The European Union (EU) has historically sought to influence environmental policies of other countries through multilateral environmental agreements. Under its 7th Environmental Action Plan and Trade for All strategy it now seeks to extend its environmental policy projection through trade; its recent free trade agreements now contain chapters addressing environment and sustainable development. However, by adopting high environmental standards the EU can also advance its own economic interests suggesting an ambiguous motivation. The recent Korean, Japanese and Canadian FTAs and the Mercosur agreements are examined in order to place the extent of this environmental turn within the context of economic advantage. The finding is that while environmental protection provisions in these FTAs may have environmental benefits, they may also serve EU domestic economic interests. Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics - and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry. Urban sustainability is a priority for cities, challenging public administrators to coordinate action on environmental policy, economic development and social policy. Multilevel governance is now a popular theoretical framework but research must illuminate the constraints on local administrators. This case study reviews efforts of public administrators in the City of Ottawa and Canada's national capital region to implement sustainability policies with collaborative governance, but new governance relationships are constrained by traditional intergovernmental relations. Case study research illuminates the challenges of multilevel governance for local governments and provides insights on the pursuit of sustainability with environmental programs, land use, and urban and development by Crown corporations. Canadian scholars know by heart the exhortation to think globally and act locally. Fewer, however, are familiar with the expansion of scientific knowledge and state policy that made it possible to think of the world as a global system and act on those beliefs. This article explores this interplay of scientific expertise, state power, and environmental politics by analyzing the Science Council of Canada (scc)'s "conserver society" of the 1970s. My research reveals how the scc, a Crown corporation, became a key player in Canadian environmentalism when it used the oil crisis and the Trudeau government's rationalizing reforms as an excuse to pioneer alternative development and to help Canadians grapple with the challenge of long-term sustainability. The article asserts that state experts played a central role in the construction of early forms of sustainability. Their efforts also highlight the multifaceted character of sustainable development as it promised to catalyze national growth, social change, and scientific achievement even as it protected Canadians' ecological future. This paper examines two fundamental and inter-related tensions relating to environmental assessment between the desire to be proactive, promoting sustainable development and the more traditional practice of preventing harm, as well as the need to balance a predictable, expeditious and efficient process with transparency and inclusive deliberation. Proposed reforms to the environmental assessment process in Ontario, Canada, are examined as a case in point, showing how the recommendations in Ontario are consistent with international trends. Public sector environmental management involves complex and dynamic interactions between those responsible for the science, management and policy responsibilities of government. This paper presents the results of an exploratory study into the perspectives, experiences and understandings of senior bureaucrats from provincial/state and federal government agencies dealing with environmental issues across Canada and Australia. Participants described numerous social capital-related factors as influencing the use of science-based knowledge in government policy processes, including a lack of communication, trust and collaboration. Further, knowledge integration was raised as a major challenge facing governments seeking to enhance co-ordination among agencies and foster innovation. Participants also outlined a desire for more inter-disciplinary and socially robust environmental science to increase its understanding, legitimacy and relevance to decision-making. This paper offers grounded insights into some of the contemporary challenges and opportunities facing senior bureaucrats as they work to improve the connection between environmental science and policy in government. The authors discuss the project on the policy, practice and research of education for sustainable development (ESD) in Canada. It examines the response of the education systems to climate change and sustainable development. It presents several issues of ESD in the country, and reflect on how to inform the concept and practice of ESD more broadly.

Sustainable environmental management is contingent on having an effective environmental planning system. A new methodology for designing and evaluating environmental planning systems is described and applied to a case study evaluation of the Canadian environmental planning process. The methodology is based on eight international best practice principles for environmental planning and 45 indicators. The research illustrates the benefits of the evaluation methodology in identifying how to improve environmental planning systems to achieve desired results. The challenge of creating a global low-carbon society is examined from the perspectives of a slow-growing but highly developed economy (Canada) and a fast-growing developing economy (China). Both countries' responses are compared to a similar carbon price schedule (US$10/tCO2e in 2013 rising exponentially to $100 by 2050) using a hybrid technologically explicit and behaviourally realistic model with macroeconomic feedbacks (CIMS). Then additional measures are imposed based on the national circumstances of each country; for Canada we simulate a 50% reduction by 2050, and stabilization for China. The scale of the challenge in all cases requires that every available option be vigorously pursued, including energy efficiency, fuel switching, carbon capture and storage, and accelerated development of renewables; to compensate, there are significant co-reductions of local air pollutants such as SOx and NOx. Finally, the abatement cost schedules of China and Canada are compared, and implications considered for carbon permit flows if the cost schedule of the rest of the developed world is assumed to be similar to that of Canada. We found that the developed world and China could collectively reduce emissions by 50% in 2050 at a price of $175/ tCO2e, with permits flowing from the developed countries to China; while abatement costs are lower in China up to $75/t, at higher prices reductions are less costly in the developed world. Our results indicate that a global low-carbon society is feasible, on condition that policy makers are willing and able to impose long-term, credible policy packages with carbon pricing policy as the core element, coupled with supplementary regulations to address market failures. Concerns about the management of agro-ecosystems in Ontario Canada have been precipitated by the increasing intensity of agriculture operations and concerns about its impact on the environment and human health. The management of agro-ecosystems for sustainability is particularly challenging due to their inherent features and the complex web of institutional arrangements in which they arc set. This paper focuses on the concepts of regulation and stewardship. The contribution of the environmental farm plan (EFP) program to environmental management in Ontario farms is specifically examined. The EFP program was initiated by farmers to minimize environmental impacts from farming practices; it is voluntary and founded upon the principles of stewardship. Results of a survey conducted with participants in the EFP program demonstrate that appreciable measures are being taken to manage environmental impacts from farming. Many of Canada's ex-urban and rural areas face a daunting array of sustainability challenges. In developing effective sustainability strategies, these areas must rely heavily upon local resources and capacities and existing social capital. Part of the solution for these areas may lie in multi-stakeholder collaborative approaches built on sustainability principles and strategies. These include the engagement and mobilization of civil society networks; the cultivation of strategic partnerships among key stakeholders in civil society, the private sector and government; and long-term local programmes of research, education and advocacy that are supportive of sustainability. This article describes and analyses a Canadian case study—Dufferin County, part of the Headwaters Country region in southern Ontario—in which a multi-stakeholder, civil society based approach to fostering sustainability is currently unfolding. The ideological and theoretical underpinnings of the initiative are explored, key process-oriented and substantive challenges to the approach are analysed and action research strategies are discussed. In 1995 the provincial government of British Columbia, Canada, passed new legislation encouraging regional districts to prepare Regional Growth Strategies. The strategies were to be means of coordinating municipal action on regional issues. They were also meant to facilitate pursuit of sustainability objectives, including reducing urban sprawl, protecting environmentally sensitive areas, providing affordable housing and decreasing pollution. This paper examines the experience so far in one region that chose to prepare a growth strategy: the Capital Regional District (CRD) at the south end of Vancouver Island. Growth-management planning in the CRD has been and remains both critical and difficult. The region expects a substantial population increase over the next couple of decades and has a limited land base for urban expansion. Man), citizens recognise that their quality of life is high, but vulnerable and, as a result, public support for effective growth management is stronger in the CRD than in many other provincial growth areas. However, BC does not have a tradition of strong regional governance and the CRD as a regional authority is the creature of sixteen municipalities and electoral areas. Seven years into the process, effective growth management still faces substantial challenges, including the persistent jurisdictional protectionism of CRD municipalities. Nevertheless, there have been positive achievements and an admirable diversity of individuals, organisations and initiatives continue to push municipal and regional officials towards a more sustainable future. India and Canada share a common heritage in natural resources management. Both have a colonial background, settlers and indigenous peoples; there is a history of management agencies with utilitarian attitudes, and a history of treating public lands as commodities for commerce rather than as resources for local livelihoods. This historical context guided the overall goal of this study, which was policy development for the sustainable use of mountain environments. Interviews, workshops and seminars were held with local people and resource management professionals in a comparative case study in two regions; the Kullu area in Himachal Pradesh, India and the Arrow Lakes area in BritishColumbia, Canada. The paper is organized around two main objectives of the work relating to the successes and failures of mountain environment resource management policies and the development of criteria for assessing and monitoring sustainability in mountain environments, in particular, criteria for examining relevant cross-cultural dimensions of sustainable development in these environments. By way of conclusion the paper considers further ways in which traditional resource policy development and implementation is being challenged by changing values and priorities; ecosystems management with people; and co-management and public participation.
