India’s water federalism is at a crossroads. It is a unique twotier system that has the constitutional and enabling provisions for water management and inter-state water dispute resolution as its base. These support the tribunal system that adjudicates inter-state river water disputes and administers water justice. More than six decades have elapsed since its establishment. At the same time, during this period, the per capita water availability has fallen drastically. India is now one of the world’s most water-stressed countries. Water disputes between States are becoming more animated and highly volatile. This article examines water federalism in India in terms of two questions: 1) Should water be transferred from the State List to the Concurrent List? 2) Should India persist with the tribunal system or replace it with the judicial process at the Supreme Court level? The first assumes importance as India persists with the river linking project. The second is relevant because the Inter-State River Water Disputes Act is almost 65 years old. In 2016, India’s Supreme Court re-wrote the law, and, more recently, the Union Government sought to revamp the Inter-State River Water Disputes Act through amendments. New England communities are facing substantial and increasing wastewater and stormwater infrastructure challenges because of age, population growth, funding constraints and severe weather. Integrated planning for and implementation of Illicit Discharge Detection and Elimination programs and Sewer System Evaluation Surveys can improve efficiency, maximize compliance and refine capital improvement programs to get the greatest benefit from limited funding. Greater participation of women in water management and decision-making is expected to improve outcomes for both women and the wider community. Global evidence indicates that women's participation in Water User Committees (WUCs) has been limited; yet their involvement in management has correlated with more effective water systems. This analysis of water inventory data from Vanuatu considers how women's participation in WUCs affects water management and system functionality. Women represent only 16 per cent of committee membership; however, their involvement in key WUC roles was associated with more effective water management, including regular meetings and revenue collection, and improved functioning of water systems. This evidence of women's involvement is proving useful in advocacy efforts to improve the gender balance in WUCs, and targets for female membership are being considered for inclusion in water supply legislation. The Water Framework Directive (WFD) is arguably the most ambitious piece of European Union (EU) legislation in the field of water. The directive defines a general framework for integrated river basin management in Europe with a view to achieving "good water status" by 2015. Institutional novelties include, among others, water management at hydrological scales, the involvement of nonstate actors in water planning, and various economic principles, as well as a common strategy to support EU member states during the implementation of the directive. More than 15 years after the adoption of the WFD, and with the passing of an important milestone, 2015, we believe it is time for an interim assessment. This article provides a systematic review of existing scholarship on WFD implementation. We identify well-documented areas of research, describe largely unchartered territories, and suggest avenues for future studies. Methodologically, we relied on a meta-analysis. Based on a codebook of more than 35 items, we analyzed 89 journal articles reporting on the implementation of the directive in EU member states. Our review is organized around three major themes. The first is "who, when, and where"; we explore publication patterns, thereby looking into authors, timelines, and target journals. The second is "what"; we analyze the object of study in our source articles with a particular focus on case study countries, policy levels, the temporal stage of WFD implementation, and if the directive was not studied in its entirety, the aspect of the WFD that received scholarly attention. Abstract: The impact of ambitious water sector reforms, that have been implemented in many countries, has not been uniform, especially in Africa. It has been argued that the disconnect between the formal statutory reality at national level and what is happening on the ground may have widened rather than shrunk. There is, therefore, a renewed interest in local water allocation arrangements and how they function. This study looks at water sharing practices and agreements among smallholder farmers in Makanya catchment (300km2), which is part of Pangani river basin (42,200km2) in northern Tanzania. Existing water sharing agreements have been studied in the Vudee sub-catchment (25km2), which has about 38 irrigation furrows of which 20 have micro-dams. Five micro-dams are located at the downstream side of the sub-catchment. At the outlet of the Makanya catchment, farmers practice spate irrigation, using the residual flows from the highlands to irrigate. Based on interviews with smallholder farmers and supported by hydrological data water sharing agreements were found to exist among irrigators using the same furrow, among furrows using the same river and at sub-catchment scale. Some agreements date back to the 1940s. They mostly specify water sharing on a rotational basis at all three scales. No water sharing agreements were found at catchment scale, such as between the water users in Vudee sub-catchment and Makanya village. The study concludes that, as a result of the increase in demand for a diminishing resource, tradeoffs between upstream and downstream water uses have emerged at an increasingly larger spatial scale. At the catchment scale, downstream water users have changed their practices to accommodate the changes in the flow. Currently these claims for water do not clash as upstream water users use the base flow (which does not reach downstream anymore) and downstream water users utilise the flood flows. The water sharing arrangements at sub-catchment scale are negotiated through the social networks of the smallholder farmers and are therefore build on the social ties between the communities. However, at catchment scale, the social ties appear relatively weak in addition to the hydrological disconnect; these links are possibly too weak to build new water sharing arrangements on. It may therefore be necessary to involve more formal levels of government, such as Pangani Basin Water Office, to facilitate the negotiation process and create awareness on the inter-linkages of various water uses at catchment scale. The South African constitution enshrines the right to water for the well-being of its people. Recent Intergovernmental Panel on Climate Change and governmental reports show that this will be endangered by climate change. Recent high-resolution hydro-climatic model outputs give cause for further concern. Additionally, the South African Government is under pressure to implement progressive new water regulations; shift its overall water management approach; deal with skills shortages at all institutional levels; and cope with immense disparities and, hence, vulnerabilities within society. South Africa therefore faces huge water challenges in the coming years. This article questions whether the country's regulatory frameworks and laws on water sufficiently support adaptation to climate change. Furthermore, questions are raised on incorporating climatic and other uncertainties into decision-making processes. It is concluded that South African water law and regulatory systems do offer sufficient flexibility and openness to cope with an adaptive and participatory management approach. This may lead to a progressive management era when current weaknesses and threats are addressed through self-reflection by all actors, as well as through building on cultural differences and incorporating the most recent research findings and other relevant information. Water management has increasingly become a hot button issue in the United States and worldwide. Access, use, and conservation issues continually emerge as societies grow and change. A key aspect of the debate revolves around what water "is." Naming water as a mineral, as a public good, or as a commodity fundamentally changes its nature, shifting access among citizens, governments, and private firms. This essay discusses some of the issues, problems, and opportunities that emerge from these naming choices, while providing an overview of current water management practices. [ABSTRACT FROM AUTHOR]

Mexico's water policy has been dramatically reformed over the last dozen years. Centerpieces of the reforms are new legal regimes, different roles for water authorities and a decentralized management of water resources. Water reform is based on a vision of water as an economic good, and its uses are driven by market dynamics. Rather than keeping its role as developer, the State is responsible for allocating and regulating water uses. This paper has a two-fold purpose. First, it aims at assessing the pros and cons of neoclassic economics, which has exerted a deep influence on the water reform. Second, it uses some indicators of performance (e.g. investments and fees) to evaluate some results of the water reform. It shows that water reform has been relatively successful in some economic respects (e.g. reduced governmental investments). Yet less attention has been paid to key issues such as access to the resource by different sectors (equity) and the environmental impacts of water systems. [ABSTRACT FROM AUTHOR]
