3. Treće stoljeće edukativnih aktivnosti: Hrvatski liječnički zbor – 1874. – 2023.

- Abstract
The Croatian Medical Association (CMA) was founded February 26, 1874, for the purpose of improving protection of people’s health, professional and scientific work, fostering medical ethics and protecting class interests. Liečnički viestnik is the oldest Croatian medical journal with long-lasting tradition. The first issue was published in January 1877. The Croatian Medical Association is the founder of the School of Medicine University of Zagreb, the Croatian Medical Chamber as well as other associations and institutions in Croatia. The Croatian Medical Association has 10 826 voluntary members in 26 branches and 163 Professional Societies. Also, it collaborates with the most relevant public institutions related to the Healthcare system of Croatia. One of the main projects of the Croatian Medical Association are creation of clinical guidelines for the Healthcare system of Croatia. Since 2004, more than 70 diagnostic and therapeutic guidelines have been written by Professional Societies of Croatian Medical Association. During the last five years the Croatian Medical Association has also developed and implemented EU funded projects focused on the internationalization of higher education in Croatia (EXPPAND) and on childhood obesity prevention in Croatian primary schools (PETICA – play for health). Professional Societies of the Croatian Medical Association are devoted to LifeLong Learning that consist of more than 2500 educational activities/year. In conclusion, the Croatian Medical Association in its third century of educational activity, is continuously paving the way for a better future of the Croatian Healthcare system by investing in education and training of doctors that is essential for progress of medicine. Volontering during studies can improve students’ various skills and, at the same time, shape them into individuals ready for the challenges of the future professional world. Numerous studies have confirmed that volunteering is beneficial while studying and later on in facing future challenges (the benefit of volunteering during studies as well as for future challenges). In this article, from the perspective of the president of the Faculty Board of all students of the Faculty of Medicine in Rijeka, some of the active projects of this nonprofit association will be presented, as well as the wealth of experience and skills that students can acquire through them. Also, the positive significance of volunteering for psycho-physical development will be shown, along with the way it affects the progress of society, community harmony, and personal growth. This paper shows how cross-border cooperation projects can play a significant role in the development of the local community and be an extremely important factor in launching new initiatives in the local community, if they are prepared taking into account certain critical factors. The case study of the "Adriatic Canyoning" project shows the key factors that enable a project to become a generator of development in the local community. Even in the case where the project has a tourist character, it can be a driver of infrastructural or urban development. The crucial role for a project to acquire such a character is the context of project preparation, the relationship between project objectives and planned activities, as well as the context of the project within the strategic development goals of a specific community. Also, the cross-border character of the project gives an additional dimension, not only in the transfer of knowledge and experience from cross-border regions, but also gives weight to a broader perspective that a particular local need gains through cross-border cooperation. U ovom diplomskom radu analizirane su faze životnog ciklusa projekta na primjerima Rekonstrukcije poduzetničkog inkubatora „Pazin Up“ i „Poduzetničkog inkubatora „Barban. Cilj istraživanja bio je proučiti koncept životnog ciklusa projekta i primijeniti ga na konkretne primjere. U uvodnom dijelu rada dana je definicija projekta i projektnog menadžmenta zajedno s objašnjenjem važnosti razumijevanja životnog ciklusa projekta. Nakon toga, detaljno su analizirane faze iniciranja, planiranja, provedbe, kontrole i nadzora te zatvaranja projekta na primjeru dva navedena poduzetnička inkubatora. Analiza je obuhvatila opis svake faze, specifičnosti i izazove s kojima su se projekti susreli te primjenu odgovarajućih metoda i alata projektnog menadžmenta u svakoj fazi. Istraživanje je pokazalo da je razumijevanje životnog ciklusa projekta ključno za uspješno vođenje projekata, a rezultati istraživanja mogu poslužiti kao smjernice za buduće projekte slične prirode u području poduzetništva i lokalnog razvoja. U radu je dan naglasak na važnosti kontinuiranog upravljanja rizicima i pravovremenog suočavanja s promjenama tijekom životnog ciklusa projekta kako bi se postigli željeni rezultati. Primjeri projekata poduzetničkih inkubatora „Pazin Up“ i „Barban“ pokazali su važnost cjelovitog i koordiniranog vođenja svake faze kako bi se postigli željeni rezultati. Korišteni su različiti alati projektnog menadžmenta, poput Ganttovog dijagrama, analize rizika, upravljanja resursima i praćenja napretka projekta. In this master's thesis, the project life cycle phases were analyzed using the examples of the Reconstruction of the Entrepreneurship Incubator „Pazin Up“ and „Barban“. The research aimed to study the concept of the project life cycle and apply it to specific examples. The introduction provided a definition of a project and project management, emphasizing the importance of understanding the project life cycle. Subsequently, the initiation, planning, execution, control and monitoring, and project closure phases were thoroughly analyzed using the examples of the „Pazin Up“ and „Barban“ entrepreneurship incubators. The analysis included a description of each phase, its specific characteristics, challenges faced by the projects, and the application of appropriate project management methods and tools in each phase. The research demonstrated that understanding the project life cycle is crucial for successful project management, and the findings can serve as guidelines for future projects of a similar nature in the field of entrepreneurship and local development. The thesis highlighted the importance of continuous risk management and timely adaptation to changes throughout the project life cycle to achieve desired results. The examples of the „Pazin Up“ and „Barban entrepreneurship incubator“ projects underscored the significance of comprehensive and coordinated management in each phase to achieve desired outcomes. Various project management tools were employed, such as Gantt charts, risk analysis, resource management, and project progress monitoring.

SažetakZaštićena područja imaju za cilj očuvanje bioraznolikosti, razvoj područja na kojemu se nalaze te kontinuirano financiranje javnih ustanova osnovanih za njihovo upravljanje. Održivo financiranje ima temelj u međunarodnim i nacionalnim financijskim mehanizmima, te u koncesijama i drugim naknadama koje čine vlastite prihode javnih ustanova. Financijsko poslovanje javnih ustanova, neovisno o kategoriji osnivača, propisano je zakonima i pravilnicima na nacionalnoj razini. Pregledom dostavljenih izvješća za poslovnu 2019. godinu uočavaju se obilježja financiranja pojedinih javnih ustanova te njihova usmjerenost prema izvorima novca za njihov razvoj.Polučeni rezultati strukture prihoda javnih ustanova na temelju razmatranja javno dostupnih financijskih obrazaca, ukazuju na potrebu privlačenja projektnih financijskih sredstava, posebice kod javnih ustanova na županijskoj/lokalnoj razini, kako bi se parkovni sustav intenzivno razvijao i unaprjeđivao. Drugi najzastupljeniji izvor prihoda u zaštićenim područjima predstavljaju sredstva iz proračuna države ili županije u ovisnosti o osnivaču, te su dostatna za osnovno funkcioniranje javne ustanove i plaće zaposlenika., SummaryIntroduction describes basic principles of existence of the park system, characteristics of national classification and number of public institutions per founder. Basic legal framework for functioning of park system in Republic of Croatia is also stated. The chapter on materials and methods presents a detailed elaboration of legislative framework in protected areas. The audit reports on which the elaboration of form is used for processing in results of work is also given. The chapter results and discussions provides a summary of all revenues of protected areas in the Republic of Croatia. The subchapter related to public institutions that manage national parks shows the elaboration of a form for all items with a detailed explanation of the characteristic financial characteristics. In the following subchapters related to nature parks and county and local public institutions, elements of form with explanations of specific activities for individual areas are elaborated according to the same principle. Conclusions presents precise conclusions related to the characteristics of financing protected areas in the Republic of Croatia, which show both the strengths and weaknesses of certain categories of founders.

Brz napredak informacijsko-komunikacijskih tehnologija doveo je do razvoja novih načina komunikacije, poimanja informacija, te do pojave novih digitalnih usluga baštinskih institucija. U Europskoj uniji posljednja dva desetljeća potiču se projekti digitalizacije i suradnje te razvoj i implementacija platformi kojima bi se olakšao mrežni pristup digitaliziranoj kulturnoj baštini u razne svrhe te istovremeno promovirala djelatnost baštinskih institucija. Na području arhiva posebno se potiče digitalizacija kao nov oblik očuvanja gradiva. Svrha je ovog rada ponuditi pregled rada arhivskih službi i nacionalnih arhiva triju blisko povezanih europskih država - Hrvatske, Mađarske i Slovenije – i istražiti te usporediti koje mogućnosti suvremenih informacijsko-komunikacijskih tehnologija koriste i na koji način za očuvanje i osiguravanje pristupa arhivskom gradivu u njihovoj nadležnosti, u kojim projektima sudjeluju, te na koje načine svoju djelatnost predstavljaju javnosti. The rapid progress of information-communication technologies has led to the development of new ways to communicate and comprehend information, as well as to the emergence of new digital services for heritage institutions. Digitization and cooperation projects have been encouraged in the European Union in the last two decades, as well as the development and implementation of platforms to facilitate online access to digitized cultural heritage for many purposes, and at the same time to help promote the work of heritage institutions. Especially where archives are concerned, digitization is being encouraged as a new method of preserving archive material. The purpose of this thesis is to provide an overview of archive services and national archives of three closely connected European countries – Croatia, Hungary, and Slovenia – and to examine and compare which tools of the contemporary information-communication technologies they use for preserving and providing access to archival material within their jurisdiction, which projects they take part in, and how they choose to present their work to the public.

Kohezijska politika je strategija Europske unije kojom se promiče i podupire usklađeni razvoj regija država članica EU. Koristeći sredstva europskih fondova, kohezijska politika Europske unije sufinancira projekte koji doprinose ekonomskoj, društvenoj i teritorijalnoj koheziji regija, uključujući regije Republike Hrvatske. S obzirom na važnost ovih projekata u pogledu ulaganja u nove sadržaje, usluge i infrastrukturu koju koriste građani EU, komunikacija i vidljivost ima ključnu ulogu u osvještavanju građana o EU, uključujući i obvezu komuniciranja kao dio provedbe ovih projekata. Predmet istraživanja ovog rada je komunikacija i vidljivost dva projekta kohezijske politike nacionalnih parkova Hrvatske. Analizirani su glavni komunikacijski kanali projekata i zastupljenost projekata u medijima. Anketnim upitnikom razmatrano je mišljenje građana o kohezijskoj politici u Hrvatskoj. Rezultati istraživanja pokazuju da mediji predstavljaju projekte u pozitivnom tonu, da je veliki udio građana ispitanih anketnim upitnikom upoznat s fondovima i projektima kohezijske politike, ali da je stil komunikacije formalan i obilježen korištenjem tehničkih termina. Temeljem rezultata istraživanja, rad iznosi prijedloge smjernica za komunikaciju na razini projekata i programa kohezijske politike, s ciljem pojednostavljivanja provedbe obveza komunikacije i vidljivosti te učinkovitijeg komuniciranja s građanima. Cohesion policy is the European Union’s strategy to promote and support the harmonious development of regions of EU Member States. Using European funds, EU's cohesion policy co-finances projects that strengthen the economic, social and territorial cohesion of regions, including regions of the Republic of Croatia. Given the importance of these projects concerning investments in new facilities, services and infrastructure that are used by EU citizens, communication and visibility play a key role in raising citizens’ awareness of the EU, including an obligation to communicate as part of implementation of these projects. The subject of this paper is communication and visibility of two cohesion policy projects implemented by Croatia’s national park institutions. The main communication channels of projects and their media coverage were analysed. A survey on public opinion was published to research citizens’ views on cohesion policy in Croatia. Results show that the media represent projects in a positive tone, that a large proportion of citizens are familiar with cohesion policy funds and projects, but that the style of communication is formal and technical. Based on the results of the survey, the work puts forward proposals for communication guidelines at project and programme level, aiming to simplify implementation of communication and visibility obligations and communicate more effectively towards citizens.

Danas se Republika Hrvatska danas u relativno ranoj fazi razvoja pametnih gradova, no posljednjih godina zamjetan je sve značajniji pomak. Pametni gradovi postali jedna od važnih investicija današnjice, ali i budućnosti u kontekstu razvoja i to od pametne ekonomije, pametnog prometa, energetske učinkovitosti, tehnoloških inovacija, pa do povećane transparentnosti kao i poboljšanja kvalitete života građana i održivosti zaštite okoliša. Zbog svog geografskog položaja, povijesti, kulture, blizine i povezanosti sa Zagrebom, glavnim gradom Republike Hrvatske, Samobor je idealan za realizaciju i razvoj „Pametnog grada“. Pametnim rješenjima, primarno u sektorima okoliša i mobilnosti, Samoboru se nude projekti kojima bi se poboljšao i unaprijedio život stanovnika, zajednice ali i svih drugih sastavnica prirode i okoliša. Smjer razvoja svakog „Pametnog grada“ temelji se na održivosti sustava i uključenosti stanovništva u sve projekte. Nakon što ostvari cilj i postane „Pametni grad“, grad Samobor treba konstantno pratiti i nadograđivati postojeće sustave, ali i stvarati nova pametna rješenja za bolje, lakše i učinkovitije življenje. Cilj ovog diplomskog rada je dati pametna rješenja u području Pametne mobilnosti te Pametnog okoliša kako bi Samobor stekao naziv „Pametan grad “kao i prikazati trenutno stanje u gradu te ponuditi pametna rješenja u konceptu razvoja i implementacije pametnih rješenja za grad Samobor. Nowadays, the Republic of Croatia is in a relatively early stage of development of smart cities, but in recent years there has been a significant shift. Smart cities are becoming one of the important investments of today and the future in the context of smart economy, transport, energy efficiency, technological innovation, and increased transparency as well as improving the quality of life of citizens and the sustainability of environmental protection. Due to its geographical position, history, culture, proximity and connection to Zagreb, the capital of the Republic of Croatia, the town of Samobor is ideal for the realization and development of the "Smart City". Smart solutions, primarily in the sectors of environment and mobility, offer Samobor projects that would improve and enhance the lives of its residents, communities and all other components of nature and the environment. The direction of development of each "Smart City" is based on the sustainability of the system and the involvement of the population in all projects. By achieving the goal of becoming "Smart City", the town is obliged to constantly monitor and upgrade the existing systems, but also to create new smart solutions for better, easier and more efficient living. The aim of this thesis is to provide smart solutions in the field of Smart Mobility and Smart Environment to make Samobor "Smart City “as well as to show the current situation in the city and offer smart solutions in the concept of development and implementation of smart solutions for Samobor.

Kreativna i kulturna industrija jedna je od rastućih industrija današnjice koja, prema Florida i Tinagli (2004), doprinosi ekonomskom razvoju. Prepoznata je važnost kulturne i kreativne industrije od strane Europske unije s obzirom na povećanje vrijednosti sredstava namijenjenih financiranju ovog sektora u sljedećem programskom razdoblju. Svrha rada je odrediti potencijalne prepreke u financiranju udruga koje djeluju unutar kulturne i kreativne industrije u pribavljanju financijskih sredstava. Također, kroz analizu provedenog polustrukturiranog intervjua s predstavnicima tri udruge koje posluju na području grada Osijeka, ispituju se stavovi o preprekama u pribavljanju financijskih sredstava iz europskih fondova te uspješnosti poslovanja neprofitnih organizacija na regionalnoj razini. Neprofitne organizacije koje djeluju unutar kulturne i kreativne industrije, u ovom slučaju udruge kao najbrojnije neprofitne organizacije, još uvijek ovise o državnoj i lokalnoj samoupravi za financiranje projekata te se u praksi, po mišljenju ispitanika, nedovoljno koriste sredstva Europske unije. Također, prema ovom ali i istraživanju drugih autora utvrđeno je da su neprofitne organizacije registrirane u gradu Zagrebu uspješnije u odnosu na druge regije Republike Hrvatske po rezultatima poslovanja i korištenju financijskih sredstava iz Europske unije. Pritom je naglašena važnost korištenja fondova i programa Europske unije za provedbu složenijih i većih projekata te cjelokupan razvoj neprofitnih organizacija u kulturi i kreativnim industrijama. The creative and cultural industries are one of the growing industries of today that, according to Florida and Tinagli (2004), contribute to economic development. The importance of the cultural and creative industry has been recognized by the European Union with regard to the increase in the value of funds intended for financing this sector in the next programming period. The purpose of this paper is to identify potential barriers of associations operating within the cultural and creative industries in obtaining the funding. Also, through the analysis of a semi-structured interview with representatives of three associations operating in the city of Osijek, attitudes about obstacles to obtaining funding from European funds and the success of non-profit organizations at the regional level are examined. Non-profit organizations operating within the cultural and creative industry, in this case associations as the most numerous non-profit organizations, still depend on state and local self-government to finance projects and in practice, according to respondents, European Union funds are insufficiently used. Also, according to this and other authors' research, it was determined that non-profit organizations registered in the city of Zagreb are more successful compared to other regions of the Republic of Croatia in terms of business results and use of funds from the European Union. The importance of using EU funds and programs for the implementation of more complex and larger projects and the overall development of non-profit organizations in culture and creative industries was emphasized.

Crowdfunding se javio kao inovativni model prikupljanja sredstava za ostvarenje poslovnih i društvenih projekata putem donacija koje su uglavnom sastavljene od malih iznosa, a prikupljaju se od velikog broja ljudi. Da bi neka organizacija došla do ciljane publike od kojih će prikupiti sredstva potrebna joj je online platforma kao podrška koja će joj omogućiti da putem Interneta lakše dođe do većeg broja ljudi i do potrebnih sredstava za financiranje svojih projekata. Tražitelji sredstava postavljaju profile svojih projekata na online platforme koje im omogućuju donacije te se promoviraju putem društvenih mreža. Svako poduzeće koje se planira financirati putem crowdfundinga mora biti svjesno da ukoliko projekt ne uspije treba vratiti donirana sredstva ili u slučaju uspjeha projekta isplatiti investitoru dogovoreni prinos na dobivenu donaciju. Takva poduzeća trebaju naglašavati svoje društveno odgovorno poslovanje te u promociji svojih projekata naglašavati kako je osim poslovne profitabilnosti, predmeti projekt koristan i za društvo te njegova provedba ne nanosi okolišu negativne efekte. Ako i postoje negativni utjecaji na okoliš ili društvo provedbom crowdfunding projekta, oni se trebaju minimizirati. Crowdfunding has emerged as an innovative model of fundraising for business and social projects through donations that mainly consist of small amounts and are collected from a large number of people. In order for an organization to reach a target audience from which to raise funds, it needs a network platform as support that will allow it to more easily reach more people and the necessary funds to fund its projects via the Internet. Fundraisers post profiles of their projects on online platforms that allow them to donate and are promoted through social media. Any company for which crowdfunding funding is planned must be aware that if the project fails, the donated funds should be returned or, in the event of project success, the investor should be paid the agreed return of the donation received. Such companies should emphasize their socially responsible business, and in the promotion of their projects emphasize that in addition to business profitability, projects are also beneficial for society and that its implementation does not cause negative effects on the environment. If there are negative impacts on the environment or society by implementing a crowdfunding project, they should be reduced.

Tema ovog rada je uloga kulturnih i kreativnih industrija u razvoju turizma i gospodarstva. Termin kreativnih i kulturnih industrija pojavljuje se zajedno s pojmom kulturne industrije. U radu se definiraju termini kulturnih i kreativnih industrija te kako je sve započelo. Također se objašnjava značenje turizma i gospodarstva tj. bruto dodana vrijednost i stopa zaposlenosti u pod-sektorima. U posljednje vrijeme utjecaj kulturnih i kreativnih industrija je sve veći, a njihov spoj s turizmom stvara značajne rezultate za gospodarstvo. Pojava digitalnih tehnologija imala je veliki utjecaj na razvoj kulturnih i kreativnih industrija. Primjećuje se pozitivan učinak kulturnih i kreativnih industrija na turizam i gospodarstvo. U radu se opisuju razni projekti/programi koji su se proveli u svijetu i u Hrvatskoj te koji su pomogli u razvoju kulturnih i kreativnih industrija. Napredak se vidi u svim podacima, a brojni planovi pokazuju da će biti još puno prilika za razvoj. Podjela kulturnih i kreativnih industrija prema pod-sektorima pojasnila nam je način na koji funkcioniraju u Hrvatskoj. Turizam je gospodarska djelatnost koja može pridonijeti razvoju gospodarstva, a zajedno s kulturnim i kreativnim industrijama stvara se dobitna kombinacija. Kulturni turizam je jedan od najstarijih oblika turizma te Hrvatska koja je bogata kulturno-povijesnim znamenitostima ima velik utjecaj na razvoj kulturnog turizma i gospodarstva. Pojam kreativnosti spominje se sve češće, posebno u razvoju kreativnih industrija kako bi se kreireale nove turističke ponude. Kreativni turizam obuhvaća veliki raspon aktivnosti poput glazbe, sporta ili gastronomije što privlači veliki broj ljudi. Kreativnost je jedna od važnih čimbenika ovog sektora, ugrađena je u sve dijelove kulturnih i kreativnih industrija te je snažan poticaj sektorima. The topic of this paper is the role of cultural and creative industries in the development of tourism and economy. The term creative and cultural industries begines with the term cultural industry. The paper defines the terms of cultural amd creative industries and how it all started. It also explaines the meaning of tourism and the economy that is gross value added and employment rate in the sub-sectors. Recently, the influence of cultural and creative industries is growing and their combination with tourism creates significant results for the economy. The emergence of digital technologies has had a major impact on the development of cultural and creative industries. The positive effect of cultural and creative industries on tourism and the economy is noticeable. Various projects/programs that have been implemented both in the world and in Croatia that have helped in the development of cultural and creative industries are described. Progress can be seen in all the data and numerous plans show that there will be many more opportunities for development. The classification of cultural and creative industries into sub-sectors explained to us how everything works in Croatia. Tourism is an economic activity that can contribute to the development of the economy and toghether with the cultural and creative industries a winning combination is created. Creativity is one of the important factors of this sector, it is included in all parts of the cultural and creative industries and is a strong stimulas to the sectors. Cultural tourism is one of the oldest forms of tourism and Croatia, country rich with cultural and historical sights, has a great influence on the development of cultural tourism and the economy. The concept of creativity is mentioned more often, especially in the development of creative industries in order to create new tourist offers. Creative tourism includes a wide range of activities such as music, sports or gastronomy which attracts a large number of people. Creativity is an important part of this secort, it is included in all parts of the cultural and creative industries and is a strong stimulus to the sectors.

Zadatak suvremene škole je da učenike pripremi za svijet koji je dinamičan i pun različitih informacija iz različitih izvora. U toj šumi informacija potrebno je pronaći baš onu relevantnu, odnosno onu koja najbolja odgovara zahtjevu. U obrazovanju budućeg uspješnog čovjeka izrazito je važno istraživačko učenje. Istraživačko učenje osposobljava učenika da se samostalno snalazi u novim izazovima koji ga očekuju na svakom koraku. Potrebno je dobro valorizirati relevantne informacije i točno odrediti baš onu koja daje najbolji odgovor na postavljeni zadatak. U provedbi istraživačkog učenja izrazito je važan tzv. treći prostor. Taj treći prostor za učenje u školi je školska knjižnica. Suvremena školska knjižnica danas treba moći odgovoriti na sve zahtjeve suvremenog obrazovanja pa tako i na zahtjeve istraživačkog učenja i ona na taj način postaje centar informacija u svakoj školi. U ovom radu predstavljeni su uspješni projekti nastali provođenjem istraživačkog učenja u suradnji učitelja razredne nastave i školske knjižničarke. Ti projekti su vezani za čitanje, pretraživanje informacija iz različitih izvora i kreativan odgovor na zahtjeve nastale istraživačkim učenjem. Izuzetno važno za uspješno istraživačko učenje je da školski knjižničar ostvaraje dobru suradnju s učiteljima i ravnateljem u svojoj školi. The task of the modern school is to prepare students for a world that is dynamic and full of different information from different sources. In this forest of information, it is necessary to find exactly the relevant one, and the one that best meets the requirement. Research learning is extremely important in the education of a future successful person. Exploratory learning enables the student to cope independently with the new challenges that await him at every step. It is necessary to valorize the relevant information well and determine exactly the one that gives the best answer to the set task. In the implementation of research learning is extremely important the so-called third space. That third space for learning in school is the school library. Today, a modern school library should be able to respond to all the requirements of modern education, including the requirements of research learning, and it thus becomes a center of information in every school. This paper presents successful projects created by conducting research learning in collaboration with primary school teachers and school librarians. These projects are related to reading, searching for information from various sources and creative response to the demands created by research learning. It is extremely important for successful research learning that the school librarian has a good collaboration with the teachers and the principal in school.
