The article focuses on the implication of the U.S. President George W. Bush administration's decision to shift the focus of its global war on terror from Iraq to Afghanistan. It points out that it tends to regionalized the conflict beyond these countries and Iran, including Pakistan and India. It notes that Westerners were inclined to believe that the increasing problem definition gives opportunities that might not be evident in encounters where the reference terms suggest a zero-sum outcome.
