The United States Government Accountability Office (GAO) conducted a study on the Department of Defense's (DOD) financial management and the Marine Corps' transition to the Defense Agencies Initiative (DAI) platform. The GAO found that the DOD and Marine Corps did not fully implement leading practices in estimating cost and schedule, measuring progress, and developing performance metrics. The Marine Corps underestimated the complexity and time required for the transition and did not include all costs and effort in its estimates. The GAO made recommendations to improve cost, schedule, performance measures, data migration, and change management, and the DOD concurred with most of the recommendations. The Marine Corps has completed its transition to DAI and received a clean audit opinion for fiscal year 2023. However, there were areas where their efforts did not fully align with leading practices, such as comparing DAI output reports with legacy output reports and determining realistic data conversion goals. The lack of complete information and performance metrics poses risks to future transitions to DAI. Recommendations have been made to address these issues and improve the implementation of DAI.
