Chetty et al. (2022) say county density of cross-class friendships (referred to here as "adult-bridging capital") has causal impacts on social mobility within the United States. We instead find that social mobility rates are a function of county density of family capital (higher marriage rates and two-person households), community capital (community organizations, religious congregations, and volunteering), and mean student achievement in grades 3-8. Our models use similar multiple regression equations and the same variables employed by Chetty et al. but also include state fixed effects, student achievement, and family, community, schoolbridging (cross-class high school friendships), and political (participation and institutional trust) capital. School-bridging capital is weakly correlated with mobility if adult-bridging is excluded from the model. R-squared barely changes when adult-bridging is incorporated into the model. When it is included, mobility continues to be significantly correlated with the achievement, family, and community variables but not with school-bridging and political ones. We infer that county mobility rates are largely shaped by parental presence, community life, and student achievement. To enhance mobility, public policy needs to enhance the lives of disadvantaged people at home, in school, and in communities, not just the social class of their friendships.

The paper introduces the history and politics of value formation at historically Black colleges/universities (HBCUs) and focuses on how cultural-institutional values associated with Black and minority servingness--such as Black empowerment, ethics of care, and community service--impact the work of educators to coordinate internship opportunities for students. Drawing on interviews with educators at six HBCUs (n=27), this paper documents how such cultural-institutional values impact educational labor by being manifested in institutional discourse, supported through provision of institutional resources, embodied through institutional practices, and measured and assessed though institutional regimes of accountability. Educators work to expand students' access to the market by courting employers to establish networks for internships, and at the same time, work to promote the good reputation of the HBCU by selecting and triaging students who will represent the institution well, by socializing particular social skills, work norms, and dispositions of respectability, and by sociocultural matching of student and employer. This approach creates and expands the internship market for HBCU students; provides students with extra care, advice, and anticipatory socialization for the internship; and matches the student with an employer who may be particularly amenable to supporting the student's development. The paper proposes a value theory of educational labor that highlights and clarifies how cultural-institutional values constitute a specific context that motivates educators' work to serve their students in particular culturally informed ways.

Most research about how to improve the teacher workforce has focused on interventions designed to improve incumbent teachers, far less attention has been directed toward teacher hiring processes and whether districts can make better hiring decisions. Using data from Spokane Public Schools and Washington state, we describe the findings from a study analyzing measures of the predictive validity of teacher applicant quality measures obtained from professional references. We find that professional reference ratings of prospective teachers are significantly predictive of teacher quality as measured by inservice performance evaluations and teacher value added in math. These findings are driven by applicants with at least some teaching experience and vary by rater type (e.g., principal or university supervisor); the magnitude of the relationship between the ratings of applicants and teacher performance is much smaller and not statistically significant for applicants that do not have teaching experience. Overall, the evidence suggests that obtaining explicit ratings of teacher applicants from professional references is a low-cost way to contribute to the applicant information available to hiring officials and has potential for improving hiring outcomes.

Filling the STEM pipeline from secondary schools to postsecondary institutions is essential for the nations' competitiveness in the 21st century. It is therefore crucial to motivate more high school students to consider entering one of the STEM fields and to prepare themselves by taking advanced coursework in STEM that will prime them for choosing a STEM major in college, and eventually, a STEM career. High school students' pathway to a college STEM major can be seen as related to a series of academic choices (e.g., middle school STEM related activities, high school STEM coursetaking, and outside of school activities) and achievements that begin in early schooling years and continue to develop in secondary school (Eccles, 1994; Wang, 2013; Wang & Degol, 2013). This current study develops a comprehensive conceptual framework to describe how high school STEM coursetaking, STEM GPA, and motivational beliefs on science and mathematics are related to students' decisions about whether to choose a STEM major at 4-year college after taking into consideration student, family, and school background factors. The conceptual framework focuses on the direct relationships between five factors and choosing a STEM major in college: mathematics motivation, science motivation, high school STEM coursetaking, STEM achievement, and social networks. The results of simple comparisons of mathematics and science motivation between students in STEM- and non-STEM majors indicated that STEM-major students have a higher level of mathematics and science motivation in all four measured constructs (mathematics identity, mathematics self-efficacy, science identity, and science self-efficacy) compared to non-STEM major students. The structural equation model (SEM) results, which take into consideration of factors for other high school experiences, further identified the significant relationships between STEM motivation and having a STEM major in college. The findings suggest that science identity had the strongest association with students' choice of a STEM major among all other motivation variables, STEM coursetaking, and achievement variables.

Scholars recognize that K-12 teachers' social interactions, particularly within teaching focused relationships, are important to professional development. This is true whether discussions take place in formal or informal settings. Few studies, however, seek to link the teaching-focused relationships of "college faculty" directly to their instructional practice, nor to explore perceptions of what these relationships entail and how they influence teaching at the college level. Using surveys (n=868), interviews (n=83), and a social capital theoretical framework, this mixed-methods social network analysis explores associations between teaching focused "personal networks"--compilations of relationships surrounding individual faculty-- and the use of evidence-based instructional methods. We also explore faculty perceptions of how network interactions shape their teaching. Quantitative results indicate that the size, range, and strength of faculty teaching-focused personal networks positively correlate with the use of evidence-based instructional methods, while qualitative results point to the ways faculty see different kinds of network ties, relational mechanisms and objects, and returns influencing teaching practice.

Financiers have regained preeminence among economic elites, accruing growing shares of income and wealth. Yet network analyses have shown a decline in the bank-based interlocks between corporate boards that were once thought to foster financier power and elite cohesion. We ask if social organizations parallel to the economy provide a circuitry that connects financiers to other elites, despite growing complexity and fragmentation in finance. We develop and test hypotheses that apply the theory to elite university social ties using original data on degree holding among the "Forbes" 400 wealthiest Americans and on the financial affiliations of all trustees on the boards of 60 top ranked U.S. universities.

Indigenous peoples have rightful aspirations for their languages and cultures, supported under international conventions, jurisdictional treaties, laws, policies and enquiry recommendations. Additionally, the inclusion of Indigenous languages in education can impact positively on Indigenous students' learning, engagement, identity and well-being, and can increase involvement of their communities in education. This working paper provides an overview of Indigenous languages learning in Aotearoa New Zealand, Australia and Canada. These three jurisdictions participate in an OECD initiative "Promising Practices in Supporting Success for Indigenous Students," designed to help education systems to improve the experiences and outcomes of Indigenous students in education. The significance of Indigenous languages constitutes common ground between the diverse Indigenous peoples in these three countries. But learning in Indigenous languages and learning Indigenous languages follow diverse pathways with local language programme designs that fit the different historical and contemporary language contexts within and between the countries.

Research indicates that teamwork, communication, self-directed learning, and problem-solving skills are strongly linked to individual academic and professional success, yet little is known regarding how college educators and employer trainers learn to better teach or train others in these valuable skills in postsecondary and employment STEM contexts. This pilot study uses social network analysis--a research perspective studying relationships or "social ties" to better understand the ways interactions influence behavior--to explore the dimensions of educator and trainer discussions regarding methods for helping students or employees acquire important skills. The study also examines whether educators and employers believe such discussions influence their instruction. A descriptive analysis of data from online surveys collected from educators (n=192) and employers (n=70) in technology and manufacturing fields in southern Wisconsin and western New York indicates respondents frequently engage in such teaching- and training-focused discussions with people inside and outside their colleges and businesses. Though more college educators are involved in such conversations than employers, employer trainers who engage in such conversations do so with individuals affiliated with more diverse organizations. Results also indicate that educators and employers who have these discussions do so at a similar frequency. Finally, most educators and employers with teaching- and training-focused social networks perceive them to be beneficial to their teamwork, communication, self-directed learning, and problem-solving instruction. In light of these findings, leaders hoping to further develop teaching- and training-focused social networks in education and employment fields may find more success in openly promoting the importance of such social ties as well as providing more opportunities for intra- and interorganizational professional development in instruction.

What was the role of imperfect local information in the growth, gender gap, and STEM (Science, Technology, Engineering and Math) major selection of early 20th century American universities? In order to examine pre-1950 American higher education, this study constructs four rich panel datasets covering most students, high school teachers, and doctors in the state of California between 1893 and 1946 using recently-digitized administrative and commercial directories. Students attending large California universities came from more than 600 California towns by 1910, with substantial geographic heterogeneity in female participation and STEM major selection. About 43 percent of university students in 1900 were women, and the number of women attending these universities increased by more than 500 percent between 1900 and 1940. Meanwhile, the number of California towns with female high school physics or chemistry teachers doubled between 1903 and 1923, while the proportion of towns with a female doctor increased from 20 to 26 percent (adding almost 60 towns) during the same period. Event study regression analysis shows that towns became 9-15 percentage points more likely to send at least one female student to the institutions examined in this study after the arrival of their first female high school physics or chemistry teacher or female doctor, implying a 2 percentage point increase in the likelihood of young women's college attendance, but that the arrival of female STEM teachers decreases the likelihood of a town's sending a male STEM student to university by 10 percentage points. This study establishes the role of limited information and social networks in early 20th century educational choices, and has implications for both historical growth accounting and contemporary educational practices in developing economies. It also provides a window into the tremendous socioeconomic mobility afforded by California's commitment to mass higher education. This is the first of several planned studies that are part of the new UC Cliometric History Project based as CSHE in anticipation of UC's 150th anniversary.

The paper investigates two -- often disconnected -- policy questions: how can we scale the use of evidence in teaching practice, and how can we generate and scale innovation? Both questions necessitate understanding how teachers and schools connect with each other, and with other organisations and professionals. The paper thus explores the role of networks in scaling evidence and innovation through a review of literature and a number of short case descriptions. Through the lens of networks, the analysis shows how the mobilisation, construction and diffusion of knowledge are of central importance in both policy issues. It suggests that scaling evidence and innovation should be treated as one ecosystem, in which mechanisms that allow effectively blending research and practical knowledge are key. Further, the paper proposes a framework for studying knowledge dynamics in networks to better understand how their context, characteristics and devices can contribute to facilitate these dynamics.

Research has shown that there is a gap in educational achievement between socioeconomic and racial groups in the public education system in the United States. This paper identifies the link between resources and academic achievement. Through examining educational resources, from in-school factors, such as facilities and teacher quality, to out-of-school factors, such as family structure, socioeconomic status, and community values, this study serves to evaluate several theories of social capital in the hopes of providing an explanation for why this achievement gap exists. The review of the literature provided an inconsistent view on which factor has the most impact on educational achievement across diverse groups. In turn, this paper explores the possibility that the factors are interrelated and therefore difficult to compare. By outlining an analogy between Jared Diamond's (1999) geographic luck theory from "Guns, Germs, and Steel" and the public education system in the United States, this paper shows the importance of resources to academic achievement and how social capital plays a consequential role in students' performance in school.

This essay discusses past and current thinking about the globalization of higher education (from a U.S. point of view in particular) and a new model we are attempting to develop at the University of California, Berkeley. This essay begins with a brief narrative of the historical evolution of efforts to internationalize education, from the seventeenth century to the present day, before providing a schematic outline of efforts to create new models for the global university. From its earliest beginnings in the U.S. and elsewhere, higher education embodied important global dimensions. Since then, the globalization of higher education has accelerated rapidly over the last quarter century, motivated by a quest for additional revenues (especially in the case of Anglophone universities), a desire for greater international relevance and hence prestige (for all universities, but especially in the case of European and Asian universities), and a desire to provide a foundation for a knowledge economy (especially in the case of Asian universities).

This paper provides a synthesis of the literature on and recent trends in new technologies and its effect on 21st century children (0-18 years old). It begins by providing an overview of recent trends in the access and use of new technologies as well as a summary of online opportunities and risks. It then explores a variety of factors, including economic, social and cultural status which underlie these trends and lead to online and offline inequalities. Building digital resilience is an important skill for 21st century children. Effective strategies to accomplish this include encouragement of active rather than passive Internet use, e-safety in the school curriculum, and teacher and parental Information and Communication Technology (ICT) support. A focus on younger children (primary school or younger) and the effects of new emerging technologies would be helpful for future research.

This study concerns how intra-organizational networks affect the implementation of policies and practices in organizations. In particular, we attend to the role of the informal subgroup or clique in cultivating and distributing locally adapted and integrated knowledge, or know-how. We develop two hypotheses based on the importance of intra-organizational coordination for an organization's capacity for change. The first emphasizes the importance of distributing know-how evenly to potential recipient subgroups. The second emphasizes the importance of restricting know-how to flow from high know-how subgroups. We test our hypotheses with longitudinal network data in 21 schools, finding stronger support for the second hypothesis than the first. Our findings can help managers cultivate know-how flows to contribute to organizational change. The following are appended: (1) Technical Appendix; and (2) Multilevel Estimation of Main Models.

Social capital refers to the attributes and qualities of family, social and community networks that facilitate cooperation between individuals and communities. The quality of these networks and the extent to which individuals are engaged with them are believed to have an impact on the educational and social development of children and young people. Some evidence suggests that the influence of community networks can even help to offset some of the effects of socioeconomic disadvantage. Its intangible nature makes measuring social capital difficult. Measuring the social capital of young people is even more difficult because people tend to focus on the social capital of their parents and pay less attention to that of young people. This briefing paper discusses how young people's social capital can be examined using the Longitudinal Surveys of Australian Youth (LSAY). The paper is divided into four sections. In the first, the author looks at two social capital frameworks to clarify the various themes and complexities associated with social capital. In the second section he draws on these frameworks to assess the suitability of using data from LSAY to investigate social capital and its relationship to youth transitions. The next section summarises other social capital-related research that has used LSAY data. Finally, he draws some conclusions and makes some recommendations for future directions for LSAY in this area. This working paper is one in a series of projects initiated by the Administration for Children and Families (ACF) to improve knowledge for child care researchers and policy makers about parental child care decision making. In this paper, the authors identify three distinct conceptual frameworks for understanding child care decisions--a rational consumer choice framework, a heuristics and biases framework, and a social network framework--and review the major assumptions, contributions, and possible limitations of each of these frameworks. They then discuss an integrated conceptual model, the accommodation model that draws from each of these frameworks. The first three frameworks come primarily from the fields of economics, psychology, and sociology, respectively. It is the authors' sense that most research about child care decision making has been informed by the theories, assumptions, and empirical methods of one or more of these frameworks, either explicitly or implicitly, and they provide some examples and elaborate the basic tenets of each framework. The integrative accommodation model was first presented by Marcia Meyers and Lucy Jordan (2006). They develop and elaborate this model more fully here with explicit attention to its relation to the rational consumer choice framework, the heuristics and biases framework, and the social network frameworks. These frameworks are presented as complementary, rather than mutually exclusive. For a process as complex as parental child care decisions, each can provide a different and useful lens through which to understand unique aspects of the factors, processes and outcomes of parental child care decisions. When considered together, they believe they may inform one another and the development of more integrative models, such as the accommodation model presented here. It is the authors' hope that researchers working primarily within one of the conceptual frameworks discussed here will benefit from learning about other frameworks. In some cases, this may simply suggest additional or new variables to consider when specifying a particular model, while still working from the same conceptual framework. In other cases, it may result in integrative approaches that address multiple dimensions of the decision making process--dimensions that may not be as obvious when working within a single framework. In the concluding section the authors discuss some of the issues and the implications for future research. A goal of this paper is to advance knowledge that can inform public policy efforts. Given that the Child Care Development Fund (CCDF) has an explicit goal of supporting parental choice for child care, it is critical that they expand and deepen everyone's knowledge about the processes through which parents make decisions and the consequences for the choices they make (Zaslow, Halle, Guzman, Lavelle, Keith, Berry, & Dent, 2006). The different perspectives offered by each of the three frameworks and the integrative accommodation model may help policy makers identify the policy and program levers that can prove important at different stages of the decision making process. Youth transitions refer to young people's journeys from school to post-school study and on to employment. This is a time when young people experience rapid biological, psychological and physical changes, as well as changing social and economic situations, as they begin to take on the responsibilities of adulthood. In this paper, the authors first define a "successful youth transition". They then consider a range of factors that affect transitions. Following this, they discuss a number of interventions which can help young people to make the transition successfully. (Contains 1 table and 2 footnotes.)

This paper uses administrative data from the University of Texas-Austin to examine whether high school peer networks at college entry influence college achievement, measured by grade point average (GPA) and persistence. For each freshman cohort from 1993 through 2003 we calculate the number and ethnic makeup of college freshmen from each Texas high school, which we use as a proxy for freshmen "peer network." Empirical specifications include high school fixed effects to control for unobservable differences across schools that influence both college enrollment behavior and academic performance. Using an IV/fixed effects strategy that exploits the introduction and expansion of the Longhorn Scholars Program, which targeted low income schools with low college traditions we also evaluate whether "marginal" increases in peer networks influence college achievement. Results show that students with larger peer network upon entering college perform better than their counterparts with smaller networks at the beginning of their freshman year. Average effects of network size on college achievement are small, but a marginal increase in the size of same-race peer networks raises GPA by 0.1 point. We also find some suggestive evidence that minority students with large high school peer networks reap larger academic benefits than their white counterparts. (Contains 7 tables and 9 footnotes.)

With the rise in the number of types of digital media and the time youth spend on these platforms, researchers theorize that interacting with digital media can provide significant motivation for youth to participate, create, and become active learners. The Consortium on Chicago School Research, with funding from the John D. and Catherine T. MacArthur Foundation, is in the process of studying the impact of a new youth-centered digital learning initiative at the Chicago Public Library. This space, called YOUmedia, is aimed at providing useful and engaging learning experiences for high school teens through access to new and traditional media. This snapshot report presents an overview of strengths and weaknesses of the program and details some of the changes that took place in year one. This qualitative case study reports on processes and outcomes of the National Science Foundation (NSF)-funded System-Wide Change for All Learners and Educators (SCALE) project at the California State University, Northridge (CSUN). It addresses a critical challenge in studying systemic reform in complex organizations: the lack of methodologies that incorporate technical, social, cultural, and cognitive elements. Guiding questions include (a) how the institutional context influenced the project, (b) whether project activities affected science, technology, engineering, and mathematics (STEM) instruction, interdisciplinary collaboration on preservice programs, and inter-institutional collaboration on in-service programs, and (c) if and how change initiatives are accepted and incorporated. In-depth interviews (N = 34), relevant documents, and observation data were collected in 2006 and 2007. Findings identified several factors that supported and several that inhibited achievement of SCALE goals. Supportive factors included reform efforts already underway at CSUN, an institutional mission emphasizing undergraduate education, an active social network of STEM educators, and faculty experienced with inquiry-based STEM instruction. Inhibiting factors included a heavy faculty and staff workload, a lack of pedagogical training for new faculty hires, a limited pipeline of preservice science majors, funding limitations, and a pervasive sentiment that scientific legitimacy is equated with basic research and not teaching expertise. Into this context, SCALE introduced two activities, including thirteen 5-day science professional development workshops for 270 Los Angeles Unified School District (LAUSD) personnel, and four 15-day math professional development workshops for 83 LAUSD personnel. The project's success was limited by the absence of SCALE leaders at CSUN, and the subsequent lack of an explicit theory of institutional change for CSUN. Instead, SCALE engaged CSUN as primarily a site for its already existing math and science institutes, and largely ceded the effort at institutional transformation to chance and the extant reforms at CSUN. An enduring lesson from this study is that efforts to change the culture of teaching and learning in STEM departments should focus on illuminating and then shifting the pervasive cultural schema that faculty hold for teaching and learning. This analysis suggests that shaping the culture of an organization may require comprehensive efforts to change the structural, social, and symbolic milieu in which individuals operate, in addition to efforts to change the cognitive processes that constitute individuals' habits of mind. To accomplish this, leaders are encouraged to (a) conduct regular institutional assessments prior to program planning, (b) design neutral spaces in which different groups may interact, (c) recruit a skilled culture-broker when working with interdisciplinary groups, (d) marshal existing resources and reform projects to collectively target key leverage points, and (e) focus on developing cohorts of STEM educators in specific departments. Student teaching has long been considered the most important component of an effective teacher education program. Recently, new research is finding links between these experiences and teacher candidates' future effectiveness, yet relatively little is known about the student teacher placement process and, in particular, the processes that lead to the matching of teacher candidates to the inservice teachers who supervise their student teaching ("cooperating teachers"). In this study, we examine the match process as well as the factors that influence these placement decisions. We also explore how, if at all, practices vary across teacher education programs (TEPs), districts, and schools. We find that, in broad terms, the process for matching student teachers to mentor teachers is similar across educational institutions, although TEPs and school systems sometimes face competing priorities when placing student teachers in classrooms. We also identify a problem of information asymmetry in the placement process, which leaves TEPs with questions about how cooperating teachers are selected and districts and schools with limited information with which to make thoughtful and intentional matches between candidates and cooperating teachers. Finally, we document the important role of social networks in placements and how they can advantage some TEPs, districts, and schools in this process.
