The paper presents a framework to realise "meaningful human control" over Automated Driving Systems. The framework is based on an original synthesis of the results of the multidisciplinary research project "Meaningful Human Control over Automated Driving Systems" lead by a team of engineers, philosophers, and psychologists at Delft University of the Technology from 2017 to 2021. Meaningful human control aims at protecting safety and reducing responsibility gaps. The framework is based on the core assumption that human persons and institutions, not hardware and software and their algorithms, should remain ultimately—though not necessarily directly—in control of, and thus morally responsible for, the potentially dangerous operation of driving in mixed traffic. We propose an Automated Driving System to be under meaningful human control if it behaves according to the relevant reasons of the relevant human actors (tracking), and that any potentially dangerous event can be related to a human actor (tracing). We operationalise the requirements for meaningful human control through multidisciplinary work in philosophy, behavioural psychology and traffic engineering. The tracking condition is operationalised via a proximal scale of reasons and the tracing condition via an evaluation cascade table. We review the implications and requirements for the behaviour and skills of human actors, in particular related to supervisory control and driver education. We show how the evaluation cascade table can be applied in concrete engineering use cases in combination with the definition of core components to expose deficiencies in traceability, thereby avoiding so-called responsibility gaps. Realistic microscopic traffic simulation is essential for prospective evaluation of the potential impacts of new traffic control strategies. Freeway corridors with interacting bottlenecks and dedicated lanes generate complex traffic flow phenomena and congestion patterns, which are difficult to reproduce with existing microscopic simulation models. This paper discusses two alternative driving behavior models that are capable of modeling freeways with multiple bottlenecks and dedicated lanes over an extended period with varying demand levels. The models have been calibrated using archived data from a complicated 13-mile long section of the northbound SR99 freeway near Sacramento, California, for an 8-hour time period in which the traffic fluctuated from free-flow to congested conditions. The corridor includes multiple bottlenecks, multiple entry and exit ramps, and an HOV lane. Calibration results show extremely good agreement between field data and model predictions. The models have been cross-validated and produced similar macroscopic traffic performance. The main behavior that should be captured for successful modeling of such a complex corridor includes the anticipative and cooperative driver behavior near merges, lane preference in presence of dedicated lanes, and variations in desired headway along the corridor. Automated driving technology is emerging. Yet, little is known in the literature about when automated vehicles will reach the market, how penetration rates will evolve and to what extent this new transport technology will affect transport demand and planning. This study uses scenario analysis to identify plausible future development paths of automated vehicles in the Netherlands and to estimate potential implications for traffic, travel behaviour and transport planning on a time horizon up to 2030 and 2050. The scenario analysis was performed through a series of three workshops engaging a group of diverse experts. Sixteen key factors and five driving forces behind them were identified as critical in determining future development of automated vehicles in the Netherlands. Four scenarios were constructed assuming combinations of high or low technological development and restrictive or supportive policies for automated vehicles (AV …in standby, AV …in bloom, AV …in demand, AV …in doubt). According to the scenarios, fully automated vehicles are expected to be commercially available between 2025 and 2045, and to penetrate the market rapidly after their introduction. Penetration rates are expected to vary among different scenarios between 1% and 11% (mainly conditionally automated vehicles) in 2030 and between 7% and 61% (mainly fully automated vehicles) in 2050. Complexity of the urban environment and unexpected incidents may influence development path of automated vehicles. Certain implications on mobility are expected in all scenarios, although there is great variation in the impacts among the scenarios. While agent-based modelling of traffic demand is gaining attention, a macroscopic dynamic network loading model may be beneficial, particularly in large-scale applications. We investigate the implications of coupling such models, with inclusion of en-route choices, for the modelling of links and the determination of turning fractions, yielding useful recommendations to help select an appropriate solution scheme of the macroscopic traffic flow theory and overcome other practical challenges specifically associated with the coupling of agent-based traffic demand and macroscopic traffic propagation. The link transmission model is a macroscopic network traffic flow simulation tool based on Lighthill–Whitham–Richards theory. While its efficiency and accuracy are superior to the well-known cell transmission model, applications of its current numerical formulations are limited by the inability to apply changes to the fundamental diagrams of links within a simulation and the need to start the simulation with an empty network. We resolve both limitations by developing a methodology for initialising the discrete-time link model with a non-empty initial condition and for computing within-link densities during the simulation, which can then serve as an initial condition for continued simulation with a new fundamental diagram. Since the computation of within-link densities is algebraic, no new numerical errors are introduced. Optional support for multiple commodities, subcritical delays and platoon dispersion, are retained. The original Link Transmission Model as formulated by Yperman et al. (2006) simulates traffic according to Lighthill–Whitham–Richards theory with a very small numerical error, yet only supports triangular fundamental diagrams. This paper relaxes that restriction in two steps. Firstly, we extend the model to handle any continuous concave fundamental diagram, and prove that this extension is still consistent with Lighthill–Whitham–Richards theory. Secondly, we extend the theory and model to handle a capacity drop, explicitly looking into the handling of both the onset and release of congestion. The final model is still first-order and suitable for general networks. Numerical examples show that it qualitatively improves on the original model due to uniquely featuring complex traffic patterns including stop-and-go waves, with crisp shockwaves between traffic states, as well as acceleration fans. Abstract Cooperative Adaptive Cruise Control (CACC) systems have the potential to increase roadway capacity and mitigate traffic congestion thanks to the short following distance enabled by inter-vehicle communication. However, due to limitations in acceleration and deceleration capabilities of CACC systems, deactivation and switch to ACC or human-driven mode will take place when conditions are outside the operational design domain. Given the lack of elaborate models on this interaction, existing CACC traffic flow models have not yet been able to reproduce realistic CACC vehicle behaviour and pay little attention to the influence of system deactivation on traffic flow at bottlenecks. This study aims to gain insights into the influence of CACC on highway operations at merging bottlenecks by using a realistic CACC model that captures driver-system interactions and string length limits. We conduct systematic traffic simulations for various CACC market penetration rates (MPR) to derive free-flow capacity and queue discharge rate of the merging section and compare these to the capacity of a homogeneous pipeline section. The results show that an increased CACC MPR can indeed increase the roadway capacity. However, the resulting capacity in the merging bottleneck is much lower than the pipeline capacity and capacity drop persists in bottleneck scenarios at all CACC MPR levels. It is also found that CACC increases flow heterogeneity due to the switch among different operation modes. A microscopic investigation of the CACC operational mode and trajectories reveals a close relation between CACC deactivation, traffic congestion and flow heterogeneity. [ABSTRACT FROM AUTHOR]

The family of macroscopic node models which comply to a set of basic requirements is presented and analysed. Such models are required in macro-, mesoscopic traffic flow models, including dynamic network loading models for dynamic traffic assignment. Based on the behaviour of drivers approaching and passing through intersections, the model family is presented. The headway and the turn delay of vehicles are key variables. Having demand and supply as input creates a natural connection to macroscopic link models. Properties like the invariance principle and the conservation of turning fractions are satisfied. The inherent non-uniqueness is analysed by providing the complete set of feasible solutions. The node models proposed by Tampère et al. (2011), Flötteröd and Rohde (2011) and Gibb (2011) are members of the family. Furthermore, two new models are added to the family. Solution methods for all family members are presented, as well as a qualitative and quantitative comparison. Finally, an outlook for the future development of empirically verified models is given.
