In professing to restore McKinley tariff, the rates of the law of 1890, and asking credit because of the moderation of the plan, the great change in the economic situation of products has been ignored.

President-elect has merely followed normal party precedent in promising to the interests that have waxed fat through the Republican sale of tariff favors a new deal which, for the public, is bound to be anything but a square deal. A tariff, which the Democrats revised downwards, is to be revised as the McKinley tariff was written and the Dingley tariff was drawn and the Payne-Aldrich changes were made. There can be no permanent revision of the tariff, and despite many earned professors there can never be a scientific revision of the tariff, because its cornerstones are cowardice, greed, ignorance, and national selfishness.
