prospettive di miglioramento. Il carcere, come tutti gli altri contesti contraddistinti da un elevato grado di vulnerabilità, non è immune rispetto alla diffusione del Covid-19, ma si dimostra debole nel garantire efficaci strategie di prevenzione e sicurezza sanitaria. A causa delle carenze strutturali, dell’insalubrità e dei deficit endemici degli istituti di pena, appare concreto il rischio che i luoghi di detenzione si trasformino in vivi focolai di malattia. Le fatiscenti condizioni dei penitenziari e la cronica condizione di sovraffollamento rendono impraticabile il distanziamento sociale e, al tempo stesso, l’impatto del coronavirus esaspera i nodi critici preesistenti all’interno dei circuiti penitenziari. In questo drammatico scenario, per quanto i provvedimenti adottati dal governo risultino insufficienti nel fornire gli strumenti adeguati al contrasto della diffusione del virus, alcune strutture si mostrano resilienti nel fronteggiare l’epidemia, mettendo in pratica una serie di strategie e soluzioni che possono costituire un valido punto di partenza verso un modo migliore di intendere la pena.

In this text, we aim to discursively analyze the narratives of Angela, the fictitious name of a female prisoner in Goiás, residing in a city in the interior of the state of Goiás. We rely on Critical Applied Linguistics, studies on gender intersectionalities and assumptions Foucaultians about knowledge, power and body. We problematize prison through the voice of a subject who experienced and experiences social difficulties on a daily basis. As a result, we point out that prison is represented, from the perspective of an ex-convict, as a locus full of stigmas and social prejudices, making socially-historically erased subjects increasingly invisible. The paper analyzes the role of the third sector in the context of the prison administration. Starting from the origins, passing through the debate in the constituent assembly, the paper retraces the evolution of legislation that has recognized an ever greater space for the intervention of voluntary work that the third sector can bring about. As this is a moment of great regulatory ferment, in the light of some recent reforms, including the so-called Cartabia Reform, the paper stresses the risks and potential of the third sector in a particular context such as that aimed at ‘welcoming’ - in symbolic and practical terms - those who are deprived of personal freedom. The constitutional framework, in particular, the principles of solidarity, of equal dignity, the personalist principle and the re-educational finalism, confirm for an ever greater space of the third sector in the penitentiary context, without prejudice to the need to mark a distance from the roles and functions of the public administration, as to avoid that the conspicuous inefficiencies in the treatment services are not visible., Lo scritto analizza il ruolo del terzo settore e del volontariato nel contesto dell’amministrazione penitenziaria. A partire dalle origini, passando dal dibattito in assemblea costituente, si ripercorre l’evoluzione normativa che ha riconosciuto un sempre maggiore spazio all’intervento del volontariato che il terzo settore può inverare. Trattandosi di un momento di grande fermento normativo, alla luce di alcune recenti riforme, tra cui la c.d. Riforma Cartabia, lo scritto precisa rischi e potenzialità del terzo settore in un contesto peculiare quale quello volto ad accogliere – in termini simbolici e pratici – chi sia privato della libertà personale, collocandoli nel quadro costituzionale. Sono in particolare i principi di solidarietà, di pari dignità, il principio personalista e il finalismo rieducativo a deporre per un sempre maggiore spazio del terzo settore nel contesto penitenziario, ferma restando la necessità di marcare una distanza rispetto a ruoli e funzioni dell’amministrazione pubblica, anche al fine di evitare che risultino non visibili le vistose inefficienze nei servizi trattamentali.

In 1851, William Gladstone turned the suffering of Neapolitan political prisoners into a cause célèbre. His Two Letters to the Earl of Aberdeen on the State Prosecutions of the Neapolitan Government galvanized European and American public opinion, and set in motion a process of diplomatic negotiation that culminated in the removal of sixty-six men from prison in January 1859. Subject to deportation, the men took control of the ship taking them to the U.S.A. and directed it to Great Britain, where they enjoyed a hero's welcome. During the eight years that separated the publication of Gladstone's protest from the prisoners' escape, leading British politicians, diplomats, and journalists worked to keep the plight of the Neapolitan prisoners in the public eye; however, the prisoners themselves, with the help of close friends and family, made an essential contribution to this effort. This note traces the evolution of the special imprisonment regime regulated by Article 41 bis, the so-called “hard detention” (namely the regime of isolation), from its introduction in 1986 to the present. The aim is to explain to the reader how at issue is not so much the usefulness of the so-called "hard prison" as a tool for combating organized crime as its specific modes of implementation, which can configure treatment detrimental to the dignity of prisoners., Questa nota ripercorre l'evoluzione del regime di carcerazione speciale regolato dall'art. 41 bis, il cosiddetto “carcere duro” (ossia il regime di isolamento), dalla sua introduzione nel 1986 a oggi. L'obiettivo è quello di spiegare al lettore come in discussione non sia tanto l'utilità del 41bis come strumento di contrasto al crimine organizzato quanto le sue specifiche modalità attuative, che possono configurare trattamenti lesivi della dignità dei detenuti.

The article aims to bring the issue of 41 bis “down to earth”, reconstructing its origins and meaning. It analyzes the historical relationship between the mafia and prison, and more broadly between the mafia, prison, and the state. It then offers an exemplary and concrete representation of the influence of this relationship on the history of the fortunes of the great mafia organizations. Finally, he goes back to August 1992, when the law was approved in parliament, to recall the climate in which it was approved and the - still valid - project that animated it., L’articolo si propone di rimettere “con i piedi per terra” la questione del 41 bis, ricostruendone le origini e il senso. Analizza il rapporto storico tra mafia e carcere, e più ampiamente tra mafia, carcere e Stato. Propone poi una rappresentazione esemplare e concreta dell’influenza di questo rapporto sulla storia delle fortune delle grandi organizzazioni mafiose. Torna infine all’agosto del 1992, quando la norma fu approvata in parlamento, per ricordare il clima in cui venne approvata e il progetto -ancora valido- che la animava.

Viene proposta l’analisi di un caso specifico di contatto con Shakespeare, avvenuto all’interno della produzione teatrale carceraria. Un’isola. Dalla mia finestra si vedono le montagne (2018) è un’opera teatrale che si rapporta a The Tempest sulla base della riscrittura drammaturgica elaborata dalla regista Alessia Gennari, in collaborazione con un cast multinazionale, composto da alcuni detenuti del carcere di Vigevano (PV). Nel copione, si evidenzia un utilizzo frammentario e selezionato della versione italiana del testo shakespeariano. A questo si accompagnano brevi sezioni composte direttamente dai detenuti ed elementi linguistici e culturali di provenienza variegata. In un’istituzione totale, all’interno della quale il ruolo dei detenuti è appiattito su quello convenzionale del criminale, l’attività creativa in ambito teatrale permette di sviluppare forme di resilienza nella costruzione di identità stratificate, nonché di scoprire una condizione come la vulnerabilità, propria e altrui, in apparenza molto lontana da quella della colpevolezza. In questa dimensione, Shakespeare diventa il filtro attraverso cui liberare la propria voce, nello stesso momento in cui il testo di The Tempest, nelle parole di Gennari, assume la funzione di ‘pre-testo’, a servizio del carcere e dei detenuti. Tra autorità shakespeariana e agency dei soggetti marginalizzati si stabilisce dunque un rapporto articolato, sulle cui declinazioni nella pratica drammaturgica e performativa è qui puntata l’attenzione., I would like to analyze a specific case of Shakespearean prison theatre. Un’isola. Dalla mia finestra si vedono le montagne (2018) is a rewriting of The Tempest by director Alessia Gennari, performed by an international cast consisting of some inmates of the prison of Vigevano (PV). A selection of the Shakespearean lines, translated into Italian, are accompanied by short sections composed directly by the inmates and by linguistic and cultural elements of diverse origin. In a total institution where the role of the prisoners is flattened on the conventional one of the criminal, the creative activity in the theatrical field allows to develop forms of resilience in the construction of stratified identities. Vulnerability can also be explored, even though it might be perceived as divergent from the condition of guilt. In this dimension, Shakespeare becomes the filter through which long unheard voices find the way to express themselves. At the same time, the text of The Tempest assumes the function of ‘pre-text’, at the service of the prison and the prisoners themselves. Between Shakespeare’s authority and the agency of the marginalized subjects, a stratified relationship is established, on whose declinations in dramaturgical and performative practice I would like to focus my attention.

Motherhood in prison is a little-discussed topic due to the small number of incarcerated women. Few studies have given voice to incarcerated mothers to speak directly about their condition. This contribution, through a survey of the international scientific literature and making use of a decade of teaching experience in prisons, combined with field observation activities on behalf of the Antigone Association, took stock of the condition of imprisoned motherhood in Italy and the laws in force. Interviews with imprisoned mothers were analyzed in the light of the reform proposals initiated in our country to ensure that imprisoned mothers can continue to bond with their children in non-custodial settings. La maternità reclusa è un argomento poco dibattuto a causa dell’esiguità numerica della popolazione detenuta femminile; pochi studi hanno dato voce alle madri detenute per parlare direttamente della loro condizione. Il contributo, attraverso una ricognizione della letteratura scientifica internazionale e avvalendosi di una decennale esperienza di didattica nelle carceri, unita all’attività di osservazione del campo di indagine per conto dell’Associazione Antigone ha fatto il punto sulla condizione della maternità reclusa in Italia e delle leggi in vigore. Le interviste alle madri detenute sono state analizzate alla luce delle proposte di riforma avviate nel nostro Paese per garantire alle madri recluse la continuità del legame con i figli.

O presente artigo propõe-se a refletir sobre a situação da mulher negra na sociedade brasileira e seu envolvimento com a criminalidade, a partir da explanação de aspectos históricos sobre o surgimento e evolução do racismo e suas consequências. Assim, tem como objetivo demonstrar que o racismo, sobretudo contra as mulheres negras, e as consequências que dele derivam, é uma prática que ainda está disseminada em nossa sociedade e que, neste caso em particular, conduz a mulher negra ao envolvimento maior com a criminalidade. A pesquisa se baseia nos estudos de Barroso (2012), Bonnici (2005), Chiavenato (1980), Prudente (1988), Dijk (2005), Szaniawski (2005), entre outros. O método utilizado foi o dedutivo, o qual a partir de pontos particulares, chega-se a conclusões gerais. This article aims to reflect on the situation of black women in Brazilian society and their involvement with crime, from the explanation of historical aspects about the emergence and evolution of racism and its consequences. Thus, it aims to demonstrate that racism, especially against black women, and the consequences that follow from it, is a practice that is still widespread in our society and that, in this particular case, leads black women to greater involvement with criminality. The research is based on the studies of Barroso (2012), Bonnici (2005), Chiavenato (1980), Prudente (1988), Dijk (2005), Szaniawski (2005), among others. The method used was the inductive one, which from particular points comes to general conclusions.

Resumo O objetivo do estudo foi analisar quantitativamente resultados de testes rápidos de vírus da imunodeficiência humana (HIV), sífilis e hepatites crônicas na população carcerária em complexo penitenciário de Salvador (BA). Trata-se de um estudo transversal. A amostra foi composta por homens privados de liberdade no período de agosto de 2018 a agosto de 2020, com testes rápidos sendo realizados. Para análise dos dados foi utilizada estatística descritiva e razão de prevalência com os respectivos intervalos de confiança de 95%. Foram estudados 6.160 homens, com maioria (93,1%) de pretos e pardos, residentes de Salvador (65,8%), com escolaridade predominante de ensino fundamental (65,3%). Das pessoas privadas de liberdade, 581 (9,4%) obtiveram resultado reagente para uma ou mais IST, sendo sífilis a mais prevalente (80%). As variáveis idade maior de 25 anos [RP = 1,37 IC95% (1,17-1,61)] e nível de escolaridade sem presença de ensino superior [RP = 2,16 IC95% (1,04-4,49)] se mostraram associadas à maior taxa de positividade nos testes, enquanto o não compartilhamento de drogas em algum momento da vida mostrou ser fator protetor à positividade nos testes [RP = 1,28 IC95% (1,07-1,53)]. Conclui-se que existiu uma baixa prevalência das IST na amostra estudada, sendo sífilis a mais prevalente. Abstract This study aimed to quantitatively analyze the results of rapid tests for Human Immunodeficiency Virus (HIV), Syphilis, and Chronic Hepatitis in the prison population in a prison complex in Salvador (BA), Brazil. This cross-sectional study consisted of a sample of men incarcerated from August 2018 to August 2020 submitted to rapid tests. Descriptive statistics and prevalence ratios with respective 95% confidence intervals were employed to analyze data. A total of 6,160 men were studied. Most were black and brown (93.1%) and resided in Salvador (BA), Brazil (65.8%), with predominantly elementary schooling level (65.3%). Five hundred eighty-one (9.4%) people deprived of their liberty were positive for one or more STIs, and Syphilis was the most prevalent (80%). The variables age greater than 25 years [PR = 1.37 95%CI (1.17-1.61)] and schooling level without Higher Education [PR = 2.16 95%CI (1.04-4.49)] were associated with a higher positivity rate in tests, while not sharing drugs was a protective factor for test positivity [PR = 1.28 95%CI (1.07-1.53)]. We concluded that there was a low prevalence of STIs in the sample studied, and Syphilis was the most prevalent.
