Young women in Australia experience serious risks from intimate partner violence (IPV) as a form of family violence. However, there has been a lack of attention to the impact of this on young women and, as a result, these risks are not well understood. This article critically examines existing literature, policy and research and in doing so, specifically explores the ways in which young women aged between 10 and 20 years old are represented and positioned in contemporary family violence discourses. Framed by a review of socio-political and cultural history, the paper highlights the early colonial, patriarchal foundations of Australia, which have specific implications for the challenges that contemporary young women experience in situations of IPV. With a particular emphasis on the Australian context, this article employs both an intersectional and critical feminist lens, with a key focus on the dimensions of adolescent development and youth social geographies. Focusing specifically on these dimensions, including development, gender and age, highlights the important role that feminist social work perspectives and practices can contribute to uncovering, understanding and responding to young women's experiences of intimate partner violence through policy and advocacy. Purpose: The paper aims to investigate how accounting techniques, when embedded within data-driven public-sector management systems, mask and intensify the neoliberal ideological commitments of powerful state and corporate actors. The authors explore the role of accounting in the operationalisation of "instrumentarian power" (Zuboff, 2019) – a new form of power that mobilises ubiquitous digital instrumentation to ensure that algorithmic architectures can tune, herd and modify behaviour. Design/methodology/approach: The authors employ a qualitative archival analysis of publicly available data related to the automation of welfare-policing systems to explore the role of accounting in advancing instrumentarian power. Findings: In exploring the automation of Australia's welfare debt recovery system (Robodebt), this paper examines a new algorithmic accountability that has emerged at the interface of government, technology and accounting. The authors show that accounting supports both the rise of instrumentarian power and the intensification of neoliberal ideals when buried within algorithms. In focusing on Robodebt, the authors show how the algorithmic reconfiguration of accountability within the welfare system intensified the inequalities that welfare recipients experienced. Furthermore, the authors show that, despite its apparent failure, it worked to modify welfare recipients' behaviour to align with the neoliberal ideals of "self-management" and "individual responsibility". Originality/value: This paper addresses Agostino, Saliterer and Steccolini's (2021) call to investigate the relationship between accounting, digital innovations and the lived experience of vulnerable people. To anchor this, the authors show how algorithms work to mask the accounting assumptions that underpin them and assert that this, in turn, recasts accountability relationships. When accounting is embedded in algorithms, the ideological potency of calculations can be obscured, and when applied within technologies that affect vulnerable people, they can intensify already substantial inequalities. For more than three decades, official and independent enquiries have documented the poor outcomes experienced by many young people transitioning from out‐of‐home care (OOHC) in Australia, known as care leavers. Yet, until 2017, most of the state and territory governments cut off financial support to these vulnerable young people at no later than 18 years of age and failed to provide them with the ongoing material and relationship assistance into early adulthood guaranteed to most of their non‐care peers. Australia was regarded internationally as a leaving care laggard. This paper examines the remarkably effective advocacy strategies used by the Home Stretch campaign, formed in 2016, to persuade all Australian jurisdictions to extend OOHC until 21 years. By the end of 2022, every state and territory had agreed to introduce some form of extended care, and Australia was recognised as a global leader in leaving care policy and programmes provision. The Cape York Welfare Reform (CYWR) initiative aims to reduce 'passive dependence' on welfare and restore 'positive social norms' to revitalise cultural and social networks and support economic engagement in Indigenous communities in the Cape York Region of Australia. Critics of the initiative and, in particular, its income management (IM) policies have associated it with a broader neoliberal reform agenda that delineates social 'problems' from their historical and structural context. This paper discusses key qualitative findings from a strategic review of CYWR, paying particular attention to the ways in which Cape York IM (CYIM) straddles both Indigenous and settler social norms, while perpetuating neoliberal conceptualisations of welfare 'dependency'. We situate these findings within the existing literature on Australia's other IM models and also consider them in relation to subsequent government responses to the review and associated policies. We argue that CYIM represents a unique initiative, the subtle nuances of which have been largely ignored or misunderstood by critics. Further, we conclude that any extension or revision of this initiative should be considered with respect to deep and wide‐ranging consultation of the Indigenous communities subject to CYWR. However, such consultation has not been the standard practice in Australian contexts. The paper presents the qualitative findings of a Federal Government review of Cape York Income Management (CYIM). We argue that although CYIM shares a common ideological foundation with Australia's other IM policies, it is also distinct from these alternative forms of IM, particularly in terms of its evolution, high‐level of targeting, and delivery mechanism. Purpose: The purpose of this paper is twofold. First, it proposes a critical posthumanist orientation to social work as an approach to address the impediments to care experienced by interspecies families. Secondly, it challenges the anthropocentric assumptions that underpin this exclusion of nonhuman family members in human services disciplines such as social work. Design/methodology/approach: This article presents primary data from a qualitative study into social work and other human services practice in the family violence and homelessness sectors in the state of Victoria, Australia. Findings: Social workers undertook companion animal-inclusive practice to counter vulnerability to interspecies families caused by gender- and species-based violence, and by homelessness. Gender- and species-based violence was exacerbated by a lack of refuge options, and contributed to women considering their companion animals to be their children. The vulnerability that homelessness brought upon interspecies families was amplified by stigma within and external to social work and related professions, and the impediment that experiences of homelessness had on being able to provide care for their nonhuman family members. These factors shaped practice with interspecies families. Scope for future practice was also identified. Research limitations/implications: The research findings can be used to inform policy change that includes consideration of nonhuman family members, as well as critical posthuman program design in social work education. Originality/value: Companion animal-inclusive practice with interspecies families in social work is an under researched area, and there is little empirical data available on the nature of this work in Australia. This paper addresses this gap by centring social workers' own accounts of practice. This paper has scope to contribute to education in social work and other welfare fields, with the potential to empower students to challenge assumptions about social work being solely focused on human-centred concerns. In Australia, like many high-income countries, food insecurity is associated with increased risks of chronic diseases, sub-optimal development outcomes in children, and mental health conditions including depression and anxiety. Food insecure households employ a range of strategies, including the use of food charity, to help alleviate hunger and meet cost of living pressures. The aim of this paper is to investigate the lived experience of food insecurity for welfare-dependent households, and to examine these experiences within a structural violence framework. Structural violence investigations seek to understand the distal causal factors that can help explain poor health patterns and inequities. Semi-structured interviews were conducted with customers (n = 78) of food pantries, soup kitchens, and community development programs (June 2018 to January 2019) in the state of Victoria, Australia. Thematic analysis established evidence of controlling, demeaning and depriving practices in the interactions between the participants and the services and staff at national welfare providers and food charities. The same providers and charities nominally set up to address the exact situations in which participants found themselves. The findings of this study suggest that food and social services are an on-the-ground setting through which structural violence is enacted and experienced. [ABSTRACT FROM AUTHOR]

Summary: Social workers are expected to challenge the exclusion and oppression of marginalised populations which requires the critical interrogation of prejudicial views, discriminatory attitudes, and oppressive practices. In this regard, social work practitioners need to be vigilant of their own attitudes toward the people they serve. This is relevant to social work practice with sexual minorities. This paper presents the results of a mixed-methods study informed by a critical theoretical frame that explored Vietnamese social work practitioners' attitudes toward sexual minorities. The findings presented in this article were drawn from a survey of 292 social work practitioners based in Hanoi, Vietnam and 12 semi-structured interviews with volunteers recruited from the pool of survey participants. Findings: The findings suggest that practitioners who participated in this study held relatively positive attitudes toward people who identify as lesbian or gay. However, those who had what could be considered moderate to positive attitudes were not necessarily free from prejudicial and discriminatory views, particularly when it came to certain matters such as those relating to their own families and work with young children. Applications: The discussion of the findings illustrate the relevance of the broader social context to Vietnamese social work practitioners' attitudes toward sexual minorities. It highlights the potent influence of dominant ideologies in shaping prejudicial views and attitudes and points to the need for practice at a broader level targeting Vietnamese society and culture as a whole. Welfare policy in Australia has undergone a marked shift in direction since the election of the Liberal Coalition (Conservative) Government in 1996. This paper examines welfare policy and, in particular, the disability support pension, in the light of the vocational needs of those with psychiatric disabilities who seek to gain employment. Empirical data is presented concerning a case study of 65 clients participating in a vocational program. These participants had all been diagnosed with psychiatric disabilities, and were assisted to obtain open employment. The paper demonstrates that welfare policy, in conjunction with the recently privatized employment services network, not only fails to address the barriers faced by individuals with psychiatric disabilities, but undermines their efforts to gain employment and recover from the illness. Amongst the claims often made to justify contemporary housing reforms in Australia is that extending choice and opening services to competition will lead to improved outcomes for tenants and encourage service agencies to become more efficient. This paper considers the veracity of 'choice' and 'competition' based reforms by drawing on international examples and the views of practitioners working in the Australian housing sector. Situating Australian reforms in an international context it explores why some practitioners have misgivings about policies that seek to advance 'choice' as the guiding principal for housing reform. The key arguments are first: that interventions to extend individual choice are likely to have only limited traction when organizations are struggling to operate with limited resources and second: households on low incomes often struggle to take up the choices that are made available through these service reforms. In the conclusion, it is suggested that the current Australian housing agenda to extend competition and choice is best situated within the wider setting of neoliberal policymaking. Though both concepts might appeal to those advocating consumer rights, their deployment serves to conceal a broader political agenda – to restructure welfare provision in ways that advantage the commercial sector. In recent years, a discourse of 'ethical artificial intelligence' has emerged and gained international traction in response to widely publicised AI failures. In Australia, the discourse around ethical AI does not accord with the reality of AI deployment in the public sector. Drawing on institutional ethnographic approaches, this paper describes the misalignments between how technology is described in government documentation, and how it is deployed in social service delivery. We argue that the propagation of ethical principles legitimates established new public management strategies, and pre-empts questions regarding the efficacy of AI development; instead positioning implementation as inevitable and, provided an ethical framework is adopted, laudable. The ethical AI discourse acknowledges, and ostensibly seeks to move past, widely reported administrative failures involving new technologies. This paper considers the problem of inducing low-risk individuals of all ages to buy private health insurance in Australia. Our proposed subsidy scheme improves upon the age-based penalty scheme under the current “Australian Lifetime Cover” (LTC) scheme. We generate an alternative subsidy profile that obviates adverse selection in private health insurance markets with mandated, age-based, community rating. Our proposal is novel in that we generate subsidies that are both risk- and age-specific, based upon actual risk probabilities. The approach we take may prove useful in other jurisdictions where the extant law mandates community rating in private health insurance markets. Purpose – The purpose of this paper is to explore the similarities and differences of legal responses to older adults who may be at risk of harm or abuse in the UK, Ireland, Australia and the USA. Design/methodology/approach – The authors draw upon a review of elder abuse and adult protection undertaken on behalf of the commissioner for older people in Northern Ireland. This paper focusses on the desk top mapping of the different legal approaches and draws upon wider literature to frame the discussion of the relative strengths and weaknesses of the different legal responses. Findings – Arguments exist both for and against each legal approach. Differences in defining the scope and powers of adult protection legislation in the UK and internationally are highlighted. Research limitations/implications – This review was undertaken in late 2013; while the authors have updated the mapping to take account of subsequent changes, some statutory guidance is not yet available. While the expertise of a group of experienced professionals in the field of adult safeguarding was utilized, it was not feasible to employ a formal survey or consensus model. Practical implications – Some countries have already introduced APL and others are considering doing so. The potential advantages and challenges of introducing APL are highlighted. Social implications – The introduction of legislation may give professionals increased powers to prevent and reduce abuse of adults, but this would also change the dynamic of relationships within families and between families and professionals. The abuse of older people, often perpetrated by family and friends, is a complex multidimensional social problem. In most Australian jurisdictions, responses are currently limited to either primary-level (information, education and referral) or tertiary-level statutory responses. Outside of Australia, Family Group Conferencing has partially addressed this secondary-level service gap by inviting the older person and their wider family system to identify and establish a family-led plan to address potential or actual risk of abuse. This paper presents the core processes of Family Group Conferencing, including the quality of the established evidence base for its use with older people. The limitations and caveats associated with this approach are explored, and a way forward is proposed to explore the utility and suitability of Family Group Conferencing for adults in Australia in response to some types and severities of abuse and mistreatment. The abuse of older people is complex and under-reported, and many older people choose to take no action as a large proportion of perpetrators are family members. Limited Australian responses focus on either primary prevention or tertiary-level statutory responses. It is often taken for granted that governments intervene in the housing market to address social need and affordability concerns, but is this conceptualisation sufficient to capture the processes that inform housing policy-making? In this paper, I argue that an appreciation of the roles performed by interest groups and lobbyists is necessary to understand not only how housing policies are determined, but also how they are maintained. The paper begins by setting out the context of Australian housing policy-making and the arrangements currently in place. Drawing upon interviews with influential lobbyists and policy advisors, the main part of the paper considers: the tactics deployed to inform policy-making, recent examples of successful interventions, the tensions between welfare and industry lobbyists and the barriers that undermine reform. In many developed countries, the provision of disability services has undergone significant transformations, from institutional to community based care, and from oganisational to personalised funding. Yet delivering disability support remains an ongoing challenge for governments. Specifically, the relative success of different types of disability support governance is convoluted and problematic given the diversity and complexity of disability support systems and the people they serve. To enhance the systematic analysis and evaluation of disability support governance, this paper conceptually advances four distinct models based on the locus of control and coordination of such support: uncoordinated; casework governance; dwelling-based governance; and user-coordinated. Using illustrations from case studies of individuals receiving care, the identification of these ideal types enables their relative strengths, weaknesses, and the occasions of governance failure to be articulated. No one model is universally applicable to people, nor immune to failure. Furthermore, the paper presents a novel approach to visualising actual disability support arrangements as social networks. The utility of such visualisations for analysing individual and systemwide arrangements is outlined. In the context of Australia's developing National Disability Insurance Scheme, these conceptual and analytical developments are argued to be important tools for policy and service analysis and reform. This paper reports findings of the second phase of a formative peer review into the critical reflection curricula in a Bachelor of Social Welfare course in a university in regional Australia. This study investigated the scaffolding of the 'declared' critical reflection curricula. It extends the first phase of the review, which was an analysis of the critical reflection assessment tasks; the 'learned' curricula (English 1978, cited in). During phase one, the authors learned most students did not engage with critical reflection comprehensively. Therefore, in this phase we critically examined how critical reflection was described in the written curricula throughout the course. Findings revealed the curricula informed students about reflective processes, and linked critical reflection to the development of personal and interpersonal communication skills, cultural safety, ethical practice, empowering practice, and the integration of theory and practice. However, instead of introducing critical reflection incrementally across the entire course, comprehensive and complex descriptions about critical reflection were introduced repeatedly from the beginning of the course. Conclusions include how the authors will use analysis of the 'declared' curricula to explicitly guide students through the scaffolding of critical reflection curricula, including incorporating a map of this scaffolding into course-wide learning materials. Introduction: Reducing potentially preventable hospitalisations (PPH) is a priority for health services. This paper describes the factors that clinicians perceived contributed to preventable admissions for angina, diabetes, congestive heart failure (CHF) and chronic obstructive pulmonary disease (COPD), and what they considered might have been done in the three months leading up to an admission to prevent it. Methods: The study was conducted in a rural and a metropolitan health district in NSW, Australia. Expert Panels reviewed detailed case reports to assess preventability. For those admissions identified as preventable, comments from clinicians indicating what they perceived could have made a difference and/or been done differently to prevent each of the preventable admissions were analysed qualitatively. Results: 148 (46%) of 323 admissions were assessed as preventable. Across the two districts, the most commonly identified groups of contributing factors to preventable admissions were: 'Systems issues: Community based services missing or inadequate or not referred to'; 'Patient issues: Problems with adherence/self-management'; and 'Clinician issues: GP care inadequate'. In some instances, important differences drove these groups of factors. For example, in the rural district 'Systems issues: Community based services missing or inadequate or not referred to' was largely driven by social and welfare support services missing/inadequate/not referred to, whereas in the metropolitan district it was largely driven by community nursing, allied health, care coordination or integrated care services missing/inadequate/not referred to. Analyses revealed the complexity of system, clinician and patient factors contributing to each admission. Admissions for COPD (rural) and CHF (metropolitan) admissions showed greatest complexity. Discussion and conclusion: These findings suggest preventability of individual admissions is complex and context specific. There is no single, simple solution likely to reduce PPH. Rather, an approach addressing multiple factors is required. This need for comprehensiveness may explain why many programs seeking to reduce PPH have been unsuccessful. [ABSTRACT FROM AUTHOR]

Social media are transforming public communication and state-society relations, dynamics distinctly visible in the domains of policing and order maintenance. Despite growing research on this relationship, scholarship has adopted an internalist optic, privileging social media use by domestic law enforcement. Using an original data set, this paper broadens the scale of analysis to consider Twitter usage by federal agencies tasked with border security and migration policing in Australia, Canada, and the United States. Despite new technologies' transformational potential, its findings suggest Twitter is overwhelmingly employed for the conventional purposes of broadcasting information, managing impressions, and enlisting public assistance. Message themes linked with greater user responsiveness are also identified. The deeper implications of these findings and directions for future research are discussed. [ABSTRACT FROM AUTHOR]

This paper focuses on how community workers in Shepparton viewed the impact of the Place Based Income Management (PBIM) trial on the lives of their clients, their clients' families, and the broader community. The paper responds to criticism that there has been a lack of community voices in the development of PBIM or of their inclusion in the formal evaluation framework, raised in Philip Mendes's 2013 study of this trial site. A key policy goal underlying Income Management is that the tool assists low income people to become better money managers. Our study found that Shepparton community workers also used the parlance of 'tool' to describe the programmatic value of the BasicsCard in their interactions with clients. However, the BasicsCard appeared marginal to their discussions. Three clear themes emerged from the interviews: Shepparton's focus on voluntary clients, and ascertaining why participation in the local trial had dropped; that support for IM centred on the voluntary measure and the extra resources available to assist clients; and pragmatically locating the program in the middle of a welfare continuum that stretched from the voluntary Centrepay at one end to the highly coercive and restrictive paternalism of State Trustees at the other. The history of district nursing in Australia explored in this paper reveals a continuity in the essential values held by district nurses for over a century. These nurses practised holistic, family-centred nursing from the very origins of district nursing service. The events surrounding the establishment of Community Health Centres in the 1970s challenged district nurses to reconsider their role, while at the same time reconfirming their essential ethos. In July 2006, “welfare-to-work” policies were introduced for single parents in Australia. These policies require most single parents with school-aged children to be employed or seeking employment of 15 to 25 hours per week in return for their income support payment. The changes represented a sharp increase in the obligations applying to single parents on income support. This paper is concerned with how the wellbeing of single mothers who are combining income support and paid employment is being influenced by these stepped-up activity requirements. The paper draws on data from semistructured interviews with 21 Brisbane single mothers. The analysis explores participants’ experiences in the new policy environment, utilising the theoretical framework of “relational autonomy”. Relational approaches to autonomy emphasise the importance of relations of dependency and interdependency to the development of autonomy and wellbeing in contrast with more individualistic approaches that privilege independence and self-sufficiency. Findings indicate that in their dealings with the welfare bureaucracy, participants experienced a lack of recognition of their identities as mothers, paid workers, and competent decision makers. These experiences have negative consequences for self-worth, relational autonomy, and ultimately the wellbeing of single parent families. [ABSTRACT FROM PUBLISHER]

Purpose--This paper aims to compare the health status of Roma in Europe and Aborigines in Australia, examining access to health care (both primary and long-term), administrative and communication problems, environmental risks associated with location of residences, women's health, substance abuse and mental health. Design/methodology/approach--The paper discusses issues generated by cultural practices by both health care providers and the target groups. Findings--Both Roma and Australian Aborigines have significantly poorer health status than the majority of the societies they are embedded in, and are clearly amongst the most disadvantaged members of their respective societies. Nevertheless, affirmative action programs for Aboriginal people over the last 40 years have produced some significant changes, with Aboriginal doctors and nurses, and culturally appropriate service provision being found in many areas. Originality/value--Although there are considerable similarities between the health status and situation of Romanies and Australian Aborigines, clearly, there are also substantive differences. The provision of foster care in Australia has a long and contested history. These histories, along with current media representations of foster care, shape the ways in which the general public understand foster care. Importantly, and where such representations are primarily negative, it is likely that foster care will not be considered a viable option for many people seeking to engage in community work or to care for children. This paper provides an analysis of a sample of representations of foster care in the Australian news media, with a specific focus on the depiction of (1) foster children as “lost children” who are “damaged goods”, (2) foster care systems and social workers as inherently damaging to children, (3) foster carers as primarily either inadequate parents, or good parents only in comparison with “bad social workers”. This paper describes and compares the reforms in China and Australia associated with granting water users better defined, more secure and (often) tradable entitlements to water. The paper considers the lessons that each country may learn from, and teach to, the other. The paper discusses policy issues and solutions in both countries in respect of: risk sharing and compensation for changes to rights; environmental flows; trans-jurisdictional approaches to water rights; trading water rights; and integrating water rights within the broader water supply and catchment management framework. This paper examines the food provisioning practices of low-income single mothers affected by market-driven welfare reforms in Australia. We explore the tensions between women's care responsibilities and the government's welfare-to-work reform, and the effects of these tensions on the nutritional health and wellbeing of women and their children. Conducting a thematic analysis of 20 interviews with single mothers receiving either Parenting Payment Single, Newstart Allowance (NSA), or the Disability Support Pension, we found that when women's income and time were significantly compromised, especially when women were transferred onto the less generous unemployment benefit NSA, that food provisioning became more psychologically taxing and nutritional health decreased. The findings suggest that public health researchers must focus on challenging the structural antecedents of women's food work and hunger to alleviate the responsibilities of single mothers in countries facing similar circumstances. Information technologies have been important in the emergence of new forms of control and surveillance of welfare recipients and of those who administer labour market programmes. These technologies have often appeared at the margins of accounts of welfare reform, for example as means of increasing the efficiency or consistency of services, or as constraining frontline discretion. Henman has argued, however, that information technologies need to be analysed not just as administrative tools, but as "non‐human actors," shaping policy development and implementation in ways beyond the intentions of their human creators (Henman, Governing Electronically: E‐government and the Reconfiguration of Public Administration, Policy and Power, Palgrave MacMillan). This paper explores the way that the use of government information systems has shaped employment services in remote Australia where over 80 per cent of those included are Indigenous people. The article describes how the production and use of administrative data within employment services have supported and extended the framing of Indigenous people in remote communities as non‐compliant and as needing external direction. Conditionality in Australia's welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality's underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state's role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people's capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage. This paper considers the community development practice of The Salvation Army in a public housing estate in Sydney, Australia. Drawing on interviews with community members, officers, staff, and volunteers from The Salvation Army, we explore the transformative potential of relational, rather than transactional, community development practices. In accepting the theological principle of imago Dei as the foundation for its practice, The Salvation Army prioritized listening, witnessing and simply loving people and place, and generated a profound sense of belonging and connectedness. Internationally the payment of welfare benefits is increasingly being made conditional on recipients' behaviour. Behavioural conditions and the payments to which they apply are diversifying. This article aims to contribute to the debate among scholars and policymakers over the ethics of welfare conditionality. While other assessments of the ethics of welfare conditionality have focused on the potential harm caused to vulnerable welfare recipients, this paper develops the argument that welfare conditionality is illiberal. Drawing on findings from behavioural science, it argues that relying on extrinsic motivation in the form of financial incentives is a less desirable approach to behavioural change than bolstering intrinsic motivation. The argument is illustrated with the case of the Australian 'No Jab, No Pay' policy, under which family payments and childcare subsidies are denied to parents whose children are not fully immunised. As behavioural conditions and the payments to which they are applied diversify, the cumulative effects of these conditions pose an underappreciated threat to citizens' autonomy. This paper illustrates how the work of feminist theorists Valerie Walkerdine, Helen Lucey and June Melody, Beverly Skeggs, and Nancy Fraser were used together to examine the lived effects of Australian government Mutual Obligations policies. As ‘active’ welfare policies, Mutual Obligations construct particular relations between themselves and policy subjects. Those most affected are poor and working‐class Australian young women and girls. This is because of their location at the margins of education and work, and their over‐representation among the numbers of lone parents. An understanding of the subjectivities of contemporary young women and girls was necessary to support the analysis of Australian government Mutual Obligations policies and their lived experience among those most affected by these welfare reforms. This paper shows how the combined theoretical and conceptual resources of the above‐mentioned feminists support the development of an appropriate conceptualisation of subjectivities. Efforts to reconcile work-life balance goals are at the heart of the design of tax-benefit programs. Yet this relationship between work-life balance and tax-benefit programs is relatively unexplored. To help address this lacuna this paper compares approaches to reconciling work-life balance goals in the designs of earned and child tax credits in Australia, Canada, New Zealand, the United Kingdom, and the United States. These designs indicate different approaches to reconciling work-life balance. In their design of earned and child tax credits the United States places emphasis upon targeting tax relief by paid employment (to breadwinners), Australia and Canada by family structures (to caregivers), and New Zealand and the United Kingdom by both paid employment and family structures, although in New Zealand assistance is provided on a more residual basis. Of these designs the dual objective approach, particularly of the United Kingdom, appears to offer greater opportunity for both directly addressing relatively high rates of child poverty and increasing low wage caregivers' labor supply (as part of a broader poverty reduction strategy). After nine years of socially conservative government in Australia, national domestic violence policy has shifted its focus from a `women- centred' and gender-based analytic framework to one that favours the family and reflects individualized, relational explanations of this crucial social policy issue. In exploring this issue, first this paper discusses what is meant by feminism in this context, some of the implications arising out of competing ideas amongst feminist activists in Australia and how feminism drove and influenced national policy. Second, through an examination of the current Australian government's efforts and decisions in relation to its only significant policy response to domestic violence, `Partnerships Against Domestic Violence', this paper explores the implications of the socially conservative approach of the Howard Coalition Government and why it appears anti-feminist. Through a brief analysis of a national public education campaign launched in 2004, allocation of recent funding and the government's broad political approach to women's policy practice and implementation, questions are raised about the future of a policy that ignores the relationships between domestic violence and gender relations. This paper examines the implications of welfare reform for the meaning of social citizenship in Australia. Australian welfare reform has been under way since the late 1980s, and reflects the themes of activity and participation that are shaping social policy in many advanced industrial nations. The paper suggests that Australian welfare reform is following a liberal trajectory of change which places a continuing emphasis on market and family as the preferred institutions for social support with a newly salient appeal to moral ideas about the responsibility of citizens to be self-sustaining. The paper argues that welfare is being transformed from a limited social right to support provided on condition, and from treating the claimant as a sovereign individual to a subject of paternalistic supervision. People receiving working-age income support payments are often stigmatised as morally and/or behaviourally deficient. We consider the role of the media, as a potential source of structural stigma, in perpetuating negative characterisations of people in receipt of either the Disability Support Pension (DSP) or unemployment benefits (Newstart) during a major period of welfare reform in Australia. Newspaper articles (N = 8290) that appeared in Australia's five largest newspapers between 2001 and 2016, and referenced either payment were analysed. We found an increased use of fraud language associated with the DSP, which coincides with increased political and policy focus on this payment. We conclude that in a period of increasing political concern with welfare reform, media coverage of welfare recipients is a form of stigma power, acting discursively as symbolic violence. Background: Lone parents and their children experience higher than average levels of adverse health and social outcomes, much of which are explained by high rates of poverty. Many high income countries have attempted to address high poverty rates by introducing employment requirements for lone parents in receipt of welfare benefits. However, there is evidence that employment may not reduce poverty or improve the health of lone parents and their children.Methods: We conducted a systematic review of qualitative studies reporting lone parents' accounts of participation in welfare to work (WtW), to identify explanations and possible mechanisms for the impacts of WtW on health and wellbeing. Twenty one bibliographic databases were searched. Two reviewers independently screened references and assessed study quality. Studies from any high income country that met the criteria of focussing on lone parents, mandatory WtW interventions, and health or wellbeing were included. Thematic synthesis was used to investigate analytic themes between studies.Results: Screening of the 4703 identified papers and quality assessment resulted in the inclusion of 16 qualitative studies of WtW in five high income countries, USA, Canada, UK, Australia, and New Zealand, covering a variety of welfare regimes. Our synthesis found that WtW requirements often conflicted with child care responsibilities. Available employment was often poorly paid and precarious. Adverse health impacts, such as increased stress, fatigue, and depression were commonly reported, though employment and appropriate training was linked to increased self-worth for some. WtW appeared to influence health through the pathways of conflict and control, analytical themes which emerged during synthesis. WtW reduced control over the nature of employment and care of children. Access to social support allowed some lone parents to manage the conflict associated with employment, and to increase control over their circumstances, with potentially beneficial health impacts.Conclusion: WtW can result in increased conflict and reduced control, which may lead to negative impacts on mental health. This paper details the first child‐led research programme to be implemented in Australia in which children design and lead their own research about issues they identify. The programme was specifically adapted for children who were service users of a nongovernment organization that provides social welfare and support services to vulnerable children and their families, living in communities of the disadvantaged. The practitioner – researchers faced the expected challenges of power in child–adult relations pertinent to the status of children in a genuinely child‐led research endeavour. However, the paper details the additional challenges and responses required when conducting research in a practice environment and the successful adaptations that were used to meet these challenges. The positive findings of an independently commissioned programme evaluation raise important questions about the place and purpose of child‐led research within the field of children's social welfare practice. The program budgeting and related reforms initiated by the Commonwealth in 1985 require federal departments and agencies to set objectives for their programs and to develop performance measures to assess the efficiency and effectiveness of these programs. Economists typically argue population ageing generates fiscal pressures by restricting the tax base while increasing demands for social spending. Alongside other economic pressures associated with neoliberalism, this dynamic contributes to a politics of 'enduring austerity' that limits governments' fiscal discretion. The politics of population ageing reflects modelling techniques, such as generational accounting (GA), which, anticipating future deficits, create demands for policy action today to address projected intergenerational inequalities. Taking Australia as a case study, this paper explores the politics of GA in public budgetary processes. While existing critiques reject GA by arguing it relies on 'apocalyptic' or unreliable demography, we focus on a different kind of contestation, which applies the techniques and even the categories of GA to frame different problems and promote different solutions. We identify three sites of partisan contest that refocus fiscal modelling: including the tax side of the budget equation; comparing the cost of public provision to public subsidies for private programmes; and including the costs of environmental damage. At each site, the future-orientated logic of GA is mobilised to contest the policy implications of austerity. This complicates analysis that financialisation and neoliberalism necessarily 'de-politicise' policy by removing state discretion. Instead, we identify an increasingly important, if technocratic, form of political contestation that offers the possibility to promote more egalitarian responses to population ageing. Training and education are acknowledged routes into employment, but they also entail risks of contemporaneous financial loss, and economic and social insecurity. This paper explores the specific risk of homelessness among apprentices and trainees, drawing on a survey conducted in South Australia in 2013. Housing has been largely overlooked by studies of the wellbeing of apprentices and trainees, and by explorations of the drivers of attrition rates that continue to plague Australia's training schemes. The data examined here reveal the high proportion of income that trainees spent on their housing; home moves motivated by the desire to reduce rental or mortgage payments; and a small proportion of learners who experienced periods of homelessness. Closer statistical analysis reveals that apprentices and trainees with past experiences of homelessness were disproportionately likely to be pursuing courses in retail and personal services, or in transport. They were also likely to be receiving Youth Allowance or AUSTUDY payments. We recommend better recording of apprentices' and trainees' housing situations and greater use of administrative data to improve our understanding and reduce the incidence of homelessness among this population [ABSTRACT FROM AUTHOR]

This paper examines the influence of public greenspace on the life satisfaction of residents of Australia’s capital cities. A positive relationship is found between the percentage of public greenspace in a resident’s local area and their self-reported life satisfaction, on average corresponding to an implicit willingness-to-pay of $1172 in annual household income for a 1 per cent (143 square metres) increase in public greenspace. Additional results suggest that the value of greenspace increases with population density and that lone parents and the less educated benefit to a greater extent from the provision of public greenspace than the general population. In all, these results support existing evidence that public greenspace is welfare enhancing for urban residents and adequate allowance should be made for its provision when planning urban areas. A defining characteristic of contemporary welfare governance in many western countries has been a reduced role for governments in direct provision of welfare, including housing, education, health and income support. One of the unintended consequences of devolutionary trends in social welfare is the development of a ‘shadow welfare state’ (Fairbanks, 2009; Gottschalk, 2000), which is a term used to describe the complex partnerships between state-based social protection, voluntarism and marketised forms of welfare. Coupled with this development, conditional workfare schemes in countries such as the United States, Canada, the UK and Australia are pushing more people into informal and semi-formal means of poverty survival (Karger, 2005). These transformations are actively reshaping welfare subjectivities and the role of the state in urban governance. Like other countries such as the US, Canada and the UK, the fringe lending sector in Australia has experienced considerable growth over the last decade. Large numbers of people on low incomes in Australia are turning to non-mainstream financial services, such as payday lenders, for the provision of credit to make ends meet. In this paper, we argue that the use of fringe lenders by people on low incomes reveals important theoretical and practical insights into the relationship between the mixed economy of welfare and the mixed economy of credit in poverty survival.
