One of the aims of foreign language teaching is to develop the sociolinguistic competence of learners. In order to achieve sociolinguistic competence, in other words, to cope with the social dimension of language use, it is necessary to understand the politeness structures, the style that differs according to the context, the dialect/speaking differences, the explicit/implicit cultural references and use them when appropriate. In this context, the extent to which sociolinguistic competence is taken into consideration in teaching Turkish as a foreign language, which has gained momentum in recent years, is a subject worth examining. The aim of this study is to examine the achievements in the "Teaching Turkish as a Foreign Language Program" published in 2020 in the context of sociolinguistic competence. The acquisitions in the program were examined within the scope of "understanding and using politeness structures", "determining the appropriate style for the situation", "understanding and using explicit/implicit cultural references" and "coping with dialect/speech differences", which are sub-dimensions of sociolinguistic competence. In this study in the qualitative case model, the document analysis method was used. The data were analyzed by descriptive analysis technique. As a result of the research, it has been determined that there are 38 achievements in the scope of "understanding and using courtesy structures", 33 in "determining the appropriate style for the situation", 29 in "understanding and using explicit/implicit cultural references", and 3 in "coping with dialect/speaking differences" in the Program. It is expected that the study will present new perspectives on curriculum development studies in teaching Turkish as a foreign language., Yabancı dil öğretiminin amaçlarından biri de öğrenicilerin toplumdilbilimsel yetkinliğini geliştirmektir. Toplumdilbilimsel yetkinliğe ulaşmak, başka bir deyişle dil kullanımının sosyal boyutuyla başa çıkabilmek için nezaket yapılarını, bağlama göre farklılaşan üslubu, ağız/söyleyiş farklılıklarını, açık/örtük kültürel gönderimleri anlamak ve yeri geldiğinde kullanmak gerekir. Bu bağlamda son yıllarda önemli bir ivme kazanan Türkçenin yabancı dil olarak öğretiminde toplumdilbilimsel yetkinliğin ne ölçüde göz önünde bulundurulduğu incelemeye değer bir konudur. Bu çalışmanın amacı, 2020 yılında yayımlanan “Türkçenin Yabancı Dil Olarak Öğretimi Programı”nda yer alan kazanımları, toplumdilbilimsel yetkinlik bağlamında incelemektir. Program’da yer alan kazanımlar; toplumdilbilimsel yetkinliğin alt boyutları olan “nezaket yapılarını anlama ve kullanma”, “duruma uygun üslubu belirleme”, “açık/örtük kültürel göndermeleri anlama ve kullanma” ve “ağız/söyleyiş farklılıklarıyla başa çıkma” kapsamında incelenmiştir. Nitel durum modelindeki bu çalışmada doküman analizi yöntemi kullanılmıştır. Veriler, betimsel analiz tekniğiyle çözümlenmiştir. Araştırma sonucunda, Program’da “nezaket yapılarını anlama ve kullanma” kapsamında 38, “duruma uygun üslubu belirleme” kapsamında 33, “açık/örtük kültürel göndermeleri anlama ve kullanma” kapsamında 29, “ağız/söyleyiş farklılıklarıyla başa çıkma” kapsamında 3 kazanımın yer aldığı tespit edilmiştir. Çalışmanın Türkçenin yabancı dil olarak öğretiminde program geliştirme çalışmalarına yeni bakış açıları sunması beklenmektedir.

Language functions can be defined as humane purpose of language usage and the act occurring from language usage. Teaching a foreign language that aims to prepare the students to form communication in the target language focuses on language functions from 1970s to today. Language funtions that was specifically developed in the scope of teaching English as a foreign language have formed a basis for Common European Framework of Reference for Languages. In the Common European Framework of Reference for Languages, it is stated that language functions that are based on real life communicational situations ought to be taught but rather predetermined language structures. Accordingly, an education based on language functions has been adopted in the programmes reformed on teaching Turkish as a foreign language. However, there is no language functions framework that can be used as a source for teaching Turkish as a foreign language, is developed by scientific methods and includes the structure, usage and cultural elements. The purpose of this study is to develop a programme on teaching Turkish as a foreign language, to prepare course material and to prepare a language functions framework that suits cultural elements, structure, functioning and usage of Turkish in order to be used in the assessment and evaluation studies. Literature review and document analysis methods has been used nn the qualitative model and situational patterned study. Subsequent to literature review, oral and written document analysis and expert consultation, "Language Functions Framework for Teaching Turkish As a Foreign Language" has been formed. In the scope of "information inquiry and explanation", "attides/emotions inquiry and explanation", "persuasion", "socialization", "prevention and retrieval of communication errors" and "structuring the discourse" functions, 46 functions and142 subfunctions has been determined.
