Der vorliegende Artikel unternimmt eine dekolonisierende Spurensuche im post(real)sozialistischen Raum Cottbus. Inspiriert durch post- und dekoloniale Städteinitiativen lokalisieren wir verschiedene Erinnerungsorte in der Stadt. Wir zeigen, wie der post(real)sozialistische urbane Raum, der aus der DDR hervorgegangen ist, auf ambivalente Weise in eine koloniale Matrix eingebunden ist. Wir rekonstruieren, wie diese spezifische Kolonialität/Modernität zur sozialen Hierarchisierung von sozialen, ökonomischen und epistemischen Beziehungen führte. Die ambivalente Positionierung der DDR, die einerseits koloniale Machtverhältnisse fortsetzte, diesen gleichzeitig entgegentrat sowie selbst von Prozessen der Abwertung betroffen war, konzeptualisieren wir als urbane imperiale Differenz. Wir argumentieren, dass die Aufarbeitung der Prozesse von Rassialisierung im (real)sozialistischen urbanen Raum wichtig ist, um gegenwärtige rechtsextreme, zuwanderungsfeindliche und rassistische Bewegungen besser verstehen zu können. This paper reflects on present and future strategies for decolonising the post(real)socialist city. Inspired by the demands of postcolonial and decolonial urban initiatives, we localise different sites of remembrance in the urban context. We show how the post(real)socialist urban space that emerged from the German Democratic Republic (GDR) ambivalently incorporated a colonial matrix. We conceptualise the ambivalent positioning of the GDR, which simultaneously continued and opposed colonial power relations, and was itself affected by processes of devaluation via urban imperial difference. We argue that it is important to reconstruct the processes of racialisation in the post(real)socialist urban space in order to better understand and oppose contemporary right wing and racist movements.

Modelling a 3D city poses an interesting challenge. To create a virtual city, a road pattern has to be designed and a large number of buildings need to be generated. Every urban place has a road network, often a superimposed pattern plan that serves a population density and buildings which follow statutory rules. This patterned behaviour of the city is why it is possible to develop rules or “computational instructions,” to generate city models. In this article, we are going to discuss how to use procedural modelling and CityEngine, a rule-based application commonly used in the movie industry and gaming to produce vast realistic cityscapes, for regional and urban planning via an urban analytics approach. Unlike cinema’s imaginary worlds, cities have real-life population dependencies that need to be modelled for the development of planning scenarios. The goal is then to use the generative properties of the procedural modelling approach, along with population prediction models, to create informed 3D city scenarios. Instead of designing solutions, the user can use interactive parameters to affect the 3D model globally, thus enabling virtual cities to become active simulators for planning. Using urban analytics and generative environments, procedural cities may be able to create a “teaser” of different versions of how the city would look like in the future.

Die Anwendung von Go-Along-Interviews ermöglicht einen integrierten Methodenmix, bei dem qualitative Interviews mit teilnehmender Beobachtung kombiniert werden, um die analytische Verknüpfung von Diskursen und Praktiken zu erleichtern. Ihre besondere Sensitivität für die räumliche Einbettung und Reflexion sozialer Prozesse wurde in diversen Forschungskontexten erprobt und beschrieben. Anhand unserer Forschung zu Stadtnaturbeziehungen bei Lockdown-Spaziergängen wollen wir diese methodologischen Diskurse fortführen und den Mehrwert von Go-Along-Interviews insbesondere für die sozial-ökologische und transdisziplinäre Forschung herausarbeiten. Die Corona-Lockdowns dienten uns dabei als Brennglas, um die in den alltäglichen Spaziergängen habitualisierten Naturinteraktionen aufzuspüren und subjektive Bedeutungen der Stadtnatur erfahrbar und kommunizierbar zu machen. Mittels konkreter Episoden unserer Interviews reflektieren wir methodische Besonderheiten von Go-Along-Interviews wie die Generierung von Erzählungen, die Einbeziehung von materiellen Umwelten und nicht-menschlichen Akteuren, die Erschließung von Erinnerungen und Erfahrungen, das Nachvollziehbarmachen von Bewertungen und die Ermöglichung einer Selbstreflexion. Diesen Potenzialen stellen wir spezifische Herausforderungen der Anwendung von Go-Along-Interviews im Hinblick auf die Zugänglichkeit des Interviewraums, die Dynamik der Interviewsituation sowie das veränderte Verhältnis zwischen Interviewer*in und Interviewpartner*in gegenüber. Unter Berücksichtigung dieser Herausforderungen können Go-Along-Interviews sowohl das sozialwissenschaftliche Methodenspektrum der Stadtnaturforschung als auch naturwissenschaftliche Beschreibungen der Stadtökologie maßgeblich bereichern. Dieser analytische Mehrwert wird ergänzt durch eine besondere Anschlussfähigkeit an transdisziplinäre, partizipative und transformative Forschung., The application of go-along interviews allows an integrated mix of methods, combining qualitative interviews with participant observation. This facilitates linking discourses and practices. The method's particular sensitivity to the spatial embeddedness and reflection of social processes has been evaluated and described in various research contexts. In our article, we highlight the added value of go-along interviews for social-ecological and transdisciplinary research. The COVID-19 lockdowns and their effects on everyday practices of urban residents served as a lens to trace interactions with nature that have been habitualized into everyday walks. Discussing specific episodes from our interviews, we reflect on methodological features of go-along interviews, such as generating narratives, considering material environments and non-human actors, opening up memories and experiences, reconstructing evaluations, and enabling self-reflection. We contrast these potentials with specific challenges in the application of go-along interviews, especially with regard to the accessibility of the interview space, the methodical requirements of the dynamic interview situation, and the altered relationship between interviewer and interviewee. Considering these challenges, conducting go-along interviews can significantly enrich both, the scientific descriptions of urban ecology and the methodological spectrum of research on urban nature. Furthermore, go-along interviews provide a conceptual proximity to transdisciplinary, participatory, and transformative research.

In this article I reconstruct the place narrative of the Rum community (Greeks of Turkey) in Fener, Istanbul through unrest, displacement, and gentrification, and how the urban fabric, everyday life, and encounters transformed through different phases of urban change. Fener was a neighbourhood where cultural groups coexisted with mutual respect. This environment started to deteriorate when societal unrest towards non-Muslims resulted in a city-wide assault in 1955 and a subsequent displacement of many non-Muslims from the neighbourhood. The neighbourhood decayed and later became an attractive spot for gentrifiers because of its multicultural history. This implicated a massive physical change after an unimplemented regeneration project leading to gentrification. I theorize this narrative mainly based on Whitehead’s “permanences,” the stabilities in the physical and non-physical presence of Rums in Fener and Bhabha’s “in-between temporalities” as complements of permanences, defining space-time envelopes that signify both adjustment and resilience, but also amnesia as a result of urban unrest through social and physical change. The Rum urban narrative provides a complex story of challenged community identity; therefore, it necessitates the use of several qualitative research methods: interviews with older residents, historical investigation with documentation, and personal observation. The study results show that the Rum community’s daily practices and placeworlds were lost; however, the community remembers permanences better than in-between temporalities. Linking fragmented narratives by reconstructing them fights cultural amnesia and leads to a better connection with place and past contexts.

Ältere Menschen übernehmen vielfältige Aufgaben in Familie und Gesellschaft. Hierzu gehört beispielsweise die Betreuung von Enkelkindern, die Pflege und Unterstützung pflegebedürftiger Angehöriger, die Ausübung ehrenamtlicher Tätigeiten und politische Partizipation. Inwieweit ältere Menschen diese Aufgaben übernehmen, hängt auch von den jeweiligen Rahmenbedingungen ab, die sich zwischen städtischen und ländlichen Räumen unterscheiden können. Das Fact Sheet zeigt anhand der Daten des Deutschen Alterssurveys (DEAS) 2020/21, zu welchen Anteilen sich Menschen zwischen 60 und 90 Jahren in städtischen und ländlichen Räumen in Deutschland aktiv einbringen.

Einsames Sterben und ein sozial unbegleitetes Lebensende sind alltägliche, doch häufig verborgene soziale Probleme. In einer vielschichtigen sozialwissenschaftlichen Analyse verknüpft die Autorin Erkenntnisse der Einsamkeits-, Sterbe- und Ungleichheitsforschung im städtischen Raum zu innovativen Ergebnissen. Sie veranschaulicht die Ambivalenzen eines einsamen und unentdeckten Todes als Endpunkt einer abwärts gerichteten Spirale der Einsamkeit und sozialen Isolation bzw. Exklusion. Die Feldforschung in einem sterbenden Sozialraum gibt marginalisierten Menschen das Wort, die sonst nicht gehört werden, und lässt die Leser*innen teils beklommen zurück.

Solidarische Stadtbewegungen greifen globale Problemlagen und damit einhergehende Fluchtbewegungen auf und explorieren Visionen für ein inklusives Zusammenleben. Dieser Beitrag gibt Einblick in Idee und Praxis von solidarischen Stadtbewegungen und reflektiert mögliche Beziehungen dieser Bewegungen und der Sozialen Arbeit im Rahmen von Popular Social Work.

Since its introduction, the concept of “nature-based solutions” has gained much attention, drawing public funds and private investments. Nature-based solutions conceptualise the use of nature in planning as a cost-efficient and sustainable means to address societal, economic, and ecological challenges. However, this “triple win” premise tends to conceal potentially resulting injustices, such as displacement through green gentrification. While these injustices have attracted the attention of environmental justice scholars, as exemplified by the “just green enough” approach, links to the “nature-based solutions” concept are mostly implicit. Further, the concept of environmental privilege, questioning who benefits from created natural amenities, has rarely been taken up. This article, therefore, argues that environmental justice should be linked closely to nature-based solutions. Supported by a theoretical perspective, the article aims at exploring who benefits from, and who loses out on, urban nature-based solutions processes. It builds on a qualitative literature review of the scholarly landscape on environmental justice and urban greening while linking to nature-based solutions, adding perspectives of environmental privilege. In this, it attempts to offer three important contributions to the current academic discussion. First, the article provides an overview of the debate on urban greening, (in)justice, and environmental privilege. Second, it relates the concept of nature-based solutions to the debate on environmental justice, opening nature-based solutions up for critique and conceptual refinements. Third, it outlines a way forward for reframing nature-based solutions through the lens of environmental justice and privilege. Thus, this article provides a starting point for further discussions on the implementation of just nature-based solutions in cities.

This thematic issue puts “urban commoning” centre stage. Urban commoning constitutes the practice of sharing urban resources (space, streets, energy, and more) through principles of inclusion and cooperation. Whilst generally defined as an autonomous, bottom‐up, and most of all cooperative practice, the sphere of the commons necessarily stands in interaction with two other spheres: the state/city (“provision”) and the market (“competition”). Yet, the various interlinkages between the commons, the state/city, and the market are underexplored. Hence the rationale for this thematic issue: How does the relation between commons, states/cities, and markets play out in the urban realm? What are the possibilities and pitfalls of linking commons with states/cities and markets? In the first section of this editorial, we provide a substantiated introduction to the concept of the commons, its history, and its urban applications. In the second part, we give an overview of the issue’s contributions. Scholars, activists, and practitioners from the disciplines of urban studies, cultural studies, planning, sustainability, sociology, architecture, and philosophy delve into the uncharted territory between commons, states/cities, and markets, through case studies from the Global North and South. The first three articles delve into the politics of urban commoning while the last three articles illuminate the practice’s aesthetic dimension.

Public space is an essential social infrastructure for the continuous negotiation of city life and democracy because it offers (ideally) an interactive platform for people from diverse social and cultural backgrounds and the forms of public life they cherish. This contribution inquires how public space’s design and materiality play a fundamental role in popular struggles for social justice. By focusing on the differentiated access of women to public space, the role of gender in its design, and appropriation through a feminist intersectionality lens, this article aims to understand better the complex interplay between urban space and its non‐human material agency vis‐à‐vis citizen mobilizations, movements, and socially engaged art interventions. Drawing from extensive participant observation and spatial analysis, the exemplary public space of Shahbag Chattwar (a public square/plaza) will shed light on the “gendered spatiality” of pivotal popular mobilizations and reclamations from the historical momentum of the 1952 language movement, over the 2013 contemporary Shahbag protests, and to the 2020 anti‐metro rail protests at the Dhaka University campus. Analyzing urban space as a “palimpsest,” this research reflects on both historic and ongoing scenarios of popular protests as they repeatedly occupy public space and leave spatial traces through spatial design and art. In sum, the article seeks to gain insight into public space as a principal site of contestation and negotiation of juxtaposed layers of gendered dynamics, civil rights, secularism, and fundamentalism.

Celem artykułu jest ustalenie, czy wielkość miejscowości zamieszkania ma wpływ na deklaracje odnoszące się do wyróżnionych wartości związanych z rodziną, które w istotny sposób orientują działanie człowieka i tym samym tworzą zasady życia społecznego. Tekst napisano w oparciu o wtórną analizę danych statystycznych na podstawie zintegrowanego zbioru danych European Value Study/World Value Survey 2017-2021. Rezultaty badania wskazują, że różnice istotne statystycznie pomiędzy wielkością miejscowości pojawiły się w przypadku wszystkich zmiennych dotyczących rodzicielstwa. Mieszkańcy mniejszych miejscowości okazywali się bardziej konserwatywni. Zależność istotna statystycznie nie wystąpiła w przypadku deklaracji dotyczącej zaufania do rodziny. W przypadku niektórych odpowiedzi odnoszących się do postrzegania ról płciowych pojawiły się również istotne statystycznie różnice pomiędzy mieszkańcami mniejszych i większych miejscowości. Wartości i normy są inne w zależności od kultury, w której się wychowujemy. Kontrola społeczna jest silniejsza w mniejszych miejscowościach, tam bowiem trudniej pozostać anonimowym. Badanie potwierdziło, że wielkość miejscowości zamieszkania w wielu przypadkach istotnie statystycznie różnicuje wartości Polaków związane z rodziną i właśnie mieszkańcy mniejszych miejscowości częściej okazywali się przywiązani do koncepcji bardziej tradycyjnych, konserwatywnych. The purpose of the article is to determine whether the size of the place of residence influences the declarations regarding the distinguished values related to the family. The text is based on analysis of secondary statistical data - the integrated European Value Study/World Value Survey 2017-2021. The results of the study indicate that statistically significant differences, in regards to the size of the place of residence, occurred to all variables regarding parenthood factor. Small towns inhabitants turned out to be more conservative. There was no statistically significant dependence in the context of the declaration of trust in the family. Not with all of them, but with some of the answers relating to the perception of gender roles, there were also statistically significant differences between the inhabitants of different sizes of towns. Values and norms are different depending on the culture in which we are brought up. Social control is stronger in smaller towns, as it is more difficult to remain anonymous there. The study confirmed that the size of the place of residence, in many cases, statistically significantly differentiates the values related to the polish family, and the inhabitants of smaller towns turned out to be more often committed to the more traditional, conservative values.

Die rechtsradikalen Ausschreitungen 2018 in Chemnitz werfen grundlegende demokratietheoretische Fragen auf: Welche Gefahren drohen von Rechts? Wie wird eine ganze Stadt zum politischen Risikogebiet? Und was bedeutet die Präsenz riskanter Politisierung und Entpolitisierung für unsere Demokratie? Die Autor*innen illustrieren entlang ethnografischer Streifzüge, wie eine apolitische Mitte der radikalen Rechten immer wieder den öffentlichen Raum überlässt. Die Rechtsextremen breiten sich in diesem Vakuum aus und reklamieren demokratische Grundrechte für sich, um sie gleichzeitig abzuschaffen. Als Kulturhauptstadt 2025 muss sich Chemnitz im Umgang mit diesem demokratischen Risiko bewähren.

Für gesellschaftliche Integration und Diversifikation ist der städtische Raum von besonderer Bedeutung. Der vorliegende Beitrag hat deshalb zum Ziel, die Digitale Stadt als Forschungsfeld für die Kommunikationswissenschaft zu erschließen. Die bisherige (deutschsprachige) Erforschung des Zusammenhangs von Medien und Stadt und idealtypische Aussagen zum Verhältnis von Medien, Lokalität und Integration in Studien zu Massen- und Onlinemedien werden dazu mit dem Forschungsstand in anderen Disziplinen, wie der Humangeografie, der kritischen Soziologie und Stadtplanungsforschung, sowie der Politikwissenschaft kritisch kontrastiert. Mit Hilfe des Begriffs der georeferenziellen Digitalmedien wird der traditionelle kommunikationswissenschaftliche Medienbegriff erweitert, um aktuelle Phänomene wie die medientechnologische Durchdringung von Städten und deren Inklusions- wie Exklusionstendenzen differenzierter analysieren zu können., Urban space is particularly important for social integration and diversification. This article considers the impact that increasing pragmatism and pluralism are having on South–South cooperation (SSC). Focusing on the growing sway of multilateral platforms for cooperation between cities and the reinvigoration of regionalism, it identifies experimentalist design principles for fostering autonomy-enhancing initiatives between developing countries that have the capacity to learn from and scale up locally-informed, adaptive problem solving. The first part of the article frames SSC in light of experimentalist governance theory. The second part provides a case study of the Association of Southeast Asian Nations (ASEAN) Smart Cities Network, an initiative that captures the promise and challenges of enhancing SSC through regional experimentalist governance of city-to-city partnerships.

tPomimo jednego z najszybszych temp wzrostu gospodarczego wśród krajów Unii Europejskiej w latach 2010–2019 w Polsce nie odnotowano istotnej poprawy w zaspokajaniu potrzeb mieszkaniowych mniej zamożnych gospodarstw domowych. Zasoby mieszkań komunalnych charakteryzują się zarówno niską dostępnością jak i wysokim stopniem zużycia majątku, a także rosnącymi zaległościami czynszowymi. W obliczu nadchodzącej dekoniunktury gospodarczej wywołanej pandemią koronawirusa SARS-CoV-2, realizacja zadań własnych gmin w zakresie mieszkalnictwa ulegnie dalszemu utrudnieniu. Aby temu zapobiec autorzy prezentują szereg postulatów zmian regulacyjnych dotyczących jednostek samorządowych i instytucji centralnych, które usprawnią realizację polityk mieszkaniowych państwa w zakresie mieszkań komunalnych.

They are easily overlooked, but benches, trash bins, drinking fountains, bike stands, ashtray bins, and bollards do influence our ways of living. Street furniture can encourage or hold back behaviours, support different codes of conduct, or express the values of a society. This study is developed from the observation that the number of different roles taken on by street furniture seem to quickly increase in ways not attended to. We see new arrivals such as recycled, anti-homeless, skateboard-friendly, solar-powered, storytelling, phone-charging and event-making furniture entering public places. What are typical sociomaterial roles that these things play in urban culture of today? How do these roles matter? This article suggests a conceptualisation of three furniture roles: Carnivalesque street furniture takes part in events and temporary places. Behaviourist street furniture engages in how humans act in public. Cabinet-like street furniture makes itself heard through relocating shapes of other objects. These categories lead to two directions for further research; one concerning the institutions behind street furniture, and one concerning how street furniture shapes cities through influencing different kinds of ‘scapes.’ The aim of this article is to advance theory on an urban material culture that is evolving faster and faster. By conceptualising this deceptively innocent group of things and articulating its relations to the everyday structures of the city, I hope to provide a framework for further studies.

Urban Narrative works at the interface between public participation and participatory design to support collaboration processes for urban planning and design. It applies computational linguistics to interpret large format public consultation by identifying shared interests and desired qualities for urban infrastructure services and utilities. As a proof of concept, data was used from the Christchurch public engagement initiative called ‘Share an Idea,’ where public thoughts, ideas, and opinions were expressed about the future redevelopment of Christchurch after the 2011 earthquakes. The data set was analysed to identify shared interests and desired connections between institutional, communal, or personal infrastructures with the physical urban infrastructures in terms of buildings, public places, and utilities. The data has been visualised using chord charts from the D3 JavaScript open source library to illustrate the existence of connections between soft and hard urban infrastructures along with individual contributions or stories. Lastly, the analysis was used to create an infographic design brief that compares and contrasts qualitative information from public consultation with quantitative municipal statistical data on well-being.

Es gibt kaum einen Faktor, der den Alltag und die Entwicklung von Kindern mehr beeinflusst, als die räumliche Gestaltung des Wohnumfeldes und die damit verbundenen Möglichkeiten zum „freien Spiel“ und zur eigenständigen Mobilität von Kindern. Dies ist das zentrale Ergebnis von Studien, die von der Forschungsgruppe „Raum für Kinderspiel!“ in verschiedenen Städten durchgeführt wurden. Der Beitrag zeigt auf, welche zentrale Bedeutung die Gestaltung des urbanen Raums für Kinder hat. Kommunalstatistik und Stadtforschung können mit ihren Indikatoren und Berichtssystemen einen wichtigen Beitrag für eine kinderfreundliche Stadtentwicklung leisten.

The use of games as a method for planning and designing cities is often associated with visualisation, from simplistic to immersive environments. They can also include complex and sophisticated models which provide an evidence base. The use of such technology as artefacts, aids, or mechanics curates the player experience in different and very often subtle ways, influencing how we engage with (simulated) urban phenomena, and, therefore, how the games can be used. In this article, we aim to explore how different aspects of technology use in city games influence the player experience and game outcomes. The article describes two games built upon the same city gaming framework, played with professionals in Rome and Haifa, respectively. Using a mixed-method, action research approach, the article examines how the high-tech, free form single-player games elicit the mental models of players (traffic controllers and planners in both cases). Questionnaires and the players’ reflections on the gameplay, models used, and outcomes have been transcribed and analysed. Observations and results point to several dimensions that are critical to the outcomes of digital city games. Agency, exploration, openness, complexity, and learning are aspects that are strongly influenced by technology and models, and in turn, determine the outcomes of the game. City games that balance these aspects unlock player expertise to better understand the game dynamics and enable their imagination to better negotiate and resolve conflicts in design and planning.

In the 16th and 17th centuries, the ambitious reorganization of the urban fabric sponsored and supervised by princes or ruling elites, usually aimed at establishing the power and prestige of the central authority, transformed most Italian cities. However, the separation within the city center between a political and ceremonial space, usually centered around the palace of the prince, and a marketplace, that came to characterize most urban contexts, did not occur in Milan. In order to preserve peace and stability in a period of intense warfare, the monarchy sacrificed an invasive oversight of the city and abdicated a higher degree of local power, choosing instead to delegate it to the urban patriciate, the merchant elites, and the Ambrosian church. Deutsche Kommunen engagieren sich seit vielen Jahren für eine global nachhaltige Entwicklung. Sie sorgen beispielsweise für eine faire öffentliche Beschaffung oder pflegen Partnerschaften mit Kommunen im globalen Süden. Seit 2013 fördert das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) die kommunale Entwicklungspolitik über einen eigenen Titel im Bundeshaushalt. Die Mittel des Haushaltstitels fließen fast vollständig an die Servicestelle Kommunen in der Einen Welt (SKEW), die als Teil der Engagement Global gGmbH Beratungs-, Vernetzungs-, Informations- und Förderangebote für Kommunen bereitstellt, um diese in ihrem entwicklungspolitischen Engagement zu unterstützen. Die vorliegende Evaluierung hat das Gesamtprogramm der SKEW hinsichtlich der sechs OECD-DAC-Evaluierungskriterien Relevanz, Kohärenz, Effizienz, Effektivität, Nachhaltigkeit und Impact untersucht. Die Ergebnisse zeigen, dass die SKEW für das entwicklungspolitische Engagement deutscher Kommunen eine wichtige Rolle spielt. Für eine positive zukünftige Entwicklung der kommunalen Entwicklungspolitik sollte die Ausgestaltung der Förderung jedoch an verschiedenen Stellen verbessert werden. Urbanisation, urban mobility (active travel), and public health continue to be three defining issues of the 21st century. Today, more than half of humanity lives in cities, a proportion that is expected to reach 70% by 2050. Not surprisingly, urbanisation has significant impacts on mobility, health, and well-being. Today’s cities struggle with health challenges such as those that are either a direct result of infectious and non-communicable diseases or issues related to violence and injuries. According to the World Health Organisation, the lack of suitable space in urban areas for physical activities and active living has turned cities into epicentres for diseases. The concept of urban mobility and its connection to health is not new. However, the ways through which a healthy city objective is achieved are poorly investigated in the academic literature. Accordingly, this article proposes a holistic conceptual framework by consolidating knowledge around factors impacting urban mobility by adopting a scoping review methodology to determine the field’s scope, coverage, and existing knowledge gap. To achieve the above objectives, 3,189 research articles and book chapters published between 2014 and 2021 were screened. A total of 92 studies were identified as eligible for inclusion in the scoping review. This approach revealed the importance of understanding urban mobility and healthy cities and of identifying and enacting associated enablers. Covid-19 has amplified the urgency of giving attention to these issues. The scoping review also showed a need for further research that investigates the future of urban mobility and healthy cities. A conceptual framework has been drawn from the literature to guide such future research.

Um das angestrebte Ziel der Klimaneutralität für die Landeshauptstadt Dresden zu erreichen, ist eine aktualisierte Betrachtung aller Potenziale von erneuerbaren Energien im Rahmen der Fortschreibung des Energie- und Klimaschutzkonzeptes auf dem Stadtgebiet notwendig. Bauwerksintegrierte Photovoltaik (BIPV) leistet einen hohen Beitrag an der erforderlichen Energiewende, für die eine Quantifizierung des technischen Potenzials nötig ist. Für das gesamte Stadtgebiet Dresdens wurde auf Grundlage eines virtuellen 3D-Stadtmodells die solare Einstrahlung auf allen Dach- und Fassadenflächen berechnet. Diese Modellierung ermöglicht, unter Anwendung flächenspezifischer Abschläge, eine qualifizierte Abschätzung des Photovoltaikpotenzials. Die Kombination der gebäudescharfen Solarpotenziale mit thematischen GIS-Datensätzen der Stadt Dresden und semantischen Attributen des 3D-Stadtmodells ermöglicht darüber hinaus eine detaillierte Auswertung nach verschiedenen Bauwerkskategorien und Nutzungstypen. Die Identifikation von Bauwerkskategorien mit großem Flächenpotenzial sowie die Berücksichtigung von Eigentumsstrukturen und Denkmalschutzaspekten bietet eine gezielte Unterstützung zur Aktualisierung der PV-Gebäudepotenziale in Dresden und zur Ableitung von konkreten Maßnahmen.

This article analyzes possibilities for connecting individual city games for building a network of games working together. City gaming works along with the understanding that cities are self-organizing systems, influenced by multiple bottom-up and top-down actors with varying interests and powers. Affordable housing, climate adaptation, or area development are examples of urgent urban challenges city games typically focus on. The assumption is that if these specialized games could be linked, then a large game infrastructure built as a modular system, can offer various game combinations responding to urban challenges in an integral and holistic way. To test a working game network, city games, models, and digital apps have been linked through their shared datasets as well as game interfaces. Two city experiments have been conducted in two Dutch cities—Amsterdam and Breda—which enabled the testing to function as “constructive design research.” In Amsterdam (Klimaatspel) two separate city games were connected through their datasets, while in Breda (Play the Koepel) datasets and interfaces merged to create a new game. Used data models are the Energy Transition Model developed by Quintel and the urban plan cost simulator software of Urban Reality. Used game interfaces (digital and analog) include the Typeform, the Network of Games app, the Urban Reality simulator, and the Play the City table-top game format. The testing considered two different approaches for a potential game network. The first option assumes an all-encompassing digital app, reformatting and involving various games and models in a single interface. The second option is an open approach that looks to link custom-made games with existing interfaces. The second option allows both simultaneous and sequential linking. Two experiments utilizing sequential and simultaneous integration of diverse digital tools suggest that a collection of interfaces connecting to each other throughout the entire process from a digital poll to an app, a simulator or a webinar, or analog game sessions is more effective than a single mobile phone app for all potential game interactions. Considering city games as an ecology of city tools that can be linked to one another becomes through this study a concrete goal to reach. Through combining specialized games, addressing complex city challenges becomes possible. This step enables a more effective participation environment for diverse experts and non-experts.

Background: It is well-established that internal migration is selective, particularly with respect to age, educational attainment, and nativity status. However, the interplay between education and immigrants’ origin remains largely unknown. Thus, it is unclear how the educational selectivity of internal migration varies by nativity status. Objective: We establish the educational selectivity of internal migrants in 12 European countries, paying attention to variation between native and foreign-born populations born in and outside the European Union. Methods: We use microdata from the European Union Labour Force Survey (2015–2019) and run a series of multivariate binomial logistic regressions to estimate the likelihood of changing NUTS-2 region of residence by educational attainment. Results: Our results confirm a positive association between tertiary education and internal migration, except for in Slovenia, Greece, and the Czech Republic. On average, completing tertiary education increases the likelihood of migrating internally by close to 3 times, compared with less than 1.5 times for secondary education. In half the countries, secondary education displays either a negative or no association with internal migration. We find evidence of a strong positive selectivity of tertiary-educated foreign-born populations, who are on average twice as likely to migrate internally than the native-born with comparable education, except in Hungary, where immigrants are less likely to migrate internally. Conclusions: By redistributing skills within a country, immigrants are integral to the effective functioning of labour markets. Contribution: This study provides new evidence on the educational selectivity of internal migration across Europe and shows that the gradient is typically stronger among the foreign-born.

The kasbah has been considered the main place of power in Tunis since the Middle Ages. Its urban structure was stabilised during the Ottoman era. Since then, the governmental functions of the kasbah have always been confirmed: many ministerial functions are carried out in the buildings around its central square, located at the top of the old city of Tunis. This space is perceived as morphologically separate from the medina and functionally dedicated to issues related to the central sphere. This contrasts with the space of the medina, which was historically regulated by the local civic sphere. In spite of this apparent opposition of functions, the purpose of this study is to reflect on the nature of the kasbah as a public place, as a monumental and architectural expression of a negotiated form of power and centrality, and finally, yet importantly, as an urban district participating in ordering the medina. It is where local urban functions such as mar-kets and mosques were located. It structured the civic dimension embodied by the Beldis, a group of urban notables entrusted with most responsibilities in local institutions as professions (guilds, markets, trade), confessional communities, neighbourhoods, and the city as a whole. The aim of this paper is to reflect on how annual fairs challenged the urban spatialities of trade in medieval and old-regime towns. It is also to pose the question of centrality under the point of view of both the centrality of commercial towns in regional and international networks and the urban centrality of spaces dedicated to trade activities. The study is based on the example of three towns of Greater Poland in the late Middle Ages and Early Modern period. Since the establishment of the partnership principle within EU regional policy in 1988, the role of cities in the European multi-level governance system has been progressively strengthened. Today, the cities of Europe are central actors with key functions in the implementation of EU regional policy. In parallel to the associated cross-border cooperation, the explicit recognition of local and regional self-government in the European basic treaties (Treaty of Lisbon, Pact of Amsterdam) politically strengthened the role of cities in the European multi-level governance system. This made it officially possible for European municipalities to cooperate with the European Commission and representatives of member states to draw up strategic position papers for future legislative initiatives. At the same time the establishment of macro-regions introduced a framework for the sectoral and geographical adaptation of policies to suit the regions in question. A key role in cross-border cooperation was thus assigned to the cities in the macro-regions. If European cities actively pursue these opportunities they have a chance to establish themselves as the fourth level in the European multi-level governance system and to strengthen their position within the national states and the European institutional framework. The adaptation of intra-state structures is seen as the most important precondition for the municipalities to be able to better express their interests as actors in the political multi-level governance system and thus to gain more influence in the EU. The City of Munich provides an example of how urban policy is, however, often slow to grasp the opportunities offered by the Urban Agenda and macro-regional strategies for European cities.

This article was inspired by a collaborative action-research experience undertaken in Brussels by ARCH (Action Research Collective for Hospitality), aimed at further understanding the dynamics of hospitality and improving hospitality towards refugees, based on collaboration with actors of civil society. In a context of spreading policies of hostility and exclusion in Europe and the lack of arrival infrastructures for undocumented migrants, asylum seekers and refugees, the people tend to occupy public spaces of the city. Consequently, these spaces become the central nodes where civil society organizes the humanitarian aid and practices of hospitality and at the same time are places for interactional tensions and institutional violence. In other words, they become an urban stage where the tension between hospitality and exclusion is played out. Based on this research, our article proposes to take the urban consequences of hostility policies seriously by analyzing the ecology of the migrants’ world in the city. Our aim is to understand their experience of segregation and hospitality in the urban environment—and more specifically in public spaces. Public spaces are indeed the only livable spaces for people for whom no room has been made. However, what constitutes their hospitality for migrants, i.e., their capacity to be inhabited, enters into tension with the constitutive dimensions of urban publicness (like accessibility, visibility, or urbanity). Understanding the experience of hospitality in urban public spaces for those who have no other place to live is seen as a condition as well as a means to enhance their urban inclusion.

This introduction underlines some of the topics the present thematic issue focuses on, such as segregation and security, control and creativity, resistance and networking, presenting continuities and changes in urban governance and urban justice in different parts of the world. We argue that urban theory should be rethought to consider cities as fora that recentre the ‘political’ in relation to gentrification, rights to the city, justice, and alternative urbanisms. We highlight structural aspects of urban policy and planning, including the intersection of mega-development projects with disruptive acts of social dispossession and efforts to depoliticise institutional control. Simultaneously, we emphasise tactics that reinterpret hierarchical modes of governance and create initiatives for enhanced justice through claim-making, negotiation, improvisation, acts of everyday resistance and organised opposition.

Cities across the global south are seeing unprecedented levels of violence that generate intense risks and vulnerability. Such problems are often experienced most viscerally among poorer residents, thus reinforcing longstanding socio-spatial conditions of exclusion, inequality, and reduced quality of life for those most exposed to urban violence. Frequently, these problems are understood through the lens of poverty, informality, and limited employment opportunities. Yet an undertheorized and equally significant factor in the rise of urban violence derives from the shifting territorialities of governance and power, which are both cause and consequence of ongoing struggles within and between citizens and state authorities over the planning and control of urban space. This article suggests that a relatively underexplored but revealing way to understand these dynamics, and how they drive violence, is through the lens of sovereignty. Drawing on examples primarily from Mexico, and other parts of urban Latin America, I suggest that problems of urban violence derive from fragmented sovereignty, a condition built upon the emergence of alternative, competing, and at times overlapping networks of territorial authority at the scale of the city, nation, and globe. In addition to theorizing the shifting spatial correlates of sovereignty among state and non-state armed actors, and showing how these dynamics interact with urbanization patterns to produce violence, I argue that the spatial form of the city both produces and is produced by changing political and economic relations embedded in urban planning principles. That is, urban planning practices must be seen as the cause, and not merely the solution, to problems of urban violence and its deleterious effects. Using these claims to dialogue with urban planners, this essay calls for new efforts to redesign cities and urban spaces with a focus on territorial connectivities and socio-spatial integration, so as to push back against the limits of fragmented sovereignty arrangements, minimize violence, and foster inclusion and justice.

In this article, I argue that the spatial practices of the contemporary Jewish organisations in Barcelona’s medieval Jewish neighbourhood represent claims for public recognition. As a small and quite invisible minority within the diverse city population, Jewish groups increasingly claim that their presence in the city should be recognised by political authorities and ordinary citizens alike. They do so through a series of spatial practices around the medieval Jewish neighbourhood, which include (1) heritage production, (2) the renaming of streets and (3) the temporary marking of urban spaces with Jewish symbols. I have grouped these practices under the umbrella concept of ‘place-recovering strategies’ because all of them attempt to ‘recover’ the lost urban environments inhabited by their Jewish predecessors before they were expelled from the Iberian Peninsula in the fourteenth and fifteenth centuries. By recovering I do not mean a mere passive restoring of urban spaces and places but rather a creative process in which historical narratives and myths of the past play a crucial role. Drawing on qualitative fieldwork, I argue that these place-recovering strategies are part of a quest for the visibility, legitimacy and recognition of Jews.

This paper shows how changes to the appearance of a street after the revitalization process influence the perception of the street, its sensory landscape and atmosphere. The example of Cathedral Street (Ulica Tumska), the high street in Płock, an average-sized town in Poland, is used to prove that such changes may bring some unexpected results by evoking negative emotions among the residents. The results of the study conducted using focus groups show that the contemporary ambience of Cathedral Street cause negative sensations perceived in four dimensions: touchscape, seescape, soundscape, and smellscape. Those feelings seem to be even stronger taking under consideration positive memories of the street before revitalization. As a result of the negative atmosphere of Cathedral Street and the unpleasant emotions it evokes, the residents’ activities conducted on the street are reduced only to fulfilling the most necessary needs. Such conclusion results in a postulate that when designing or redesigning public spaces we should always be aware of the consequences for the ambience of the street and the need to generate positive emotions.

Decisions regarding destination choice for subsistence activities, such as employment and education, are typically taken on a medium or long-term basis. In activity-based modeling for transport research those are traditionally modeled after the allocation of daily activity plans to the individuals, with a few exceptions. This paper presents a comparison of two proceedings, namely the modeling of the destination choice for subsistence activities in advance and its traditional late modeling. Firstly, different destination choice models for employment and education were developed for the agent-based demand model TAPAS. In order to perform the comparison two scenarios were simulated: a base scenario and a scenario with a fee-based parking zone in the city center of Berlin. The results show the validity of both proceedings and their different application.

Building on Henri Lefebvre’s radical concept of “right to the city,” contemporary literatures on urban citizenship critically shift the locus of citizenship from its juridical-political foundation in the sovereign state to the spatial politics of the urban inhabitants. However, while the political discourse of right to the city presents a vital vision for urban democracy in the shadow of neoliberal restructuring, its exclusive focus on democratic agency and practices can become disconnected from the everyday experiences of city life on the ground. In fact, in cities that lack longstanding/viable urban citizenship mechanisms that can deliver meaningful political participation, excluded subjects may bypass formal democratic channels to improvise their own inclusion, belonging, and rights in an informal space that the sovereign power does not recognize. Drawing on my fieldwork in the Asian restaurant industry in several multiethnic suburbs in Southern California, this article investigates how immigrant restaurant entrepreneurs, workers, and consumers engender a set of “nonexistent rights” through their everyday production and consumption of ethnic food. I name this improvisational political ensemble corporeal citizenship to describe the material, affective, and bodily dimensions of inclusion, belonging, and “rights” that immigrants actualize through their everyday participation in this suburban ethnic culinary commerce. For many immigrants operating in the global circuits of neoliberal capitalism, citizenship no longer just means what Hannah Arendt (1951) once suggested as “the right to have rights,” or what Engin Isin and Peter Nyers (2014) reformulate as “the right to claim rights,” but also the right to reinvent ways of claiming rights. I suggest such improvisation of nonexistent rights has surprising political implications for unorthodox ways of advancing democratic transformation.

This article addresses the tense relationship between national and municipal approaches to the inclusion and exclusion of irregular immigrant ‘non-citizens.’ While national policies in the UK have created hostility for irregular migrants, municipallevel cities of sanctuary offer a ‘warm welcome’ which has been extolled as immanently progressive in the face of hostility. This article assesses the extent to which city-based sanctuary movements in the UK provide effective resistance to the national policies of hostility. Building on critiques of the City of Sanctuary (CoS) movement, effective resistance is redefined using a Foucauldian counter-conduct approach. Through applying a counter-conduct lens to a document analysis of the CoS newsletter archive and online resources, the article shows it is not easy to dismiss sanctuary as ineffective resistance, as some earlier critiques have argued. Rather, CoS is demonstrated as both effective and ineffective counter-conduct due to its uneven approach to the various discourses within the hostile environment.

High-rise housing complexes (HRHCs) are a prominent trend in urban development. They generate new configurations of open green spaces, thus creating a new set of human-environment relations and a new constellation of urban landscapes. However, little attention has been devoted by the literature to these new spatial configurations and the urban experience they offer. Focusing on the spaces between buildings, this research article examines the urban morphology of these large urban developments and how they are being experienced by residents. Based on morphological analysis, we propose a set of outputs with which to discern and evaluate various characteristics of these new spaces. Namely, a typology of HRHCs complexes, three evaluation indexes, and a green/gray nolli map. Drawing on morphological analysis, the research discusses the role of green spaces of HRHCs in the experience of residents. We portray different tensions arising from the residents’ experience based on walking interviews and propose how these tensions are connected to the morphology of space. Juxtaposing the morphological and qualitative topological analyses, we focus on the way that different planning aspects of HRHCs’ open spaces might foster everyday use and function as well as attitudes and feelings.

Calls for greater food democracy in Europe have emerged as the limitations of urban food systems dominated by commercial organisations are documented, but little attention has been paid to how policy arrangements affect attempts to transition to more democratic food futures. This article examines food sharing initiatives—increasingly facilitated by the use of information and communication technologies—as a potential means to enhance urban food democracy, and explores the role of policy in shaping those practices in three European capital cities: Berlin, London, and Dublin. We pose two related questions: To what extent are diverse food sharing initiatives exemplars of food democracy, and to what extent do policy arrangements affect food sharing practices and the nature of any food democracy they might embody? Our empirical evidence demonstrates where the goals and impacts of food sharing initiatives align with key dimensions of food democracy. We also consider how food sharing initiatives—and any food democracy dimensions that they support—are affected by the policy environment in which they operate. The food sharing initiatives examined revealed to be agents of pro-democratic change, at least within the boundaries of their spheres of influence, despite policies rarely having their activities and aspirations in mind.

What is the heritage of our cities? Which are the monuments, places, and spaces in which it accumulates, and by which practices is it formed, handed down, appropriated? Gerhard Vinken takes the readers to twelve cities on three continents and analyses the diverse and contradictory heritage formations that have had a lasting impact on urban life. The vitality of urban heritage, as these vivid and in-depth case studies show, lies in the dynamic and often conflictual processes of social appropriation and interpretation. Covering a diverse range of themes, the book familiarizes the reader with important questions and theories in urban research and heritage studies.

Although innovation is a major theme in current local economic development and planning, there is considerable uncertainty of what the concept specifically means, how it is measured, and how outcomes are identified. To date, no study has investigated this glaring gap in scholarship. To address this gap, we interviewed economic development practitioners across cities in Ontario to identify and clarify how they define, apply, and measure innovation within their cities’ economic development strategies. Practitioners indicate that innovation plays a key role in their cities’ economic development strategy, demonstrating the importance of the concept within local governments. Additionally, it is clear that local governments are key facilitators of innovation. While many cities claim to have some form of innovation in their economic development strategies, a wide range of framings and approaches to innovation exist. Cities may not be taking the most efficient approach to fostering local innovation, which is critical with the rise of knowledge-based economic development. Far from nostalgically celebrate the 90th anniversary of the second CIAM, which indeed opened in October 1929 in Frankfurt, the present issue is intended as collective work, a springboard which aims to widen the debate over housing experiences beyond geographical and temporal frameworks. The focus of that event, the Existenzminimum, has often been cited as representing a fundamental contribution to the rational design of the modern dwelling. But the debates during that event went beyond the definition of this concept, because demonstrated, on the one hand, how the responsibility of architects would imply the resolution of multiple technical aspects, starting from the typological concern stretching towards the town planning aspects, and on the other hand, the calling to develop a multifaceted intellectual vision of society. Though the title selected for the present issue, namely ‘Housing Builds Cities’, denotes the different scales of the project, the aim is to achieve a something more. First and foremost, the objective is not strictly confined to a historical understanding of facts around the 1929 congress. Today a critically objective approach is useful to examine past contributions and, if applicable, their actualization. Secondly, this special issue intends to address the CIAMs’ theoretical and architectural legacy. The hypothesis on their interpretation suggests that these are still topical issues today. The issue comprises fourteen articles which investigate, through different applied methodologies, the years from the first steps of the CIAMs to the 1929 aftermath, analyze the post-war production and explore many case-studies, of which some are also geographically far from a Euro-centric vision as well as contemporary realities.

CIAM, the Congrès Internationaux d’Architecture Moderne, founded by a coalition of European architects in 1928, was an international forum for new ideas about the urban design of housing and cities in an emerging socialist context. Its most influential concepts were the Existenzminimum, the small family housing unit affordable on a minimum wage income and the focus on CIAM 2, 1929; the design of housing settlements of such units, the focus of CIAM 3, 1930; and the Functional City, the idea that entire cities should be designed or redesigned on this basis. This article briefly explains these ideas and considers some of their subsequent outcomes.

This article discusses how CIAM (Congrès Internationaux d’Architecture Moderne) influenced Dutch housing and urban planning. It starts by looking at programs and policies of the 1920s and 1930s Dutch housing design, and the way in which the new ideas of CIAM were there incorporated. In this history, the design of the AUP (Algemeen Uitbreidingsplan Amsterdam, or the General Extension Plan) is crucial, marking the transition into a new spatial model for large scale housing areas. CIAM thinking and its successor, TEAM X, strongly influenced the idea of the social-cultural city before and directly after WWII. This becomes evident in the urban extensions of Amsterdam and Rotterdam. This practice influenced urban planning and housing design and culminated during the 1970s in the design of the Bijlmermeer. Though legendary and still detectable in the urban developments of Amsterdam and Rotterdam, CIAM thinking came forward as both visionary and problematic. This article will trace the CIAM history in these two cities to depict concepts of innovation, but also continuities in modern housing design and planning practices by focusing on spatial models, typo-morphological transformations, and ideals vis- à-vis the urban public realm. In addition to relevant writings, typo-morphological maps, drawings and street photography also serve as tools of analysis and interpretation. The article will conclude with some future perspectives regarding the relationship between the CIAM legacy and contemporary urban issues.

As the case of Paris embodies, a whole culture of the European city has built its identity and organized the collective life of its inhabitants on the idea of homogeneity. The homogeneous city has thus significantly contributed to the collective self-representation through housing architecture. The strong degree of homogeneity of the nineteenth-century European city undoubtedly represents one of the most vivid examples of an architectural self-celebrating collective moment. This singular urban coherence is one of the few attributes of the traditional city spared by the Avant-gardes in the early twentieth century, for its ability to absorb a large number of variations without compromising the expression of continuity. A careful reading of their three main housing models—the Siedlung, the Hof and the Garden City—could confirm such a perspective, as do Existenzminimum standards. This long-standing tradition now seems to have been broken, since the homogeneous city is no longer considered as a current operating principle for urban planning. In order to understand—and perhaps overcome—the reasons for such resistance to one of the prime elements of European urban history, this article proposes to review its evolution over the last two centuries, focusing on the importance given to housing in the establishment, and the criticism and potential renegotiation of homogeneity as a malleable and latent principle.

Rapid climate change will create extreme problems for the biota of the planet. Much of it will have to migrate towards the poles at a rate far beyond normal speeds. In this context, the concept of assisted migration has been proposed to facilitate the migration of trees. Yet current practices of assisted migration focus on “where tree species should be in the future” and thus have many uncertainties. We suggest that more attention should be paid on the flow of forest migration. Therefore, this study develops a three-step methodology for mapping the flow of forest migration under climate change. Since the migration of trees depends on the activities of their seed dispersal agents, the accessibility of landscapes for dispersal agents is mainly considered in this study. The developed method combines a least-cost path model, a graph-based approach, and a circuit theory-based model. The least-cost path model is applied to map the movement of dispersal agents, based on which graph-based indices are used to evaluate the accessibility of landscapes for dispersal agents, which in turn is used as the basis for circuit theory-based modelling to map the flow of forest migration. The proposed method is demonstrated by a case study in the Greater Manchester area, UK. The resulting maps identify areas with high probability of climate-driven migration of trees.

The design of cities has long ignored the flows that shape the city. Water has been the most visible one, but energy and materials were invisible and/or taken for granted. A little over 50 years ago, Abel Wolman was the first to illuminate the role of water flows in the urban fabric. It has long been a search for quantitative data while the flows were mostly seen as separated entities. The fact they invisibly formed the way the city appears has been neglected for many years. In this thematic issue the “city of flows” is seen as a design task. It aims to bring to the fore the role flows can play to be consciously used to make spatial decisions in how and where certain uses and infrastructure is located. Efficient and sustainable.
