Cyber space or technology is used to share data or information with unlimited audience. So, sophistication of cyber space has created a global network, where information can be shared or accessed while sitting at home, office or cafe. It has been used by business entrepreneurs to expand their business, researchers to access requires data and information; media houses to increase their TRPs and government bodies to maintain their policies and records. Meanwhile, the coin always has two sides. Thus, beside positive uses of internet; cyber space has been used by terrorist and criminal gangs for the propagation of their thoughts or to increase their working capacity. It also generates space for financing, training and incitement for terrorist organizations. Meanwhile, internet is used as a mean to access and exploit the mind of young individuals by propagating the Jihadi literature. The use of cyber space to enhance radical thoughts has created challenges for states like Pakistan in war against terrorism. So, this paper is an attempt to examine the dynamics of E-Jihad in Muslim world in the context of changing communication means that have been used by terrorist in contemporary digital age. After 9/11 Pakistan became one of the leading recipients of the US foreign assistance to counter the extremist and militant forces in Afghanistan and borderland area. The US financial support was consisting of military, non-military and humanitarian development. The fundamental aim of the financial support to Pakistan was to enhance the ability and capability of the security forces of Pakistan against new kind of war. It was expected that the financial aid will strengthen the Pak-US strategic Partnership but all futuristic silver hopes go in vain when it became a bone of contention between the partners and trust deficit emerged on the issue of mismanagement of financial aid. US leveled a number of corruption charges not only on the civil government of Pakistan but also on the military. The controversy over financial assistance between Washington and Islamabad not only undermined partnership but also damaged security forces' efforts against terrorists in Pakistan as well as in Afghanistan. Thus, the paper thoroughly examines and discusses the controversial issue of US financial aid with critical analysis of different documentary record which provides clear picture of the hardened attitude from both the sides. Moreover, timely study about the issue of aid is essential for strengthening the strategic partnership against the terrorist outfits operating in the region which is in the best interests of both the states. The war on terror and military operations greatly disturbed the lives of people on one side but on the other side proved the great resilience of the nation in this perspective. The nation was never prepared to coup with such huge internal and external outcomes. In the opinion of the researchers the nation is tremendously affected psychologically in this war against terror, however, the operations against militancy will continue on many fronts but here is one thing needs to be highlighted that the traditional strategies adopted against the militants should be revised and advanced accordingly in order to counter the militants effectively. In fact the civil government and military personnel are doing every possible effort to control the militancy nationwide and to minimize whatever psychological effects of this war on the society.
