Tax increment financing (TIF)--an economic (re)development tool originally designed for urban cities--has been available to rural communities for decades. This is the first study to focus solely on TIF in rural school districts, to examine TIF effects on school districts' property tax base and rates, and to conduct event-study estimations of TIF effects. The study finds that TIF has mostly positive effects on rural school districts' property tax base and mixed effects on property tax rates, and that TIF-induced increases in tax base come primarily from residential property and slightly from commercial property. The study's findings assert the importance of returned excess increment if rural school districts in Iowa and many other states are to benefit from TIF.

This is the first study to examine the fiscal effects of the New York property tax levy limit, using variation from the degree of fiscal stringency across school districts and over time in its first five years of implementation. Based on a difference-in-differences estimator, coupled with an event study specification, we find that the tax limit has imposed a real cap on many school districts; that is, at-limit districts' total current expenditures per pupil are significantly lower than what they would have spent absent the limit. For those affected school districts, this expenditure gap does not come from spending on teacher salaries or fringe benefits but rather from other instructional salaries/expenses, central administration, transportation, interfund transfers, and undistributed spending. We also find heterogeneity in the constraining effects of the tax limit across different need-based groups of school districts.

This is the first study to directly examine the relationship between tax increment financing (TIF) and education expenditures, using the state of Iowa as a case study. I find that greater use of TIF is associated with reduced education expenditures. I also find little evidence to support the commonly held proposition that school spending increases when TIF districts expire. Finally, the negative price effect of TIF on education spending is increasingly larger for school districts in lower wealth or income groups compared with their counterparts in higher wealth or income groups. The negative, though small, effect of TIF on education spending, coupled with no gain from the often-claimed long-run benefits of TIF, justifies policy measures to protect school districts from TIF.

New York's School Tax Relief Program, STAR, provides state-funded property tax relief for homeowners. Like a matching grant, STAR changes the price of education, thereby altering the incentives of voters and school officials and leading to unintended consequences. Using data for New York State school districts before and after STAR was implemented, we find that STAR increased student performance, school district inefficiency, and school spending by 2 to 4 percent in most districts, leading to an average school property tax rate increase of 14 percent. The STAR-induced tax rate increases offset about one third of the initial STAR tax savings and boosted property taxes for business property. STAR did little to offset the existing inequities in New York State's education finance system, particularly compared to an equal-cost increase in state aid. This article should be of interest to policy makers involved in property taxes or other aspects of education finance.

This study is the first to explore the relationship between school district income taxes and school inputs (expenditures and student-teacher ratios) using Ohio as a case study. The study employed reduced-form expenditure functions on a data panel of 609 school districts between 1990 and 2010. Treating for the endogeneity of school district income taxes, we found that income tax adopters in Ohio spent $0.20 of a dollar of the tax revenue on operating purposes, and they spent four-fifths of this $0.20 on instructional services that were likely to induce gains in student achievement. Also, we found ambiguous evidence on the effect of income tax revenues on student-teacher ratios.

This study examines the impact on student performance of the education finance reform enacted in 1993 in Massachusetts and of school districts' institutional structure. Estimating education expenditure and demand functions, this study presents evidence that changes in the state education aid following the education reform resulted in significantly higher student performance. Also, school officials and voters in the dependent school districts in Massachusetts respond to fiscal incentives in much the same way as those in independent school districts in other states. Finally, there are significant differences between regular school districts (coterminous with a single municipality) and regional school districts (consisting of more than one).

From 1995 through 2014, 15 percent of school districts nationwide closed at least one school without opening any new school. Although budgetary constraints have been claimed as a major reason to close a public school, no empirical study has examined the financial benefits of school closures. This study finds that Ohio school closures reduce an average district's total operating expenditures by $278–$285 per pupil, and that savings come primarily from cuts in classroom instructional services, including teachers. This study examines the effects of military base closures on educational expenditures and student outcomes with a national panel data set of school districts between 1990 and 2002. We adopt difference-in-differences estimation in combination with propensity score matching and instrumental variables techniques to estimate these effects. We find that per-pupil spending increases by 25.2 percent in the first year, where it remains. We also find a substantial decrease in graduation rates, but an improving trend occurs in the years after the closure. [ABSTRACT FROM PUBLISHER]

Using a panel of 609 Ohio school districts from 1990 to 2008, this paper investigates the effects of school district income tax on operating property tax revenue. After correcting for endogeneity, the results do indicate a substitution effect that lowers the property tax levy. Despite reduced property taxes, greater income taxation is mostly to increase total revenues. By how much total revenues increase varies widely depending on the relative and absolute sizes of property and income taxes. We also find that school districts were able to increase the amount of the property tax by a greater amount than nonadopting districts in the years following the adoption of income taxes.
