On the Arctic Coastal Plain (ACP) in northern Alaska (USA), permafrost and abundant surface‐water storage define watershed hydrological processes. In the last decades, the ACP landscape experienced extreme climate events and increased lake water withdrawal (LWW) for infrastructure construction, primarily ice roads and industrial operations. However, their potential (combined) effects on streamflow are relatively underexplored. Here, we applied the process‐based, spatially distributed hydrological and thermal Water Balance Simulation Model (10 m spatial resolution) to the 30 km2 Crea Creek watershed located on the ACP. The impacts of documented seasonal climate extremes and LWW were evaluated on seasonal runoff (May–August), including minimum 7‐day mean flow (MQ7), the recovery time of MQ7 to pre‐perturbation conditions, and the duration of streamflow conditions that prevents fish passage. Low‐rainfall scenarios (21% of normal, one to three summers in a row) caused a larger reduction in MQ7 (−56% to −69%) than LWW alone (−44% to −58%). Decadal‐long consecutive LWW under average climate conditions resulted in a new equilibrium in low flow and seasonal runoff after 3 years that included a disconnected stream network, a reduced watershed contributing area (54% of total watershed area), and limited fish passage of 20 days (vs. 6 days under control conditions) throughout summer. Our results highlight that, even under current average climatic conditions, LWW is not offset by same‐year snowmelt as currently assumed in land management regulations. Effective land management would therefore benefit from considering the combined impact of climate change and industrial LWWs. Infrastructure built on perennially frozen ice-rich ground relies heavily on thermally stable subsurface conditions. Climate-warming-induced deepening of ground thaw puts such infrastructure at risk of failure. For better assessing the risk of large-scale future damage to Arctic infrastructure, improved strategies for model-based approaches are urgently needed. We used the laterally coupled 1D heat conduction model CryoGrid3 to simulate permafrost degradation affected by linear infrastructure. We present a case study of a gravel road built on continuous permafrost (Dalton highway, Alaska) and forced our model under historical and strong future warming conditions (following the RCP8.5 scenario). As expected, the presence of a gravel road in the model leads to higher net heat flux entering the ground compared to a reference run without infrastructure and thus a higher rate of thaw. Further, our results suggest that road failure is likely a consequence of lateral destabilisation due to talik formation in the ground beside the road rather than a direct consequence of a top-down thawing and deepening of the active layer below the road centre. In line with previous studies, we identify enhanced snow accumulation and ponding (both a consequence of infrastructure presence) as key factors for increased soil temperatures and road degradation. Using differing horizontal model resolutions we show that it is possible to capture these key factors and their impact on thawing dynamics with a low number of lateral model units, underlining the potential of our model approach for use in pan-Arctic risk assessments. Our results suggest a general two-phase behaviour of permafrost degradation: an initial phase of slow and gradual thaw, followed by a strong increase in thawing rates after the exceedance of a critical ground warming. The timing of this transition and the magnitude of thaw rate acceleration differ strongly between undisturbed tundra and infrastructure-affected permafrost ground. Our model results suggest that current model-based approaches which do not explicitly take into account infrastructure in their designs are likely to strongly underestimate the timing of future Arctic infrastructure failure. By using a laterally coupled 1D model to simulate linear infrastructure, we infer results in line with outcomes from more complex 2D and 3D models, but our model's computational efficiency allows us to account for long-term climate change impacts on infrastructure from permafrost degradation. Our model simulations underline that it is crucial to consider climate warming when planning and constructing infrastructure on permafrost as a transition from a stable to a highly unstable state can well occur within the service lifetime (about 30 years) of such a construction. Such a transition can even be triggered in the coming decade by climate change for infrastructure built on high northern latitude continuous permafrost that displays cold and relatively stable conditions today. The quantity and quality of river discharge in Arctic regions is influenced by many processes including climate, watershed attributes and, increasingly, hydrological cycle intensification and permafrost thaw. We used a hydrological model to quantify baseline conditions and investigate the changing character of hydrological elements for Arctic watersheds between Utqiagvik (formerly known as Barrow)) and just west of Mackenzie River over the period 1981–2010. A synthesis of measurements and model simulations shows that the region exports 31.9 km 3 yr -1 of freshwater via river discharge, with 55.5 % (17.7 km 3 yr -1) coming collectively from the Colville, Kuparuk, and Sagavanirktok rivers. The simulations point to significant (p<0.05) increases (134 %–212 % of average) in cold season discharge (CSD) for several large North Slope rivers including the Colville and Kuparuk, and for the region as a whole. A significant increase in the proportion of subsurface runoff to total runoff is noted for the region and for 24 of the 42 study basins, with the change most prevalent across the northern foothills of the Brooks Range. Relatively large increases in simulated active-layer thickness (ALT) suggest a physical connection between warming climate, permafrost degradation, and increasing subsurface flow to streams and rivers. A decline in terrestrial water storage (TWS) is attributed to losses in soil ice that outweigh gains in soil liquid water storage. Over the 30-year period, the timing of peak spring (freshet) discharge shifts earlier by 4.5 d, though the time trend is only marginally (p=0.1) significant. Vast mosaics of lakes, wetlands, and rivers on the Arctic Coastal Plain give the impression of water surplus. Yet long winters lock freshwater resources in ice, limiting freshwater habitats and water supply for human uses. Increasingly the petroleum industry relies on lakes to build temporary ice roads for winter oil exploration. Permitting water withdrawal for ice roads in Arctic Alaska is dependent on lake depth, ice thickness, and the fish species present. Recent winter warming suggests that more winter water will be available for ice- road construction, yet high interannual variability in ice thickness and summer precipitation complicates habitat impact assessments. To address these concerns, multidisciplinary researchers are working to understand how Arctic freshwater habitats are responding to changes in both climate and water use in northern Alaska. The dynamics of habitat availability and connectivity are being linked to how food webs support fish and waterbirds across diverse freshwater habitats. Moving toward watershed-scale habitat classification coupled with scenario analysis of climate extremes and water withdrawal is increasingly relevant to future resource management decisions in this region.
