• The WEF nexus is clarified based on the material flow of inputs and outputs. • A generic integrated intensity index for the WEF material nexus is proposed. • The intensity of the WEF nexus and its key aspects in the ADR basin are measured. The input–output relationships among material, energy, and information within the water, energy, and food subsystems are intricately interwoven, constituting an integrated system vital for sustainable development. Various water-energy-food (WEF) nexus indicators have been applied to evaluate the system's internal relationships and state. Nevertheless, these methods fail to aggregate the internal relationships into an indicator. This study proposes a WEF nexus indicator that incorporates the interconsumption into the system using the material flow analysis. The interconsumption consists of energy consumption in the food and water subsystems, water consumption in the energy and food subsystems, and food consumption in the energy subsystem. Moreover, the major factors were identified by the sensitivity factor method. The three countries (Tajikistan, Uzbekistan and Turkmenistan) in the Amu Darya River (ADR) basin exhibit strong interactions in the WEF nexus system, are chosen as a case study. Our results show that in 1992–2018, Uzbekistan's food subsystem consumed the most energy among the three countries; the energy consumption within the water subsystem displays an upward trend across all three countries; the water consumption in the energy subsystem of Tajikistan and Uzbekistan is 2–4 times greater than that in Turkmenistan; and the water withdrawals for agriculture within the three countries have remained relatively stable. The composite index in three countries exhibits an upward trend, with the most pronounced increase occurring in Turkmenistan. Uzbekistan has the strongest WEF nexus relationship, with a WEF nexus index that was 2–3 times greater than that of Tajikistan and Turkmenistan. The most important subsystem of Tajikistan and Turkmenistan is the energy subsystem; however, water resources are the major factors in Uzbekistan. The introduced indicator enables a comparison of the WEF system between regions and temporal variations in a certain region. An accurate assessment of the harmonious relationship between human beings and water resources is central to conducting the comprehensive management of water resources. The human-water relationship in the "Belt and Road" region is complex, but there is a lack of systematic quantitative research. An inadequate understanding of the human-water relationship hinders decision-makers in recognizing water management priorities. To fill this gap, this paper first selects six criteria for human-water harmony from the perspectives of a humanistic system and a water system. Based on these criteria, representative indexes were selected, and the harmony degree equation was used to calculate the degree of human-water harmony in 43 countries along the "Belt and Road" in 2002, 2007, 2012 and 2017. The results revealed that human-water harmony mainly exhibited a high rate of change in developing countries, while harmony was relatively stable in developed countries and generally higher than that in developing countries. At the same time, countries in the "Belt and Road" region had different human-water relationship problems, and it was necessary to solve these problems according to their national conditions. This study can be used by countries to propel themselves out of their unique situation and understand the human-water relationship from an overall perspective by conducting a comparative analysis of different countries at the national scale. Balancing socioeconomic development with water resources among cities is critical for the sustainable development of urban agglomerations. Despite this urgent need to analyse balanced development, a recognized method to measure and improve the balanced degree in urban agglomerations impacted by water resource constraints is still lacking. This study proposes a framework to evaluate the balanced development degree and simulate the impacts of interactions and management policies of economy-society-water on balanced development in urban agglomerations. This paper establishes a balanced development degree index using the coupling coordinated degree (CCD) model; constructs a system dynamic (SD) model to simulate economy-society-water interactions; and designs future scenarios to evaluate the impacts of industry, population, water, and comprehensive regulation policies on balanced development. The integrated framework that couples the above three methods was validated in the Beijing-Tianjin-Hebei (BTH) region in China. The results showed that (a) industrial and population regulations slightly increase the level of balanced development by 0.0025 and 0.0024 in the BTH region but will increase water scarcity in Hebei; (b) improving water use efficiency is an effective way to relieve water stress; and (c) the balanced degree increases by 15% under comprehensive regulatory policies. Integrated water-economy-society management makes it possible to achieve co-development without increasing the water crisis in the BTH region. This study provides support for policy-makers and promotes sustainable development of the water-economy-society in urban agglomerations. Thoroughly understanding the security of water, energy and food (WEF) and the factors that influence them is essential for sustainable development management in any region. This study proposed a new analytical framework for WEF security evaluation in both individual sectors and the whole system, using the technique for order preference by similarity to an ideal solution (TOPSIS) and four dimensions of security indicators: availability, self-sufficiency, productivity and accessibility. The internal relationships among the three sectors and the main factors influencing WEF security were analysed by Spearman's rank correlation and radar graphs, respectively. The five countries in Central Asia (CA), which are experiencing WEF crises and facing great challenges in achieving their sustainable development goals (SDGs), were chosen as a case study in this paper. Our results showed that Kazakhstan attained the highest WEF security level, followed by Kyrgyzstan, Turkmenistan and Uzbekistan; Tajikistan exhibited the lowest security level from 2000 to 2014. Three types of internal relationships among the three sectors were identified: synergies, trade-offs and unclassified. The unclassified relationship type accounted for the largest share of 54% in CA, suggesting great potential for synergetic improvement among the three sectors. Approaches for improving the country WEF security based on our research are as follows: Kazakhstan should prioritize food allocation and supply, Kyrgyzstan and Tajikistan should increase energy and food production and raise the supply level and usage efficiency of water and food, Turkmenistan should increase the available water resources and food production and improve the supply level and usage efficiency of water and energy, and Uzbekistan should both increase the available amount and enhance the WEF management performance. Discrepancies between water demand and supply are intensifying and creating a need for sustainable water resource process management associated with rapid economic development, population growth, and urban expansion. In this study, a scenario-based interval fuzzy-credibility constrained programming (SIFCP) method is developed for planning a water resource management system (WRMS) that can handle uncertain information by using interval values, fuzzy sets, and scenario analysis. The SIFCP-WRMS model is then applied to plan the middle route of the South-to-North Water Diversion Project (SNWDP) in Henan Province, China. Solutions of different water distribution proportion scenarios and varied credibility levels are considered. Results reveal that different water-distribution proportion scenarios and uncertainties used in the SIFCP-WRMS model can lead to changed water allocations, sewage discharges, chemical oxygen demand (COD) emissions, and system benefits. Results also indicate that the variation of scenarios (i.e., from S2 to S3) can result in a change of 9% over the planning horizon for water allocation in the industrial sector.
