First-order, high level indicators of wildfire risk to water resources are paramount to understand growing wildfire-related water security challenges in Canada and Alaska. Information pertaining to forest cover, fire activity, water availability, and location of populated places was collected from multiple institutional sources. Manual and semi-automated processes were used to clean disparate source data and create four harmonized geospatial layers whose content was summarized for each of the 1468 existing sub-sub watersheds covering Alaska and Canada. The final dataset provides a master layer based on sub-sub-watershed boundaries that contains relevant information to create spatial indicators of wildfire risk to water security. These can be used to identify potentially at-risk regions in high-latitude watersheds of North America. The dataset can be further used within a larger, general risk assessment framework considering other environmental stressors to water security, including climate change and population growth. The dataset described herein was used to make a figure in the manuscript “Wildfire impacts on hydrologic ecosystem services in North American high-latitude forests: A scoping review” by Robinne et al. The paper focuses on analysis of Central Asian hydro-energetic system and water usage in Tian Shan region. Tian Shan system is important water resource in Central Asia: mountains river waters are intensely taken for hydropower energy, urban systems, irrigation. But geopolitics in Tian Shan is difficult: it crosses five densely populated countries. Current problem consists in water delivery between territories located in the highlands with excellent water supply and those located in valleys with water shortage. Tajikistan and Kyrgyzstan control river basins, and Kazakhstan and Uzbekistan depend on water supply. The problem of water use causes debates among these countries. Besides, climate warming affects glaciers and causes water deficit. Altogether, this leads to difficulties in hydro-energetics. A multidisciplinary analysis was performed in research: geopolitical problems of water supply in Tian Shan, spatial distribution of hydro-energetic resources and climate impact on hydro-energetics.

Convenient access to safe water is central to human health and development. Water-borne disease remains a major cause of mortality and morbidity in the world, much of which could be eliminated by a combination of better water, sanitation and hygiene (WaSH). The WHO estimates that around 502 000 deaths a year in low and middle income countries from diarrheal disease are attributable to unsafe water, and that over 1 000 children under 5 die each day from diarrheal disease caused by inadequate WASH. UNWomen estimates that in Sub-Saharan Africa alone, women and girls spend 40 billion hours a year collecting water, the time valued at around $20 billion a year. Sustainable development goal no. 6 ‘ensure availability and sustainable management of water and sanitation for all’ creates a framework for tackling the challenge of mobilizing the large investments required and making WaSH available at affordable prices. The purpose of the study on which this report is based is to analyze, capture and synthesize lessons learned from closed GPOBA water projects in order to evaluate the impact of the subsidy schemes and inform the scale-up and replication of OBA approaches. These lessons offer insight to successes and failures of project design and implementation as well as solutions to more complex projects and/or less tested environments.

This synthesis report documents the implementation process, results and lessons learned under a three-year Technical Assistance (TA) program undertaken by the Water and Sanitation Program of the World Bank’s Water Global Practice (WSP) in Cambodia between May 2013 and June 2016. It also presents recommendations for the government on key steps to accelerate service delivery at scale for Rural Water Supply, Sanitation and Hygiene (RWSSH) and for the World Bank to strategically engage in the sector. For comprehensiveness, annexes are attached that include key supporting documentation, and resources and deliverables developed under this TA are also provided in the resource pack (the resource pack is linked to Box folder which is available upon request).

Urban sanitation remains a significant challenge for most low- and middle-income countries. While sanitation coverage has been increasing across both the 48 least developed countries (LDCs) and developing regions as a whole, progress has been relatively slow. In many cities, even where improved on-site facilities are used to contain excreta, the level of quality and access to services for the emptying, conveyance, treatment, and disposal of the resulting fecal sludge is usually limited. These services are collectively called fecal sludge management (FSM) services. FSM services are the focus of this study, within the broader context of urban sanitation and integrated urban water management (IUWM). This document provides a summary of the diagnostic tools developed for assessing FSM services and is based on field work carried out in the five cities of Balikpapan in Indonesia, Dhaka in Bangladesh, Hawassa in Ethiopia, Lima in Peru, and Santa Cruz in Bolivia. It summarizes the tools themselves, lessons learnt about their use, and general policy recommendations.

Cryptosporidiosis is one of the most frequent causes of diarrhea in Haiti. Transmission in children less than five years-old, HIV-infected individuals, and people living in low socio-economic conditions is frequently due to consumption of water or food contaminated by Cryptosporidium oocysts. This study examined the circulation of Cryptosporidium oocysts in surface waters and in public water supplies in the district of Port-au-Prince. Data were gathered from December 2000 to June 2002 in 37 sites. In the district of Port-au-Prince, 24/37 samples of water collected (65%) were contaminated by Cryptosporidium oocysts and 10/11 (91%) of those collected in reservoirs used by people living in peripheral areas. The rate of contamination was 7/13 (54%) in water from public standpipes provided by the public company of water distribution. All surface water (4/4) collected was highly contaminated.

The work presented herein investigates the effects of intermittent water supply (IWS) on the condition and breakage rate of urban water distribution piping networks (WDN), by studying the change in the rate of occurrence of failures before, during and after IWS periods, using statistical and survival analyses. The analyses, based on a seven-year dataset (2003-2010) from a major urban center of about 300,000 residents, take into account information related with breakage incidents and with operating system parameters, as well as external factors and vulnerability assessments of the network's key components. The results show an increase in the number of waterloss incidents during and immediately after the periods during which IWS practices were implemented, and they reinforce the belief that IWS practices negatively affect the vulnerability of WDNs. 30 13 4731 4750

The paper presents a mathematical model that simulates the behavior of the urban water distribution networks (UWDN) during a period of intermittent water supply (IWS) and investigates the effects of such policies on the system's condition and mortality rate by studying the change in the rate of occurrence of failures, using statistical and survival analysis. The analysis, based on a dataset from a local Water Board, takes into account information related with the breakage incidents as well as external factors and vulnerability assessment. The results show an increase in the number of water-leak incidents and a deterioration of the network condition not related to aging, which in turn demonstrates that IWS does affect negatively the vulnerability of UWDNs. 1 6

Provision of safe drinking water is a basic necessity and has been a major topic for key political discourses in the country over the last decade. The Government of India has been focusing on safe drinking water since 1972-73 when it introduced the Accelerated Rural Water Supply Program (ARWSP) to assist States and Union Territories to accelerate the coverage of drinking water in the country. Despite increased outlays since then, access to safe drinking water in India remains a challenge. Apart from access, water quality and sustainability of resources (water points and infrastructure developed) are issues of major concern. The National Rural Drinking Water Program (NRDWP), which is supplementing the efforts of the State Governments by providing technical and financial assistance, is looking at rural drinking water from a holistic viewpoint. The Ministry has shifted its focus from hand pumps to piped water supply systems with the aim of providing monitored clean water and is focusing on those States which have low levels of piped water supply. The Water and Sanitation Program has compiled an excellent collection of success stories and best practices from the States of Kerala, Karnataka, Maharashtra, Gujarat, Jharkhand, Punjab and Uttarakhand which address these key constraints. Some of these success stories, such as the Asoga village intervention in Karnataka which showcases a unique demand driven approach to facilitate participatory decision making leading to community ownership, the Bidholi piped water supply scheme in Uttarakhand which manages and recovers 100 per cent operation and maintenance costs from the community, the Shikayat Nivaran Kendra experiment in Punjab which uses information technology for online web enabled centralised complaint redressal and the Water and Sanitation Management Organisation experiment in Gujarat where the registered body acts as a facilitator in developing water and sanitation facilities owned and managed by communities, are all outstanding examples of how to address various challenges and shortcomings the program is facing.

Reliable evidence on the quality of current WSS service conditions is scarce and consumer experience and views and voices are not systematically collected and used for policy development. International experience suggests that poor drinking water and sanitation services can cause households to incur high costs for dealing with this situation. However, in Uzbekistan and other Central Asian countries, there is a lack of data on service quality and on such coping costs. Together with limited feedback from consumers to those that design WSS policies and programs this makes it difficult to design effective reform measures and assess their ex-ante impact on households, in particular for those at the bottom of the income distribution. This study assesses consumer experiences with current WSS services across a range of selected sites in Uzbekistan and determines consumer readiness for reform. First of all, the study analyses how surveyed consumers currently meet their drinking water and sanitation needs and what proportion of their household budget is spent on meeting their WSS needs. Second it assesses the interaction between consumers and service providers. Third it examines stakeholder views and positions on service modernization needs and assesses consumer willingness to pay for quality networked WSS services. Comparisons are made across consumers in a selection of cities, small towns and rural areas, between consumers that are connected to a networked service and those that are not, and between households in the bottom 40 percent and top 60 percent of the income distribution (as estimated through a wealth index).

Urbanization is occurring rapidly in Melanesia at 3-4 percent per annum. Due to unaffordable land and housing in formal urban areas, new migrants settle on marginal land without formal legal titles (‘informal settlements’). These settlements are growing and new settlements are emerging within and on the outskirts of towns and cities across Melanesia, at a rate that outpaces efforts to serve them. Settlements in the Melanesian capitals of Suva, Port Vila, Honiara, and Port Moresby comprise 20 percent-45 percent of the city population and at current urbanization rates will be between 30 percent and 65 percent by 2023. Information about informal settlements is scarce. This report provides a rapid review of water and sanitation services in the informal settlements in and around the capital cities of Solomon Islands, Fiji, Vanuatu, and Papua New Guinea.

How can water resource agencies make smart investments to ensure long-term water reliability when the future is fraught with deep climate and economic uncertainty? This study helped SEDAPAL, the water utility serving Lima, Peru, answer this question by drawing on state of the art methods for decision making under deep uncertainty. These methods provide techniques for evaluating the performance of a water system over a wide range of plausible futures and then developing strategies that are robust across these futures. Rather than weighting futures probabilistically to define an optimal strategy, these methodologies identify the vulnerabilities of a system and then evaluate the key trade-offs among different adaptive strategies. Through extensive iteration and collaboration with SEDAPAL, the study used these methods to define an investment strategy that is robust, ensuring water reliability across as wide a range of future conditions as possible while also being economically efficient. First,on completion, the study helped SEDAPAL realize that not all projects included in the Master Plan were necessary to achieve water reliability, and the utility could save 25 percent (more than $600 million) in investment costs. Second, the study helped focus future efforts on demand-side management, pricing, and soft infrastructure, a refocusing that is difficult to achieve in traditional utility companies. Third, the study helped SEDAPAL gain the support of regulatory and budget agencies through the careful analysis of alternatives. Fourth, the study allowed the utility to postpone lower priority investments, and to analyze future options based on climate and demand information that simply is not available now.

This note explores the Bangladesh experience in implementing the widespread use of a private operator model for building and operating rural piped water schemes. Since the early 1990s, the World Bank has, through a series of development projects, designed, piloted, and attempted to scale up use of the model as a mechanisms to address the very real issues of arsenic contamination and delivery at scale. The latest of these projects is still in implementation. The experience with these projects to date has been disappointing, and while a limited number of schemes are still in operation, the model has not been replicated in a large number of communities as intended and has not proved to be particularly sustainable. Over this same period, the government and other development partners also have been using alternative methods to deliver the same kinds of services in rural areas. Some of these efforts seem to have been modestly successful. However, much of the evidence about the performance of these other models is anecdotal and there has been little rigorous analysis to compare the performance of these different models with the private sponsor approach. This paper attempts to do this on the basis of a desk review of existing World Bank literature, including project documents and research reports, coupled with interviews with key stakeholders and World Bank staff. The first section of the paper provides an overview of the rationale and key issues associated with efforts to scale up a private operator model in Bangladesh. The second section reviews government efforts and those of its other development partners, to use a more traditional mode of service provision, involving community management. The third, fourth, and fifth sections review efforts by the government and the World Bank to design, test, and scale up a private operator model for service provision. A sixth section reviews some of the international research that provides insights into the use of such models in other countries and sectors. The paper ends with tentative conclusions about the experience in Bangladesh, lessons learned, and several options for further analysis.

This study draws upon state-of-the-art methods for decision making under deep uncertainty (DMU) to give SEDAPAL and decision makers in Lima answers to pressing questions. It draws upon several methodologies including Robust Decision Making, Decision Scaling, and Adaptive Pathways, to prioritize the investments in SEDAPAL’s Master Plan. Together these methods help define an investment strategy that is robust, ensuring water reliability across as wide a range of future conditions as possible while also being economically efficient.

This paper is organized into three main sections. Section one presents the background, objectives, scope, and limitations of the study. It also provides a general definition of OM and presents prototypical OM arrangements for rural CDD and community-based subprojects. Section two presents the detailed case studies for the seven selected projects. Section three summarizes the conclusions from the review and recommends steps for moving ahead. Five annexes provide extra background information, including the complete list of projects from which the seven main case studies were selected, as well as: examples of maintenance requirements for rural infrastructure; considerations for task teams planning for OM design and implementation; sample OM measures and timelines; and links to OM materials.

This paper's objective is to strengthen the capacity of various institutions in the Ministry of Water Resources, River Development & Ganga Rejuvenation for sustainable water resources management, and to develop training tools for innovative techniques for further dissemination to state agencies and other stakeholders.

The purpose of this economic and sector work (ESW) is to support the Republic Forum for potable water and sanitation (FOCARD-APS) member countries in improving the resilience of water supply and sanitation (WSS) services. This report summarizes the findings from seven country-specific assessments carried out in 2013 and 2014 that characterize the national disaster risk management (DRM) and climate change adaptation (CCA) frameworks and efforts designed to reduce the vulnerability of WSS services to disasters and climate change. This activity also supports the World Bank strategy for enhancing DRM in Central America. This analytical effort is the result of a comprehensive participatory process that contributed to building the analytical capacities of the institutions that conform the FOCARD-APS’s regional thematic group (RTG) for DRM. It involved thorough document reviews and two rounds of country visits for data collection, as well as consultation with national and regional experts. The findings of all assessments were validated through national and regional workshops by the RTG-DRM. Regional learning exchanges and study visits were organized as part of this activity to provide policy makers with concrete examples of approaches and potential measures for addressing disaster risk challenges from a WSS service provision perspective and through a broader political and sectoral scope covering policy development, financing, capacity building, and institutional reform.

This paper presents the design a set of three simple and replicable behavioral interventions, which use stickers that can be added to water bills at low cost, and test their impact on water consumption in Belen, Costa Rica, using a randomized control trial. Two of the three interventions were found to decrease water consumption significantly in the months following the intervention. A descriptive social norm intervention using neighborhood comparisons reduces consumption by between 3.7 and 5.6 percent relative to a control group, while a plan-making intervention reduces consumption by between 3.4 and 5.5 percent. While the two interventions have similar results, they are effective on different subpopulations, with the plan-making intervention being most effective for low-consumption households, while the neighborhood comparison intervention is most effective for high-consumption households. The results demonstrate that behavioral interventions, which have hitherto utilized sophisticated software to deliver customized messages, can be effectively implemented by local governments in developing countries, where technology and resource constraints render the sorts of customized messaging that has typically been used to deliver them in developed countries unfeasible. The results further confirm that raising awareness about how much water an individual consumes, and comparing this consumption level with peers, can go a long way in helping change individuals’ behavior regarding the use of a finite resource such as water.

This synthesis report details the process, outputs and intermediate outcomes of the above technical assistance (TA) which was aimed at service delivery improvement in urban water and sanitation, especially to the urban poor, by: (i) supporting the government in establishing efficient, autonomous and responsive utility in Peshawar; (ii) facilitating the provincial/regional governments in formulation of water sector policies; (iii) designing demand based ‘Pakistan water sector technical advisory program’ for clients; and (iv) strengthening and aligning the urban (water) reform agenda in three provincial urban units through national urban forum.

This synthesis report details the process, outputs and intermediate outcomes of the World Bank’s Water and Sanitation Program (WSP) Technical Assistance (TA) to Support Government of India for implementation of the National Urban Sanitation Policy (P131963). The objective of this TA was to (i) strengthen urban sanitation services and target the urban poor by development of strategies for regulation, funds allocation, improved accountability mechanisms and implementation of inclusive sanitation policies at national level and in at least five states, with two of these low-income states (LIS). This was to be supplemented with (ii) enabling design and use of improved performance monitoring systems by Government of India, 3 states and 300 urban local bodies by 2015, and (iii) strengthen capacity of local urban government institutions to provide improved – inclusive and sustainable – sanitation services for all. This TA provides the building blocks for sustainable sanitation improvements which are being adopted and implemented as part of another TA (P131967) in Madhya Pradesh and Tripura to pilot and operationalize City Sanitation Plans (CSPs) towards outcome oriented sector improvements. The areas addressed in this TA include the following specific goals of the NUSP: open defecation free cities, and integrated city-wide sanitation. The TA provided assistance to central government and the states in putting in place various elements identified as necessary for sector improvement, including planning, provisioning and monitoring processes. The TA also identified the need for the cities to see opportunities for financial recovery of investments through reuse and recycle strategies, to strengthen the incentive for investment in sanitation improvements.

This synthesis report details the process, outputs and intermediate outcomes Technical Assistance (TA) ‘supporting impact evaluation studies in water supply and sanitation in India (P144956)’ implemented by the World Bank’s Water and Sanitation Program (WSP). The TA supported the design and implementation of impact evaluations in water and sanitation projects in India and also facilitated data driven analytical work and capacity building. Specific contributions of the TA are the following: enabling monitoring and evaluation, enabling policy, and enabling institutions. In the context of the significant challenges India is facing in water and sanitation access and the extreme complexity of the institutional systems for the provision of water supply and sanitation, the access to flexible yet practical analytical assistance at the point of need is highly valued by government counterparts. This TA on supporting water supply and sanitation has identified the need for a larger regional or global activity that can carry forward impact evaluations in the sector and produce global knowledge that will serve as a public good for the client countries. The TA also underscored the importance of upstream analytical work and replication of results in different contexts as well as the need to develop customizable tools and instruments for faster implementation of data collection efforts. Above all, the TA emphasized the need to invest in expanding local capacity in designing and implementing rigorous impact evaluations so that more evidence could emerge in the coming years for better policy formulation in the water and sanitation sector.

This toolkit for the preparation of a drinking water security plan provides a model for taking a Gram Panchayat and Support Organization through an action planning process. The toolkit includes a basic action planning format. It is a step-by-step process, covering practical guidelines and a water security plan template. The practical guidelines are designed to standardize and streamline water security planning for all the pilot blocks. The toolkit focusses on the planning and community mobilization as well as the institutional and financial aspects of implementing a drinking water security program in pilot blocks.

The severe conditions in Zimbabwe, which reached a nadir in 2008 and 2009, led to a collapse of basic systems including the reliability and safety of water supply and sanitation services, leading to an outbreak of cholera with more than 4,000 deaths and over 90,000 people infected. The World Bank provided Technical Assistance (TA) to the City of Harare to improve water and sanitation services in the period October 2012 to June 2014 to the value of approximately 600,000 US dollars. This Summary Note summarizes the key elements of the work undertaken and makes a set of recommendations to the City of Harare, the adjacent local authorities of Chitungwiza, Epworth, Norton and Ruwa, and Government of Zimbabwe to inform a strategic plan to improve water and Sanitation services in the greater Harare area. This Summary Note also sets out the context at the commencement of the TA, summarizes the work undertaken in the TA and the outcomes from this work, and makes recommendations for the way forward.

This policy paper records the outcome of a strategic analysis of investment requirements in the water sector in Zimbabwe as of December 2013. The work, entitled Zimbabwe water sector investment analysis, was undertaken in close collaboration with senior officials in Zimbabwe as an exercise in determining where World Bank investments may be most effective in the future, and to assist the government of Zimbabwe to develop its own investment strategies. The analysis was framed around two key questions: (1) what immediate investments are required to ensure that water in sufficient quantity and at adequate quality will be available to underpin recovery? This is in order to ensure that water availability would not constitute a constraint to future growth and development; and (2) where in the water sector should the next dollar be best spent? This paper summarizes the context of the water sector in Zimbabwe at the time of the study and reflects the key elements of policy advice derived from the analysis. It is important to record and recognize the key elements of policy advice provided by the World Bank through the water sector investment analysis.

This study explores the potential of prepaid meters for serving urban poor communities. It provides urban utilities, oversight agencies, and other stakeholders in Africa with a basis for decision-making on the suitability, introduction, and management of such meters. The need for the assessment emerged from prepaid meters increasingly being utilized by water and sanitation utilities in developing countries, including World Bank clients. The technologies adopted have expanded over this period, but there has been a lack of consolidated data and analysis that capture the service delivery, operational efficiency, and access to services aspects of such systems across utilities and regions systematically. The review initially aimed to research experiences in six African countries from the perspective of their communities, as well as from water sector bodies, governments, and other investors. The number of case studies was increased to eight with the addition of Windhoek in Namibia and Nakuru in Kenya, as it became apparent that they may offer additional lessons. Windhoek, for example, is one of the prepaid water pioneers in Africa. The study specifically canvased the perspectives of customers, including market research and opinion surveys on people s experience and views of prepaid water in practice. Women and children were well represented in many of these groups. The analysis aimed to be robustly investigative, deliberately not advocating for prepaid systems in principle, or making firm recommendations, but rather offering balanced analysis and assessment, and considerations to inform policymakers and sector leaders, as well as other stakeholders who may face decisions or challenges on such systems. One of the key conceptual bases that the analysis identified was the need to differentiate between prepaid applications of prepaid system for standpipes, individual connections, and institutional and commercial customers each of which have different implications for their users, as well as for cost effectiveness. Utilities must be able to justify the investment in a prepayment system and its opportunity costs specific to the application they choose, and relative to alternative means of improving services.

We present a framework for the seismic risk assessment of water supply networks, operating in either normal or abnormal conditions. We propose a methodology for assessing the reliability of water pipe networks combining data of past non-seismic damage and the vulnerability of the network components against seismic loading. Historical data are obtained using records of damages that occur on a daily basis throughout the network and are processed to produce'survival curves', depicting their estimated survival rate over time. The fragility of the network components is assessed using the approach suggested in the American Lifelines Alliance guidelines. The network reliability is assessed using graph theory, whereas the system network reliability is calculated using Monte Carlo simulation. The methodology proposed is demonstrated both on a simple, small-scale, network and also on a real-scale district metered area from the water network of the city of Limassol, Cyprus. The proposed approach allows the estimation of the probability that the network fails to provide the desired level of service and allows the prioritization of retrofit interventions and of capacity-upgrade actions pertaining to existing water pipe networks. Many empirical studies have demonstrated the close relationship between a country’s economic development and its stock of infrastructure. Decades of deferred maintenance and lack of long-term financing have taken a heavy toll on Zimbabwe’s infrastructure that at one time was ranked at the top in Africa. Only the information and communications technologies (ICT) sector has been performing relatively well but its high tariffs add to the cost of doing business in Zimbabwe. The strategy in the infrastructure sectors is to encourage public private partnerships (PPPs) for the financing and execution of the different sub-projects. This strategy has been emerging in the electric power, road transport, and ICT sectors and is now being extended to water supply and sanitation. This review builds on the findings from an October-November 2013 mission that, upon the request of the Ministry of Finance, assessed the ministerial submissions for the 2014 public sector investment program (PSIP). The review concludes that the perception of the predictable policies is key for attracting responsible private partners for sustainable PPPs. The review recommends less risky options such as: (i) outsourcing operations of existing plants; (ii) lease contracts of existing plants; and (iii) sales of existing thermal plants. The review notes that the analytical multi donor trust fund (AMDTF) is programmed to close on June 30, 2014. It is of the essence to explore the possibilities to locate concessionary funding for a successor to the AMDTF given the high priority of additional studies in the power, water, and ICT sectors to prepare for the reforms suggested.

It is often argued that the true benefits of water resource development in international river basins are undermined by a lack of consideration of interdependence in water resource planning. Yet it has not been adequately recognized in the water resources planning literature that overestimation of interdependence may also contribute to lack of progress in cooperation in many systems. This paper examines the nature and degree of economic interdependence in new and existing water storage projects in the Ganges River basin based on analysis conducted using the Ganges Economic Optimization Model. We find that constructing large dams on the upstream tributaries of the Ganges would have much more limited effects on controlling downstream floods than is thought and that the benefits of low-flow augmentation delivered by storage infrastructures are currently low. A better understanding of actual and prospective effects of interdependence not only changes the calculus of the benefits and costs of different scenarios of infrastructure development, but might also allow riparian countries to move closer to benefit sharing positions that are mutually acceptable.

International audience; As part of a regional screening to evaluate the risk, for the health of populations, to certain classes of emerging substances, several families of pharmaceuticals and hormones were looked for in waters intended to drinking. Thus, 52 substances were investigated in 71 surface waters and 70 groundwaters. Results indicate that no water was free of pollutants, regardless of its origin (surface or groundwater) and the season of collect. The pharmaceuticals most frequently detected and with the highest concentration levels were salicylic acid, carbamazepine and acetaminophen. Among hormones, testosterone, androstenedione and progesterone were detected in almost all the samples. Globally the groundwaters were less contaminated than surface waters in regards pharmaceuticals frequencies and levels. On the other side, androgens and progestagens were present with comparable frequencies and levels in both compartments. The risk linked to the presence of these substances on human health is discussed.

Sanitation services are beneficial for communities at large. They generate strong positive health and environmental benefits to society ('externalities'). Public financing is an important way to stimulate the provision of these services, but there are serious issues with the way public subsidies for sanitation have been delivered up to now. Recent estimates show that the sanitation millennium development goals (MDGs) will simply not be met in a number of countries if 'business-as-usual' continues. The study looks at how such Output-Based Aid (OBA) schemes might be designed by analyzing the sanitation value-chain, and what institutional, financing and risk mitigation measures would be required for each type of OBA scheme. Questions discussed include 'what' outputs should be subsidized and 'who' are the most likely candidates to provide output-based sanitation services.

Backed by sound economic policies and until the global crisis, a buoyant global economy, many developing countries made significant movement toward achieving the 2015millennium Development Goals (MDGs), particularly those for poverty reduction, gender parity in education, and reliable access to safe water. But even before the global economic crisis, progress in achieving some MDGs, especially those on child and maternal mortality, primary school completion, hunger, and sanitation, was lagging. The global food, fuel and economic crises have set back progress to the MDGs. An estimated 64 million more people are living on less than $1.25/day than there would have been without the crisis. The challenges ahead are achieving the MDGs requires a vibrant global economy, powered by strong, sustainable, multi-polar growth, underpinned by sound policies and reform at the country level; improving access for the poor to health, education, affordable food, trade, finance, and basic infrastructure is key to accelerating progress to the MDGs; developing countries need to continue to strengthen resilience to global volatility in order to protect gains and sustain progress toward the MDGs; the international community must renew its commitment to reach the 'bottom billion', particularly those in fragile and conflict-affected countries; and global support for a comprehensive development agenda including through the G20 process is critical. In the wake of recent global crises, and with the 2015 deadline approaching, business as usual is not enough to meet the MDGs.

The involvement of the rural private sector in water supply in Cambodia is unique to the country. The presence of this private sector allows other entities to respond to new demands from people living in the larger villages for household water supply, which the State is not yet able to address. These entrepreneurs operate on a merchant basis, lacking an institutional structure which is still being created. Their business is most often based on pushcart delivering water barrels at the house of villagers or more recently on small piped networks usually distributing raw surface water. Service is rough; the water quality is uncertain, but the users are satisfied with this service, because for them, it constitutes another alternative to the already considerable choice of water supplies available-ponds, wells, boreholes, and rivers. Their demands focus more on a practical objective (a supply in the household) than on a sanitary one, even if surveys show that villagers have a good understanding of health risks associated with water. Through the implementation of 14 small scale water supply systems, the goal was to enhance a qualitative improvement of the water service in some Cambodian small towns through the transformation of rough and informal merchant services to a basic water service supplying drinking water to an extended population under a formal institutional arrangement. The MIREP (Mini Reseaux d'Eau Potable - Small Scale Piped Water Supply System) program, launched in 2001 to transform these very basic initiatives into basic services, began as a pilot project supporting one entrepreneur in the implementation of a small piped water system. In order to move forward, the MIREP program made a choice, in particular linked to its proximity to the Ministry of rural development, to assist the nascent involvement of communes in decentralization, to strengthen provincial power through the process of decentralization, and to respect the cultural heritage of those who devised and financed the project.

The aim of this paper is to provide a strategic overview of a decade of experience in supporting public administrations in their efforts to confront excessive groundwater resource exploitation for agricultural irrigation. Special emphasis is put on a series of on-the-ground pilot projects mainly in South and East Asia and Latin America, which are profiled through a series of boxes introduced in the paper. In these pilots' appropriate packages of technical, economic, institutional and social measures, in the main selected through use of a 'pragmatic framework' for groundwater resource management, have been introduced with agreement of stakeholders in an attempt to promote more sustainable groundwater use in agricultural irrigation. They have achieved varying degrees of success but do provide hope and orientation for the future in this important aspect of water resource management.
