İnsanlığın varoluşundan itibaren insanoğlu, üretim yapmak için birçok alet geliştirmiştir. Üretim için atılan en büyük adım, James Watt tarafından 1790'da geliştirilen buharlı makinalar olmuştur. Böylece Endüstri 1.0 başlamış oldu. Gelişen endüstri ve sanayi ile birlikte sosyal ve ekonomik yapı da değişmekteydi. Demiryolları ve ulaşım ağının gelişmesiyle Endüstri 2.0 başlamıştır. Bu dönem içerisinde çeliğin üretimine önem verilmiştir. İkinci Sanayi Devrimine damga vuran kişi Henry Ford olmuştur. Kayan bant sistemi geliştirilmiş ve seri üretime geçilmiştir. 1980'lerde başlayan Endüstri 3.0 ile 3 boyutlu yazıcılar geliştirilmiş, fabrikalarda robot ve bilgisayar kullanımı yaygınlaşmıştır. Teknolojik ilerlemeler verimlilik artışında etkili bir rol oynamıştır. 2011'de hayatımıza giren Endüstri 4.0 kavramıyla, üretim sektöründe evrim yaşanmıştır. Diğer üç devrimden ziyade Endüstri 4.0' da insana olan ihtiyaç azalmıştır. Robotlar, yapay zeka, 3D yazıcılar, siber fiziksel sistemler, bulut teknoloji gibi bir çok kavram, Endüstri 4.0' ın içinde yer almaktadır. Bu çalışmada; Endüstri 4.0 kavramları, Dünya'da ve Türkiye'de Endüstri 4.0 uygulamaları, bu yeni kavramın olumlu ve olumsuz yönleriyle birlikte Türkiye'nin Endüstri 4.0'daki konumuna ve Türkiye'deki mevcut işgücü yapısının istihdam ve meslek grupları üzerindeki olası etkilerine değinilecektir. Since the existence of mankind, mankind has developed many instruments for manufacturing. The biggest step taken for production has been steamers developed by James Watt in 1790. So Industry 1.0 started. The social and economic structure, along with the flourishing industry and industry, also varied. With the development of the railways and transport network, Industry 2.0 has started. Importance was given to the production of steel during this period. Henry Ford was the one who marked the Second Industrial Revolution. The sliding tape system was developed and mass-produced. Beginning in the 1980s, Industry 3.0 and 3-D printers were developed and the use of robots and computers became widespread in factories. Technological advances have played an effective role in productivity growth. With the concept of Industry 4.0, which came into our lives in 2011, evolution has taken place in the manufacturing sector. In Industry 4.0, rather than the other three revolutions, the need for man was reduced. Many concepts such as robots, artificial intelligence, 3-D printers, Cyber Physical Systems, cloud technology are included in Industry 4.0. In this study, Industry 4.0 concepts, Industry 4.0 applications in the world and Turkey, along with the positive and negative aspects of this new concept, Turkey's position in Industry 4.0 and the possible effects of the existing labor structure in Turkey on employment and professional groups will be discussed.

Poverty was at its highest level during the first years of the Republic of Turkey. As a consequence of the wars; workforce declined, production fell down, a famine occurred and epidemic diseases spread. Wheat was being imported even though about 76 % of the population lived in the rural areas. Hence, an emergency development policy was formed, which was realizable, in accord with economic and social structures of Turkey, and based on its own resources. In this research, the agriculture-based industrial policy is reviewed, which was developed with a strategic approach and as an emergency development action. The data obtained are presented and assessed in a manner to be compared with the previous years. In addition, it is determined and commented on that an economic aspect is present within Turkey’s threat perception. Thereby, a significant relationship is revealed between the development thrust initiated and the period’s conjuncture. The most utilized sources were archive documents, official statistics and the Official Gazette.

ÖZETYAPISAL UYUM PROGRAMLARININ TÜRKİYE SANAYİNE VE SANAYİ POLİTİKALARINA ETKİSİÇoşkun ŞENTÜRKBu çalışma ile uluslararası kurumların (özellikle IMF ve DB) yapısal uyum programları aracılığı ile Türkiye sanayileşmesine ve sanayi politikalarına olan etkisi irdelenmeye çalışılmıştır. Kuruldukları günden itibaren tüm dünyada, gelişmekte olan ülkelerin kalkınma/sanayileşme süreçlerinde daima etkili olan uluslararası kurumlar, Türkiye’de de 1980 sonrasında, ekonomide yaşanan dönüşümle birlikte varlıklarını ve etkinliklerini fazlası ile arttırmıştır. Çalışma, azgelişmişlik, kalkınma ve sanayileşme ilişkilerinin incelenmesi ve yapısal uyum programlarının açıklanmasının ardından, Türkiye’nin yaşadığı sanayileşme sürecini irdeleyerek, bu süreci sanayi politikası araçları ile değerlendirmeyi ve yapısal uyum politikalarının Türkiye sanayisi üzerindeki etkilerini göstermeyi amaçlamıştır.Anahtar Kelimeler: Sanayi, Kalkınma, Yapısal Uyum Programı, TürkiyeABSTRACTTHE EFFECTS OF STRUCTURAL ADJUSTMENT PROGRAMMES ON TURKEY’S INDUSTRY AND INDUSTRIAL POLICIES This study has intended to examine the effects of the structural adjustment programmes implemented by international organizations (IMF and the World Bank in particular) on Turkey’s industrialization and industry policies. Since their inception, the international organizations have always exerted powerful influence on developing countries’ development and industrialization processes all over the world and similarly these organizations have increased their presence, and activities in Turkey considerably following the transformation the country’s economy underwent after 1980. The study has aimed to examine the relationship among underdevelopment, development, and industrialization and following the explanation of structural adjustment programmes, to scrutinize the industrialization process Turkey has gone through by evaluating this process using industry policy instruments and to demonstrate the effects of structural adjustment policies on Turkey’s industry.Keywords: Industry, Development, Structural Adjustment Programmes, Turkey

Ülkelerin ekonomik gelismeleri için, ekonominin temelini olusturan tarım ve sanayi sektörlerinin birbiriyle entegre olması ve birbirine paralel olarak gelisme göstermesi gerekmektedir. Tarım sanayi entegrasyonu sadece ülkelerin gelismesi açısından degil, aynı zamanda üreticiler ve tarıma dayalı sanayiler açısından da bir çok avantaj saglamaktadır. Bu nedenle, Türkiye'de de tarımın sanayi ile entegrasyonuna dönük uygulamalar önem arz etmektedir. Bu uygulamaların basında, sözlesmeli tarım ve kooperatiflesme gelmektedir. Ancak, Türkiye'de tarımın sanayiye entegrasyonunda tarımsanayi politikaları ile ilgili genel nitelikli sorunlarla birlikte, alt sektörler itibariyle ve entegrasyon sekilleri açısından da bazı sorunlar ortaya çıkmaktadır. Bu çalısmada, tarım sanayi entegrasyonunun saglanmasında ortaya çıkan sorunlar ve bu sorunlara yönelik bazı çözüm önerileri degerlendirilmistir. Agriculture and industry have to integrate with each other and progress mutually, in order to help a country's economic development. In addition, the integration of agriculture to industry has a lot of advantages for the producers and manufacturers. For these reasons, the applications of integration of the agriculture and industry are also very important inTurkey. Contracted farming and cooperativization are the most common applications of the integration. However, there occur some problems both general ones about the agriculture and industry's integration in Turkey with respect to agriculture-industry policies, to sub sectors and to integration forms. Therefore in this paper, problems arised in enhancing agriculture and industry's integration and suggestions to solve them, are evaluated.

Birinci Bölüm'de kalkınmada öncelik sorunu ele alınmıştır. İkinci Bölüm de genel olarak Türkiye'nin sanayileşmesi, Cumhuriyetten günümüze kadar ki süreçte kalkınmada sanayileşme ilke ve prensipleri ortaya konulmuştur. Üçüncü Bölüm de sanayileşmenin göstergeleri, dış ticaret, istihdam ve GSYİH açısından açıklanmıştır. Dördüncü Bölüm de sanayileşme sürecinde Türk sanayinin karşıladığı sorunlar incelenmiştir. Sonuç bölümünde ise sanayileşmenin başlangıcından günümüze kadar ki süreç içinde ulaşılan düzeyi ortaya konulmaya çalışılırken, ülkemiz açısından sanayileşmenin önemi vurgulanmıştır.
