Sociologically based models of complex systems can help estimate the impact of policy measures on individuals and explain the resulting system dynamics. Using the example of the Ruhr region and the mobility of the people living there, the article demonstrates the concept of agent-based modeling, which draws on assumptions from analytical sociology and distinguishes between different types of actors. Simulation experiments conducted as part of the InnaMoRuhr project show significant differences in the behavior of these types, especially in their response to policy interventions. Policymakers should take this into account when planning and designing measures aimed at sustainable transformation. Soziologisch fundierte Modelle komplexer Systeme können dazu beitragen, die Wirkung politischer Maßnahmen auf einzelne Individuen abzuschätzen und die daraus resultierenden Systemdynamiken zu erklären. Am Beispiel des Ruhrgebiets und der Mobilität der dort lebenden Menschen demonstriert der Beitrag das Konzept einer agentenbasierten Modellierung, die auf Annahmen der analytischen Soziologie rekurriert und insbesondere verschiedene Akteurtypen unterscheidet. Simulationsexperimente, die im Rahmen des Projekts InnaMoRuhr durchgeführt wurden, zeigen erhebliche Unterschiede im Verhalten dieser Typen, insbesondere in ihrer Reaktion auf politische Interventionen. Politik sollte dies bei der Planung und Konzeption von Maßnahmen berücksichtigen, deren Ziel die nachhaltige Transformation ist.

The uptake of scientific computer models in water management is challenging. Scientists often face calls to improve stakeholder engagement procedures. However, the involvement of representatives of water management agencies has been common practice in scientific projects for at least a decade. It is therefore questionable whether more stakeholder involvement would lead to greater use of scientific models in water management. This study suggests that computer modeling has historically developed differently in water science and water management. Scientific research has focused on continuous improvement of model process representation, while water management has emphasised usability. Today, the reliance on modeling software packages in water management, exacerbated by the dynamics in the field, mitigates against the adoption of new scientific modeling tools. Die Einführung wissenschaftlicher Computermodelle in der Wasserwirtschaft ist eine Herausforderung. Wissenschaftler sehen sich dabei oft mit der Forderung konfrontiert, die Verfahren zur Einbindung von Interessengruppen zu verbessern. Die Einbeziehung von Vertretern der Wasserwirtschaftsbehörden ist jedoch seit mindestens einem Jahrzehnt bei wissenschaftlichen Projekten gängige Praxis. Es ist daher fraglich, ob eine stärkere Beteiligung von Akteuren zu einer breiteren Nutzung wissenschaftlicher Modelle in der Wasserwirtschaft führen würde. Diese Studie legt nahe, dass sich die Computermodellierung in der Wasserwissenschaft und der Wasserwirtschaft historisch unterschiedlich entwickelt hat. In der wissenschaftlichen Forschung wurde der Schwerpunkt auf eine kontinuierliche Verbesserung der Modelle zur Prozessdarstellung gelegt, während in der Wasserwirtschaft die Benutzerfreundlichkeit im Vordergrund stand. Heute steht die Abhängigkeit von Modellierungssoftware in der Wasserwirtschaft, verstärkt durch die Dynamik in diesem Bereich, der Einführung neuer wissenschaftlicher Modellierungswerkzeuge entgegen.

Mathematical models and computer simulations play a crucial role in the context of the COVID-19 crisis for knowledge about the possible course of the pandemic and for appropriate policy decisions. The paper presents results from an ethnographic study of a government-funded R & D project dealing with agent-based modeling and simulation (ABMS) in the context of pandemic management. Based on the assumption that the use of computer simulations in pandemic management is not only a means to an end for political or epidemiological goals but also plays a significant role in determining which goals and strategies appear politically legitimate, the paper reconstructs how insights into the pandemic are generated in ABMS and specifically in the researched project and made accessible for decision-making. Mathematische Modelle und Computersimulationen spielen im Rahmen der COVID‑19‑Pandemie eine entscheidende Rolle für das Wissen über die mögliche Entwicklung des Infektionsgeschehens und für entsprechende politische Entscheidungen. Der Beitrag stellt Ergebnisse aus einer ethnografischen Studie über ein staatlich finanziertes Forschungs‑ und Entwicklungsprojekt vor, das sich mit der agentenbasierten Modellierung und Simulation (ABMS) im Kontext des Pandemiemanagements befasst. Ausgehend von der Annahme, dass der Einsatz von Computersimulationen im Pandemiemanagement nicht nur Mittel zum Zweck für politische bzw. epidemiologische Ziele ist, sondern wesentlich mitbestimmt, welche Ziele und Strategien als politisch legitim erscheinen, rekonstruiert der Beitrag, wie in der ABMS und spezifisch im beforschten Projekt Erkenntnisse über die Pandemie generiert und für die Entscheidungsfindung zugänglich gemacht werden.

Der Beitrag setzt sich mit der Frage auseinander, ob die Forschung von Elinor Ostrom zur Commons Governance neue Deutungsmöglichkeiten in Bezug auf derzeitige Institutionalisierungs­prozesse im Verfahren der Standortsuche und generell für den Um­gang mit hochradioaktiven Abfällen eröffnen kann. Basierend auf teil­nehmenden Beobachtungen werden Hypothesen entwickelt, inwieweit dabei Logiken des Commoning verfolgt werden und erste Ergebnisse präsentiert. This article addresses the question of whether Elinor Ostrom's research on commons governance can open up new interpretive possibilities with regard to current institutionalization processes in the site selection process and for dealing with high-level radioactive waste in general. Based on passive observations, hypotheses are developed as to what extent logics of commoning are pursued, and preliminary results are presented.

Intergenerational justice is an inherent component of nuclear waste management. By looking at challenges of intergenerational justice at various stages of the repository siting process, the following thesis is discussed: Current generations can anticipate notions of intergenerational justice by applying high procedural standards to enable equitable distribution between generations and thus adequately recognize the needs of future generations. Applying high standards in this context means a constantly critical, reflexive, and open process, without bias or selfishness. This requires representative bodies such as the German Council of the Young Generation ('Rat der jungen Generation') that act as a bridge to future generations. Intergenerationale Gerechtigkeit ist ein wesentlicher Bestandteil der nuklearen Abfallentsorgung. Anhand von Herausforderungen der intergenerationalen Gerechtigkeit während verschiedener Phasen des Standortauswahlverfahrens und der Endlagerung wird die folgende These diskutiert: Heutige Generationen können Vorstellungen von intergenerationaler Gerechtigkeit durch die Anwendung hoher Verfahrensstandards antizipieren, um eine gerechte Verteilung zwischen den Generationen zu ermöglichen und damit Bedürfnisse künftiger Generationen angemessen zu berücksichtigen. Die Anwendung hoher Standards bedeutet dabei einen konstant kritischen, reflexiven und offenen Prozess, ohne Voreingenommenheit und Eigennutz. Dies erfordert, dass repräsentative Gremien wie der 'Rat der jungen Generation' als Brücke zu künftigen Generationen fungieren.

Of the three main time horizons specified in the German Repository Site Selection Act (the year 2031, 500 years after closure and one million years), the current public discourse largely neglects the “medium term”. However, many important choices will have to be made during this period. The article discusses different conceptions of time that could help to improve public understanding of the time horizons for high-level radioactive waste disposal and the decisions that still lie ahead. Von den drei wesentlichen im Standortauswahlgesetz genannten zeitlichen Horizonten (das Jahr 2031, 500 Jahre nach Verschluss und eine Million Jahre) wird die mittlere Perspektive im gegenwärtigen öffentlichen Diskurs meist vernachlässigt. Allerdings werden in diesem Zeitraum viele wichtige Entscheidungen zu treffen sein. Der Artikel diskutiert unterschiedliche Zeitkonzepte, die dabei helfen könnten, das öffentliche Verständnis für die Zeithorizonte der Entsorgung hochradioaktiver Reststoffe sowie die noch anstehenden Entscheidungen zu verbessern.

Mit dem als E-Health bezeichneten Technologiebündel werden für die Organisation Krankenhaus umfassende Transformationen von Geschäftsmodellen und Arbeit anvisiert. Die diskutierten arbeitspolitischen Implikationen auf Qualifikationen und Arbeitsweisen von Ärztinnen und Ärzten schwanken dabei zwischen optimistischen Diagnosen neuer Behandlungsmöglichkeiten und pessimistischen Prognosen über Deprofessionalisierung. Demgegenüber betont der Beitrag die organisationale Verhandelbarkeit des Technikeinsatzes im Krankenhaus. Auf Grundlage qualitativer Interviews mit technischen Entscheiderinnen und Entscheidern sowie Ärztinnen und Ärzten in einem Universitätskrankenhaus und durch Ansätze machttheoretischer Professionstheorien und der Labor Process Theory wird sowohl die (konfliktive) Aushandlung der aktuellen Digitialisierungstechnologien als auch die unterschiedlichen Legitimations- und Einflussstrategien dieser Akteure am Beispiel des digitalen Arztbriefes rekonstruiert. Damit kann nachgezeichnet werden, dass mit der Einführung des digitalen Arztbriefes als Schlüsseltechnologie der E-Health-Strategien eine Unterminierung ärztlicher Handlungsmonopole über den Prozess der Gesundheitsversorgung angestrebt wird - sich diese aber nicht ungebrochen über das ärztliche Professionsinteresse hinwegsetzen kann. The technological bundle known as E-Health aims at a comprehensive transformation of business models and labor processes within hospitals. The discussed implications for qualifications and the work of doctors vary between optimistic diagnoses of new treatment possibilities and pessemistic forceasts involving deprofessionalization. In contrast, this article emphasizes the negotiability of how technology is used in the hospital. Drawing on qualitative interviews with technical decision makers and doctors at a university hospital as well as applying power approaches of a sociology of professions and the Laboor Process Theory, the article attempts to understand the (conflictive) negotiation of current digital technologies as well as different strategies of legitimation and gaining influence of these professional actors. We do this by reconstructing the use of the doctor’s digital letter. It can thus be shown that the introduction of the doctor's digital letter as a key technology in EHealth srategies is intended to undermine doctors' monopoly regarding the healthcare process. Equally, though, we demonstrate that it cannot override the professional interest of them.

This article discusses how Automated License Plate Recognition (ALPR) has been implemented in Denmark across three different sectors: parking, environmental zoning, and policing. ALPR systems are deployed as a configuration of cameras, servers, and algorithms of computer vision that automatically reads and records license plates of passing cars. Through digital ethnography and interviews with key stakeholders in Denmark, we contribute to the fields of critical algorithm and surveillance studies with a concrete empirical study on how ALPR systems are configured according to user-specific demands. Each case gives nuance to how ALPR systems are implemented: (1) how the seamless charging for a “barrier-free” parking experience poses particular challenges for customers and companies; (2) how environmental zoning enforcement through automated fines avoids dragnet data collection through customized design and regulation; and (3) how the Danish Police has widened its dragnet data collection with little public oversight and questionable efficacy. We argue that ALPR enacts a form of “banal surveillance” because such systems operate inconspicuously under the radar of public attention. As the central analytic perspective, banality highlights how the demand for increasing efficiency in different domains makes surveillance socially and politically acceptable in the long run. Although we find that legal and civic modes of regulation are important for shaping the deployment of ALPR, the potential for function creep is embedded into the very process of infrastructuring due to a lack of public understanding of these technologies. We discuss wider consequences of ALPR as a specific and overlooked instance of algorithmic surveillance, contributing to academic and public debates around the embedding of algorithmic governance and computer vision into everyday life.

Research into "algorithmic discrimination" has largely dismissed the fact that algorithms are often developed and used by organizations. In this article, we show that organizational sociology can contribute to a more nuanced perspective on "algorithmic decision-making." Drawing on the concept of decision premises, we differentiate between various formal structures, particularly between different decision programs (conditional and purposive). This allows us to challenge two key assumptions, namely that human decision-makers rely heavily on algorithmically generated recommendations and that discrimination against protected groups needs to be solved mainly at the level of code. We identify the usefulness of distinguishing between conditional and purposive decision programs via a case study centered on the legal context: the risk assessment software "Correctional Offender Management Profiling for Alternative Sanctions" (COMPAS) that is employed in the US criminal justice system to inform judicial personnel about the recidivism risk of defendants. By analyzing the organizational structures, according to which the COMPAS score is formally and informally embedded in courts, we point out that the score represents an ambiguous and redundant information source for judges. The practice of minimizing the relevance of the score and decoupling it from the legal reasoning backstage particularly reflects the professional decision autonomy of judges, which is inherent in the legal system. The core finding of our approach is that strategies to reduce discrimination should not only scrutinize data quality or the statistical model but also consider the specific forms, functions, and consequences of the organizational structures that condition the ways in which discriminatory differences may or may not be (re)produced. Die Forschung über "algorithmische Diskriminierung" hat bislang weitgehend außer Acht gelassen, dass Algorithmen von Organisationen entwickelt und eingesetzt werden. Durch den Rückgriff auf die Unterscheidung von formalen und informalen Organisationsstrukturen im Allgemeinen und das Entscheidungsprämissenkonzept im Besonderen, so unser Argument, können zwei zentrale Thesen über den Einsatz von Software in Organisationen relativiert werden: Organisationstheoretisch zu problematisieren sind zum einen die Annahme, dass algorithmisch generierte Daten bruchlos in Entscheidungsstrukturen übernommen würden, und zum anderen die Behauptung, dass diskriminierende Folgen hauptsächlich auf der Ebene des Software-Codes zu lösen seien. Den Erkenntnisgewinn einer organisationssoziologischen Perspektive verdeutlichen wir exemplarisch anhand einer Fallstudie aus dem Rechtsbereich: der Risikobewertungssoftware COMPAS, die in der US-amerikanischen Strafjustiz zur Bewertung des Rückfallrisikos von Angeklagten eingesetzt wird. Durch die Analyse der Entscheidungsstrukturen, nach denen der COMPAS-Score inter- und intraorganisatorisch eingebettet ist, zeigen wir auf, dass der Score eine mehrdeutige und redundante Information für richterliche Entscheidungen darstellt. Die in empirischen Studien beobachtete Praxis, dass Richterinnen und Richter die Relevanz des Scores minimieren und ihn bei der juristischen Entscheidungsfindung auf der Hinterbühne abkoppeln, spiegelt insbesondere ihre professionelle Entscheidungsautonomie als formale Organisationsmitglieder von Gerichten wider. Die wichtigste Erkenntnis unseres Beitrags ist, dass Strategien zur Verringerung von diskriminierenden Folgen nicht nur die Qualität der Daten und der statistischen Modelle untersuchen sollten. Vielmehr gilt es, insbesondere die spezifischen, eigenlogischen Formen, Funktionen und Folgen der Organisationsstrukturen zu verstehen, welche die Art und Weise bedingen, wie diskriminierende Unterschiede (re-)produziert werden können oder auch nicht.

Technology assessment (TA) has become an essential tool for dealing with wicked problems. TA institutions cover many areas of the research landscape; however, the question arises to what extent TA is incorporated by universities of applied sciences. These are supposed to act as local drivers of innovation in addition to providing education. This article examines the dissemination of TA approaches at technically oriented state universities of applied sciences in German-speaking countries. Using a systematic content analysis of online information, it provides an overview of the different manifestations. The aim is to review the current state of TA embedding and to identify needs for and potential opportunities through a thorough implementation of TA instruments in education and research. Die Technikfolgenabschätzung (TA) hat sich als elementares Werkzeug zum Umgang mit 'wicked problems' etabliert. TA‑Einrichtungen decken viele Bereiche der Forschungslandschaft ab; allerdings stellt sich die Frage, in welchem Maße TA von Fachhochschulen inkorporiert wird. Diese sollen neben der Bildungsvermittlung als lokale Innovationstreibende fungieren. Der Beitrag untersucht die Verbreitung von TA‑Ansätzen an technisch ausgerichteten staatlichen Fachhochschulen im deutschsprachigen Raum. Mit einer systematischen Inhaltsanalyse öffentlicher Online‑Informationen wird ein Überblick über die verschiedenen Erscheinungsformen gegeben. Ziel ist es, den aktuellen Stand der TA‑Einbettung zu überprüfen und Bedarfe wie Chancen durch eine tiefere Implementation von TA‑Instrumenten in Lehre und Forschung aufzuzeigen.

Electronic laboratory notebooks (ELN) support transparent documentation of research processes, facilitate project-based team science and scientific exchange with cooperation partners. To foster transparency, cooperation, and knowledge transfer, academic research institutions increasingly support the use of ELN. Using the example of the institutional implementation of ELN at Charité – Universitätsmedizin Berlin, this article reflects on the social innovation potential of such a project. Based on the observation that researchers need to adapt routines in order to use ELN effectively and in line with institutional goals, this article emphasizes the social character of digital research documentation and the need to create awareness of this social character at all organizational levels. Furthermore, the development of social practices must be integrated early in higher education. Electronic Laboratory Notebooks (ELN) unterstützen die transparente Dokumentation von Forschungsprozessen, erleichtern die projektbezogene Forschung im Team und den wissen­schaftlichen Austausch mit Kooperationspartner*innen. Um Transpa­renz, Kooperation und Wissenstransfer zu fördern, unterstützen aka­demische Forschungseinrichtungen zunehmend den Einsatz von ELN. Am Beispiel der institutionellen Implementierung des ELN an der Charité - Universitätsmedizin Berlin reflektiert der Beitrag das soziale In­novationspotenzial eines solchen Vorhabens. Ausgehend von der Beob­achtung, dass Wissenschaftler*innen Handlungsroutinen neu ausrich­ten müssen, um ELN effektiv und im Einklang mit den institutionellen Zielen zu nutzen, betont der Artikel den sozialen Charakter der digita­len Forschungsdokumentation und die Notwendigkeit, auf allen Ebenen einer Organisation ein Bewusstsein dafür zu schaffen. Darüber hinaus muss die Entwicklung sozialer Praktiken frühzeitig in die Hochschulbil­dung integriert werden.

While the notion of digital sovereignty is loaded with a multitude of meanings referring to various actors, values and contexts, this paper is interested in how to actualize individual digital sovereignty. We do so by introducing the concept of agency affordances, which we see as a precondition for achieving digital sovereignty. We understand this notion as the ability to exercise power to, as autonomy and agency for (digital) self-sovereignty, and as power over the infrastructural sovereignty of the privately owned automated decision-making systems (ADM) systems of digital media platforms. Building our characterization of digital sovereignty on an empirical inquiry into individuals' requirements for agency, our analysis shows that digital sovereignty consists of two distinct but interrelated elements - data sovereignty and algorithmic sovereignty. Enabling practicable digital sovereignty through agency affordances, however, will require going beyond the just technical and extending towards the wider societal (infra)structures. We outline some initial steps on how to achieve that.

Policy decisions concerning technology applications can have far-reaching societal consequences. Rationality-enhancing procedures are thus essential to ensure that such decisions are in the best interest of society. We propose a novel framework addressing this challenge. It combines a structured approach to decision-making, the mediating assessments protocol (MAP), with artificial intelligence (AI) methods to mitigate human bias and handle uncertainty in a normative manner. We introduce the steps for implementing MAP and discuss how it can be complemented and improved by AI methods such as dynamic programming, reinforcement learning and natural language processing. As a potential practical application, we consider the construction of a new wind park in a community and highlight critical aspects warranting special caution. Politische Entscheidungen in Bezug auf Technikanwendungen können weitreichende gesellschaftliche Folgen haben. Rationalitätsfördernde Verfahren sind daher unerlässlich, um sicherzustellen, dass die Entscheidungen im Interesse der Gesellschaft getroffen werden. Wir stellen hier eine neue Methode für ein solches Verfahren vor. Unser Ansatz kombiniert ein strukturiertes Verfahren zur Entscheidungsfindung, das sogenannte Mediating Assessments Protocol (MAP), mit Methoden der künstlichen Intelligenz (KI), um den Einfluss menschlicher Voreingenommenheit zu reduzieren und Unsicherheiten normativ zu handhaben. Wir beschreiben die Implementierung von MAP und erörtern, wie dieses von KI‑Methoden wie der dynamischen Programmierung, verstärkendem Lernen und der automatischen Verarbeitung natürlicher Sprache profitiert. Anhand eines Beispiels zur Errichtung eines Windparks in einer Kommune veranschaulichen wir unseren Ansatz und zeigen kritische Aspekte auf, bei denen besondere Vorsicht geboten ist.

This research paper critically reviews the paradigm shift occurring in the entertainment industry, focusing on the implications of digital technologies, the rise of online platforms, changing consumer behavior, and the impact on various stakeholders. By analyzing relevant literature, industry reports, and case studies, this paper aims to comprehensively understand the challenges and opportunities presented by the digital age and assess its impact on the entertainment industry.

The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

On June 22, 2030, somewhere in Europe, you wake up later than usual. You reach for your smartphone, but it did not recharge. You want to check your emails and the news, but there is no internet. You go out and find public transport disrupted and ATMs out of order. Reminiscent of the Covid lockdown of 2020, there are no planes in the sky. While the citizens of Europe are unaware of what is happening, its leaders have been informed that European space infrastructures have been disrupted. It is not yet clear whether that is due to a solar storm, advanced jamming of satellites or ground networks, anti-satellite technologies that have destroyed space assets, or a chain reaction caused by space debris like in the movie Gravity.

We advocate for the adoption of an integrated strategy aimed at achieving increased participation via effective digital public administration services. We argue that it is urgent to understand the integration of participatory approaches from the field of e-democracy in digitalized public administration, as trendsetting e-government implementations are already underway. We base our arguments on the observation that the approaches in e-democracy and e-government seem to be locked into extremes: In e-democracy, (experimental) platforms have failed to create a participative political culture. E-government, in turn, narrowly perceives citizens as customers. Additionally, efforts to increase digital sovereignty have mostly been educational ones that support citizens' self-determined use of the digital but do not address sovereignty via the digital. As a result, digitalized public administration is not achieving its potential to create opportunities for participation during encounters with the administration. Hence, we argue for the adoption of a digitally aided sovereignty as a normative guide for an e-government transformation that strives to create opportunities for participation via the digital.

In a 1.5-hour workshop, we used drawing and self-reflection prompts to facilitate a value-driven discussion of personal and institutional data practices. Activities included mark-making in time with one's heartbeat, creating an inventory of one's personal data, and creating a qualitative personal health visualization. This article details the workshop structure and exercises and includes a summary of the discussion, which constructively encompassed both the empowering and the uncomfortable aspects of digital health data collection in a constructive manner. The workshop's design used the format of hands-on, expressive drawing activities to enable participants to achieve depth and breadth in a relatively short discussion about personal health, data autonomy, institutional trust, and consent. Critical discourse about data, especially health data, is a valuable experience for every person whose health data has been or is being collected; and approaches that take personal data as a starting point can support the practice of digital/data sovereignty more broadly.

In this article, we discuss the (re)production of socio-political discourses in two modeling communities, energy transition and transnational trade. Methodologically, we build on bibliometric and qualitative analyses of academic articles. Our analyses show how models structure epistemic communities and are closely linked to specific discourses. The modeling of the energy transition is driven by and contributes to discourses on mitigating climate change and access to energy. Different trade models address either multilateral or regional trade, yet in each case favoring international trade. Overall, we illustrate how the 'politics of models' does not only concern their use at the science-policy interface, but is already inscribed in their development, application, and scientific exploitation. These analyses may help experts, policy makers, and the public to better assess the knowledge claims and evidence politics of computer modeling. Wir untersuchen die (Re-)Produktion soziopolitischer Diskurse in zwei Modellierungsgemeinschaften, der Energiewende und dem transnationalen Handel. Methodisch stützen wir uns auf bibliometrische und qualitative Analysen akademischer Artikel. Unsere Analysen zeigen, wie Modelle epistemische Gemeinschaften strukturieren und eng mit spezifischen Diskursen verbunden sind. Die Modellierung der Energiewende wird von Diskursen über die Eindämmung des Klimawandels sowie dem Zugang zu Energie angetrieben und prägt diese. Verschiedene Handelsmodelle befassen sich entweder mit multilateralem oder regionalem Handel. Wir zeigen somit, dass die 'Politik der Modelle' nicht erst bei der Verwendung an der Schnittstelle zwischen Wissenschaft und Politik sichtbar wird, sondern bereits in ihre Anwendung und Verwertung eingeschrieben ist. Diese Analysen können Expert*innen, Entscheidungsträger*innen und der Öffentlichkeit helfen, die Wissensansprüche der Computermodellierung besser zu beurteilen.

While classes become more heterogeneous and children grow up as digital natives, instruction is still characterized by an emphasis on middle-class children and analogue media. Moreover, national and international comparative studies have repeatedly shown that Germany in OECD comparisons often ranks last in terms of the level of digital learning opportunities in schools. A gap exists between children's lifeworld experiences and informal learning processes in a digital world on the one hand and digital learning opportunities at school on the other. Thus, schools do not offer content and digital infrastructure that links to students' informal digital knowledge. Therefore, there is a need to discuss how schools can integrate the emancipatory power of digitalization.

Modeling for policy has become an integral part of policy making and technology assessment. This became particularly evident to the general public when, during the COVID-19 pandemic, forecasts of infection dynamics based on computer simulations were used to evaluate and justify policy containment measures. Computer models are also playing an increasing role in technology assessment (TA). Computer simulations are used to explore possible futures related to specific technologies, for example, in the area of energy systems analysis. Artificial intelligence (AI) models are also becoming increasingly important. The results is a mix of methods where computer simulations and machine learning converge, posing particular challenges and opening up new research questions. This Special topic brings together case studies from different fields to explore the current state of computational models in general and AI methods in particular for policy and TA. Modellierung für die Politik ist zu einem integralen Bestandteil der Politikarbeit und der Technologiebewertung geworden. Dies wurde der breiten Öffentlichkeit besonders deutlich, als während der COVID‑19‑Pandemie Prognosen über die Infektionsdynamik auf Basis von Computersimulationen zur Bewertung und Begründung politischer Maßnahmen zur Eindämmung herangezogen wurden. Computermodelle spielen auch in der Technikfolgenabschätzung (TA) eine zunehmende Rolle. Mithilfe von Computersimulationen werden technologiegebundene Zukunftsperspektiven erkundet, beispielsweise im Bereich der Energiesystemanalyse. Auch Modelle der künstlichen Intelligenz (KI) werden immer wichtiger. Das Ergebnis ist ein Methodenmix, bei dem Computersimulationen und maschinelles Lernen zusammentreffen, was besondere Herausforderungen mit sich bringt und neue Forschungsfragen eröffnet. Dieses TATuP Special topic bringt Fallstudien aus verschiedenen Bereichen zusammen, um den aktuellen Stand von Computermodellen im Allgemeinen und KI‑Methoden im Besonderen für Politik und TA zu untersuchen.

This study is dedicated to the interdependencies between digital sovereignty and sustainable digitalization, which need to be explicitly linked to an increasing degree in political discourse, academia, and societal debates. Digital skills are the prerequisites for shaping digitalization in the interest of society and sustainable development.

Artificial intelligence (AI) strategies are exhibiting a shift of perspectives, focusing more intensively on a more human-centric view. New conceptualizations of AI literacy (AIL) are being presented, summarizing the competencies human users need to successfully interact with AI-based systems. However, these conceptualizations lack practical relevance. In view of the rapid pace of technological development, this contribution addresses the urgent need to bridge the gap between theoretical concepts of AIL and practical requirements of working environments. It transfers current conceptualizations and new principles of a more human-centered perspective on AI into professional working environments. From a psychological perspective, the project focuses on emotional-motivational, eudaimonic, and social aspects. Methodologically, the project presented develops AI testbeds in virtual reality to realize literally graspable interactions with AI-based technologies in the actual work environment. Overall, the project aims to increase the competencies and the willingness to successfully master the challenges of the digitalized world of work.

With AI and machine learning systems, there’s a statistical element of uncertainty which means it’s impossible to guarantee 100 percent accuracy. AI tools such as OpenAI’s ChatGPT, Microsoft’s Bing chatbot, and Google’s Bard have been subject to debate now. AI tools have the potential to assist in a variety of tasks, such as scraping PDF files, writing code, and translating languages. AI can be a helpful tool for journalism students and media researchers. A main concern among computational journalists is that AI sometimes hallucinates data. This review paper highlights how artificial intelligence can help journalists.

Digital twins are gaining attention in healthcare, especially in fields like hospital management, simulating surgeries, or providing personalized health. As digital replicas based on users' data, digital twins can inform citizens in-depth about their lifestyle, medical data, and biomedical data. Hence, there is the assumption that digital twins could facilitate preventative healthcare at home, bringing healthcare closer to citizens, yet there are underexamined ethical concerns. In this paper, we explore the ethics of digital twins based on citizens' perspectives on digital twins in healthcare via recent literature and research. Although digital twins have great potential, citizens have concerns about surveillance, data ownership, data accuracy, and personal and collective agency.

This article discusses fairness in artificial intelligence (AI) based policing procedures using facial recognition as an example. Algorithmic decisions based on discriminatory dynamics can (re)produce and automate injustice. AI fairness here concerns not only the creation and sharing of datasets or the training of models but also how systems are deployed in the real world. Quantifying fairness can distract rom how discrimination and oppression translate concretely into social phenomena. Integrative approaches can help actively incorporate ethical, legal, social, and economic factors into technology development to more holistically assess the consequences of deployment through continuous interdisciplinary collaboration. Dieser Beitrag diskutiert Fairness in auf künstlicher Intelligenz (KI) basierenden Verfahren der Polizeiarbeit anhand des Beispiels der Gesichtserkennung. Algorithmische Entscheidungen, die auf gesellschaftlichen Diskriminierungsdynamiken beruhen, können Ungerechtigkeiten (re-)produzieren und automatisieren. KI-Fairness betrifft dabei nicht nur die Erstellung und das Teilen von Datensätzen oder das Training von Modellen, sondern auch die Art des Systemeinsatzes in der Realwelt. Die Quantifizierung von Fairness kann davon ablenken, wie Diskriminierung und Unterdrückung sich konkret als soziale Phänomene niederschlagen. Integrative Ansätze können hier dazu beitragen, durch kontinuierliche interdisziplinäre Kollaboration ethische, rechtliche, soziale und wirtschaftliche Faktoren aktiv in die Technikentwicklung einzubeziehen und die Folgen des Einsatzes ganzheitlicher einzuschätzen.

Open and Responsible Data Governance is a promising concept to help operationalize the FAIR and CARE principles for DSI-specific data governance. While the CARE principles ensure indigenous data sovereignty is respected, the FAIR principles ensure that monetary benefits from the use of DSI are generated and form a part of resource mobilization for the conservation of biodiversity.

The information that we see on the internet is increasingly tailored by automated ranking and filtering algorithms used by online platforms, which significantly interfere with the exercise of fundamental rights online, particularly the freedom of expression and information. The EU's regulation of the internet prohibits general monitoring obligations. The paper first analyses the CJEU's case law which has long resisted attempts to require internet intermediaries to use automated software filters to remove infringing user uploads. This is followed by an analysis of article 17 of the Directive on Copyright in the Digital Single Market, which effectively requires online platforms to use automated filtering to ensure the unavailability of unauthorized copyrighted content. The Commission's guidance and the AG's opinion in the annulment action are discussed. The conclusion is that the regulation of the filtering algorithms themselves will be necessary to prevent private censorship and protect fundamental rights online.

The development of new technologies is considered a revolution because it has interconnected micro and macro cultures, has influenced socio-economic developments, and is gradually transferring our social life to the virtual one. Today, life without information technology is unimaginable and every communication is done through new technologies. On the other hand, the privacy and misuse of personal data are directly endangering personal freedom. The Balkan countries are as well part of this technological development but are also heavily challenged by different unidentified risks. Kosovo has a young population and is considered to have the youngest population in Europe. About 96.4% of households have access to the internet. This paper aims to analyze the development of new technologies in societies in transition, especially in Kosovo, the challenges, the issue of privacy, and the future of information technology. The methodology applied within this paper is the study of literature and the development of qualitative research. The findings demonstrate that Kosovo has quickly embraced information technology, digitized its public services, and installed some of the region's most cutting-edge technologies, such as 3D printers, but it is also highly vulnerable to cyber-attacks.

Technologies such as next generation sequencing (NGS) are transforming research fields at the methodological, conceptual, and organizational level. They open up new possibilities and bring with them new commitments and inherent limitations. We show from a philosophy of science perspective how NGS-based metagenomics has transformed microbial ecology and, with it, parts of agricultural soil science, which integrate ecological approaches with the aim to inform agricultural practices. We reconstruct agricultural science as design science (sensu Niiniluoto) and describe how the possibilities, commitments, and limitations of metagenomics approaches in microbial ecology shape values, situation assessments, and recommendations for interventions of soil microbiology in the context of sustainable agriculture. Technologien wie Next Generation Sequencing (NGS) transformieren Forschungsfelder auf der methodischen, konzeptionellen und organisatorischen Ebene. Sie eröffnen neue Möglichkeiten, bringen aber auch neue Festlegungen und inhärente Beschränkungen mit sich. Wir zeigen aus wissenschaftsphilosophischer Perspektive wie NGS-basierte Metagenomik die mikrobielle Ökologie und damit auch Teile der agrarwissenschaftlichen Bodenforschung transformiert hat, die ökologische Ansätze integrieren, um landwirtschaftliche Praktiken zu verändern. Wir rekonstruieren die Agrarwissenschaft als Designwissenschaft (sensu Niiniluoto) und beschreiben, wie die Möglichkeiten, Festlegungen und Beschränkungen der metagenomischen Ansätze in der mikrobiellen Ökologie die Werte, Situationsbewertungen und Empfehlungen für Eingriffe der Bodenmikrobiologie im Kontext nachhaltiger Landwirtschaft beeinflussen.

Direkt an Konsument*innen (direct-to-consumer, DTC) über das Internet vermarktete genealogische Gentests sollen die Abstammung der Getesteten aufzeigen. Während diese Gentests als Mittel verstanden werden können, die biologisch fixierte Herkunft zu bestimmen, untersucht der vorliegende Artikel, wie Unternehmen und Kund*innen die Abstammung mittels dieser Gentests ko-konstruieren. Die Studie stützt sich auf eine Analyse relevanter Literatur, qualitative Interviews mit Expert*innen und Stakeholder*innen, Webseitenanalysen und eine autoethnographische Selbstbeobachtung. Es wird gezeigt, wie DTC-Gentestunternehmen durch ihr Marketing, die Entwicklung spezifischer Datenbanken und die Präsentation der Testresultate bestimmte Konzepte von Herkunft kreieren, aber auch, wie die Kund*innen ihre Testergebnisse interpretieren und in ihre Biographien und ihr Leben einbauen. Mit Blick auf die möglichen sozialen Auswirkungen von DTC-Gentests wird ihre Einstufung als Unterhaltung hinterfragt. Direct-to-consumer (DTC) genetic ancestry tests offered via the internet supposedly uncover the ancestry of those tested. While these tests might be seen as a means to find a biologically inscribed and fixed genealogy, this paper explores how companies and customers co-construct ancestry through genetic ancestry testing. The study draws on a review of relevant literature, qualitative interviews with experts and stakeholders, a website analysis, and an autoethnographic self-observation. It shows how DTC genetic testing companies create specific concepts of ancestry in their marketing, development of specific databases, and presentation of results, but also how users interpret and incorporate their results into their own genealogies and lives. Looking at the potential social impact of DTC ancestry testing, the paper questions its categorization as recreational activity or entertainment.

Digital transformation has the potential to profoundly change the way public administrations deliver public services to its users. One of the challenges involved in the inter-organizational networks that often govern integrated digital services is to identify what coordination instruments are effective. In this paper we examine this issue through a case study that deals with the transformation of invoicing services in Belgian public administrations at the federal and Flemish (regional) level. We review the coordination instruments and study how they evolved over time. Our findings suggest that transformation (1) might in part depend on the choice of instruments and multiple mechanisms. The mix of appropriate coordination instruments is likely to change as digital transformation objectives and governance challenges evolve over time. (2) Digital transformation might be a step-by-step process involving multiple rounds of digitalization and its specific implementation contingent on the service itself. Die digitale Transformation hat das Potenzial, die Erbringung von Verwaltungsleistungen tiefgreifend zu verändern. Eine der Herausforderungen in organisationsübergreifenden Netzwerken, die integrierte digitale Dienstleistungen steuern, ist die Identifizierung effektiver Koordinationsinstrumente. In diesem Beitrag untersuchen wir diese Frage anhand einer Fallstudie zur Transformation der Rechnungsstellung in der belgischen öffentlichen Verwaltung. Wir untersuchen die Koordinationsinstrumente und ihre Entwicklung. Die Untersuchungsergebnisse deuten zum einen darauf hin, dass Transformation zum Teil von der Wahl der Koordinationsinstrumente und verschiedener Koordinationsmechanismen abhängt. Je nachdem, welche Ziele und Governance-Herausforderungen mit der digitalen Transformation in einem konkreten Fall verbunden sind und wie sie sich über Zeit entwickeln, ist ein unterschiedlicher Mix an Koordinationsinstrumenten geeignet. Zum anderen zeigen die Ergebnisse, dass die digitale Transformation der Verwaltung ein schrittweiser Prozess ist, dessen konkrete Umsetzung von der jeweiligen Dienstleistung abhängt.

This article provides insights on how German and Ukrainian public sector employees perceive and position themselves towards current eGovernment initiatives. After presenting the academic literature on the roles of individual public servants in transformative change processes in public administration, the eGovernment approaches followed by Germany and Ukraine are explained. The results of a survey (n = 74) conducted among public servants in both countries provide information on their perceived contribution to and participation in the digitisation of government service delivery, as well as reasons and causes for motivation or frustration in this context. By analysing the survey responses and identifying potential impediments of successful eGovernment implementation, the authors provide recommendations for action for executives that drive digital transformation, such as organising tool-specific training and Single Points of Contact for employees after introducing new processes and software, adjusting educational programmes for new public servants, and establishing a feedback and knowledge-sharing culture when creating new e-services. Nach einer Darstellung wissenschaftlicher Literatur zur Rolle von Beschäftigten in transformativen Veränderungsprozessen in der öffentlichen Verwaltung werden die von Deutschland und der Ukraine verfolgten eGovernment-Ansätze erläutert. Die Ergebnisse einer durchgeführten Befragung von (n = 74) Staatsbediensteten in beiden Ländern geben Aufschluss über deren wahrgenommene Partizipation sowie Gründe und Ursachen für Motivation oder Frustration im Kontext der Digitalisierung der staatlichen Leistungserbringung. Auf Basis einer Analyse der Rückmeldungen des Fragebogens und der Identifizierung geäußerter potenzieller Hindernisse für eine erfolgreiche eGovernment Implementierung geben die Autoren Handlungsempfehlungen für Führungskräfte, welche die digitale Transformation vorantreiben möchten, wie beispielsweise die Etablierung von tool-spezifischen Schulungen und einheitlichen Ansprechpartnern für Beschäftigte nach der Einführung neuer Prozesse und Software, die Anpassung von Ausbildungsprogrammen für neue Staatsbedienstete und die Etablierung einer Feedback- und Wissens-Kultur im Kontext der Entwicklung neuer digitaler Services.

When digital technologies become a part of everyday life in most parts of society, it changes the way we work, organize, communicate, and make relations. It also changes the relationship between the state and its citizens - a relationship usually conceptualized as citizenship. To capture this transformation, a new concept of digital citizenship has emerged. The overall purpose of this paper is to overcome the fragmentation of knowledge about how citizenship is transformed into digital citizenship through a systematic review of the academic literature on the concept of digital citizenship. The literature review identifies four streams of literature in the academic landscape of digital citizenship, and by a content analysis, it outlines the many dimensions and facets of digital citizenship. In this way, the literature review offers a comprehensive picture of both the impacts of the digital transformation on citizenship and the concept within the academic debate. Wenn digitale Technologien in den meisten Teilen der Gesellschaft das tägliche Leben durchdringen, verändert das die Art und Weise, wie wir arbeiten, uns organisieren, kommunizieren und Beziehungen eingehen. Es verändert auch die Beziehung zwischen Staat und Bürgerinnen und Bürgern - eine Beziehung, die normalerweise als Staatsbürgerschaft konzeptualisiert wird. Um diesen Wandel zu erfassen, hat sich ein neues Konzept der digitalen Bürgerschaft herausgebildet. Das übergeordnete Ziel dieser Arbeit ist es, die Fragmentierung des Wissens darüber, wie Staatsbürgerschaft in digitale Staatsbürgerschaft umgewandelt wird, durch eine systematische Überprüfung der akademischen Literatur zum Konzept von Digital Citizenship zu überwinden. Der Beitrag identifiziert vier wissenschaftliche Literaturstränge zu Digital Citizenship und skizziert mittels einer Inhaltsanalyse die vielen Dimensionen und Facetten von Digital Citizenship. Auf diese Weise bietet die Literaturübersicht ein umfassendes Bild sowohl der Auswirkungen der digitalen Transformation auf die Bürgerschaft als auch des Konzepts innerhalb der akademischen Debatte.

Modern societies are associated with the constant flow and acceptance of information and communication technologies at home, in the workplace, in the process of education, even in recreational activities. The development of new technologies has not only challenged human rights, but also politics and society in general. Even more importantly, this new technological level has also empowered transnational corporations operating in the digital environment as hosting providers to perform quasi-public functions in the transnational context. New technologies have the potential to make significant positive contributions to the prevention, promotion, and protection of human rights and democratization, decentralization, and digitalization of politics and the advancement of society as a whole.

The COVID-19 pandemic has proved a powerful catalyst for the integration of digital technologies in everyday life. Many routines relating to purchasing goods and services, information exchange, movement, document issuance, or scheduling medical appointments have been replaced by digital ones. Despite technology proliferating through society, the digital divide is widening. The place of residence is a factor affecting the involvement in digitalisation, along with age, education, income, and the availability of ICT infrastructure. This study evaluates the readiness of the population of various Russian regions to embrace digital technologies. Based on a comparative analysis of traffic to the most popular websites on the Russian Internet, grouped into five categories (e-commerce, e-government, information exchange, spatial mobility, scientific communication), an index method for assessing readiness for digitalisation is developed. The study uses Yandex search data from February 2019 to January 2021. The findings suggest that Russian regions may be divided into digitally advanced areas, runner-ups, average performers, and the digital periphery. Recommendations are given on how to increase readiness for digital transformation in territories of different types without running the risks of forced digitalisation. © 2021. Mikhaylova, A.A.

This research focuses on evaluating the impacts of technological advancements and their extended future aspects on exercising human rights in society and politics. Furthermore, the current prospects of technological advancements contribute a great portion to the advancement of society and culture. However, it also emerges and involves politics in the scenario. The research aims to explore different aspects of modern technological advancements in terms of determining the possible implementations of technology in society and politics. As a part of the research methodology, it can be highlighted that the research follows a primary research method. It collects primary quantitative data through an online survey by following a random sampling procedure. The sample population of the online survey was 50, and the ultimate sample size of this research is 39. The significance of the research lies over the identification of the technological advancements as it is the major component that impacts the future social and political community.

Technikfolgenabschätzung (TA) ist vor über 50 Jahren zur Unterstützung demokratischer Meinungsbildung und Entscheidungsfindung entstanden. Sie hat sich seitdem in demokratischen Gesellschaften westlichen Typs weiterentwickelt und diversifiziert. Dieses Modell ist seit einigen Jahren mit Herausforderungen konfrontiert, darunter: (1) In fast allen westlichen Ländern wird anlässlich des Erstarkens populistischer Strömungen von einer Krise der Demokratie gesprochen. (2) Die Digitalisierung ermöglicht neue Kommunikations- und Mobilisierungsmuster weitab von den klassischen Formen demokratischer Meinungs- und Willensbildung. (3) Basisdemokratische und partizipative Verhandlungen werden für die Ausgestaltung und Akzeptanz von neuen Technologien immer relevanter. In dieser Einführung entfalten wir diese Herausforderungen und geben einen Überblick über die Beiträge des TATuP-Themas. Technology assessment (TA) was established more than 50 years ago to support democratic opinion forming and decision making. Since then, it has developed and diversified in Western democratic societies. This model has faced a number of challenges in recent years, including: (1) In almost all Western countries, the rise of populist movements has led to talk of a crisis of democracy. (2) The ongoing digitalization enables new patterns of communication and mobilization far beyond traditional forms of democratic opinion forming and decision making. (3) Grassroots and participatory negotiations are becoming more and more relevant for the development and acceptance of new technology. This introduction unfolds these challenges and provides an overview of the contributions to the TATuP special topic.

Mit Blick auf die Positionierung von politischen Parteien hinsichtlich umstrittener Technologien stellt sich insbesondere die Frage, welche Bedeutung bestimmten innerparteilichen Akteuren zukommt und wie diese die Ergebnisse parteiinterner Aushandlungsprozesse beeinflussen. Um dies zu beleuchten, analysieren wir den Meinungsbildungsprozess von Bündnis 90/Die Grünen (B’90/Grüne) hinsichtlich neuer Pflanzenzüchtungstechniken wie CRISPR/Cas. Die Analyse zeigt, dass sich bestimmte Akteure für eine Neuausrichtung hinsichtlich der Verfahren einsetzen, während andere solch einen Kurswechsel klar ablehnen. Beide Seiten führen für ihre jeweilige Position zahlreiche Argumente an, die teilweise auf fundamental unterschiedlichen Haltungen basieren, etwa hinsichtlich der Bewertung von und des Umgangs mit Risiken. Dennoch gibt es Hinweise auf eine Kompromisslösung hinsichtlich der zukünftigen Positionierung von B’90/Grüne zu der umstrittenen Technologie. Für diesen Kompromiss wird eine verstärkte wissenschaftliche Technikfolgenabschätzung von zentraler Bedeutung sein. With regard to the positioning of political parties on controversial technologies, the question arises of how important certain intra-party actors are and how they affect the outcomes of negotiation processes within parties. To shed light on this, we analyze the opinion-formation process of Alliance 90/The Greens regarding new plant breeding techniques such as CRISPR/Cas. The analysis shows that certain actors advocate a reorientation with regard to the new techniques, while others clearly oppose such a change of course. Both sides put forward numerous arguments for their respective positions, some of which are based on fundamentally different positions, e. g., on how to evaluate and deal with risks. Nevertheless, there are indications of a compromise solution regarding the future positioning of Alliance 90/The Greens on the contested technology. For this compromise to succeed, further scientific risk assessment will be of central importance.

We examine the concept of responsible research and innovation (RRI) in Germany in the context of national science, technology and innovation (STI) as well as its legal and normative framework in relation to ethics and societal engagement and compare the results to similar international research. Our analysis shows that responsibility plays a central role in research practice guided by research ethics standards and societal grand challenges. Consequently, there is a significant increase in demands for inclusion and engagement of a wider stakeholder spectrum in STI. Compared to other countries, the concept of RRI in Germany is increasingly superseded by that of sustainability. We argue that responsibility and sustainability are conceptually close and highly interchangeable in the German national debate. We conclude with basic recommendations for greater clarity in research on responsibility and sustainability and the aims of ethics and societal engagement. Im Folgenden wird das Konzept "Responsible Research and Innovation" (RRI) im Kontext nationaler Forschung, Technologie und Innovation (FTI) sowie seiner rechtlichen und normativen Rahmen in Bezug auf Ethik und gesellschaftliche Partizipation untersucht und mit Erkenntnissen internationaler Forschung verglichen. Die Ergebnisse zeigen, dass Verantwortung eine zentrale Rolle in einer Forschungspraxis einnimmt, die auf forschungsethische Standards und große gesellschaftliche Herausforderungen ausgerichtet ist. Forderungen nach Einbeziehung und Partizipation eines breiteren Stakeholder-Spektrums in FTI nehmen daher deutlich zu. Im Vergleich zu anderen Ländern zeigt sich, dass das RRI-Konzept in Deutschland jedoch zunehmend durch das der Nachhaltigkeit verdrängt wird. Wir argumentieren, dass Verantwortung und Nachhaltigkeit in der deutschen Debatte konzeptionell nahe beieinander liegen und häufig austauschbar sind. Der Beitrag schließt mit grundlegenden Handlungsempfehlungen für mehr Klarheit in der Forschung zu Verantwortung und Nachhaltigkeit sowie den Zielen von Ethik und gesellschaftlicher Partizipation.

Digital visual technologies have become an important tool of humanitarian governance. They allow the monitoring of crises from afar, making it possible to detect human rights violations and refugee movements, despite a crisis area being inaccessible. However, the political effects of such “digital humanitarianism” are understudied. This article aims to amend this gap by analyzing which forms of seeing, showing, and governing refugee camps are enabled by digital technologies. To this end, the article combines scholarship on the politics of the refugee camp with the emerging body of work on digital humanitarianism. It proposes the notion of a “visual assemblage of the refugee camp” to conceptualize the increasing adoption of visual technologies in refugee camp governance. Using the two paradigmatic cases of Zaatari and Azraq, two refugee camps for displaced Syrians in Jordan, the text outlines how this visual assemblage enacts the refugee camp in different ways—thus bringing about different versions of the camp. The case study reveals three such enactments of the refugee camp—as a technology of care and control; as a political space; and, as a governmental laboratory—and discusses how these interact and clash in everyday camp life. Les technologies visuelles numériques sont devenues un outil important de la gouvernance humanitaire. Elles permettent de surveiller les crises à distance tout en offrant la possibilité de détecter les violations des droits de l'Homme, les mouvements de réfugiés, etc. malgré l'inaccessibilité de la zone de crise. Les effets politiques d'un tel « humanitarisme numérique » sont toutefois sous-étudiés. Cet article vise à combler cette lacune en analysant les formes de technologies d'observation à distance, d'affichage et de gouvernance qui seraient adaptées au cas des camps de réfugiés. Pour cela, cet article associe une étude portant sur la politique des camps de réfugiés aux travaux émergents sur l'humanitarisme numérique. Il propose la notion « d'assemblage visuel de camp de réfugiés » pour conceptualiser l'adoption croissante des technologies visuelles dans la gouvernance des camps de réfugiés. Ce texte s'appuie sur les deux cas paradigmatiques de Zaatari et Azraq, deux camps de réfugiés pour les Syriens déplacés en Jordanie afin de décrire comment cet assemblage visuel représente les camps de différentes manières, en faisant ainsi apparaître différentes perspectives des camps. L’étude de cas révèle trois représentations des camps: Technologie de soins et de contrôle, Espace politique et Laboratoire gouvernemental. Il aborde ensuite la manière dont ces représentations interagissent et entrent en conflit dans la vie quotidienne des camps. Las tecnologías visuales digitales se han convertido en una importante herramienta de la gestión humanitaria. Permiten observar las situaciones de crisis a distancia y, así, detectar las violaciones de los derechos humanos, los movimientos de refugiados y demás a pesar de que no se pueda acceder a la zona afectada. Sin embargo, los efectos políticos de ese “humanitarismo digital” no se han estudiado lo suficiente. En el artículo se intenta llenar este vacío mediante el análisis de qué formas de ver, mostrar y dominar las tecnologías remotas sirven en el caso de los campos de refugiados. Para esto, el artículo relaciona los estudios sobre las políticas del campo de refugiados con las nuevas investigaciones sobre el humanitarismo digital. Propone la noción de un “montaje visual del campo de refugiados” para conceptualizar la creciente adopción de tecnologías visuales en la gestión de los campos de refugiados. A partir de los casos paradigmáticos de Zaatari y Azraq, dos campos de refugiados para sirios desplazados en Jordania, el texto esboza cómo este montaje visual representa el campo de refugiados de diferentes maneras y da lugar a diversas perspectivas del campo. El estudio de caso revela tres de estas representaciones del campo de refugiados (como una tecnología de cuidado y control, como un espacio político y como un laboratorio gubernamental) y expone cómo estas interactúan y chocan en la vida cotidiana del campo.

This paper discusses the challenges of systems analysis for policy advice in the context of sector coupling along the three dimensions of socio-technical problems: control, change, and action. Research shows that the challenges of systems analyses increase significantly when considering sector coupling, both with respect to the choice of areas of investigation and with respect to the basic methods and practices of systems analysis for policy advice. In particular, social aspects and practical expertise need to be considered, results of different studies should ideally be combinable for reflexive meta-analyses, and analyses should focus on key messages. In diesem Beitrag werden Herausforderungen der Systemanalyse für die Politikberatung im Bereich der Sektorkopplung entlang der drei Dimensionen soziotechnischer Probleme diskutiert: Kontrolle, Veränderungsprozesse und Handlungen. Es zeigt sich, dass Herausforderungen von Systemanalysen unter Berücksichtigung der Sektorkopplung deutlich steigen, sowohl hinsichtlich der Wahl der Untersuchungsbereiche als auch hinsichtlich der grundlegenden Methoden und Praktiken der Systemanalyse zur Politikberatung. Insbesondere gesellschaftliche Aspekte und praktische Expertise müssen berücksichtigt werden, Ergebnisse verschiedener Studien sollten idealerweise für reflexive Metaanalysen kombinierbar sein und die Analysen sollten sich auf die wichtigsten Aussagen konzentrieren.

Advancements in connectivity and telecommunications have redefined the ways people access information and services. The 5th Generation of telecom technology which is set to open up new avenues and opportunities have but stirred up a series of escalating tensions between two mighty powers in global politics- the US and China. While 5G offers an array of options for global trade and co-operation to flourish, it has generated counter-intuitive results, at least temporarily, with the US adopting a protectionist standpoint to contain the Chinese dominance in the telecom sector, citing security concerns. The US lobbying against Chinese vendors, particularly Huawei, has generated uncertainty among countries on the adoption and deployment of equipment provided by the firm. The paper attempts to comprehend the issues revolving around Huawei, its extent of influence, the global impact of US sanctions and to explore the ways forward for countries like India.

In der Fahrzeugindustrie halten aktuell eine Reihe von Neuerungen Einzug. So sorgen neben dem Umstieg auf E‑Mobilität hochtechnologische Assistenzsysteme in Fahrzeugen für einschneidende Veränderungen. Eine weitere mit diesen neuen Systemen einhergehende Neuerung ist, dass Autos nun wie Smartphones mit regelmäßigen Updates versorgt werden. Der Hersteller Tesla behauptet sogar, seine Autos in Zukunft per Softwareupdate zum vollautonomen Fahrzeug upgraden zu können. Diese Entwicklung kann zu einer nicht nachhaltigen und risikoreichen Entwicklung der IT‑Security und der Umweltbilanz des Fahrzeugsektors führen. Today's automotive industry is changing rapidly. The slow movement toward electric mobility and highly technical assistant systems challenge old hierarchies. Another innovation associated with the latter is that cars now receive regular software updates, just like smartphones. Tesla even claims to be able to upgrade their cars to fully autonomous driving in the future. This could lead to an unsustainable and risky development of IT security and the environmental performance of the vehicle sector.

Purpose Industrial revolutions have been induced by technological advances, but fundamentally changed business and society. To gain a comprehensive understanding of the fourth industrial revolution (I4.0) and derive guidelines for business strategy, it is, therefore, necessary to explore it as a multi-facet phenomenon. Most literature on I4.0, however, takes up a predominantly technical view. This paper aims to report on a project discussing a holistic view on I4.0 and its implications, covering technology, business, society and people. Design/methodology/approach Two consecutive group discussions in form of academic world cafés have been conducted. The first workshop gathered multi-disciplinary experts from academia, whose results were further validated in a subsequent workshop including industry representatives. A voting procedure was used to capture participants perspectives. Findings The paper develops a holistic I4.0 vision, focusing on five core technologies, their business potential, societal requests and people implications. Based on the model a checklist has been developed, which firms can use a tool to analyze their firm’s situation and draft their industry 4.0 business strategy. Originality/value Rather than focusing on technology alone – which by itself is unlikely to make up for a revolution – this research integrates the entire system. In this way, a tool-set for strategy design results.

Digital development has become a firm pillar in the national development strategies of many countries in the Global South. Although the geopolitical competition over ICTs leveraged their diplomatic and economic relevance in the international sphere, developing countries remain in a subordinate position in global power relations. However, while they could collectively improve their standing by uniting behind an integrated digital market, national governments in the East African Community are reluctant to implement a single digital market, leading us to inquire: What constrains digital market integration in East Africa? This article compares Rwanda and Tanzania, two relatively digitally mature but less developed countries in Sub-Saharan Africa, whereas one is a small landlocked country and the other a larger emerging economy. Following the classification of Hout and Salih, material, ideational, political, and external aspects affect a nation’s enthusiasm for regional initiatives. By examining factors related to domestic politics and political economy, this article finds that material and political factors encourage digital regionalism in Rwanda but discourage it in Tanzania; ideational factors contribute to national rather than regional unity in both countries. Yet, external factors linked to EU foreign policy and developmental cooperation seem to lead current regional projects. Therefore, this article concludes that drivers of African regionalism may turn into barriers depending on the domestic political and economic circumstances while digital market integration is currently driven by foreign players. More generally, the study contributes to the debate on African agency in ICT for development and developing countries’ capacity to overcome traditional dependency structures.
