This paper aims to understand the future project of young residents of Rocinha, who collectively engaged to produce a "rhyming battle" event, with the notion of effects of place, as proposed by Bourdieu (1993), in the work The Misery of the World. The methodology includes semi-structured interviews about the trajectories of four leaders in charge of the activity; direct observations in moments of interaction among them and during the "rhyme battles". The results suggest that young people project themselves as producers and artists of hip hop culture and refuse an expectation linked to school success, as well as resignation to jobs of low social prestige. For this, they operationalize a work of adjustment of their projects, along their trajectories and experiences. [ABSTRACT FROM AUTHOR]

Resumo Localizado na região portuária do Rio de Janeiro, o Morro da Providência tem papel central nas análises habituais sobre a formação das favelas na cidade. Associada em geral à chegada das tropas que voltavam da Guerra de Canudos, em meados da década de 1890, a formação da comunidade ali instalada foi muitas vezes tomada como ponto de início do fenômeno que viria a definir os estigmas que marcam, desde então, esse tipo de moradia informal nos morros da cidade. Por serem pensadas prioritariamente a partir da perspectiva do Estado, no entanto, tais análises deixaram de lado a experiência de outros sujeitos envolvidos nesta história, como os trabalhadores de baixa renda que passaram a ver naquele morro uma alternativa de moradia a partir da segunda metade do século XIX. Ao acompanhar sua experiência, este artigo pretende trazer novos elementos para pensar o processo de construção social daquele espaço ao longo daquele período. Abstract Located in the port area of Rio de Janeiro, the Morro da Providência plays a central role in the usual analyses of the development of the favelas in the city. Generally associated with the arrival of troops returning from the Canudos War in the mid-1890s, the formation of the community that settled there has often been taken as the starting point of the phenomenon that would come to define the stigmas that have marked this type of informal housing in the city’s hills ever since. Since they are thought primarily from the perspective of the State, however, these analyses leave aside the experience of other groups involved in this history, such as the low-income workers who began to see that hill as an alternative for a home from the second half of the 19th century on. By following their experience, this article intends to bring new elements to think about the process of social construction of that space throughout that period.

Populations living in favelas are facing even more vulnerabilities with the sudden escalation of the COVID-19 pandemic, as social distancing is challenging in such settings. Furthermore, these populations typically lack proper sanitation and hygiene conditions, which are requirements to adequately control the outbreak. This paper proposes the use of System Dynamics modeling to support the public policy-making process in order to avert negative effects of the pandemic in the Brazilian favelas based on measures elicited from the social movement named "Favelas Contra o Corona." The simulation model assessed the effectiveness of strategies and policy bundles encompassing temporary transfer of the favela population, supply of hygiene products, emergency sanitation structures, and expansion of Intensive Care Units. Results indicate that a suitable combination of strategies can bring significant effects to the number of avoidable deaths and the availability of Intensive Care Units for the population. This article presents and discusses the results of a participative research with social educators who developed socio-educational projects with young people in favelas of Rio de Janeiro. Through individual interviews and focus groups, within the framework of the Participative- Action-Research (PAR), this study aims to identify and reflect on the effects / results of projects on the human development of young people. The results of the research indicate that social educators perceive a positive effect of interventions, mainly on indicators at the individual level, evidencing limitations of the projects at a collective level. The paper considers the issues of emergence and the basic stages of propagation of slums in the world. Slums have become quite common in the 19th – early 20th centuries in the major cities of the industrialized countries of Europe and North America. Slums are residential areas of spontaneous development of high population density in urban areas consisting of dilapidated, substandard and uncomfortable dwellings. In the second half of the 20th century slums became widespread in Africa, Asia and Latin America. The formation of slums in developing countries was due to rapid urbanization, migration of rural population to the cities, unemployment and poverty. The most popular destinations of slum tourism are in Brazil, India and South Africa. The motivation of ‘slum’ tourists is largely due to the specific characteristics of the attractiveness of slums. The growth of slums in the world contributes to the development of slum tourism in the future.

Mega-events are increasingly often taking place in countries of the Global South. In the socio-spatially deeply fragmented host cities these spectacles encompass extremely transformative urban processes. This paper will consider the festivalisation of Rio de Janeiro in the preparatory phase of the 2014 FIFA World Cup and the 2016 Summer Olympics. It focuses on the urban policy in relation to how Rio deals with its favelas. The aim of the article is to critically assess current measures of ‘invisibilisation’, ‘pacification’, ‘beautification’ and ‘touristic staging’ of favelas against the backdrop of the upcoming events.

For the past 30 years, public policies in São Paulo, the most populous city in Brazil, have recognized favelas as an integral part of the metropolis. However, historically, favelas are represented as empty areas on official maps. On the one hand, this situation reinforces the persistent invisibility of these areas, on the other hand, it demonstrates the lack of information for interventions. The traditional topographic surveys in loco or even the surveys generated from aerophotogrammetric refunds are deficient for the representation of the morphological complexity of the favelas. This article aims to analyze the potential and limitations of images captured by drones in favelas for the production of project material for interventions aimed at improving the inhabited environment. Case studies of surveys carried out in the Jardim Colombo and Antonico favelas, both members of the Paraisópolis Complex, the most populous favela in São Paulo, will be analyzed. Ainda assim, historicamente, as favelas são representadas como áreas vazias nos mapas oficiais. Por um lado, essa situação reforça a persistente invisibilidade dessas áreas, por outro, demonstra a carência de informações para intervenções. Os levantamentos topográficos tradicionais in loco ou até mesmo os levantamentos gerados a partir de restituições aerofotogramétricas são deficitários para a representação da complexidade morfológica das favelas. Na Maré, bairro do Rio de Janeiro formado por dezasseis favelas, encontra-se um dos mais fortes núcleos de dançarinos de break dance (dança pertencente à “cultura hip hop”) da cidade. Num meio onde os confrontos armados entre as diferentes fações do tráfico de droga, agravados pela ação truculenta da polícia, impõem fronteiras que constrangem o convívio e a mobilidade, esses dançarinos têm conseguido romper as dinâmicas da segregação. Várias vezes por semana, mais de quarenta jovens de toda a Maré reúnem-se para treinar break dance em diferentes locais do bairro. Alargam, assim, as suas redes de amizade para fora dos limites territoriais impostos pelo tráfico, que inibem a circulação dos moradores, particularmente os jovens, nas áreas sob o domínio de bandos rivais. A adesão à dança fá-los partilhar elementos simbólicos de interpretação e atuação no seu quotidiano, permitindo-lhes alterar o modo de apropriação do bairro, além de expandir os seus circuitos para outras partes da cidade. Nesse processo, criam identidades positivas que subvertem o rótulo de “favelado” e contestam os estigmas e dispositivos de confinamento que os querem manter isolados e anónimos nos territórios de pobreza.In Maré, a neighbourhood of Rio de Janeiro composed of sixteen slums (favelas), the constant confrontations between drug dealing groups limit, or sometimes prevent, the free circulation of people in the streets. Such conflicts impose territorial divisions and force residents, especially younger ones, to avoid areas dominated by groups that are hostile to the one ruling the area where they live. However, a group of young breakdancers (style of dance evolved as a part of hip hop culture) has been able to breach this segregation dynamic; they are changing not only their own way of living the neighbourhood but also the way society sees people who live in favelas. Breakdancing enables them to extend their friendship networks beyond the geographical limits imposed by drug dealing activities, thus allowing them to conquer the legitimacy required to circulate around the entire neighbourhood. Simultaneously, they have started to go to other city neighbourhoods, getting in touch with young people from different origins and social classes. In this process, the “breaking style” becomes an instrument to access the city and an informal arena that subverts the category “favelado” (slum dweller), enabling young people to forge positive and affirmative identities.

A partir da etnografia realizada num Centro Comunitário do Morro dos Macacos, localizado no bairro de Vila Isabel, na cidade do Rio de Janeiro (Brasil), o presente artigo discute a história e a memória do morro e do bairro, explorando alguns eventos realizados nesses locais, que ora reforçam a história e a memória oficiais, ora ressaltam outras versões e memórias existentes e, por vezes, divergentes. Esses eventos interessam como expressões simbólicas dos indivíduos e grupos, ao darem visibilidade às redes de relações, por reforçarem pertencimentos e criarem laços sociais. Importam por contribuírem para a criação de histórias e memórias - oficiais e não-oficiais - que atuam na construção de identidades e representações sociais que, por sua vez, orientam as práticas dos moradores dessas localidades.Based on an ethnography carried out in a community center in Morro dos Macacos, located in Bairro de Vila Isabel, a district in the Northern section of Rio de Janeiro city (Brazil), the present article is about the history and memories of that slum and neighborhood. It examines some events that reinforce its official history and memory or emphasize other stories and memories, different or alike. Those events are interesting symbolical expressions of individuals and groups, for they give visibility to social networks, since they reinforce a sense of belonging to a group and create social links. They are also important for contributing to create stories and memories - official and unofficial - that build social identities and representations that guide its inhabitants’ practices.

Este trabalho tem como objetivo apresentar parte dos estudos que vêm sendo desenvolvidos sobre as intervenções das políticas públicas municipais nas periferias da cidade de São Paulo. Nesse contexto, em específico, trataremos do caso da favela Jardim Maravilha, localizada no distrito da Cidade Tiradentes, no extremo leste do município, por apresentar situações peculiares - a começar pelo enorme contingente de moradores, cerca de 350 mil (segundo dados da subprefeitura local), vivendo em conjuntos habitacionais (Cohab) construídos pelo governo municipal, favelas ou ocupações irregulares em terrenos ociosos.The present work aims to introduce part of the studies that are being developed on the interventions of municipal public policies on the outskirts of São Paulo City. In this context, specifically, we will deal with the case of favela Jardim Maravilha, located in the district of Cidade Tiradentes, on the city's far east, which presents peculiar situations - at first for the immense contingent of residents, around 350,000 (according to the Local City Hall Department), living in housing projects (Cohab), built by the municipal government, slums or irregular occupations in inactive lands.

APRESENTA-SE uma síntese dos estudos sobre nutrição e saúde desenvolvidos pelo grupo liderado pelo autor, envolvendo populações urbanas e rurais do Estado de Alagoas. Destacam-se a alta prevalência de déficit estatural entre as crianças, indicativa de desnutrição crônica, e a freqüência acentuada de obesidade na população adulta, especialmente entre as mulheres. Esses dados, aliados a estudos de consumo alimentar e inquéritos bioquímicos e de morbidade, corroboram a teoria de que a desnutrição no início da vida aumenta a suscetibilidade, na idade adulta, às doenças crônicas não-transmissíveis.A SYNTHESIS of the studies on nutrition and health developed by the group led by the Author, wrapping urbane and rural populations of the state of Alagoas (Brazil). Is outlined the high prevalence of height-for-age deficit between the children, indicative of chronic undernutrition, and the accented frequency of obesity in the adult population, specially between the women. These data, allied to studies of food consumption, and biochemical inquiries and of morbidity, corroborate the theory of which the malnutrition in the beginning of the life increases the sensitivity to the chronic diseases in the adult age.

28. Understanding slums: analysis of the metabolic pattern of the Vidigal favela in Rio de Janeiro, Brazil.

This paper illustrates an innovative approach to characterize the metabolic pattern of informal urban settlements or slums with the aim to better understand the factors that affect the material standard of living of slum residents, the dynamics of slum development and the interaction of the slum with its wider socioeconomic context. The proposed system of accounting, multi-scale integrated analysis of societal and ecosystem metabolism (MuSIASEM), integrates socioeconomic and spatial data and studies energy and monetary flows in relation to the pattern of human activities and land uses. The theoretical basis of the approach is illustrated with data from Vidigal favela in Rio de Janeiro, Brazil. In particular, we show how to construct taxonomies of accounting categories to characterize: (1) the set of activities carried out by the slum dwellers, to which to link assessments of flow rates per hour; (2) the set of land uses or spatial elements making up the slum, to which to link assessments of flow densities per hectare. The analysis of the interaction of Vidigal with its wider socioeconomic context focuses on monetary flows and transport (job commuting). [ABSTRACT FROM AUTHOR]

This article focuses on the analysis of communicative interactions and speech places on the television show Aglomerado, aiming to understand what the choices made to achieve its main purposes are: to set up a space that shelters both the debate on questions of life in the favela and the visibility of culture and art developed in the suburbs. To carry out the investigation, we choose to develop the study of discourses and interactions of four episodes of Aglomerado. Jardim São Remo is a community in the West Zone of the city of São Paulo, where the experience of the Covid-19 pandemic is similar to that of other urban peripheries in some aspects and differs in others. Within Jardim São Remo, the experiences are also heterogeneous and comprise collective and individual elements. Between January and April 2021, there was a community-based work to portray the experiences of some residents of São Remo, considering various experiences and memories recorded in interviews or during the application of a research method known as Photovoice. This report is a collective discourse composed of several of these registers, built on some ideas of a method called collective subject discourse. We did not use all records, and its articulation followed one among many possible paths. The result brings nuances, affections, and portraits that reinforce what seems obvious, remain neglected, and exposes a chronic contradiction: marginalized communities continue to disproportionately suffer collective damages, with which this marginalization deepens and crises intensify. But the result also brings lessons and points of view necessary to address marginalized realities. All this in four sessions: "Covid-19: one more blow", "Community-care management", "Children and adolescents", and "Multispecies families". Some text fragments were modified, mainly to concatenate the ideas, add implicit terms in the original context and increase the number and gender agreement between sentences from different registers. These modifications are grayed out. It is noteworthy that although we have used some elements of Photovoice and the collective subject discourse, this document does not report the application of these methods or what would result from applying them. Other documents will address methodological aspects and their respective results, using additional records and reusing some of those used here. The report is in Portuguese. Resumen En este artículo se analiza cuatro perspectivas sobre la vivienda popular suburbana en la ciudad de Rosario, Argentina. El objetivo es comprender la contraposición entre los saberes científicos que proponen un espacio abstracto y homogéneo, así como las formas literarias de una representación imaginaria y sensible. Primero, se interroga a partir del discurso del hi-gienismo observando sus límites para reflexionar sobre fenómenos diferentes al conventillo y la casa de inquilinato. Luego, se indagada por los diagnósticos y propuestas del urbanismo sobre las modalidades de extensión y regulación de la ciudad suburbana y la vivienda popular. Posteriormente, se analizan las presentaciones de diagnósticos y programas precedentes en el ámbito estatal-político en el I Congreso Panamericano de la Vivienda Popular. Finalmente, se reconstruye el universo material y simbólico de una barriada popular presentado por una literatura social. El artículo muestra los límites y las posibilidades que las distintas matrices de pensamiento hallaron para describir, representar, narrar y pensar los nuevos fenómenos de una urbanización en las periferias de Rosario. Asimismo, procura a partir de la confluencia de cuatro puntos de vista complejizar la imagen de las periferias urbanas en su momento de emergencia tras la crisis de 1929. Abstract This article analyzes four perspectives on popular suburban housing in Rosario, Argentina. The aim is to understand the contrast between scientific knowledge that proposes an abstract and homogeneous space and literary forms that represent an imaginary and sensitive space. First, the discourse on hygiene is problematized through its limits in order to reflect on phenomena different from the conventillo and the tenement house. Then, the diagnoses and proposals of urbanism on the modalities of extension and regulation of the suburban city and popular housing are studied. Subsequently, the presentations of previous diagnoses and programs in the state-political sphere at the First Pan American Congress of Popular Housing are analyzed. Finally, social literature allows the reconstruction of the material and symbolic universes of a slum. The article shows the limits and possibilities that the different thought matrices found to describe, represent, narrate and think about the new phenomena of urbanization in the suburbs of Rosario. Likewise, it tries, from the confluence of four points of view, to make the image of the urban peripheries more complex in the period of their appearance after the crisis of 1929. Resumo Este artigo analisa quatro perspectivas sobre a habitação popular suburbana na cidade de Rosário, Argentina. O objetivo é compreender o contraste entre o conhecimento científico que propõe um espaço abstrato e homogéneo, bem como as formas literárias de uma representação imaginária e sensível. Em primeiro lugar, é questionado a partir do discurso do higienismo observando os seus limites para refletir sobre fenómenos diferentes do cortiço. 37. Shared economy and gentrification: Airbnb case study in Vidigal slum

Dissertação de Mestrado em Sociologia apresentada à Faculdade de Economia Economias e cidades vivem em constante mudança. Ao observar que tais mudanças têm como principal catalisador o avanço da tecnologia, a abordagem realizada visa elucidar o papel desempenhado pelo surgimento e utilização de plataformas de economia compartilhada na favela do Vidigal, em especial o Airbnb, e assim, verificar a sua relação com o processo de gentrificação, sustentado por um cenário de realização dos megaeventos realizados na cidade do Rio de Janeiro entre os anos de 2014 a 2016. Para sua realização foi utilizada uma estratégia de pesquisa mista, composta por aspetos quantitativos e qualitativos, um estudo de caso na favela do Vidigal, sendo esta sustentada por uma triangulação entre análise documental (dados estatísticos), entrevistas semiestruturadas e observação participante. A par disto, foi verificado a presença de quatro principais novas conceções acerca do termo gentrificação como resultado da utilização da plataforma do Airbnb na favela, sendo elas a gentrificação comercial; gentrificação dos espaços públicos; gentrificação turística; e por fim, a gentrificação periférica. Não obstante, verifica-se que o impacto económico do Airbnb na favela do Vidigal foi momentâneo, onde num primeiro momento coexistiu uma necessidade de suprir a demanda do mercado hoteleiro com a possibilidade de gerar renda extra para seus moradores. Contudo, após a realização dos grandes eventos, a demanda no setor hoteleiro diminuiu bem como o uso desta plataforma. Somado a isto, constatou-se uma redução dos investimentos públicos e privados tal qual o regresso de atividade ilegais nas favelas, o que dificultou uma continuação de geração de renda extra. Economies and cities are constantly changing. When observing that such changes have as main catalyst the advancement of technology, the approach taken aims to elucidate the role played by the emergence and use of shared economy platforms in the Vidigal slum, in particular Airbnb, and thus, verify its relationship with the gentrification process, supported by a scenario of holding mega events held in the city of Rio de Janeiro between the years 2014 to 2016. For its realization, a mixed research strategy was used, composed of quantitative and qualitative aspects, a case study in the Vidigal slum, being supported by a triangulation between document analysis (statistical data), semi-structured interviews and participant observation. In addition to this, the presence of four main new concepts about the term gentrification was verified as a result of the use of the Airbnb platform in the slum, which are commercial gentrification; gentrification of public spaces; tourist gentrification; and finally, peripheral gentrification. However, it appears that the economic impact of Airbnb in the Vidigal slum was momentary, where at first there coexisted a necessity to supply the demand of the hotel market with the possibility of generating extra income for its residents. However, after the realization of mega events, the demand in the hotel sector decreased as well as the use of this platform. Added to this, there was a reduction in public and private investments just like the return of illegal activities in the slum, which made it difficult to continue generating extra income.

Resumen A casi cuatro años de finalizados los Juegos Olímpicos de Río 2016, es posible observar con mayor claridad los efectos de algunas intervenciones promovidas por el poder público para atender a este mega evento. En algunas áreas, principalmente en las favelas, esos efectos han sido profundos y, las respuestas del poder público, poco atentas a los procesos de ajuste entre la vida de los barrios afectados y la escala infraestructural de las intervenciones. Ese proceso de adaptación ha evidenciado una residualidad espacial entre las diferentes escalas del territorio intervenido, objeto de estudio de este trabajo. Dichas tensiones fueron generadas, principalmente, por el teleférico del Complexo do Alemão (Río de Janeiro), en espacios proyectados y remanentes de la intervención en los que surgieron usos y apropiaciones no programadas, propias del desajuste entre la escala infraestructural y la arquitectónica. Metodológicamente el trabajo opera sobre la base de la investigación en campo, con observaciones comparadas entre 2013 y 2019. Los resultados son analizados a la luz de tres conceptos: residualidad, infraestructura y el componente espacio-afectivo de la apropiación. Esos espacios residuales ganan significado una vez que, como espacio habitado, son modificados por las dinámicas de uso y apropiación de la población. Abstract After almost four years since the end of Rio 2016 Olympic Games, it is possible to observe with a critical distance the effects of some of the interventions promoted by the government to reply the mega-events. In some areas, mainly in favelas, these effects have been profound, and the answers of the government have been inattentive to the adjustment processes between the life in the neighborhoods and the in-frastructural scale. This process of adjustment has shown a space residuality between the different scales of the intervening territory. This paper is focused on the study of these tensions, in spaces in which not planned uses and appropriations arose, a feature of the mismatch between the infrastructure scale and the architectural scale. Methodologically, the works with field research and comparative observations made between 2013 and 2019. The results were analyzed using three concepts: Residuality, infrastructure and the space-affective component of appropriation. These spaces gain meaning when, as an inhabited space, they are modified by the dynamics of use and appropriation of the population. Résumé Après presque quatre ans de la fin des Jeux Olympiques de 2016, c'est possible d'observer avec plus de clarté les effets de quelques-unes des interventions réalisées par le Pouvoir Public pour répondre à ce méga-événement. Dans certaines zones de la ville, principalement dans des favelas, ces effets sont profonds et les réponses du pouvoir public peu vigilantes aux processus d'ajustement entre la vie des quartiers et l'échelle infrastructurelle des interventions. Ce processus d'adaptation met en évidence une résidualité spatiale parmi les différentes échelles du territoire brouillé. Ce travail observe ces tensions et a comme objet d'étude le phénomène de la résidualité spatiale générée par le Téléphérique du Complexe de l'Alemâo (Rio de Janeiro), des espaces dans lesquels ont émergés d'usages et d'appropriations imprévues, propres à l'ajustement entre l'échelle infrastructurelle et l'échelle architectonique. La méthodologie du travail est basée sur l'enquête de terrain avec des observations comparées réalisées entre les années 2013 et 2019. Les résultats sont analysés à la lumière de trois concepts : la résidualité, l'infrastructure et la composante de l'espace affectif d'appropriation. Esse processo de adaptação tem evidenciado uma residualidade espacial entre as diferentes escalas do território interferido. Este trabalho observa estas tensões, tendo como objeto de estudo o fenómeno da Residualida-de Espacial gerada pelo Teleférico do Complexo do Alemão (Rio de Janeiro), em uma série de espaços nos quais surgiram usos e apropriações não programadas, próprias do ajuste entre a escala infraestrutural e a escala arquitetónica. Metodologicamente, o trabalho opera sobre a base de pesquisa de campo, com observações comparadas realizadas entre os anos de 2013 e 2019. The consequences of coronavirus in favelas in Rio de Janeiro (Brazil) point to social inequality as a structuring factor in Brazilian society. The contagion spread and multiple death cases reveal the multiplicity of existence ways that cohabit the urban context, indicating that in many of these scenarios, access to decent housing, drinking water, and minimum income is not a reality and recommendations from international health agencies are challenging to implement. Against government technopolitics that drive different forms of death to the poorest, black communities, and slum dwellers, territorial insurgencies indicate other paths for the construction of a dignified life and access to fundamental rights, targeted solidarity practices, territorial political organization and the construction of specific public policies to deal with the effects of the virus which takes into account the particularities and distinct realities of the territory. The experiences of community organization around Crisis Offices in the favelas, led by social organizations and supporting institutions, have guaranteed (i) food and personal hygiene items distribution, (ii) sanitization of alleys, (iii) dissemination of information on the virus, and (iv) political articulation for disputes in defense of life preservation in the favelas, in opposition of genocidal processes carried out by the state power. Such local spaces represent practices of resistance to the death policies undertaken by the state policies, which most are not configured as spaces for collective construction and disregard inequalities and different needs in these territories. That way, community associations are presented as an inflection point, a deviation from the normal course of modulated subjectivities by the social principles and practices of neoliberalism, with the indication that the most efficient way to deal with social crises is through the strengthening of the collective and the popular organizations.

Urban informal settlements are often under-recognized in national and regional surveys. A lack of quality intra-urban data frequently contributes to a one-size-fits-all public health intervention and clinical strategies that rarely address the variegated socioeconomic disparities across and within different informal settlements in a city. The 2010 Brazilian census gathered detailed population and place-based data across the country's informal settlements. Here, we examined key socio-demographic and infrastructure characteristics that are associated with health outcomes in Rio de Janeiro with the census tract as the unit of analysis. Many of the city's residents (1.39 million people, 22 % of the population) live in informal settlements. Residents of census tracts in Rio de Janeiro's urban informal areas are younger, (median age of 26 versus 35 years in formal settlements), and have less access to adequate water (96 versus 99 % of informal households), sanitation (86 versus 96 %), and electricity (67 versus 92 %). Average per household income in informal settlement census tracts is less than one third that of non-informal tracts (US\$708 versus US\$2362). Even among informal settlements in different planning areas in the same city, there is marked variation in these characteristics. Public health interventions, clinical management, and urban planning policies aiming to improve the living conditions of the people residing in informal settlements, including government strategies currently underway, must consider the differences that exist between and within informal settlements that shape place-based physical and social determinants of health. Transcurridos casi cuatro años de finalizados los Juegos Olímpicos Rio 2016, es posible observar con mayor distancia crítica los efectos de algunas intervenciones promovidas por el poder público para atender a los mega eventos. En algunas áreas, principalmente las de interés social y favelas, esos efectos han sido profundos, y las respuestas del poder público poco atentas a los procesos de ajuste entre la vida de los barrios afectados y a escala infraestrutural de las intervenciones. Ese proceso de ajuste y adaptación ha evidenciado una Residualidad entre las diferentes escalas del territorio intervenido. Este trabajo observa esas tensiones y los efectos específicos sobre el espacio, teniendo como objeto de estudio principal el fenómeno de la Residualidad Espacial. El caso analizado es el Teleférico del Complexo do Alemão, (Rio de Janeiro) y sus efectos sobre el territorio en que fue implantado. Entre 2013 e 2019 realizamos observaciones sistemáticas, constatando que, además de los efectos propios del proyecto de infraestructura de movilidad, surgieron también nuevas relaciones espacio-afectivas en los lugares intervenidos por las seis estaciones y veinte y cinco pilares del sistema. La Residualidad a la que nos referimos comprende no solo la dimensión física del espacio habitado, sino que también la social, expresada por medio de usos y apropiaciones no programadas, provocadas por un desajuste entre la escala infraestrutural y la escala arquitectónica. Estos espacios ganan significado afectivo y visibilidad una vez que, como espacio habitado, son modificados por las dinámicas de uso y apropiación de la población. After almost four years since the end of Rio 2016 Olympic Games, it is possible to observe with a critical distance the effects of some of the interventions promoted by the government to host the mega-events in the city. In some areas, mainly in favelas, these effects have been profound, and the answers of the government have been inattentive to the adjustment processes between the life in the neighborhoods and the infrastructural scale. This process of adjustment and adaptation has shown a Residuality between the different scales of the intervening territory. This paper is focused on the study of these tensions and their specific effects on the space, taking as object of analysis the phenomenon of Spatial Residuality. The case analyzed is the Complexo do Alemão cable car (Rio de Janeiro) and the effects on the territory in which it was implanted. Between 2013 and 2019 we made systematic observations, noting that, in addition to the effects of the mobility infrastructure project, new space-affective relationships also emerged in the modified places by the six stations and twenty-five pillars of the system. The Residuality to which we refer includes not only the physical dimension of the inhabited space, but also the social one, expressed through unscheduled uses and appropriations, caused by a difference between the infrastructural scale and the architectural scale. These spaces gain affective meaning and visibility once, as an inhabited space, they are modified by the dynamics of use and appropriation of the population.

Populations living in favelas are facing even more vulnerabilities with the sudden escalation of the COVID-19 pandemic, as social distancing is challenging in such settings. Furthermore, these populations typically lack proper sanitation and hygiene conditions, which are requirements to adequately control the outbreak. This paper proposes the use of System Dynamics modeling to support the public policy-making process in order to avert negative effects of the pandemic in the Brazilian favelas based on measures elicited from the social movement named “Favelas Contra o Corona.” The simulation model assessed the effectiveness of strategies and policy bundles encompassing temporary transfer of the favela population, supply of hygiene products, emergency sanitation structures, and expansion of Intensive Care Units. Results indicate that a suitable combination of strategies can bring significant effects to the number of avoidable deaths and the availability of Intensive Care Units for the population. Resumen Las poblaciones que viven en barrios de bajos recursos enfrentan aún más vulnerabilidades con el surgimiento de la pandemia de COVID-19, ya que para ellos el aislamiento social es una tarea difícil. Además, carecen de condiciones adecuadas de saneamiento e higiene, que son requisitos para controlar la pandemia. Este estudio propone el uso de la Dinámica de Sistemas para apoyar las decisiones de políticas públicas que leen las medidas que se tomarán para aliviar los efectos negativos de la propagación del virus basado en medidas obtenidas del trabajo del movimiento social “Favelas Contra o Corona”. Se desarrolla un modelo considerando estrategias y conjunto de políticas basado en: transferencia temporal de la población de barrios de bajos recurso, suministro de productos de higiene, estructuras de saneamiento de emergencia y expansión de la Unidade de Cuidados Intensivos. Se concluye que la solamente por la combinación de políticas efectos significativos serán alcanzados en el número de muertes evitadas y en el logro de la disponibilidad de Unidade de Cuidados Intensivos en el sistema de salud. Resumo Populações vivendo em favelas no Brasil enfrentam ainda mais vulnerabilidade com o advento da COVID-19, já que para elas o isolamento social é uma tarefa difícil. Além disso, esses locais carecem de saneamento e condições de higiene, que são requisitos importantes para controlar a pandemia. Este artigo propõe o uso de Dinâmica de Sistemas para apoiar decisões de políticas públicas relativas a medidas para aliviar os efeitos negativos da disseminação do vírus baseado em medidas definidas a partir do trabalho do movimento social “Favelas Contra o Corona”. O modelo proposto avalia a efetividade de estratégias e conjuntos de políticas que envolvem: transferência temporária da população da favela, suprimento de produtos de higiene, estruturas emergenciais de saneamento e expansão de Unidades de Terapia Intensiva. Os resultados apresentam o impacto de cada uma das estratégias. Entretanto, somente a combinação adequada de medida traz resultados significativos sobre o número de mortes evitadas e à disponibilidade de leitos de Unidades de Terapia Intensiva para a população.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES A precariedade dos serviços de saneamento básico no Brasil tem causado sérios danos ambientais e sociais, devido a poluição dos rios, córregos e demais massas de água, superficiais e subterrâneas e à disseminação de doenças de veiculação hídrica. Desde a década de 1990, o País vem investindo esforços econômicos e institucionais para mudar essa realidade: os programas de recuperação de bacias hidrográficas, financiados por organismos internacionais; a Política Nacional de Saneamento Básico; o Programa de Aceleração do Crescimento (PAC). Apesar disso, poucas melhorias puderam ser observadas nas condições ambientais das cidades. O presente trabalho tem por objetivo discutir porque o Brasil não consegue avançar no sentido da universalização do saneamento, adotando como recorte de pesquisa os serviços de esgotamento sanitário, que compreendem a maior parte do déficit de saneamento e causam as piores consequências para o meio ambiente. Considerando-se que o déficit do esgotamento sanitário se concentra nos assentamentos precários urbanos, defende-se a tese de que a universalização do saneamento não é possível de ser atingida devido ao fato do déficit ser tratado somente por sua dimensão econômica, em um modelo empresarial que não dialoga com as distintas dimensões socioambientais do mesmo. Esse modelo reduz o problema à necessidade de padronização dos serviços, visando minimizar os custos e maximizar lucros, excluindo assim os territórios em que tais soluções não sejam aplicáveis, assim como os grupos sociais que não podem pagar por isso. Utilizando como método a pesquisa de dados secundários como os planos municipais de saneamento e habitação, planos diretores e literatura acadêmica sobre estes temas, buscou-se também descrever um conceito de universalização de saneamento em assentamentos precários, considerando os aspectos sociais, de moradia, de uso e ocupação do solo e ambientais que interagem com o problema. Foram feitos estudos de caso em três cidades brasileiras: Belém/PA, Recife/PE e Campinas/SP, para discutir a abordagem proposta; e um estudo de caso na cidade de Medellín, na Colômbia, que implementou o Programa Unidos por el Agua para universalizar os serviços de água e esgoto em assentamentos precários urbanos. Como conclusão, verifica-se que não só o setor de saneamento deve se submeter a uma mudança de paradigma sobre o conceito de cidade, mas a própria atividade de planejamento urbano, a fim de incluir os assentamentos precários como parte integrante da cidade e sua população como agentes ativos de transformação da própria realidade. The precariousness of basic sanitation service in Brazil has cause serious environmental and social damages, due to the pollution that affects rivers, streams and others surface and underground water bodies, and to the dissemination of waterborne diseases. Since 1990 decade, the country has been investing economics and institutional efforts to change this reality: the watershed recovering programs, funded by international organizations; the Basic Sanitation National Policy; the Acceleration Program of Growth (PAC). Nevertheless, a few improvements could be observed under cities environmental conditions. The present paper aims discuss why Brazil does not manage to advance towards the universalization of sanitation, adopting as research approach the sanitary sewage services, which comprise most of the sanitation deficit and cause the worst consequences to the environment. Considering that the deficit of sanitary sewage is located at precarious urban settlements, defends the thesis that universalization of sanitation can not be achieved due to the fact that the deficit is dealt with only by its economic dimension, in a business model it does not dialogue with different socio environmental dimensions. This model reduces the problem to the need for standardization services, aiming minimize costs and maximize profits, thereby excluding territories where such solutions aren't applicable, as well as social groups who can’t afford it. Using as method the secondary data like municipal plans of sanitation and habitation, master plan and academic literature on these topics, it was also sought to describe a concept for universalization of sanitation at precarious settlements, considering the social aspects of housing, urban land use and environmental that interacts with the problem. Case studies was conduct in three Brazilian cities: Belém (PA), Recife (PE) and Campinas (SP), to discuss proposed approach; and a case study in colombian city of Medellín, which implemented the Unidos por el Água Program to universalize the water and sewer services at urban precarious settlements. In conclusion, it appears that not only the sector of sanitation must undergo a paradigm shift on the city concept, but the urban planning activity itself in order to include the precarious settlements as an integral part of the city and it population as active agents of transformation of the reality itself. La precariedad de los servicios de saneamiento básico en Brasil ha causado graves daños ambientales y sociales debido a la contaminación de ríos, arroyos y otras masas de agua, superficiales y subterráneas, y la propagación de enfermedades transmitidas por el agua. Desde la década de 1990, el país ha invertido esfuerzos económicos e institucionales para cambiar esa realidad: programas de recuperación de cuencas, financiados por organizaciones internacionales; la política nacional de saneamiento básico; el Programa de Aceleración del Crecimiento (PAC). A pesar de esos, se pudieron observar pocas mejoras en las condiciones ambientales de las ciudades. Este documento tiene como objetivo discutir por qué Brasil no puede avanzar hacia la universalización del saneamiento, adoptando como foco de investigación los servicios de alcantarillado, que comprenden la mayor parte del déficit de saneamiento y causan las peores consecuencias para el medio ambiente. Por supuesto la falta de alcantarillado se ubica en asentamientos urbanos precarios, entonces, se argumenta que la universalización del saneamiento no es posible debido a que el déficit solo se trata por su dimensión económica, en un modelo de negocio que no se relaciona con las diferentes dimensiones socioambientales. Ese modelo reduce el problema a la necesidad de estandarizar los servicios para minimizar los costos y maximizar las ganancias, excluyendo así los territorios donde tales soluciones no son aplicables, así como los grupos sociales que no pueden pagarlos. Utilizando como método la investigación de datos secundarios como saneamiento municipal y planes de vivienda, planes maestros y literatura académica, también búscase describir un concepto de universalización del saneamiento en asentamientos precarios, considerando lo social, la vivienda, uso de la tierra y el medio ambiente que interactúan con el problema. Se realizaron estudios de casos en tres ciudades brasileñas: Belém (PA), Recife (PE) y Campinas (SP), para discutir el enfoque propuesto; y un estudio de caso de la ciudad de Medellín, Colombia, que implementó el Programa Unidos por el Agua para universalizar los servicios de agua y alcantarillado en asentamientos urbanos precarios. En conclusión, parece que no solo el sector de saneamiento debe experimentar un cambio de paradigma en el concepto de ciudad, sino también en la actividad de planificación urbana, para incluir a los asentamientos precarios como parte de la ciudad y su población, como agentes activos de transformación de la propia realidad.

This article presents and discusses the results of a participative research with social educators who developed socio-educational projects with young people in favelas of Rio de Janeiro. Through individual interviews and focus groups, within the framework of the Participative-Action-Research (PAR), this study aims to identify and reflect on the effects / results of projects on the human development of young people. The results of the research indicate that social educators perceive a positive effect of interventions, mainly on indicators at the individual level, evidencing limitations of the projects at a collective level. El trabajo presenta y discute los resultados de una pesquisa participativa con 18 educadores sociales que desarrollan proyectos socioeducativos con jóvenes en 12 favelas de Rio de Janeiro. Por medio de cuestionarios, entrevistas individuales y grupos focales, en el marco de la Investigación-Acción-Participativa (IAP), este trabajo tiene por objetivo identificar y reflexionar sobre los efectos/resultados de los proyectos en el desarrollo humano de los jóvenes. Los resultados de la investigación demuestran que los educadores sociales perciben un efecto muy positivo de las intervenciones en la vida de los jóvenes, principalmente en indicadores a nivel personal, evidenciando aún limitaciones de los proyectos a nivel colectivo.

Public organizations do not assume the leading role of their influence on territorial reconfiguration and they are unable to dictate their order in certain territories, which end up becoming spaces at the margins of the State. An example are the slums in Rio de Janeiro. However, the public organizations seem to be resuming their attention to their ability to act in territorial reordering. To analyze the way how these organizations interfere with the reconfiguration of spaces in slums, there is a need for investigating power relations, having in mind the fact that the territories are defined by and through power relations. Thus, this theoretical essay aims to propose guiding questions which enable us to investigate the way how action taken by public organizations in spaces at the margins of the State interfere with the power relations taking place there and, as a consequence, with the reconfiguration of territories in these spaces. The present work aims to identify the hidden goals and power relationships existing in the UPP Policy, disclosing the domination to which is subjected the population from precarious and fragile organizational spaces, such as slums, especially through the teleological use of Pacification Policy by the Government of Rio de Janeiro. Thus, we have performed a critical discourse analysis of the speeches given in a City Hall event, in honour of the colonel in charge of the pacification police. The analysis revealed a biased prejudicial image that figures in the statements when referred to slum dwellers, affecting the construction of public policies concerning the occupation of such territories, in order to isolate and take the issues of such territory apart from the rest of city.
