1. INTRODUCTION OF PRODUCTIVE CONTRACT INTO RUSSIAN EDUCATIONAL SYSTEM.

Within the context of educators human resource development in the Russian Federation the new phase of development of employer and employee relations in the educational institution comes followed by the introduction of teacher's professional standard and the productive contract with employees of educational institutions. The productive contract is a new type of labor relationships which should be based on the assessment of effectiveness of each worker's activity. This type of labor agreement promotes the increase in educators' motivation to activity and professional qualification. The main objective in the course of introduction of the productive contract in the work of school, technical school, college, higher educational institution, center of extended education is to develop the index of effectiveness for encouragement of high-quality work of pedagogical workers. In many Russian educational institutions the productive contracts have been already implemented. The unity of approach to the design and implementation of the productive contract idea is formed by taking into account the preferences and expectations of population in education quality improvement. In the Republic of Sakha (Yakutia) a special work on the introduction of the productive contract in the majority of educational institutions has been carried out. We conducted the survey of 78 pedagogical employees of Yakutsk schools, 41 teachers of institutions of additional education, 37 workers of technical school and colleges and 39 teachers of North-Eastern Federal University named after M. K. Ammosov, for the purpose of studying the relationship of educators to maintaining the productive contract, encouraging and interfering factors in teachers' professional development. The experience on productive contract introduction in the Children's Center of Technical Creativity of Yakutsk was studied that allowed to make a positive solution, as the salary for the account of encouragement payments has been considerably raised; the level of teachers professional competence has increased (due to participation in research and practical conferences, academic readings, professional competitions; management of workshops; increase in teachers' publication activity, etc.). The directions and index of effectiveness of teacher's activity provided in the productive contract allow estimating teacher's activity reasonably; releasing weak and strong aspects in the pedagogical process; designing the program of educational process and self-education, considering beneficial and negative impacts of the previous period of pedagogical activity; establishing the program for teacher's self-education, and professional development. The conditions of introduction of the productive contract into the educational institutions can be considered as following: studying the factors of teachers' motivation; Quality Council foundation; development of index of effectiveness of teachers' activity and their reasonable estimation taking into account a many-sided spectrum of pedagogical activity.
