When COVID-19 struck, higher education scrambled. Teaching and learning swerved abruptly to emergency remote instruction. For many students, the rapid refashioning of courses of instruction meant suddenly confronting new, radically different learning scenarios. We know relatively little about what enabled or constrained students' confidence in their ability to learn as a consequence. Using questionnaire responses from undergraduate students (N = 3806) who were studying at nine different institutions in six different countries on four different continents, we examine factors that helped, and hindered, students' confidence in their learning ability. We investigate a range of factors, including technology, living circumstances, communications with professors and peers, course attributes, as well as personal student circumstances and characteristics. Our results demonstrate that communication, both with peers and professors, was especially associated with the confidence students expressed in their ability to learn under conditions of emergency remote instruction. Household living conditions and technology also were important correlates.

This article provides an analysis of how military history museums in Germany, Britain, Belgium, Poland, and the United States exhibit and contextualize weapon technologies that were developed in the two world wars. The article focuses on technologies (gas warfare, the atomic bomb, tanks, and the V2 long-range rocket) that are directly connected to military success and innovation but also relate to dehumanization and destruction. By employing the analytical concepts of experientiality and of antagonistic, cosmopolitan, and entangled memory, this article demonstrates how museums can create open or closed narratives, steer the visitor toward particular interpretations, enhance or deconstruct the authentic aura of technological artifacts, and stage the symbolic potential of technologies. In addition, it shows how museums can educate visitors and allow them to experience the ambiguities, controversies, and complexities of these technologies.

Recent major corruption cases in Belgium center around arm's length public institutions. Is there is a specific relationship between governance mechanisms and corruption in such institutions that weakens their accountability? To answer this question, the principal-agent framework was applied to two Belgian case studies. This study supports the hypothesis that New Public Management reforms, such as decentralization and diminishing state intervention have rendered the character of corruption more sophisticated. The study also shows how failures in governance mechanisms led to corruption, but more importantly how corruption, both by the agent and by the principal, contributed to that failure in the first place. Consociationalism and partitocracy, characteristic of the Belgian political system, are important contextual elements that help explain this relationship between governance and corruption, and suggest that the observed corruption is probably not exceptional. To better prevent corruption in arm's length public institutions, the focus should be on strengthening the independence and expertise of members in governance structures, ensuring the independence of the audit and regulatory functions, and investing the limited means available to fight corruption in the principal-agent relationship rather than in the agent-client relationship. Purpose: We aimed to characterize the distribution of energy and macronutrient intakes across eating occasions (EO) in European children from preschool to school age. Methods: Data from 3-day weighed food records were collected from children at ages 3, 4, 5, 6 and 8 years from Belgium, Germany, Italy, Poland and Spain. Food intakes were assigned to EO based on country-specific daytimes for breakfast, lunch, supper and snacks (morning, afternoon). The average energy and nutrient intakes were expressed as percentage of total energy intake (%E). Nutrients were additionally expressed as percentage per EO (%EEO). Foods were assigned to food groups; variation in intake was calculated via coefficient of variation (CV). We analyzed age trends in diurnal intake using mixed-effects beta regression. Results: The 740 healthy children included in the analysis consumed the largest proportion of daily energy at lunch (31%E ± 8, M ± SD) and supper (26%E ± 8), followed by breakfast (19%E ± 7) and snacks [afternoon (16%E ± 8); morning (8%E ± 7)], with the most variable intake at morning snack (CV = 0.9). The nutrient composition at lunch and supper was highest for fat (36 ± 9%ELunch; 39 ± 11%ESupper) and protein (18 ± 5%ELunch; 18 ± 6%ESupper) and at breakfast and snacks for carbohydrates (54 ± 12%EBreakfast; 62 ± 12%ESnacks). High-sugar content foods were consumed in relatively large proportions at breakfast and snacks. Food intakes varied significantly with age, with lower snack intakes at later ages (p < 0.001). Conclusion: Possibly unhealthy EOs with high-fat intakes and high-sugar-content foods were observed. Changes in nutrient composition of EOs may be beneficial for health. Background: Descending nociceptive inhibitory pathways often malfunction in people with chronic pain. Conditioned pain modulation (CPM) is an experimental evaluation tool for assessing the functioning of these pathways. Spinal cord stimulation (SCS), a well-known treatment option for people with failed back surgery syndrome (FBSS), probably exerts its pain-relieving effect through a complex interplay of segmental and higher-order structures. Objective: To the best of our knowledge, no clinical studies have thoroughly investigated the associations between SCS and CPM. Design: This was a prospective cohort study in people with FBSS. Methods: Seventeen people who had FBSS and were scheduled for SCS were enrolled in this study. The CPM model was evaluated at both sural nerves and was induced by electrical stimulation as the test stimulus and the cold pressor test as the conditioning stimulus. Results: Before SCS, less than 30% of the participants with FBSS showed a CPM effect. Significant increases in the electrical detection threshold on the symptomatic side and the nonsymptomatic side were found. On the symptomatic side, no differences in the numbers of CPM responders before and after SCS could be found. On the nonsymptomatic side, more participants showed a CPM effect during SCS. Additionally, there were significant differences for CPM activation and SCS treatment. Limitations: Limitations were the small sample size and the subjective outcome parameters in the CPM model. Conclusions: This study revealed a bilateral effect of SCS that suggests the involvement of higher-order structures, such as the periaqueductal gray matter and rostroventromedial medulla (key regions in the descending pathways), as previously suggested by animal research. Abstract: In order to exploit economies of scale Belgian municipalities regularly cooperate in the provision of waste related services. In particular for the collection and separation of household packaging waste, municipalities appear to seek technical and cost efficiency gains by cooperating via municipal waste joint ventures. Although most Belgian municipal waste joint ventures can present excellent recycling and recovery rates for household packaging waste, their performance in terms of cost-efficiency has never been assessed. Using a unique dataset comprising of the costs for all 35 Belgian municipal waste joint ventures in 2010, this paper present the first assessment of the cost efficiency of household packaging waste collection in Belgium. As we are not sure on the relative importance of the separate cost efficiency scores for the three selectively collected household packaging waste fractions when determining the overall cost efficiency, this paper draws on the Benefit-of-the-Doubt approach. Our results indicate that, despite the substantial cooperation between municipalities, still considerable differences in cost efficiency for household packaging waste collection exist. Abstract: The Packaging and Packaging Waste Directive has had an undeniable impact on waste management throughout the European Union. Whereas recycling and recovery targets are the same, member states still enjoy a considerable degree of freedom with respect to the practical organization and management strategies adopted. Nevertheless, in all cases, the industry (which brings packaging material onto the market) should be responsible for the costs associated with packaging waste recycling/recovery (following the extended producer responsibility principle). The current paper compares and contrasts the institutional frameworks and financial costs and benefits of waste management operators for Belgium and Portugal. The unit costs of selective collection and sorting of packaging waste are provided for both countries. In Belgium, the costs of recycling seem to be fully supported by the industry (through Fost Plus, the national Green Dot agency). In Portugal the fairness of the recycling system depends on the perspective adopted (economic or strictly financial). Adopting a strictly financial perspective, it seems that Sociedade Ponto Verde (SPV, the Portuguese Green Dot agency) should increase the transfers to local authorities. However, the conclusions differ for this country if the avoided costs with refuse collection and other treatment are taken into account. [Copyright &y& Elsevier]

In this paper we estimate the external cost caused by odor from an animal waste processing facilio, in Flanders, using new odor measures based on field measurements. We compare four ways of incorporating odor nuisance: distance to the source, distance zones, continuous odor measures, and odor zones. The odor zones approach seems best suited to estimate the external costs. We test these specifications for some 1,400 observations of house sales transaction between 2004 and 2008. Results show that houses subject to moderate and severe odor nuisance sell at a discount of 5% and 12%, respectively, compared to houses without nuisance. [ABSTRACT FROM AUTHOR]

Abstract: This paper proposed an adjusted “shared-input” version of the popular efficiency measurement technique Data Envelopment Analysis (DEA) that enables evaluating municipality waste collection and processing performances in settings in which one input (waste costs) is shared among treatment efforts of multiple municipal solid waste fractions. The main advantage of this version of DEA is that it not only provides an estimate of the municipalities overall cost efficiency but also estimates of the municipalities’ cost efficiency in the treatment of the different fractions of municipal solid waste (MSW). To illustrate the practical usefulness of the shared input DEA-model, we apply the model to data on 293 municipalities in Flanders, Belgium, for the year 2008. [Copyright &y& Elsevier]

Paediatric injury surveillance and prevention are definite priorities for the European, Belgian, and Flemish authorities. Current available data for Flanders (Belgium) are fragmentary and out-of-date. The PENTA registry (PaEdiatric Network around TraumA) was therefore set up to obtain recent population-based data on trauma and trauma care in children and youngsters in Flanders. Data were collected prospectively in a representative sample (n = 18) of Flemish emergency departments (ED). All children (age 0-17 years) who presented at the ED in 2005 or died prehospital due to trauma were included. The registry was split into two levels. The basic A registry ('all' trauma) consisted of 30 variables, and the more exhaustive B registry ('severe trauma', defined as length of hospitalisation >48 hours, including all nonsurvivors) collected data on 291 variables. The incidence for paediatric trauma presenting at Flemish ED was approximately 119/1000/year. Further data were collected in a random sample of 7,879 cases (21.9% of 35,900 eligible patients). Of all cases, 0.8% were considered 'severe' and included in the B registry. In conclusion, the 'burden' of injury in Flanders is still enormous. PENTA provides the first population-based data about the circumstances and the extent of injury in children and youngsters for the Flemish region. This article develops a hedonic difference-in-difference model for the potential impact of on-shore wind turbines on the property prices of two residential housing markets in Flanders, Belgium. The proposed empirical framework acknowledges the possibility of anticipation and time effects. The hedonic model is estimated using a property transaction data set ranging from 2004 to 2017 for the East and West Flanders areas, which are linked to available geographic wind turbine data. We find robust results in our time effects model for properties situated between 1000 and 3000 m of a wind turbine, suggesting a negative anticipation effect persisting after the actual construction in East and West Flanders. • Taxation of plastic waste incineration has a negative influence on its generation. • Current waste generation partly depends on the previous generation. • Taxation of incineration can increase recycling rates of industrial plastic waste. Waste treatment taxation is a popular policy instrument in many European countries and regions. Its impact on household waste has extensively been researched. However, only little research exists which looks into the impact of waste treatment taxation on industrial waste generation. Nevertheless, industrial waste constitutes more than ninety percent of waste generated in the European Union. This study assesses the impact of an incineration tax on the generation of industrial plastic waste in Flanders, Belgium. We conduct different types of econometrical panel analyzes and provide statistical evidence that firms show lagged behavior, which means that the previous year's waste generation partly determines the current year's. The dynamic panel estimations show robust results, indicating that a growth of incineration taxes exert significant negative effects on the growth of industrial plastic waste generation. This result offers no argument to iteratively raise incineration taxes. We conclude that incineration taxation is meaningful if tax rates are set according to the prevailing market conditions, i.e. taking into account the marginal costs of alternatives for incineration. In the short run, the effectiveness of taxation will quickly diminish due to the rapidly rising marginal costs of waste reduction. In the long run, extra recycling capacity is needed to recycle the minimized waste fraction. Summary: Aims: Considerable variability in (paediatric) trauma care has been reported. We wanted to audit current practice in Flanders (Belgium). Methods: The PENTA network prospectively collected data on paediatric trauma patients in a representative sample of Flemish hospitals during 2005. All cases with an ISS≥13 and sufficient data availability were withheld for panel evaluation (n =92). Two trained experts reviewed the medical care provided in the first hours after trauma, based on available evidence and existing universal guidelines. ‘Defaults’ were only withheld as such if there was 100% consensus. At random, about 25% of cases were also reviewed by two other experts in order to assess interobserver variability. Results: In the 92 cases, 264 defaults were recognised. 25.4% of all defaults were thought to have a direct impact on the individual patient''s outcome. Specific difficulties were observed with, e.g. cervical spine management (18/82 relevant cases), pCO2 and global respiratory management (38/92), fluid management (29/92) and analgesia (27/89). The agreement between the two panels was good for defaults identified (crude agreement 74.8%), yet only fair for the presumed impact on outcome (crude agreement 58.3%). Conclusions: We audited paediatric trauma care in Flanders and identified several problem areas (often in basic areas of paediatric life support). The inherent degree of interobserver variability does not diminish the importance of these findings. More performance-based teaching and timely recertification may have a positive impact on the quality of the care delivered. [Copyright &y& Elsevier]

In Belgium, an official control plan was established in 2016 to detect the potential presence of an unauthorized genetically modified (GM) Bacillus subtilis RASFF2014.1249 strain in commercialized feed additive vitamin B2 products. To this end, two real-time PCR markers specific to this unauthorized genetically modified microorganism (GMM), named UGMVit-B2 and 558, were used. In the present study, the first four-year results from 67 feed additive vitamin B2 samples from the official control are presented. It includes 5 samples positive for real-time PCR methods specific to the unauthorized GM B. subtilis RASFF2014.1249 strain and has led to the RASFF2018.2755 and RASFF2019.3216 notifications. Moreover, a retrospective study using the same feed additive vitamin B2 samples was performed, allowing to provide a first picture of GM bacterial contaminations. It consisted in a first-line screening strategy gathering available PCR-based methods targeting both the B. subtilis species, frequently used to produce vitamin B2, and a set of antimicrobial resistance (AMR) genes commonly harboured as selection marker by GM bacteria used to produce microbial fermentation products. On this basis, suspicious samples contaminated with additional unknown GM bacterial strains as well as potential health and environmental risks related to the unexpected presence of full-length AMR genes could be highlighted. In addition, the possible complementary use of additional data, like chloramphenicol presence and DNA concentration, as indicators for GMM contaminations was assessed. Based on results generated in the present study, the relevance to use the proposed first-line screening strategy supplemented by indicators in order to strengthen the current control strategy was emphasized. • An unauthorized GM bacteria is controlled in feed additive vitamin B2 in Belgium. • First four-year results from this survey are presented for the first time. • The presence of additional unknown GMM is also assessed by a first-line screening. • This screening gathers available methods for B. subtilis and key AMR genes. • The complementary use of potential GMM indicators is also investigated. Important long-term health problems have been described after severe paediatric trauma. The International Classification of Functioning (ICF) was developed as a universal framework to describe that health. We evaluated outcome in children after 'severe' trauma (defined as: hospitalised >48 h) by means of a questionnaire based on this ICF construct (IROS). Questionnaires were sent to children; one year after this trauma and to 'control' children without any previous 'severe' trauma. We created propensity score-matched pairs (n = 133) and evaluated differences in health perception. IROS characteristics were investigated by means of Item Response Theory models. We then estimated the health state of each individual based on his/her response pattern (factor score z01) and investigated the effect of selected covariates with simple linear regression. Significant odds ratios for differences between matched groups (p < 0.05) were observed for among others emotional problems, mobility, societal life and family burden, but not for chronic pain. Children in the trauma group showed, e.g. significant more physician (estimated relative risk R' 1.7) and psychologist (R' 3.5) visits. IROS primarily provides information from medium to high health burden levels and factor scores ranged from 0.41 (lowest) to 0.967 (highest burden). A significant impact on health burden could only be proven for the 'state at discharge' (p = 0.015), although there was a tendency towards worse factor scores for children that were older, had a higher Injury Severity Score or after traffic injury. In conclusion, we showed that the burden of health problems for children and families after severe trauma is still high and physical, as well as psychosocial in nature. The health state at discharge seems to predict long-term outcome, which might be of importance in view of, e.g. trajectory assistance. IROS may provide an improved scoring system to evaluate outcome after (paediatric) injury or critical illness.
