Abstract

The increasing democratisation of the public health decision-making process and the opening-up of debate to new actors heavily rely upon procedures which provide a platform to enable informed groups such as practitioners or consumer associations and other NGOs to express their opinions. Using the example of a public hearing on BCG vaccination that was organised in November 2006 by the French Society of Public Health, this study questions the role of these new actors in the decision-making process, their weight with regard to expert opinions and their influence on decision-makers. The qualitative thematic analysis of the debates held throughout the public hearing and hearing committee's deliberations highlights that despite the diversity of the actors present and their level of participation in the debate, the varied nature of the themes addressed and the diverse stance on issues, the consultation process is held according to a relatively restricted format under certain noticeable constraints. Only a well-informed audience, composed of doctors (either clinicians or public health doctors) is apt and capable of contributing to the debate with the full capacity to react to the technical interventions. Their participation is largely dependant on using their own experience from the field as a form of expertise on the subject of vaccination. This study discusses the notion of expertise within public debate, which in order to be truly legitimate, must be accompanied by recognition of the affiliation of the actor as an expert as such.

Abstract

International audience; Using serum samples routinely collected in 9144 adults from a French general population-based cohort, we identified 353 participants with a positive anti-SARS-CoV-2 IgG test, among whom 13 were sampled between November 2019 and January 2020 and were confirmed by neutralizing antibodies testing. Investigations in 11 of these participants revealed experience of symptoms possibly related to a SARS-CoV-2 infection or situations at risk of potential SARS-CoV-2 exposure. This suggests early circulation of SARS-CoV-2 in Europe.

Abstract

International audience; The author presents the Évin Act of January 10, 1991 as one of the most well-known health laws in France. To do so, he explains the genesis of this law by referring to the law of July 9, 1976 on the fight against smoking or to the DMOS of July 1987 on advertising and alcohol. Then, he highlights the report of a group of five hospital academics on smoking. According to the author, the Évin Act concerns the two main health determinants: tobacco and alcohol, and marks the awareness of public health. Finally, he underlines the importance of accompanying, protecting and developing such a law.; L’auteur présente la loi Évin du 10 janvier 1991 comme une des lois de santé les plus connues en France. Pour cela, il expose la genèse de cette loi en s’appuyant sur la loi du 9 juillet 1976 sur la lutte contre le tabagisme ou sur les DMOS de juillet 1987 sur la publicité et l’alcool. Puis, il met en avant le rapport d’un groupe de cinq hospitalo-universitaires sur le tabagisme. La loi Évin concerne les deux principaux déterminants de santé selon l’auteur : le tabac et l’alcool, elle marque la prise de conscience de la santé publique. Enfin, il souligne l’importance de l’accompagnement, de la protection et de l’évolution d’une telle loi.
