The effectiveness of national policies for air pollution control has been demonstrated, but the relative effectiveness of short-term emission reduction measures in comparison with national policies has not. Here we show that short-term abatement measures during important international events substantially reduced PM2.5 concentrations, but air quality rebounded to pre-event levels after the measures ceased. Long-term adherence to strict emission reduction policies led to successful decreases of 54% in PM2.5 concentrations in Beijing, and 23% in atmospheric nitrogen deposition in China from 2012 to 2020. Incentivized by "blue skies" type campaigns, economic development and reactive nitrogen pollution are quickly decoupled, showing that a combination of inspiring but aggressive short-term measures and effective but durable long-term policies delivers sustainable air quality improvement. However, increased ammonia concentrations, transboundary pollutant flows, and the complexity to achieving reduction targets under climate change scenarios, underscore the need for the synergistic control of multiple pollutants and inter-regional action. In response to the rebound of air pollution during large events in China, the authors propose that a combination of ambitious short-term measures and enduring long-term pollution control policies is a sustainable solution for improving air quality. Rapid growth of metropolitan areas is associated with increased flows of nitrogen (N) and phosphorus (P) in the food production–consumption system. However, quantitative analyses of these flows during urban expansion and information about their controlling factors are scarce. Here, we report on N and P flows in the food system of Beijing, which experienced a remarkable growth in population number between especially 1978–2008, using a combination of statistical data bases, surveys and the NUFER model (nutrient flow in the food system, environment and resource). The N (or P) cost of food is defined as the amount of ‘new’ N (or P) used in food production for the delivery of 1 kg N (or P) in the food entering household. ‘New’ N (P) includes fertilizer N (P), biological N fixation, atmospheric N deposition, and imports of N (P) via feed and food. Recycled N (P) includes N (P) in crop residues, manures and wastes. We found that the rapid increase in temporary migrants greatly increased food imports to Beijing metropolitan areas and thereby led to an apparent decrease of the N and P cost of food. The input of ‘new’ N to the food system of Beijing metropolitan areas increased from 180 to 281 Gg, and for P from 33.5 to 50.4 Gg during 1978–2008, as a result of increases in population and changes in food consumption patterns per capita. The food and feed imports in per cent of total ‘new’ N and P inputs increased from 31 to 63% for N and from 18 to 46% for P during 1978–2008. The N and P cost of the food was relatively low compared to the mean of China, and decreased over time. About 52% of the new N input and 85% of the new P input was not recycled in 2008, it accumulated as wastes (in crop residues, animal excreta, and human excreta and household wastes). The N and P use efficiencies in crop and animal production were low, i.e., only 17% for N and 11% for P in 2008. Total losses of ammonia (NH 3 ) and nitrous oxide (N 2 O) to air and of N to groundwater and surface waters increased by a factor of about 3, and losses of P to groundwater and surface waters increased by a factor of 37 in the period 1978–2008. Key measures for decreasing N and P accumulation and losses are (1) developing satellite towns, (2) expelling animal production to rural areas, and (3) effective collection of the wastes and animal manure, and the utilization of these in rural areas outside Beijing. Abstract: Changes of land-use type (LUT) can affect soil nutrient pools and cycling processes that relate long-term sustainability of ecosystem, and can also affect atmospheric CO2 concentrations and global warming through soil respiration. We conducted a comparative study to determine NH4 + and NO3 − concentrations in soil profiles (0–200cm) and examined the net nitrogen (N) mineralization and net nitrification in soil surface (0–20cm) of adjacent naturally regenerated secondary forests (NSF), man-made forests (MMF), grasslands and cropland soils from the windy arid and semi-arid Hebei plateau, the sandstorm and water source area of Beijing, China. Cropland and grassland soils showed significantly higher inorganic N concentrations than forest soils. NO3 −-N accounted for 50–90% of inorganic N in cropland and grassland soils, while NH4 +-N was the main form of inorganic N in NSF and MMF soils. Average net N-mineralization rates (mgkg− 1 d− 1) were much higher in native ecosystems (1.51 for NSF soils and 1.24 for grassland soils) than in human disturbed LUT (0.15 for cropland soils and 0.85 for MMF soils). Net ammonification was low in all the LUT while net nitrification was the major process of net N mineralization. For more insight in urea transformation, the increase in NH4 + and, NO3 − concentrations as well as C mineralization after urea addition was analyzed on whole soils. Urea application stimulated the net soil C mineralization and urea transformation pattern was consistent with net soil N mineralization, except that the rate was slightly slower. Land-use conversion from NSF to MMF, or from grassland to cropland decreased soil net N mineralization, but increased net nitrification after 40years or 70years, respectively. The observed higher rates of net nitrification suggested that land-use conversions in the Hebei plateau might lead to N losses in the form of nitrate. [Copyright &y& Elsevier]

Stringent emission controls during the Asia Pacific Economic Cooperation Summit (APEC; November 5–11, 2014) provide a valuable opportunity to examine the impact of such measures on the chemical properties of PM 2.5 and other air pollutants. Here, we measured the water-soluble inorganic ions (WSII) and carbonaceous species in PM 2.5 , NH 3 and NO 2 at multiple sites in Beijing between September and November 2014. Relative to the pre-APEC period (September and October 2014), significant reductions in the average concentrations of WSII (69% for NO 3 −, 68% for SO 4 2−, 78% for NH 4 +, and 29–71% for other species), elemental carbon (EC, 43%) and organic carbon (OC, 45%) in PM 2.5 were found during the APEC period. The contributions of secondary inorganic ions (SIA, including SO 4 2−, NO 3 −, and NH 4 +) to PM 2.5 were significantly lower during the APEC period (9–44%), indicating a combination of lower gaseous precursor emissions and a relative weak secondary aerosol formation. Ion-balance calculations indicated that the PM 2.5 sample in the pre-APEC period was alkaline but was acidic during the APEC period. Relatively lower mean concentrations of EC (1.5 μg m−3), OC (10.5 μg m−3), secondary organic carbon (SOC, 3.3 μg m−3), secondary organic aerosol (SOA, 5.9 μg m−3) and primary organic aerosol (POA, 10.0 μg m−3) appeared during the APEC period. The average concentrations of NH 3 and NO 2 at all road sites were significantly reduced by 48 and 60% during the APEC period, which is consistent with clear reductions in satellite NH 3 columns over Beijing city in the same period. This finding suggests that reducing traffic emissions could be a feasible method to control urban NH 3 pollution. During the APEC period, concentrations of PM 2. 5 , PM 10 , NO 2 , SO 2 and CO from the Beijing city monitoring network showed significant reductions at urban (20–60%) and rural (18–57%) sites, whereas O 3 concentrations increased significantly (by 93% and 53%, respectively). The control measures taken in the APEC period substantially decreased PM 2.5 pollution but can increase ground O 3 , which also merits attention. • Concentrations of PM 2.5 and components reduced significantly during the APEC period. • Major components in PM 2.5 and other pollutants were comparable with other cities. • Vehicle restrictions could lower atmospheric NH 3 concentration over Beijing. • Emission control measures significantly increased ground-level O 3 concentrations. Nitrogen (N) input from atmospheric deposition is a concern in the North China Plain (NCP). To quantify the magnitude of the problem, the total airborne N deposition to agroecosystems in the NCP was quantified using a manual ITNI (integrated total nitrogen input) system and a long-term experiment (LTE). Total estimated N deposition averaged 83. 3kgNha−1 across the sites Dongbeiwang (DBW) of Beijing, Wuqiao (WQ) and Quzhou (QZ) of Hebei, with atmospheric N input 14kgNha−1 in the period from flowering to maturity, when maize (Zea mays) was the monitoring crop. The 15N-supply level in the ITNI system seemed not to affect the estimation of N deposition significantly. However, the N deposition value was only 48. 6kgNha−1 on average when ryegrass (Lolium multiflorum) was cultivated during the same period of maize (May–September), suggesting that total airborne N input varies with the monitoring crop, largely because of the different surface areas. The total annual N deposition obtained from zero-N plots of LTE at Changping (82. 8kgNha−1) supported the N deposition results from the maize-based ITNI systems. [Copyright &y& Elsevier]

Rapid urbanization has decoupled phosphorus (P) urban consumption and hinterland production, which has accelerated the need for a broader perspective that includes the city and hinterland in managing the P cycle. However, there is a scarcity of frameworks for the combined city and hinterland approach, aimed at quantifying the transboundary P flow between the city and hinterland. In this study, we developed a coupled city-hinterland framework (using Beijing as a case study) to assess the P flow pattern at the source, waste, and transboundary flow using substance flow analysis, and proposed a pathway to identify the key subsystem in the coupled system by sensitivity analysis. Results shows that the P waste within Beijing is due to human consumption, rather than production, while P waste in the hinterland was nearly twice that observed in Beijing. Further, hinterland crop production subsystems were identified as the key subsystem to reduce P rock demand for the whole coupled system; 39% of P rock demand could be reduced by optimizing fertilizer use in the hinterland. In the scenarios that consider an improvement in technology both in Beijing and its hinterland, 64% and 60% of the total P rock demand and waste were reduced, respectively. Therefore, we provided suggestions to reduce P waste in the coupled system. This study provides a broader perspective to evaluate the impacts of urban consumption on the hinterland, which will serve as a basis for policy decisions for sustainable P flow in the supply chain of other similar cities. Precipitation chemistry and atmospheric nitrogen (N) deposition are of great concern worldwide due to their close relationships with air quality and impacts on ecosystems. However, evaluation of the chemical composition of precipitation and N deposition flux in rural areas of Beijing has received little attention to date. This paper presents the chemical constituents, possible sources and wet deposition fluxes of water-soluble ions (NH 4 +, NO 3 −, SO 4 2−, Cl−, Na+, K+, Ca2+, Mg2+) in precipitation samples collected during 2017–2018 at a rural site located at northwest of Beijing city; meanwhile, dry deposition of reactive N species (gaseous ammonia, nitrogen dioxide, nitric acid, and particulate (p) NH 4 + and NO 3 −) were also quantified. During this 2-year period, the volume-weighted mean (VWM) pH of precipitation was 6.73, and all samples had pH values above 6.0. The VWM electric conductivity of precipitation and the mean sum of all measured ions was 43.8 μS cm−1 and 591.9 μeq L−1, respectively, indicating a significant impact of atmospheric pollution. Ca2+ and NH 4 + were the dominant neutralizing species for precipitation acidity. Positive matrix factorization analysis further confirmed five sources for water-soluble ions, including sea salt aging, secondary formation, agriculture, crust, and biomass burning. The annual mean wet N deposition was 4.6, 3.4 and 8.0 kg N ha−1 yr−1 for NH 4 +, NO 3 − and total inorganic N, respectively. The total dry N deposition was dominated by gaseous ammonia (11.5 kg N ha−1 yr−1). The total N deposition (wet plus dry) was 27.7 kg N ha−1 yr−1, where dry deposition contributed to 75% and wet deposition 25% of the total. The simulations from the GEOS-Chem model indicate that agricultural (fertilizer use and livestock) and nonagricultural sources (industry, power plant, and transportation) are both important contributors to total N deposition.
