Prepared as a resource for Alaskan educators, this book is designed for any grade level or learning setting. It provides the basis for teachers to develop their own appropriate units. Sections encompass: (1) an introduction to the interdisciplinary framework of this source book; (2) a background about the Eskimos of the world, the cultural divisions of Alaska, and the distinction between Eskimos and Aleuts; (3) a presentation of the natural environment of the Northern Eskimos of Alaska; (4) a description of Northern Eskimo culture emphasizing the history, the cultural and sub-cultural divisions, and the diversities within the total culture; (5) a presentation of the Eskimo life style in the Bering Sea area; (6) the details of the shared culture of Northern Alaskan Eskimos emphasizing sub-cultural differences between the people of the Bering Sea and St. Lawrence Island areas; (7) a presentation of the distinct and unique qualities of sub-cultural adaptations made by the St. Lawrence Island Eskimos; (8) a presentation of the conditions and events of Northern Alaska Eskimos from 1890 to the present; (9) a condensation of the book "People of Kauwerak"; and (10) an annotated time line regarding Alaskan Eskimos. A proposal for a continuing education center for Alaska points out that there is a need for expanded adult educational opportunities on several levels. A more extensive program of adult basic education is necessary particularly to help prepare the native segment of the population for employment. The expected growth of the petroleum industry will bring a need for training in new skills. The growing population will have expanded educational needs. Interest in the state and its development, and in Arctic research, indicates that it would be most useful to have a site which could be used as a residential continuing education and conference center. It is suggested that such a center be established, to be affiliated with the University of Alaska. (MF)

Alaska is in the paradoxical position of having more jobs available than people, and at the same time maintaining one of the highest unemployment rates in the nation. This report discusses the nature and skills of the unemployed and underemployed, and presents tables of demographic information. While a fair percentage of Alaskan native youth receive some vocational training, the utilization of this training is uncertain. It is believed that young adults (16-30 years of age) comprise the largest percentage of the native population that moves between the villages and the larger communities in a vague search for cash employment. With little awareness of the employment actually available and scant experience with established procedures for finding a job, many of these young people may remain outside the work-force. No accurate estimate is available of the number of rural women who should be included in potential work-force estimates. (MF)

This article, in two parts, presents information as a foundation for an integrated approach to utilization and employment of Alaskan manpower in the construction and maintenance of the trans-Alaska pipeline, and the continuing exploration and development of the petroleum fields. The four primary manpower sources for petroleum related employment in Alaska are competitive recruitment within the existing employed workforce; development and utilization of the unemployed and underemployed; development of un-utilized and under-utilized potential among youth entering wage earning ages and the jobless; and worker recruitment from outside the state. The availability of unemployed and underemployed manpower and the training problems which their use would present are discussed. Estimates of size of various projects, lists of personnel requirements by occupation, and a bibliography are included. (MF)

To make policy makers and others more aware of possibilities for utilizing Alaskan manpower, information has been gathered on the manpower demand to construct the proposed 800 mile Alaska oil pipeline and its supporting system. The recruitment and training of chronically unemployed or underemployed workers (largely Eskimos and Indians) is being stressed. An eight week training program is planned in which a section of 48" pipeline is built and then dismantled under circumstances identical to the actual job. Objectives of the program are to train, under a cooperative and consolidated arrangement, workers acceptable to industry requirements in time to establish a firm hold on local hiring preferences; and to provide guidelines for future major programs and industry related vocational training. The purpose of this study was to determine if Alaskan Native students approach the classroom with a pattern of learning processes different from that of students from the dominant urban Caucasian culture. Population samples were extracted on the basis of 1,736 tests administered to individuals, aged 8 through 47 years, residing in Alaska. Specific data treated in the study were from students (aged 9-16 years) in 8 schools representing 4 ethnic groups: Caucasian, Negro, Eskimo (Inupik), and Indian (Athabascan). Two hypotheses were tested: (1) that Alaskan Natives (Eskimos, Aleuts, and Indians) possess greater ability than the dominant Caucasian culture to perform tasks associated with perception and visual memory and this greater skill can be measured and interpreted for application to enhance formal learning of students and (2) that the "Squiggle Test" can be administered successfully in the group or classroom setting for the purpose of rapidly identifying individuals with subtle impairments to learning which may otherwise remain undetected and untreated. Support was obtained for both hypotheses tested. Included in the document are conclusions, recommendations for further research, a copy of the Squiggle Test, and statistical tables. (EJ)

The plight of the Alaskan native is forcefully described here. Employers recruit outside the state, while native residents, able and willing to work, cannot find jobs. Meanwhile Artic oil discoveries threaten to compound the dilemma. (Editor)
