Zum Schutz des Klimas ergreift die Politik in Deutschland und Europa eine Vielzahl an Maßnahmen. So wird der europäische Emissionshandel durch zahlreiche Arten der Innovations- und Investitionsförderung ergänzt, aber auch durch andere Anreize sowie Informationsbereitstellung und durch Regulierungsmaßnahmen zur Nutzung neuer Technologien. Dieser Politikmix wirft die Frage auf, welche Politikinstrumente benötigt werden und nach welchen Kriterien diese bewertet werden sollten. Dieser Beitrag geht diesen Fragen nach und präsentiert als Resultat der Begleitaktivitäten des Förderschwerpunkts "Ökonomie des Klimawandels" des Bundesforschungsministeriums (BMBF) einen Konsens zwischen den Autoren über grundsätzliche Handlungsempfehlungen für eine konkrete Ausgestaltung von Klimaschutzpolitik. Die Autoren sind sich insbesondere einig, dass ein Politikmix notwendig ist, um die klimapolitischen Ziele zu erreichen. Allerdings sollte nicht jedes Instrument vorbehaltlos zum Einsatz kommen. Vielmehr sollte ein jedes Instrument in Bezug auf Effektivität, Effizienz, aber auch politische und institutionelle Umsetzbarkeit bewertet, durch ein zeitnahes Monitoring überprüft und gegebenenfalls auch abgeschafft werden. Diesbezüglich ist zu kritisieren, dass moderne Evaluationsmethoden in Deutschland bislang kaum angewandt werden, obwohl die Wissenschaft in den vergangenen Jahren erhebliche Fortschritte bei der Evaluierung von Politikmaßnahmen erzielt hat. Es wäre daher besonders wichtig, dass bei der geplanten Fortsetzung des BMBF-Förderschwerpunktes "Ökonomie des Klimawandels" ein besonderes Augenmerk auf die empirische Evaluation von Klimaschutzmaßnahmen auf Basis umfangreicher, auf die jeweilige Maßnahme speziell zugeschnittene Datenerhebungen gelegt würde.

Der Ausstieg aus der Kernenergie und die angestrebte Energiewende werden vermutlich zu steigenden Strompreisen führen. Einigen Schätzungen zufolge könnten die Preise für Strom bis zum Jahr 2020 um bis zu 30% angehoben werden. Wer trägt die Hauptlast der hohen Kosten? Kann es gelingen, die Kosten der Energiewende zu reduzieren? Manuel Frondel, Christoph M. Schmidt und Nils aus dem Moore, Rheinisch-Westfälisches Institut für Wirtschaftsforschung (RWI), Essen, präferieren ein Fördersystem, das den weiteren Ausbau der Erneuerbaren marktbasiert fördert. Durch die Umgestaltung zu einem Fördersystem, das den künftigen Ausbau der erneuerbaren Energien mit Hilfe einer marktbasierten Mengensteuerung fördert, anstatt durch das EEG, könnte der Ausbau kostengünstiger erfolgen. Thomas Bruckner und Hendrik Kondziella, Universität Leipzig, sehen den Umbau der Energieinfrastruktur als einen Prozess, der die nächsten 40 Jahre in Anspruch nehmen wird. Die dabei entstehenden Kosten müssten transparent und fair auf alle Schultern verteilt und die existierenden Vorteile einer Nutzung der erneuerbaren Energien für alle Verbrauchergruppen verdeutlicht werden. Wichtig sei die Frage, wie sich die Energiewende so gestalten lässt, dass keine der beteiligten Generationen durch die mittelfristigen Umbaukosten des Energiesystems unverhältnismäßig belastet und die Wirtschaftskraft der BRD nicht gefährdet wird. Nach Ansicht von Holger Krawinkel, Verbraucherzentrale Bundesverband e.V., muss das Erneuerbare-Energien-Gesetz dringend reformiert werden. Vor allem müsse das zunehmende Problem der temporären Überproduktion von Ökostrom angegangen werden. Auch sei die Netzentgeltbefreiung für bestimmte Industrien sachlich nicht gerechtfertigt. Kathrin Goldammer, Institute for Advanced Sustain­ability Studies e.V., Potsdam, sieht in der Energiewende keinen bloßer Kostenfaktor. Die EEG-Umlage sei auch ein Innovationsmotor: Das dort ausgegebene Geld werde in neue Technologien investiert.

Öffentlichkeit und Politik müssen häufig den Eindruck gewinnen, dass Wirtschaftswissenschaftler bei zentralen wirtschaftspolitischen Fragen keine Einigkeit erzielen können. Dies gilt nicht zuletzt für die Umsetzung der Energiewende. Dieser Beitrag nutzt die öff entlich zugänglichen Stellungnahmen einschlägiger Forschungsinstitute, um durch die Identifikation von Bereichen des Konsens und Dissens unter Energieökonomen einen Kontrapunkt zu setzen. Wider Erwarten wird offenbar, dass auf wesentlichen Handlungsfeldern weitgehende Einigkeit besteht und somit klare Handlungsempfehlungen ausgesprochen werden können.

Es gibt kaum verlässliche empirische Evidenz zu den regionalen Unterschieden in den Bewertungen der im Zuge der Energiewende ergriffenen energiepolitischen Maßnahmen. Wünschenswert wäre daher eine institutionalisierte, regelmäßige Befragung eines festen Panels von Haushalten zu ihren Einstellungen zur Energie-, Umwelt- und Klimapolitik in Deutschland. In Ermangelung solcher institutionalisierter Erhebungen ist es das Ziel dieses Beitrags, auf Basis einer deutschlandweiten Erhebung aus dem Jahr 2013 unter mehr als 6 500 Haushalten Informationen zu den Einstellungen der Bürger zu unterschiedlichen Energietechnologien und Energieträgern sowie energiepolitischen Maßnahmen wie dem Bau neuer Hochspannungsleitungen zu gewinnen. Die Ergebnisse unserer Analyse zeigen, dass es nicht allein bei der Zustimmung zum Bau neuer Stromtrassen regionale Unterschiede zwischen den Bundesländern gibt. Vielmehr differieren auch die Zustimmung der Befragten zu erneuerbaren Energietechnologien und die Ablehnung der Nutzung von Kohle zur Stromerzeugung regional ganz erheblich.

Germany's energy transition has been accompanied by a near doubling of power prices for private households since the outset of the new millennium. Millions of poor households and those that are close to the poverty threshold are likely to suffer from these increases in electricity cost. Focusing on low-income households, this paper illustrates the distributional implications of Germany's energy transition by investigating their electricity cost burden between 2006 and 2012, using data from the German Residential Energy Consumption Survey (GRECS). Our estimates suggest that in 2012, on average, households at poverty risk allocated 5.5% of their income to power and, hence, paid nearly as much for covering their electricity consumption as for heating purposes. Given Germany's ambitious targets to expand the share of costly renewable technologies in electricity consumption, which has broad support among the electorate, it is to be expected that households' expenditure for power will increase in the upcoming years. This raises the urgent question of how to mitigate the regressive impact of further increasing electricity prices on poor households. Direct cash transfers are suggested here as a non-distortionary instrument for easing the burden of high prices, one that is directly targeted at those endangered by energy poverty. Der Ausbau der erneuerbaren Energien in Deutschland ging mit einer Verdopplung der Haushaltsstrompreise seit dem Jahr 2000 einher. Insbesondere leiden Millionen von armutsgefährdeten Haushalten unter dem Anstieg ihrer Stromkosten. Mit dem Fokus auf einkommensschwachen Haushalten stellt der vorliegende Beitrag die Verteilungswirkungen der Energiewende durch die Analyse der Stromkostenentwicklung privater Haushalte zwischen 2006 und 2012 dar. Basierend auf Primärdaten zum Energieverbrauch legen unsere Ergebnisse nahe, dass armutsgefährdete Haushalte im Jahr 2012 durchschnittlich 5,5% ihres Einkommens für Elektrizität ausgaben. Damit zahlten sie einen ähnlich hohen Betrag für Strom wie für den Bedarf an Heizenergie. Angesichts der ambitionierten Ziele Deutschlands, den Anteil teurer erneuerbarer Energien an der Stromerzeugung zu steigern, ist zu erwarten, dass sich die Stromausgaben in den kommenden Jahren weiter erhöhen werden. Dies zieht die Frage nach sich, wie die regressive Wirkung zukünftig steigender Strompreise abgefedert werden kann. Transferleistungen an armutsgefährdete Haushalte werden als ein unverzerrendes Instrument vorgeschlagen, ihre Belastung durch hohe Preise zu begrenzen.

Using detailed data originating from several hundred households of the German Residential Energy Survey (GRECS), this paper empirically investigates the returns on investment in home-equipped photovoltaics (PV) installations. We find that these returns were particularly high in the years 2009 to 2011, when large subsidies for solar electricity coincided with plummeting module prices. While our empirical analysis demonstrates that such investments also incur substantial risks, there is evidence that, above all, wealthy households tend to benefit from the solar subsidies, whereas the costs of financing these subsidies are borne by electricity consumers at large, not least poverty-endangered households. The resulting redistribution of financial resources raises the question of whether the burden-sharing of Germany's transition to an alternative energy system is fair. Auf Basis der Erhebungen zum Energieverbrauch der privaten Haushalte von RWI und forsa analysieren wir für mehrere hundert Haushalte, die über eine Photovoltaik-Anlage verfügen, die Renditen der Investitionen in PV-Anlagen. Unsere Ergebnisse verdeutlichen, dass diese Renditen mitunter sehr lukrativ waren, besonders bei Installation in den Jahren 2009 bis 2011, in denen hohe Vergütungssätze für Solarstrom mit stark gesunkenen Anlagekosten einhergingen. Unsere Sensitivitätsanalysen zeigen allerdings auch die nicht unerheblichen Risiken auf, die mit derartigen Investitionen verbunden sind. Zudem sind es tendenziell eher die wohlhabenderen Haushalte, die derartige Investitionen tätigen. Finanziert werden die damit erzielten Renditen von der großen Masse der übrigen Stromverbraucher über die EEG-Umlage, nicht zuletzt auch von den armutsgefährdeten Haushalten. Angesichts dieser Umverteilung finanzieller Ressourcen stellt sich bei der Förderung des Ausbaus der Erneuerbaren in Deutschland mit Hilfe des Erneuerbaren-Energien-Gesetzes (EEG) die Frage nach einer gerechten Lastenverteilung.

The voluntary adoption of environmental management systems (EMS), frequently certified by third-party audits following international standards, has become a vital supplement to mandatory environmental policies based on regulation and legislation. Although there is empirical evidence that both EMS adoption and certification can effectively improve firms' environmental performance, the impact on their business performance is far from clear. Drawing upon an OECD survey including more than 4,000 manufacturing facilities, this paper fills this void by estimating the impact of both EMS adoption and certification on facilities' business performance using statistical matching techniques. While our results indicate that the pure adoption of EMS without any certification does not enhance facilities' business performance, the financial performance of certified facilities turns out to be significantly high. Die freiwillige Implementierung von Umweltmanagementsystemen, welche oftmals auch nach internationalen Standards zertifiziert werden, ist mittlerweile eine bedeutende Ergänzung zur gesetzlichen Umweltregulierung. Laut empirischer Evidenz verbessert sowohl die Implementierung als auch die Zertifizierung dieser Umweltmanagementsysteme die Umweltperformance von Unternehmen in effektiver Weise. Der Einfluss auf den wirtschaftlichen Erfolg von Betrieben ist jedoch unklar. Basierend auf einer OECD-Umfrage unter mehr als 4 000 Betrieben im Verarbeitenden Gewerbe wird in diesem Papier der Einfluss sowohl der Implementierung als auch der Zertifizierung von Umweltmanagementsystemen auf die finanzielle Entwicklung der Betriebe mit Hilfe von statistischen Matching-Methoden untersucht. Unsere Ergebnisse deuten darauf hin, dass die Zertifizierung von Umweltmanagementsystemen tatsächlich den Gewinn von Betrieben verbessert, während eine reine Implementierung keine Effekte hat.

This article revisits an analysis by Frondel, Ritter and Schmidt (2008) of Germany's Renewable Energy Act, which legislates a system of feed-in tariff s to promote the use of renewable energies. As in the original article, we argue that Germany's support scheme subsidizes renewable energy technologies not based on their long-term market potential, but rather on their relative lack of competitiveness, with the photovoltaics (PV) technology enjoying high feed-in tariffs, currently over double those of onshore wind. The result is explosive costs with little to show for either environmental or employment benefits. Indeed, we document that the immense costs foreseen by Frondel and colleagues have materialized: Our updated estimate of the subsidies for PV, at 100 Bn €, exceeds their expectations by about 60%. Moreover, with installed PV capacities growing at a rapid rate, these costs will continue to accumulate, diverting resources from more cost-effective climate protection instruments.

The allure of an environmentally benign, abundant, and cost-effective energy source has led an increasing number of industrialized countries to back public financing of renewable energies. Germany's experience with renewable energy promotion is often cited as a model to be replicated elsewhere, being based on a combination of far-reaching energy and environmental laws that stretch back nearly two decades. This paper critically reviews the current centerpiece of this effort, the Renewable Energy Sources Act (EEG), focusing on its costs and the associated implications for job creation and climate protection. We argue that German renewable energy policy, and in particular the adopted feed-in tariff scheme, has failed to harness the market incentives needed to ensure a viable and cost-effective introduction of renewable energies into the country's energy portfolio. To the contrary, the government's support mechanisms have in many respects subverted these incentives, resulting in massive expenditures that show little long-term promise for stimulating the economy, protecting the environment, or increasing energy security.

This article demonstrates that the large feed-in tariffs currently guaranteed for solar electricity in Germany constitute a subsidization regime that, if extended to 2020, threatens to reach a level comparable to that of German hard coal production, a notoriously outstanding example of misguided political intervention. Yet, as a consequence of the coexistence of the German Renewable Energy Sources Act (EEG) and the EU Emissions Trading Scheme (ETS), the increased use of renewable energy technologies does not imply any additional emission reductions beyond those already achieved by ETS alone. Similarly disappointing is the net employment balance, which is likely to be negative if one takes into account the opportunity cost of this form of solar photovoltaic support. Along the lines of the International Energy Agency (IEA 2007:77), we therefore recommend the immediate and drastic reduction of the magnitude of the feed-in tariffs granted for solar-based electricity. Ultimately, producing electricity on this basis is among the most expensive greenhouse gas abatement options.

In Germany, hard coal has been subsidized for almost half a century. Despite the declining significance of hard coal production for the domestic labor market, the magnitude of subsidies increased until the middle of the last decade. In 1996, they peaked at ¤ 6.7 bill.While German hard coal subsidies have been shrinking to ¤ 2.7 bill. in 2005, it is very likely that they will be extended well into the next decade and even beyond. This article discusses the feeble arguments raised by the proponents of hard coal subsidization in Germany and other EU countries. Most importantly, in addition to the drain imposed on public budgets, these subsidies imply a substantial opportunity cost, leading funds away from alternative, more beneficial public investments. From a social welfare perspective, we therefore recommend the rapid abolition of these subsidies not only in Germany, where in nominal terms the accumulated amount of subsidies has now by far exceeded ¤ 130 bill., but all across Europe.

Guaranteeing tax reductions and exemptions, the European governments intend to increase the share of biofuels in total EU fuel consumption to 5.75% by 2010. The financial support of this EU objective is frequently justified by expected positive environmental impacts, most notably the mitigation of climate change, and by favorable employment effects in the agricultural sector. This paper investigates the environmental and economic implications of the support of rapeseed-based biodiesel as a substitute for fossil diesel.Based on a survey of recent empirical studies, we find that the energy and greenhouse gas balances of this environmental strategy are clearly positive.Yet, its overall environmental balance is currently far from being unequivocally positive. Most importantly, biodiesel is not a cost-efficient emission abatement strategy. Thus, for the abatement of greenhouse gases,we recommend more efficient alternatives based on both renewable and conventional technologies.

Biofuels contribute to the mitigation of climate change. Directive 2003/30/EC thus aims at increasing the share of biofuels in total EU fuel consumption by up to 5.75 % by 2010. The rationale behind this directive can be found in potentially positive environmental impacts, most notably the reduction of greenhouse gas emissions, and by positive employment effects in the agricultural sector. This paper investigates the environmental, economic, and social implications of the support of rapeseed-based biodiesel as a substitute for fossil diesel. Based on a meta-analysis of recent empirical studies, we find clearly positive energy and greenhouse gas balances of this environmental strategy. Yet, the overall environmental balance of the substitution of rapeseed-based biodiesel for fossil diesel is currently far from being unequivocally positive. Our major finding is, however, that biodiesel is not a cost-efficient emission abatement strategy. When taking all economic, ecological, and social aspects into account, we conclude that Biodiesel is not a sustainable solution. We therefore suggest more efficient climate gas abatement strategies. Among these alternatives are synthetically generated biofuels that can substitute for fossil fuels in the future.

It is frequently hypothesized that environmental management systems (EMSs) may improve a firm's environmental performance. Whether or not this hypothesis is true is as important from the perspective of environmental policy as questions relating to the relevant incentives for (1) a firm's voluntary adoption of an EMS and (2) its environmental innovation behavior. Based on ample empirical evidence for German manufacturing, this paper addresses these issues on the basis of a recursive bivariate probit model that explicitly takes into account that a facility's decision on innovation activities is correlated with the decision on EMS certification. Our empirical results indicate that environmental innovation activities are not associated with EMS certification nor any other single policy instrument. Rather, innovation behavior seems to be correlated to the stringency of environmental policy.
