This article reports on the performance of the Public Administration journal in 2004. The Main Articles section had no problems with either the quantity or quality of material submitted to this section. The journal continue to attract submissions from Australia and the U.S. as well as Great Britain. The European Forum section also had five articles submitted in hard copy. The Public Management section had a good year with a significant increase in the number of manuscripts received and 2005 will herald its first specialist symposium. The Reviews section received more than 75 books and reviewed over 40. The journal carries at least 10 reviews in each issue mostly of single volumes but on occasions of several texts focusing on a single theme or topic.

Over the past thirty years, police services in the UK and Australia have been subjected to a series of demands for change and reform. This article describes these reforms as a shift from command and control bureaucracy through markets to networks and argues that constant reform is a result of the unintended consequences of change. Many of these unintended consequences stem from the limitations and incompatibility of each of these governing structures, We show that the conflicts between the core ideas that distinguish each governing structure create dilemmas that render all reforms contingent.
