Raumordnung war von Anfang an - und ist bis heute - auf Koordination angelegt. Dieser gesellschaftspolitische Handlungsansatz zur Verwirklichung des Gleichwertigkeitspostulates als ständige Aufgabe zur Herstellung der räumlichen Gerechtigkeit erwuchs aus der Erkenntnis, dass Handlungen in verschiedenen Politikbereichen koordiniert werden müssen, sollen sie sich nicht gegenseitig beeinträchtigen oder gar blockieren. Koordination ist demzufolge zu verstehen als Prozess der Zusammenführung von Planungen und Handlungen verschiedener fragmentierter Politikbereiche zur Veränderung gesellschaftlicher Problemlagen - via strategischer Planung. Von zentraler Bedeutung ist dabei die institutionelle Verankerung eines Monitoring- und Controllingsystems - als Herzstück strategischer Planung - zur Gewährleistung der Anpassungs- und Innovationsfähigkeit des Planungssystems als Voraussetzung einer jeweils adäquaten Aufgabenwahrnehmung. Spatial planning has always been based on coordination. This socio-political approach to implementing the notion of equivalence adopted the form of a permanent task striving for spatial justice and grew out of recognition that initiatives in different policy fields must be coordinated if they are not to impair or even block one another. Coordination is therefore to be understood as the process of bringing together the plans and initiatives of different, fragmented policy fields in order to address social problems - via strategic planning. Of central importance is the institutional anchoring of a system of monitoring and control - as the core of strategic planning - to ensure the adaptability and innovative capacity of the planning system, which is a prerequisite for adequately tackling the task at hand.

Um den Auswirkungen von Klimawandel und Biodiversitätsverlusten entgegenzusteuern, sind nachhaltige Transformationen der gesellschaftlichen Systeme und Prozesse sowie der räumlichen Planung erforderlich. Ökosystemleistungen werden als ein Konzept diskutiert, mit dem sich der Umgang mit natürlichen Ressourcen hin zu mehr Nachhaltigkeit wandeln könnte. In diesem Beitrag wird anhand von sechs anwendungsorientierten Forschungsprojekten analysiert, inwieweit 'Transformation' in der planungsbezogenen Forschung zu Ökosystemleistungen bisher eine Rolle spielt und welche Potenziale in der Wissenschaft gesehen werden, mittels Ökosystemleistungen zu einem transformativen Wandel im Kontext der Raumplanung beizutragen. Es zeigt sich, dass die aktuellen Forschungsprojekte zu Ökosystemleistungen überwiegend keinen direkten Bezug auf transformative Prozesse nehmen und Veränderungen innerhalb des bestehenden Rahmens anstreben. Bei einer entsprechenden Ausgestaltung der Forschung wäre es allerdings möglich, zu transformativen Prozessen beizutragen. Mit dem Ökosystemleistungskonzept können unter anderem Systemdenken gefördert, klassische Ressortgrenzen überschritten und zivilgesellschaftliche Akteure stärker eingebunden werden. Experimente in der Forschung könnten die Grundlage für die Umgestaltung des Planungssystems sein, beginnend auf einer Nischenebene. To counteract the effects of climate change and biodiversity loss, sustainable transformations of societal systems and processes, as well as spatial planning, are required. Ecosystem services are considered as a concept that could transform the management of natural resources towards more sustainability. On the basis of six application-oriented research projects, this paper analyses the extent to which transformation has played a role in planning-related research on ecosystem services so far and what potential experts see for contributing to transformative change in the context of spatial planning by means of ecosystem services. The current research projects on ecosystem services predominantly do not directly refer to transformative processes and strive for changes within the existing planning framework. However, if research would be designed accordingly, it would be possible to contribute to transformative processes. Among other things, the concept of ecosystem services can be used to promote system thinking, cross sectorial boundaries, or involve civic stakeholders to a greater extent. Experiments in research could be the basis for transforming the planning system starting at the niche level.

This chapter presents the foundations of spatial planning in the sub-regions of the Greater Region and the Upper Rhine region. It provides a picture of current developments concerning the guiding principles for spatial development and introduces the existing spatial structures of these border regions. Furthermore, the planning systems in Belgium (Wallonia), Germany, France and Luxembourg are described, and differences are identified that necessitate ongoing discussions between the partners about planning traditions and (new) strategies of spatial development.

In this thematic issue we pursue the idea that comparative studies of planning systems are utterly useful for gaining a deeper understanding of learning processes and learning capacity in spatial planning systems. In contemporary planning systems the pressures towards learning and continuous self-transformation are high. On the one hand more and more planning is needed in terms of integration of expertise, policy, local knowledge, and response to long term environmental challenges, while on the other hand the value of planning systems is increasingly questioned and many places witness an erosion of planning institutions. The issue brings together a diversity of contributions that explore different forms of comparative learning and their value for any attempt at reorganization, adaptation and improvement of planning systems.

In this article, the authors develop a perspective on the value of, and methodologies for, comparative planning research. Through comparative research, similarities and differences between planning cases and experiences can be disentangled. This opens up possibilities for learning across planning systems, and possibly even the transfer of best planning and policy practices across systems, places, or countries. Learning in governance systems is always constrained; learning in planning systems is further constrained by the characteristics of the wider governance system in which planning is embedded. Moreover, self-transformation of planning systems always takes place, not always driven by intentional learning activities of individuals and organizations, or of the system as a whole. One can strive to increase the reflexivity in planning systems though, so that the system becomes more aware of its own features, driving forces, and modes of self-transformation. This can, in turn, increase the space for intentional learning. One important source of such learning is the comparison of systems at different scales and learning from successes and failures. We place this comparative learning in the context of other forms of learning and argue that there is always space for comparative learning, despite the rigidities that characterize planning and governance. Dialectical learning is presented as the pinnacle of governance learning, into which comparative learning, as well as other forms of learning, feed.

In diesem Kapitel werden raumplanerische Grundlagen in den Teilräumen der Großregion und der Oberrheinregion präsentiert. Neben der Schilderung aktueller Entwicklungen hinsichtlich der Leitbilder der Raumentwicklung erfolgt eine Einführung in die vorhandenen räumlichen Strukturen der o.g. Grenzregionen. Darüber hinaus werden die Planungssysteme in Belgien (Wallonie), Deutschland, Frankreich und Luxemburg charakterisiert, wobei verdeutlicht wird, dass Unterschiede bestehen, die einen kontinuierlichen Austausch über planerische Traditionen und (neue) Strategien der Raumentwicklung erforderlich machen. "Dieser Beitrag stellt die heute zu beobachtenden Veränderungen der Planungspraxis insbesondere in schrumpfenden Städten in einen theoretischen Zusammenhang mit der Debatte um die Veränderungen im Planungsverständnis. Dabei soll deutlich gemacht werden, warum und inwieweit auf aktuelle Herausforderungen der Stadtentwicklung teilweise mit anderen Instrumenten als dem klassischen Instrumentarium der Angebotsplanung eingegangen wird, das in Zeiten städtischer Schrumpfung nur noch eingeschränkt greift. It interprets them in a line of thought focusing on long-term changes in the selfconception of urban planning. The author demonstrates how and why new approaches in planning called performative planning come up in an environment of challenges for urban development. Traditional instruments of planning once tailored to effectively offer development options for non-state actors are no longer worthwhile due to a lack of dynamics in shrinking cities. Performative planning approaches understood as experimental settings between performative arts, participation and collective self-reflection on urban development issues complement traditional instruments in that they fathom the potential for new spatial practices and thereby contribute to a new understanding of the framework condition of possible planning processes." In der Schweiz haben sich in den letzten Jahren die gesetzlichen Grundlagen für die räumliche Planung erheblich geändert. Sie betreffen den räumlichen Fokus (Agglomerationen), die Strategien, Verfahren und Instrumente sowie die förderpolitische Ausrichtung (Agglomerationsprogramme). Die strategischen Entwicklungen und innovativen Ansätze wurden anhand der metropolitanen Region Zürich, der mittelgroßen Hauptstadtregion Bern und der ländlichen Region Graubünden auch hinsichtlich ihrer Übertragbarkeit auf die deutsche Regionalplanung untersucht. Die Ergebnisse zeigen, dass in den drei Räumen Ansätze einer strategischen Planung erheblich an Bedeutung gewonnen haben. Das Spektrum reicht von breit angelegten, szenariogestützten und moderierten Beteiligungsprozessen zur Erarbeitung von Leitbild- und Zielvorstellungen zur Regionalentwicklung (Einbeziehung von Stakeholdern) über schlanke Konzepte mit projektorientierter Planung, kontinuierlich durchgeführtem Monitoring und Controlling sowie gezielten Marketingmaßnahmen bis hin zu Umsetzungsmaßnahmen von Konzepten und Plänen. Hierzu gehören vor allem Umsetzungsprogramme der Kantone im Rahmen der neuen Agglomerationspolitik des Bundes. Diese Programme setzen verstärkt auf die motivationsfördernde Wirkung finanzieller Anreize. Die wirtschaftlich ausgerichteten Entwicklungskonzepte und -maßnahmen (Entwicklungsplanung) erleichtern den Zugang zu den „Fördertöpfen“. Zwischen politischer Planung, Aufgaben- und Finanzplanung einerseits sowie der Richtplanung andererseits wird so eine bessere Abstimmung erzielt. Ein Großteil der untersuchten Ansätze besitzt ein hohes Transferpotenzial für die Fortentwicklung der Regionalplanung in Deutschland hin zu einer stärker strategisch ausgerichteten Regionalentwicklungspolitik. The legal basis of spatial planning in Switzerland has changed considerably in recent years. This affects the spatial focus (agglomerations), the strategies, procedures and instruments, and the focus of financial policy (agglomeration programmes). The strategic developments and innovative approaches have been investigated using the examples of the metropolitan region of Zurich, the medium-sized region of the capital city Bern, and the rural region of Grisons. The applicability of the approaches to German regional planning was also considered. The results show that strategic planning approaches have clearly gained significance in the three areas under analysis. The spectrum is varied. There are broadly based, moderated processes of participation that use scenario planning and produce guiding principles and goals for regional development (stakeholder involvement). There are also lean concepts with project-oriented planning and on-going monitoring and control, targeted marketing initiatives, and implementation measures for concepts and plans. This particularly includes the cantons’ implementation programmes carried out within the framework of new state agglomeration policies. These programmes rely strongly on financial incentives to provide motivation. The economically oriented development concepts and measures (development planning) facilitate access to funding. The aim is thus better coordination between zoning planning and planning of policy, tasks and finance. A large proportion of the investigated approaches have potential for transfer to Germany, where they could support the further development of regional planning towards more strongly strategically oriented regional development policy.

Entsprechend dem auf wirtschaftliche Entwicklung ausgerichteten französischen Planungssystem hat der seit 1969 existierende Großraum Lyon (Grand Lyon) ein raumstrategisch orientiertes projekt- und freiraumbezogenes Raumentwicklungskonzept erarbeitet. Dessen Erstellung und spätere Umsetzung erfolgt in enger Zusammenarbeit mit den Stakeholdern, die in korporatistischen Governance-Regimes eingebunden werden. Die Umsetzung wird zudem über Vertragsregelungen abgesichert. In keeping with the economic orientation of the French planning system, the Lyon conurbation (Grand Lyon), in existence since 1969, has produced a strategically oriented spatial development concept that focuses on projects and open space. Preparation and later implementation of the development concept were carried out in close cooperation with stakeholders who are integrated into corporatist governance regimes. Implementation is further safeguarded by contractual provisions.

"Die Landesarbeitsgemeinschaft Baden-Württemberg der ARL hat eine Arbeitsgruppe zum Thema 'Grenzüberschreitende Fragen der Raumentwicklung Deutschland-Schweiz' eingesetzt. Ziel der Arbeit war es, Erfahrungen aus der grenzüberschreitenden Zusammenarbeit am Hochrhein zusammenzutragen und die Erkenntnisse im Bereich der Raumentwicklung in diesem Grenzraum auszuwerten. Es galt, einen wertenden Blick in die Vergangenheit, die Gegenwart und die Zukunft der grenzüberschreitenden Region zu werfen. Zudem flossen Erkenntnisse und Befunde aus den Arbeiten der Trinationalen Agglomeration Basel und der Arbeitsgruppe 'Raumplanung der Deutsch-Französisch-Schweizerischen Oberrheinkonferenz', deren Mitglieder (die Autoren) sind, in die Untersuchungen der Arbeitsgruppe ein. Die Bearbeitung des Themas erfolgte im Diskurs auf Basis der Erfahrungen der Mitglieder und Gäste der Arbeitsgruppe 'Grenzüberschreitende Fragen der Raumentwicklung Deutschland- Schweiz' und der Ergebnisse von Expertenworkshops zu ausgewählten Fragestellungen. Sowohl bei der Arbeitsgruppe als auch bei den durchgeführten Workshops wurde auf eine inter- und transdisziplinäre Zusammensetzung geachtet. Dadurch konnten unterschiedliche Sichtweisen über den deutsch-schweizerischen Grenzraum dokumentiert und miteinander in Verbindung gesetzt werden. Die in Kap. 6 erläuterten Fallbeispiele dienten als Grundlage für die Diskussion und zur Erfassung der unterschiedlichen Problemstellungen. Das vorliegende E-Paper fasst die Ergebnisse der Arbeitsgruppe zusammen. Dieser Erfahrungsbericht soll dazu anregen, den überaus spannenden Prozess des Denkens über Grenzen hinweg neu zu beleben und und zur kontinuierlichen Verbesserung der grenzüberschreitenden Zusammenarbeit beizutragen." Mit Einführung des Planning and Compulsary Purchase Act (2004) wurde das englische Planungssystem stärker auf strategische Raumentwicklung ausgerichtet. Davon macht in besonderer Weise die Greater London Authority Gebrauch, deren direkt gewählte Mayors in den Strategischen Entwicklungsplänen sowohl ihre Regierungserklärung als auch ein Steuerungsinstrument gegenüber den 32 (selbstständigen) boroughs sehen. Das Besondere an der Londoner Strategischen Planung sind: die Zielsteuerung über operationalisierte Kriterien für projektbezogene Entscheidungen; die hohe Bedeutung, die den Aushandlungsprozessen in der Planumsetzung beigemessen wird; die neuen Formen der regional governance, die korporatistisch ausgerichtet sind, aber einer starken Öffentlichkeitskontrolle unterliegen und von Planungsinspektoren im Ergebnis überprüft werden können; der enge institutionelle Bezug zur regionalen Wirtschaftsentwicklung über die Londoner Entwicklungsagentur (London Development Agency). The introduction of the Planning and Compulsory Purchase Act in 2004 meant that the English planning system became more strongly oriented towards strategic spatial development. The Greater London Authority made particular use of this, with its directly elected mayors seeing the strategic development plans both as possible governmental statements and as management instruments to strengthen their position vis-à-vis the 32 (independent) boroughs. Strategic planning in London is distinguished by: goal-oriented management that uses operationalised criteria for project-related decisions; the great importance given to the negotiation processes that form part of plan implementation; new forms of regional governance that have a corporatist orientation but are subject to strong public control with results being liable to monitoring by planning inspectors; and the close institutional tie to regional economic development through the London Development Agency.
