This paper critically examines the development of food charity in schools in England. Growing numbers of schools, often in partnership with charities and businesses, are directly providing food to parents who are struggling to feed their families. This paper analyses how and why this is happening and its broader significance. The growth of food charity in schools is explained through a mixture of a retreating welfare state, an ongoing cost of living crisis, the continued diffusion of charitable food aid as a socially accepted response to poverty and hunger in the United Kingdom, and schools having to adopt increasing responsibility for making sure that children's basic needs are being met. This paper explores the potential of the perspective of epistemic injustice to reconcile medical sociology's attention to the micro level of experience and interpersonal exchange, and disability studies' focus on the macro level of oppressive structures. The first part of the paper provides an overview of the concept of epistemic injustice and its key instances—testimonial, hermeneutical, and contributory injustice. We also consider previous applications of the concept in the fields of health care and disability, and we contextualise our investigation by discussing key features of postsocialism from the perspective of epistemic injustice. In the second part, we explore specific epistemic injustices experienced by people who use disability support by drawing on interviews and focus groups conducted with parents of disabled children in present‐day Bulgaria. In our conclusion, we revisit our methodological and theoretical points about the potential of epistemic injustice to facilitate mutually beneficial exchanges between medical sociology and disability studies. Research on debt highlights its use as a tool for investment and a substitute for public welfare programs. Use of debt, however, is not equal across social groups. Black households in particular have lower debt levels than white households. In this paper, we explore the context behind massive racial disparities in household debt. Conceptually, we propose that personal debt is an indicator of integration in the financial system. As such, we argue that black households' lower debt levels can be understood as financial isolation rather than financial health. We support this argument by using data from the Survey of Consumer Finances to estimate racial differences in access to financial tools net of racial differences in socioeconomic status, asset levels, and financial literacy. We also show that black households' financial information networks are different from white households' in ways that suggest restricted access to formal financial institutions. Ageing well has been associated with the responsibility to age actively, successfully, or healthily in public and research discourses. This connection of individual responsibility with ageing has been criticised in Social Gerontology for neglecting the access to social, economic, and health resources. This paper investigates (individual) responsibility, informal support, and public initiatives in discourses on older immigrants in Germany. The research framework employs a sociology of knowledge approach to discourse, which guided the discourse analysis of German policy reports, guidelines and handbooks on ageing and migration from 2000 to 2019 (43 documents in total). The results reveal that besides public initiatives concerning long-term care, health promotion, and social services, informal solutions through social networks are frequently emphasised in the data. The focus, thereby, is on long-term care, which is presented as a responsibility of the extended family. Thus, resources are situated in the family, social networks, and ethnic group, which should be opened and connected with public services; however, the focus is shifting from older immigrants towards local municipalities. This study provides a discourse perspective on the construction of resources and challenges for older immigrants concerning health, care, and social services and offers an assessment of the cultural and integrating/excluding qualities in active ageing discourses. This paper aims to optimize a desirable fare structure for the public transit service along a bus-subway corridor with the consideration of those factors related to equity in trip, including travel distance and comfort level. The travel distance factor is represented by the distance-based fare strategy, which is an existing differential strategy. The comfort level one is considered in the area-based fare strategy which is a new differential strategy defined in this paper. Both factors are referred to by the combined fare strategy which is composed of distance-based and area-based fare strategies. The flat fare strategy is applied to determine a reference level of social welfare and obtain the general passenger flow along transit lines, which is used to divide areas or zones along the corridor. This problem is formulated as a bi-level program, of which the upper level maximizes the social welfare and the lower level capturing traveler choice behavior is a variable-demand stochastic user equilibrium assignment model. A genetic algorithm is applied to solve the bi-level program while the method of successive averages is adopted to solve the lower-level model. A series of numerical experiments are carried out to illustrate the performance of the models and solution methods. Numerical results indicate that all three differential fare strategies play a better role in enhancing the social welfare than the flat fare strategy and that the fare structure under the combined fare strategy generates the highest social welfare and the largest resulting passenger demand, which implies that the more equity factors a differential fare strategy involves the more desirable fare structure the strategy has. In Europe, responsible research and innovation (RRI) has emerged as a science policy measure that demands the early integration of a broad range of social actors and perspectives into research and development (R&D). More collaboration of the social sciences and humanities (SSH) with science and engineering appears within this policy framework as a crucial element that will enable better technological development. However, RRI is new to both natural scientists and SSH scholars, and interdisciplinary collaborations are challenging for many reasons. In this paper, we discuss these challenges while suggesting that what RRI can be in a particular project is not a given but remains an empirical question. Aims: Social–epidemiological explanations of health inequalities usually take the existence of social inequality as a given and ignore the fundamental questions of why social inequality exists in the first place and why it is so persistent. I review here theories of the explanation of social inequality to identify the processes and/or structures responsible for its persistence. Methods: This paper is a review of the relevant sociological literature. Results: The sociological literature suggests that what persists over long periods of time is not a specific manifestation of social inequality but a ‘meta-phenomenon’: the fact that there are different social positions, that these social positions give access to different levels of resources in some graded way and that the distribution of individuals over social positions follows rules that create inequalities in the opportunities for achieving a more advantaged social position. The durability of social inequality in this generic form can then be understood from the persistence of the underlying mechanisms and processes – for example, humans are driven by self-interest, while most objects of their striving are in short supply, therefore a struggle for rewards is present in all societies; humans are unequally endowed, therefore some are more successful in this struggle for resources than others; and the inequalities resulting from these individual level actions are structurally fixated through the intergenerational transmission of (dis)advantage, various societal institutions, and cultural factors. Conclusions: The sociological literature suggests that some mechanisms producing and perpetuating social inequality are more ‘benign’ than others. This paper explores the intersection of gender and class concerning welfare clients with medically unexplained symptoms. The study is conducted in Denmark using qualitative interviews with welfare officers and clients. The paper's focus is on how issues of gender and class intersect in the negotiation of illness among welfare officers and clients. The particular client group in question consists of individuals that are defined by their lack of a bio-medical diagnosis. Their 'lack' of identity accentuates how gender and class become central in the categorisation practices, constructing the ill person as either bio-medically sick or as a person who may be suffering but only from diffuse psychological problems. The paper shows that it is predominantly poorly educated women without a bio-medical diagnosis that welfare officers describe as suffering from psychological problems despite the fact that the women themselves focus on physical ailments in their illness stories. Children's poverty has long been a central concern for policy makers and policy researchers. The body of extant research conducted and the range of programmatic interventions undertaken by successive governments in this and other countries is extraordinary. Nevertheless, children remain in poverty. Clearly there are many reasons for this, not least of which is the maintenance and intensification of market capitalism with its attendant blatant inequalities. Even so, the moral, political, social and economic imperatives for developing workable responses to children's poverty remain. This paper argues that we, in Australia, should adopt an approach increasingly taken in the UK. Drawing on, among other things, the new sociology of childhood, this approach begins not with the expertise of adult researchers and policy makers, but with that of children. In doing so, the case is made for why children's perceptions and experiences of poverty are key concerns for policy. The paper outlines in theoretical terms why children's voices matter. Invoking the new sociology of childhood and the sociology of identity, a conceptual framework for understanding why policy scholars and makers should carefully attend to the voices of their subjects is sketched - in this case, the subjects are children. In 2004 and 2005 the West Australian Labor Government significantly amended the Workers Compensation and Injury Management Act 1981 (WA) (the Act). These amendments followed over a decade of shifting power plays and uncertainty for the many stakeholders in the system. The significance of these state-based reforms cannot be underestimated, providing a localised example of a broader contestation between the interests of private business and the shifting terrain of industrial citizenship. This article documents the last decade of workers compensation reforms within Western Australia and a summary of changes which ultimately took effect in November 2005. In keeping with the post-modern emphasis on context, this paper locates the Western Australian changes within a broader discussion of the shifting landscape of rights and entitlements engendered through neo-liberal discourse. In particular, as this paper explores, the changes to Western Australian workers compensation policy can be read as a reflection on the way employers, government and the insurance industry interpret and engage with the continuing realignment of worker entitlements. Concepts and constructions of resilience have assumed a significant position in contributing to understandings of the psychosocial development of children and young people. This paper examines how concepts of resilience are constructed within the literature, and then explores social workers’ perceptions and use of resilience with young people who were ‘looked after’ or at risk of becoming ‘looked after’. It addresses the interface between social workers’ views and understandings of the emotional health needs of their clients, and the responsiveness of accompanying service interventions. Using the Framework for Assessment as a platform for discussion, 32 semistructured interviews were conducted with 19 social workers relating to a purposive sample of 52 children and young people (31 boys and 21 girls). Social workers experienced difficulty in conceptualizing resilience, often providing cursory, general or non-expert explanations. Furthermore, social workers described all children and young people within the sample as being resilient, drawing only upon face-value observations to evidence this. Related to this was the low frequency of social workers’ reports of children and young people's mental health difficulties and the concomitant low referral rate to secondary tier services. The authors argue that social workers’ optimistic perceptions of the resilience of children and young people within this sample, alongside their positive appraisal of their emotional needs, impact on the interventions that are put in place. The paper concludes that the tendency of social workers to project optimism onto their client base calls our attention to a possible transference of the collective need for the social work department itself to be resilient within that local authority. This paper explores communication within social work from an attachment perspective. The capacity to communicate openly and confidently is a crucial aspect of the social work task. Two particular theories are explored and described: firstly, the sequence between the infant and the primary caregiver of attunement, rupture and repair. It is argued that this pattern is present in all relationships and that the negative aspects of it can become re-evoked within the social work task, both in relation to clients and fellow professionals. Secondly, the concept of reflective function is explored which has particular relevance to social work. The paper explores the practice implications of these two ideas. The New Public Management (NPM) has often been favorably contrasted with European Public Administration (EPA). This paper attempts to balance this Anglo-American perspective with a relatively new European critique of NPM which its authors call the Neo-Weberian State (NWS). Despite their differences in some key respects, however, it is argued that the NPM and NWS are similar in their sweeping paradigmatic character, their ambiguities and internal inconsistencies, their inability to go beyond instrumental rationality and incorporate forms of hermeneutic and critical reason, and in their advocacy of bureaucracy via participation under certain historical conditions, hence consistent with Weber’s characterization of modern organization and management. This paper argues that social welfare research on joined-up thinking is underpinned by two theses. The 'systemic move' thesis suggests that joined-up thinking is needed to fill gaps in welfare service provision arising from a lack of interorganizational co-ordination. The 'epistemological move' thesis advises that joined-up thinking is needed to overcome deficiencies in the institutional division and distribution of welfare knowledge. Both theses macro-systematize blame for previous social welfare failures, and both are teleological because they present joined-up thinking as a progressive solution that results in a more effective (and thus less fallible) welfare system. In this paper, I argue that joined-up thinking can also create a new economy of welfare professional power. First, I show how some versions of 'joined-up' thinking manifest themselves in holistic practices that can 'see everything', 'know everything' and 'do anything', and thus a 'holistic power' to discipline and control every aspect of welfare recipients lives. Since holistic power is seen as infallible, its failure to produce 'active bodies' necessitates the creation of secondary 'joined-up powers' that individualize blame and exclude those to blame from welfare resources. These 'secondary powers' match the social disciplines enforced by one welfare agency (e.g. the responsibility tn work enforced by the employment service) with legal rights under another agency (e.g. the right to housing from social landlords), so that breach of the former leads to exclusion from the latter. I conclude that this power strategy is primitive and punitive because it simply excludes welfare recipients. Exclusion is also uneconomic because it pushes welfare recipients into the shade of welfare institutional power. [ABSTRACT FROM AUTHOR]

More than half a century after its emergence as a formal field of study, medical sociology remains an important substantive area within our discipline, wide ranging in its appeal and the plethora of topics it engages. Tangible indicators, including the increase in the number of medical sociology journals and the number of medical sociology courses offered in colleges and universities across the country (Bloom 2000), point to the continued interest in this field. The vitality of medical sociology stems in part from the fact that today's health sector is an extraordinarily broad and vibrant arena of society (Weiss and Lonnquist 2000). Major topics of current interest have included the medicalization of society, sociocultural responses to health and illness, patterns of physician-patient interactions, health services utilization, alternative healers and alternative health practices, and comparative health care systems. The array of topics of analysis in our field continues to expand; recently emerging areas of interest include the social effects of health care technology, medical ethics, managed care, and health care reform. Indeed, it is an exciting time to be a medical sociologist. In the Call for Papers distributed for this special issue, we announced that we hoped to explore health- and illness-related topics that should continue to be influential into the new millennium. Further, we specifically encouraged submission of various formats and lengths not typically included in Sociological Spectrum or similar publications. Thus, this collection is unique in its conceptual essays, and methodological and theoretical notes. As suggested by the special issue's title, we hold a broadened view of medical sociology, a view also encouraged by scholars such as Conrad (2001), Weiss and Lonnquist (2000), and Charmaz and Paterniti (1999), that encompasses a sociology of health, healing and illness, as well as of medicine. Although not all inclusive, the organizational schema of the special issue reflects the broad range of topics that scholars who responded to our Call for Papers, our special issues reviewers, and we, as co-editors, considered particularly relevant to medical sociologists at this point in time. Contrary to what is often assumed, order is not the strongest context for encouraging normative behavior. The strongest context effect on normative behavior comes from cues that clearly convey other people’s respect for norms. Ironically, this show of respect necessitates some contrasting disrespect that is being restored. Using civic virtues (such as helping behavior) as a prototype of normative behavior, the three field experiments described in this paper reveal the impact of normative cues on civic virtues. Results show that the strongest effect on making people follow prosocial norms in public places emanates from seeing order being restored, rather than just order being present. The robust and surprisingly large effects show that observing other people’s respect for one particular norm (as evidenced in their restoring physical order) makes it more likely that the onlooker follows other norms as well. This implies that prosocial behavior has the highest chance of spreading when people observe order being restored. There are clear policy implications: create low cost “normative respect cues” wherever it is desirable to increase conformity to norms. [ABSTRACT FROM AUTHOR]

This paper explores the emotional aspects of participation within social welfare contexts. The focus is on individual professionals, such as social workers and children's rights workers and their articulation, management and negotiation of the emotional when working with children and young people. The institutions of welfare are also shown to be ambiguous in their approaches to participation. Lastly, the dimensions of power that are enacted in relations between professionals and children reveal some of the complex dynamics in this fraught area of social welfare policy and practice. This article responds to recent UK proposals on measuring and recording student achievement (Universities UK 2007) to highlight issues that are relevant across different higher education contexts, which are increasingly intertwined through the expansion of the Bologna process. Drawing from wide-ranging literature on assessment and sociology, this paper argues that the introduction of new assessment technologies cannot be seen from a purely technical perspective but instead requires a deeper appreciation of assessment as a social practice, which contributes powerfully to the construction of learner subjectivities in ways that are not necessarily benign. Although not suggesting this leads to any easy solutions, the concept of 'meta-social' awareness may be useful in better supporting a diverse student body in confronting the complexities of the twenty-first century. Although clearly sociological in origin, the concept of social capital has become popular in a number of academic disciplines, and prominent in discourses about tackling social inequality. It has managed to cross over into popular consciousness and the vocabulary of political leaders and it has been invoked as a sort of cure-all for an assortment of societal problems. Putnam (1998) has linked social capital to 'better schools, safer streets, faster economic growth, more effective government, and even healthier and longer lives'. Given its rapid journey into political, policy and popular discourse, this paper seeks to critically explore the concept, and its application in research and social policy terms. It calls for a critical and thoughtful approach to the application of the concept, particularly in the context of addressing the problems faced by communities experiencing deprivation or disadvantage. The four years from 2001 to 2005 saw the roll out of an innovative social enterprise on one of Melbourne's high rise public housing estates, Atherton Gardens. It provided residents with access to personal computers, computer training, an intranet, internet and email, as well as establishing a training room, open access computer lab, repairs workshop and a help desk service for computer users. This paper reports on a three year research project which was undertaken to assess the impact of this initiative and to analyse its effects, not only on residents' access to and use of new forms of information and communication technologies, but also the less tangible effects of an electronic network on health, social capital and community well-being. Despite growing interest in fundraising as part of the social worker's role, there has been no comprehensive research on this subject. The purpose of the present research is to begin to bridge that gap. Five dimensions of fundraising are defined and a theoretical framework, comprised of factors that may be related to social workers' involvement in this activity, is developed. Data were collected by means of a structured questionnaire, administered to social workers in welfare departments in Israel. Statistical analysis of the findings indicates low to moderate mean levels of social worker involvement in fundraising. The variable that contributes most to involvement in fundraising is the social worker's sense of efficacy for this activity. NASW state chapters provide a mechanism through which members can become involved in formal political and community advocacy practice. However, there is little understanding of the extent to which members are actively involved in policy and political practice and the factors that encourage or discourage participation. Through a mailed survey to state NASW chapter directors, this paper describes the extent to which members are involved in advocacy and the perceived factors which contribute to or impede participation. Social capital and community capacity have become key concepts in social policy responses to marginalised individuals and communities. Policy making has occurred in the context of heated debate about the roles of government and business institutions in strengthening community capacities. In this paper, we wilt explore theoretical positions about the role that these institutions play in building local social capital. We argue that the dominant conceptions of social capital in Australia fail to recognise the potential for non-local institutions to strengthen local community capacity. Drawing on a study of four geographically diverse communities we show that a substantial proportion of community members were disconnected from non-local government and business institutions. We conclude with some initial suggestions for extending the social capital discourse to recognise and build the role of non-local institutions in strengthening local communities. Social constructivism is an important and creative perspective for helping social workers in their work with adolescents. This paper demonstrates how theoretical orientations and clinical techniques that adhere to a social constructivist perspective can be integrated with the developmental realities of adolescence to provide effective social work interventions. Fundamental assumptions are discussed and are related to problems of practice. Case studies are utilized to demonstrate social constructivist principles in clinical work with adolescents. This paper evaluates a burgeoning literature on the effects of the 1996 welfare reform bill. Our goal is to shift the debate from the current preoccupation with declining caseloads to one focused on the social and economic well-being of fragile families, single mothers, and children. The welfare reform literature reveals many positive changes: reduced poverty rates, lower out-of-wedlock childbearing, greater family stability, and little indication of more spouse abuse or child neglect. But it is too early to claim success and many questions remain unanswered. Poverty remains high among single mothers and their children; welfare recipients experience serious barriers to stable employment; and poor women and children face an uncertain economic and social future as welfare eligibility is exhausted and the economy wanes. With the welfare debate shifting to family and child well-being, sociology has an important policy role to play as the next phase of welfare reform begins after the 2002 reauthorization. ABSTRACT The aims of this paper are twofold: first, to gain a fuller understanding of factors that foster community cohesion and contribute to the residents' social and economic well-being; and, second, to move beyond previous research that used larger spatial units such as states, counties, or aggregates of counties and to focus instead on American small towns (population 2,500–20,000). The data on small towns are drawn from public-use files and from confidential microdata from various economic censuses. From these sources we construct measures of locally oriented firms, self-employment, business establishments that serve as gathering places, and associations. The local capitalism and civic engagement variables generally perform as hypothesized; in some cases they are related quite strongly to civic welfare outcomes such as income levels, poverty rates, and nonmigration rates. We discuss the advantages and disadvantages of working with place-level data and suggest some strategies for subsequent work on small towns and other incorporated places. [ABSTRACT FROM AUTHOR]

The article discusses the role for social capital in family policy. Simply as networks of social relations--social capital can be understood quite characterized by norms of trust and reciprocity. The essence of social capital is quality social relations. It is the quality of relationships, understood through the use of the concept "social capital," which affects the capacity of people to come together to collectively resolve problems they face in common, and achieve outcomes of mutual benefit. Thus, social capital can be understood as a resource to collective action, which may lead to a broad range of outcomes, of varying social scale. Understanding social capital in this way enables it to be seen in relatively neutral terms. In this light, social capital promises something for everyone--at least in theory. Government, business, the community and family life can all be said to benefit from environments rich in social capital, in ways outlined below. As is demonstrated throughout this paper, however, the potential benefits of social capital--and the effectiveness of policy facilitation of these benefits--are threatened by a gulf which exists between social capital theory, and the ways in which social capital is typically researched and/or featured in public policy. This gulf may ultimately result in a failure to realize the benefits of social capital, or even in the destruction of existing social capital through misdirected social capital policy interventions.

This paper argues that two models of illness can be identified within Parsons's paradigm--a structural model focusing on illness as incapacity for rle performance and a psychodynamic model focusing on illness as motivated deviance. Medical sociology, it will be said, has overlooked the psychodynamic or deviance model while recognizing and criticizing the structural or incapacity model under the misplaced label of deviance. It will further be ventured that while some elements of these two models can easily be fitted into a conservative view of medical practice, other elements are more difficult to reconcile with conservatism. Extended conttoversies over a new definition of death have occurred in most Western countries, providing good examples of the kind of 'science-based' disputes that increasingly characterize the policy of contemporary welfare states. In this paper, with the aim of introducing and testing a conceptual framework capable of capturing the more general features of such controversies, we reconstruct and examine the death-concept dispute in Sweden. The controversy is approached from both a diachronic and synchronic perspective. First, concepts are proposed for characterizing its origin, crystallization and termination. Then, we categorize and outline its 'argumentative structure' and typically 'mixed' character. Finally, we discuss some key concepts for understanding the sources of rival contentions, and apply them in more detail. In conclusion, we suggest that science-based controversies constitute an important research site for turning extant sociology and philosophy of science into a more politically relevant research field. The essay examines how the academic discipline of social medicine was founded in Britain in the 1940s as a political mission The original conception of social medicine was built upon a collection of beliefs about the nature of science and medicine which were shared by various branches of the profession who identified with diverse social values. The synthesis of ideas that created the discipline, however, were integrated into a specifically left-wing philosophy of social reform. This medicine of society for society emerged from the politics of science, ethics and society m the Second World War. As an expression of scientific humanism social medicine aimed to fulfil the ethical dictates of the modem evolutionary synthesis and be part of the rising tide of corporate welfarism. The paper concentrates on how its intellectual founder, John Ryle, believed this could be achieved by changing clinical medicine into a new discipline of holistic socio-biology of health and disease. The article discusses various issues related to welfare research. One of the biggest conceptual dilemmas in welfare research is the definitional problem. A few social scientists have stepped back from empirical data and have developed a panoramic view of the welfare system or have struggled to provide a conceptual framework for a field one might term the social science of welfare. These analysts have not been content with the everyday situation. Even among those who have made important contributions toward delineating a science of social welfare there is as yet no agreement on what should or should not be included in definitions, and by implication social science analyses, of social welfare. Despite definitional limitations, current welfare research has developed substantial information about public assistance programs and recipients. Several research papers, particularly that of economists, have zeroed in on the determinants of work-welfare choices. In spite of the growing literature on recipients little attention has been given to demographic or ecological analysis. Since public assessments have accentuated speculative propositions linking demographic change to welfare problems, it would be appropriate for more social scientists to undertake such analysis.
