Studies on the Chinese government's online response present diverse voices and perspectives, but consensus cannot be reached. The literature has constantly ignored the construction of an online media mechanism, which includes professional positions and standardized procedures that were designed inside the online media to process information and facilitate an effective government response. Does the reconstruction of an online media mechanism benefit the effectiveness of government response? If so, how? From the perspective of the media mechanism, what are the influential factors for the effectiveness of government response and how do they work to exert this impact? Engaging with the media system dependence theory, I conducted semi-structured, in-depth interviews with the editor at the Beijing Municipal Government Website and official document drafters at prestigious research institutions. In conversation with the political system theory, multinomial logistic regression was used to analyze the daily government response data covering the period from 2019 to 2020. This article argues that the innovations in the mechanism inside the online media system can outsource some information management functions from the political system to the online media system. These innovations also assist in partial power transfer from the political system to the media system to achieve an effective government response. Science and technology innovation are crucial components underpinning agriculture. We constructed an evaluation framework including 4 pillars and 21 indicators, taking 31 provinces in China as examples to examine the level of agriculture science and technology development from a regional perspective. We found that there is an obvious gap between east and west nationwide, and that only about half of the provinces have reached the high and medium levels. It was worth noting that the innovation conditions in Shanghai and Beijing presented huge advantages, of vital importance to a first-class talent team, a complete innovation system, a stable and prosperous market, and active exchanges and cooperation. In addition, to maximize the transformation of agricultural science and technology achievements into real productivity, local government should also strengthen the construction of agricultural research and innovation platforms, technology transfer, and transformation of results. The findings advance understanding of the strengths and weaknesses of the evaluation subjects' agricultural science and technology development from a regional perspective and are expected to provide some basis for the government and stakeholders to make relevant decisions. Latecomer technology imitation and learning is an important driving force to enhance their competitiveness and total factor productivity (TFP). This paper constructs green TFP (GTFP) based on the SBM–Global–Luenberger index, using Chinese provincial panel data from 2003 to 2017. The marginal effects of foreign direct investment (FDI), outward foreign direct investment (OFDI), import and export, and intangible and total international technology spillovers (ITS) on GTFP were assessed. These effects were analysed under the influence of absorption capabilities such as research and development intensity, economic and financial, and openness. A spatial diffusion model based on three diffusion sources in China's first-tier cities, Beijing, Shanghai, and Guangzhou, was constructed to describe the heterogeneous impacts of ITS on GTFP under the marketisation of diffusion sources. We found: (1) ITS based on exports and OFDI promote economic, imports and FDI are relatively small, independent technological innovation is the dominant source of economic growth. (2) Considering spatial diffusion, the contribution of Beijing's ITS is relatively weak, and Shanghai's contribution is stronger. Coastal areas have the largest marginal effect of ITS on GTFP, and ITS do not attenuate as geographic distances increase. Investigating the regional correlation and factors affecting agricultural greenhouse gas (GHG) emissions can help establish a regional mechanism for the synergistic reduction of emissions and produce chain-like reductions. Different from the traditional geographical relationship analysis framework, linear analysis ideas, we use social network analysis to discern the regional correlations in agricultural GHG emissions from a relational network viewpoint, clarify the network functions of each node, and explain agricultural GHG correlation from a spatial, economic, and technological viewpoint by nonparametric regression. The results indicate that (1) the emission network is stable and there is a relationship of control between regions, (2) Central China is the most important region in agricultural GHG networks; however, the importance of the northwest and southwest has increased; the northeast has remained relatively independent, (3) influencers are mainly concentrated in the middle of the Yangtze River and the northwest, while dependentors are concentrated in municipalities such as Beijing and Tianjin, and the coastal regions in the southeast, and (4) the interprovincial agricultural GHG correlation can be enhanced by shortening the spatial distance, strengthening economic ties, and increasing the diffusion of technology. Implementing a "leader–follower" strategy according to the role of each region and enhancing the intermediator's "conduit" role will ultimately lead to the formation of an interprovincial interactive and cooperative emission reduction mechanism. Collaboration among industry, university, and research institution (IUR) is dialectically linked with regional resources and networks. As the best-known innovative region in China, Zhongguancun in Beijing is no exception. The purpose of this paper is to understand the innovation network of IUR collaboration in Zhongguancun, focusing on linkages between industry and university as well as public research institutes, a key mechanism for transfer and diffusion of academic research and knowledge. Starting from a qualitative analysis of the formation and development process of this network, we combine social network analysis and spatial analysis methods at firm level and reveal the temporal and spatial evolution of Zhongguancun IUR cooperative innovation network. The network has developed from a single driver relying on government-centered connections into a more diversified system based on government and market incentives. A set of large, medium and small radial sub-networks have become interwoven, resembling a hub-and-spoke spatial structure. [ABSTRACT FROM AUTHOR]

Abstract: The paper highlights the energy dilemma in China’s modernization process. It explores the technological and policy options for the transition to a sustainable energy system in China with Tsinghua University’s Low Carbon Energy Model (LCEM). China has already taken intensive efforts to promote research, development, demonstration and commercialization of sustainable energy technologies over the past five year. The policy actions cover binding energy conservation and environmental pollution control targets, economic incentives for sustainable energy, and public R&D supports. In order to achieve the sustainable energy system transformation eventually, however, China needs to take further actions such as strengthening R&D of radically innovative sustainable energy technologies and systems such as poly-generation, enhancing the domestic manufacturing capacity of sustainable energy technologies and systems, creating stronger economic incentives for research, development, demonstration and commercialization of sustainable energy technologies, and playing a leading role in international technology collaborations.
