The article presents various experts views on issues related to the implementation of integrated water resources management (IWRM) at the river-basin level. Simon Thuo of the Global Water Partnership in Eastern Africa contends that the river basin approach is logical but ignoring the political and administrative boundaries is critical. Iñaki Urrutia Garayo stresses the inclusion of quantification of available resources and establish the guidelines to achieve a fair use of the resources. Santosh Nepal asserts that IWRM implementation was considered a complex process that requires cooperation and support from all levels, wherein the elements for its success are regulatory framework and participatory framework at the river-basin scale.
