Snakes of the genus Boa are outstanding elements of the New World biota with a broad sociological influence on pop culture. Historically, several taxa have been recognized in the past 300 years, being mostly described in the early days of binomial nomenclature. As a rule, these taxa were recognized based on a suite of phenotypic characters mainly those from the external morphology. However, there is a huge disagreement with respect to the current taxonomy and available molecular phylogenies. In order to reconcile both lines of evidence, we investigate the phylogenetic reconstruction (using mitochondrial and nuclear genes) of the genus in parallel to the detailed study of some phenotypic systems from a geographically representative sample of the cis-Andean mainland Boa constrictor. We used cyt-b only (744bp) from 73 samples, and cyt-b, ND4, NTF3, and ODC partial sequences (in a total of 2305 bp) from 35 samples, comprising nine currently recognized taxa (species or subspecies), to infer phylogenetic relationships of boas. Topologies recovered along all the analyses and genetic distances obtained allied to a unique combination of morphological traits (colouration, pholidosis, meristic, morphometric, and male genitalia features) allowed us to recognize B. constrictor lato sensu, B. nebulosa, B. occidentalis, B. orophias and a distinct lineage from the eastern coast of Brazil, which we describe here as a new species, diagnosing it from the previously recognized taxa. Finally, we discuss the minimally necessary changes in the taxonomy of Boa constrictor complex; the value of some usually disregarded phenotypic character system; and we highlight the urgency of continuing environmental policy to preserve one of the most impacted Brazilian hotspots, the Atlantic Forest, which represents an ecoregion full of endemism. In 2023, Brazil achieved positive environmental strides in the Amazon, with a 22% reduction in deforestation rates and a 16% decline in total fire counts compared with 2022, attributed to renewed environmental policy implementation. However, despite progress, deforestation remains above the target, and forest wildfires in old‐growth Amazonian forests surged by 152% in 2023 versus 2022, threatening biodiversity and carbon stocks. The rise in fires poses challenges for traditional farmers, impacts urban areas' air quality, and necessitates urgent measures like enhanced firefighting capabilities and long‐term strategies for fire‐free production chains to protect the Amazonian standing forests—a global socio‐environmental asset. Land-use and land-cover change (LULCC) models are important tools for environmental policy planning. LULCC models are frequently constrained to the generation of projections at a specific resolution. However, subsequent studies or models may require finer resolutions. In this work, a downscaling method for LULCC models is proposed that uses a mathematical programming approach to disaggregate the multiple layers of the land-use change projections while respecting a series of constraints. The method is calibrated and validated with MapBiomas data for the years 2000 and 2018 converted for the GLOBIOM-Brazil model, successfully predicting land-use at a finer resolution. Also, as proof of concept, the calibrated model is also applied for GLOBIOM-Brazil projections for 2050. This paper advances the state-of-the-art by proposing and testing a downscaling method using a mathematical programming approach with spatial effects, that operates on multi-layered land-use projections with a range of constraints while allowing flexibility on the number and type of the specific layers and constraints. In environmental politics, social movements play a crucial role, promoting participatory rights and confronting injustice, inequality, and the interests of the powerful. This article examines an underexplored topic in the literature on social movements, especially in Latin America: the use of litigation to force decisionmakers to comply with participatory formats, specifically in the course of opposition to hydroelectric dams. These projects often are destructive to the local environment and communities. This study examines four cases of environmental litigation that halted dam construction in Brazil and Chile, singling out causal pathways for successful collective action. It focuses on two dimensions of movement success: the implementation of participatory formats and the resulting cancellation of dam projects. In line with the joint effect model of social movement theory, the cross-case comparison of legal disputes shows that pursuing legal strategies in parallel to broad social mobilization and the support of institutional allies, can lead to successful outcomes. The Ecological Economic Zoning (EEZ) is an environmental management tool established in the National Environmental Policy (PNMA) and present in all states of Brazil. Since the 1990s, it has been implemented in Brazil; however, the attempts at implementation and the results obtained so far do not provide evidence of its effectiveness. Thus, this article seeks to understand the implementation of EEZ in Tocantins by analyzing the perceptions of local actors through the Collective Subject Discourse (CSD) method. The conclusion is that EEZ in Tocantins has not been implemented. Among the identified causes, institutional factors such as low administrative capacity, governance, and "political will" associated with the disconfiguration of its normative character prevail. Wholesale conversion of natural Amazonian ecosystems has been encouraged by Brazil's extreme antienvironmental government, and historical forest loss explains municipal-scale voting prevalence. Embracing a new administration would strengthen local-to-regional governance, suppress illegal land grabbing, deforestation, logging, and gold mining, thereby protecting the world's most species-rich forest domain and ensuring global sustainability. The spread of soy monoculture in the Brazilian Cerrado relies on land and water grabbing, although water appropriation is a least studied issue in the current literature. A mixed-methods approach was used to study changes in water use in western Bahia and the evolution of water and environmental standards over the last 20 years. The results show that the deregulation of environmental laws by the Bahia state Institute for the Environment and Water Resources (Instituto do Meio Ambiente e Recursos Hidricos, INEMA) has facilitated deforestation and water grabbing for large-scale irrigation by industrial agriculture. The social dynamics of struggles and resistance to this process was also analysed. The results show that water appropriation in the neoliberal agricultural frontiers of the Cerrado has changed not only water use and flows but also water governance systems, flows of power, and the representations that underpin them. In the study, it is aimed to determine under the Environmental Kuznets Curve Hypothesis whether the newly industrialized countries, which need high output in order to gain competitive advantage, provide their economic development by considering environmental policies. For this purpose, the hypothesis was tested with panel data analysis for the years 1980-2021. In the study, CADF unit root, Westerlund cointegration and Augmented Mean Group Estimator (AMG) tests were used. According to the obtained findings, although it is observed that there is a long-term relationship between the variables, it has been determined that the increase in per capita income in Brazil and Turkey reduces carbon emissions. In Mexico and the Philippines, it has been observed that increases in income and per capita income, respectively, increase carbon dioxide emissions. Although there is no statistical significance in terms of income per capita for the panel in general within the scope of newly industrialized countries that have not yet completed their development, it has been determined that increases in income used as a control variable increase CO2 emissions. The results show that the environmental Kuznets curve, which states that increases in per capita income first increase environmental pollution and then decrease it, is valid only in Brazil and Turkey. This article explores the contradictory relationship between identity politics and environmental conservation in Brazil. First, the rationale for setting aside territories for ethnic groups in Brazil that have been historically discriminated against is examined and legal definitions for such traditional populations are presented. Second, ethnographic and philosophical critiques of essentialized ethnic identity are used to highlight how traditionality and conservation are conflated in Brazilian environmental policies. These policies, in turn, are related to another bundle of contradictions in Western bio-centric preservation which (erroneously) essentializes nature and excludes the human presence from within reserves. Research findings from two remote regions located in critical biomes for conservation in Brazil are presented succinctly to illustrate different kinds of contradictions between ethnic territories and conservation. While Brazil publicly committed to reduce deforestation in Amazonia at the 26th Conference of the Parties (COP26), the Brazilian parliament is moving toward weakening environmental laws. Deforestation rates continue ascending, reaching in 2021 the highest value since 2006 (13,235 km2). To overcome this paradox, strategies to curb deforestation are mandatory. The current strategy, "Plano Amazônia 21/22," prioritizes law enforcement actions to curb illegal deforestation in only 11 Amazonian municipalities. Here, we show that this prioritization is likely to be insufficient since these municipalities account for just 37% of the current deforestation rate. This strategy may also be undermined by the leakage of deforestation actions to unmonitored municipalities. Using a set of spatially explicit datasets integrated into a deforestation‐prediction modeling approach, we propose a science‐based alternative method for ranking deforestation hotspots to be prioritized by law enforcement actions. Our prioritization method accounts for more than 60% of the deforestation, detecting larger deforested areas in both private and public lands, while covering 27% less territory than "Plano Amazônia 21/22." Optimizing the detection of priority areas for curbing deforestation, as proposed here, is the first step to reducing deforestation rates and comply with the Brazilian legal commitment of 3925 km2 year−1. This work aims to understand the path of environmental education (Sauvé, 2005) that is mobilized in the environmental education policies of Brazil and Colombia, as well as the disputes that took place for its elaboration. We analyze institutional documents, for Brazil Law 9,975 of 1999, decree 4281 of 2002 and the National Program of EA (ProNEA 2003, 2005, 2014); and for Colombia the general guidelines for an environmental education policy (1995), and law 1549 of 2012 that consolidates the environmental education policy (2002). Present a history of the construction of these programs, and an analysis of the concept of Environmental Education present in their discourse. We highlight the predominance of critical perspective in Brazil and a Systemic one in the case of Colombia, in addition to the presence of other currents of the area as a political strategy and negotiation with other political and ideological sectors. Water resources are essential for life on earth. It has already been proven that although it is a resource renewable, water is a limited natural resource. Countries like Brazil, Angola and the United States of America, despite being on different continents and having economic development indices very different, are privileged in this regard, and that is why they were chosen to be objects of this search. But the lack of preservation of this natural resource in all of them, combined with poor water distribution, triggered important warnings in these nations. Consequently, it was necessary to implement regulation for water protection and its correct distribution. From this delimitation, the object of this article is to investigate the main foundations and instruments existing in the Water Laws edited in the Brazil, Angola and the United States. With the use of the deductive method and from research bibliographical and legislative of each of the countries, it is concluded by the need of adequate use of the water resources from the principle of sustainability and the constitutional principles governing the environmental and urban policy, as it is a limited and fundamental resource for the survival of humanity. In Brazil, as the instrument of the National Environmental Policy is an essential tool for the environmental license, Law 6938/81, in its article 2, item III, instituted the evaluation of environmental impacts. With the development of the license studies, it was found that the environmental agencies, no matter how better equipped they were, would not have the conditions to proceed with the environmental impact assessment studies of certain activities and large-scale projects. Thus arose the need for these studies to be synthesized in a special document. The synthesis document was called, in the licensing system for polluting activities of the State of Rio de Janeiro (Deliberation CECA 3, of 12/28/1977), the "Environmental Influence Report" (RIMA), currently called "Environmental Impact Report". Brazil and China share important vantage points in environmental fora, actively coordinating their positions within Brazil, South Africa, India, and China (BASIC) and Brazil, Russia, India, China, and South Africa (BRICS). Both countries have incorporated sustainability concerns in their multilateral stances, but their bilateral strategic partnership lacks a clear environmental orientation. This study analyses the discrepancy between multilateral commitments and the realities of their bilateral interactions. The low degree of priority of, or outright non-attendance to, environmental concerns on the operational level of Sino–Brazilian diplomatic relations illustrates the detachment of official rhetoric from effective engagements. We explore these contradictions and their repercussions for the commodity-centric governance of the telecoupled Sino–Brazilian relations, focusing on the soy sector and on its environmental impacts within Brazil. Most countries, notably those that signed the Paris Climate Agreement, prioritize achieving the zero carbon or carbon neutrality aim. Unlike earlier studies, this one assesses the contribution of environmental policy, clean energy, green innovation, and renewable energy to the E7 economies' achievement of carbon neutrality goals from 1990 to 2019. Findings emanating from the study show that the EKC hypothesis is valid in E7 countries. Implying that emissions in the E7 countries increased with the kick-off of development but declined later due to possible potent environmental regulatory policies put in place. Similarly, across all models, renewable energy (REN), green innovations (GINNO), environmental tax (ETAX), and technological innovations (TECH) were found to exert a negative and significant impact on carbon emissions in the E7 countries both in the short and long run. On the other hand, economic expansion (GDP) positively impacts environmental deterioration. Furthermore, the country-specific result shows that, on average, Brazil, India, China, Russia, Mexico, and Indonesia have significant environmental policies aiding carbon abatement. Except for Brazil, Mexico, and Indonesia, the income growth in the rest of the countries does not follow the EKC proposition. Furthermore, the causality result revealed a unidirectional causal relationship between GDP, REN, and GINNO to CO2 emission. No causality was found between ETAX with CO2, while a bi-directional causality exists between technology and CO2 emissions. Based on the finding, policymakers in the E7 countries should move away from fossil fuels because future electricity output will not be sufficient to reduce emissions considerably. Natural ecosystems are under severe threat worldwide and environmental policies are essential to minimize present and future impacts on biodiversity, ecosystem services and climate change. The New Forest Act in Brazil is the main policy to protect native vegetation in private lands, which comprise 54% of the remaining Brazilian native vegetation. However, conflicts between environmental and agricultural concerns in its implementation demand for balanced solutions based on scientific evidence. To face the challenge of applying science in environmental policy establishment, we developed a scientific project funded by the São Paulo State Research Foundation (FAPESP) to support the implementation of the New Forest Act in São Paulo State, as part of the Biota/FAPESP Program. The project was conducted differently from a regular research project: the broad objective was to provide scientific support to the State's implementation of the New Forest Act, based on a participatory interaction among stakeholders to build specific objectives, methods, and discussion of results, within an interdisciplinary and intersectoral research team. Here, we present the lessons learned during and after the four years of the research project development to evaluate how scientific knowledge can be produced and adopted in the implementation of a specific environmental policy. We present the main outcomes and the challenges faced in trying to include scientific data in the decision-making process. We also present current and future challenges in the New Forest Act implementation that could be solved with scientific evidence. The lessons learned showed that even designing the project in order to meet the needs to support the implementation of the environmental policy, avoiding difficulties normally pointed out by similar projects, there was a great difficulty for scientific contributions to be adopted in the decision-making process. Most of the scientific information and advice, even after discussion and common understanding among a diverse stakeholder group, were ignored or over-ruled in the final decision-making phases. Purpose: This study aims to discuss to what extent are WMPs practical tools for circular and sustainable waste management in universities, presenting, therefore, a case study of the usage of WMP in the Brazilian public universities and comparing this scenario with the international context. Design/methodology/approach: The WMPs were identified by online search and analyzed according to qualitative indicators (spatial-temporal distribution, year, extent and virtual availability), and through circularity and sustainability criteria, using a proposed checklist. Findings: Even being mandatory instruments, only 17% of the 103 public universities in Brazil had a WMP identified, and, among these plans, 55% were restricted to healthcare services waste, only 15% covered all university campuses. Although most of the available plans indicate measures for more sustainable waste management (e.g., recyclable waste collection on campus), they lack specific deadlines for presented goals on waste management, treating waste management at a more emergency pace than in well-structured long-term planning. Originality/value: Numerous studies have discussed waste management strategies for universities worldwide, but few have addressed the usage and structure of WMPs. A case study of the Brazilian situation in light of the international scenario is of great value in understanding the differences between universities in terms of waste management, and with strong potential to support the structuring of more solid environmental policies in universities, especially in developing countries. This study addresses the problem of defining the scope and substance of the climate adaptation policy, which operates with comprehensive objectives and engages with multiple meanings, policy tools, and sectors to allow societies to cope with the effects of climate change. Analyzing the design of Brazil's National Adaptation Plan sheds light on the main goals and tools of the country's adaptation strategy for the rural sector and its divergent policy approaches at distinct subnational levels. This study shows that the government's ambition for promoting change drove the design process by mainstreaming climate adaptation goals into well-established development agendas, but it resulted in the layering of existing sector-based instruments. The Plan became a mix of loosely coordinated and inconsistent strategies, lacking a common implementation approach. Thereby, this analysis provides insight into the politics of adaptation policies and the challenges of promoting policy integration in this field. [ABSTRACT FROM AUTHOR]

Urban segregation can happen in many dimensions. Its study reveals city inequalities to inform urban planning policies; access to green and leisure spaces can contribute to well-being and social mixing. Different studies underline different characteristics. However, studies in Latin America, especially north-east Brazil, explore few segregation dimensions. This paper investigates multi-dimensional socio-spatial patterns in a broader urban area of João Pessoa city, relating residential census information - as income, race/colour, literacy and types of dwellings -, space syntax street network centralities, and public leisure spaces access. Variables were correlated and characterized k-means groups for sectors and neighbourhoods. Results indicate spatial wealth patterns with more whites and literates living in more apartments in areas stemming from the city expansion to the coast beyond municipal boundaries. Impoverished areas concentrate further from the sea, with barely any access to large leisure areas, transitioned by the city centre and Bancários neighbourhoods. Income was related more to access to large leisure areas than city-scale street network centralities. K-means clustering indicated heterogeneous profiles as poorer clusters, despite lower street network centrality and little sanitation, were either the densest or sparsest. Meanwhile, areas with higher street network access exhibited intermediate-to-high rather than highest-income inhabitants. Objective: This paper is proposed to analyze, in a descriptive and prescriptive way, Public Policies that carry the concept of sustainable civil construction, and that are related to the issue of housing in Brazil. Methodology: The legal framework pertinent to this scenario is presented through content study, policy evaluation and information for policy formulation. Relevance: The paper discusses the existing gaps in the legal and fiscal scope of Brazilian public policies aimed at the sustainability in the civil construction sector. Results: The public policies analyzed to encourage sustainable construction lack a preventive focus, especially regarding the generation of waste and waste of natural resources. Contributions: Additional efforts, mainly political, are needed to increase the effectiveness of the application of environmental policies inherent to this theme, to guarantee the right to housing and environmental protection, both provided for in the Brazilian Federal Constitution. The proposal of a cartography of colonialism incites indisciplinary thinking, which transits in the interregnum of readings that analyze the movement of commodity capitalism, environmental conflicts and struggles for libertarian zones. In Brazil, the destruction of the Amazon forest, the mining tragedies and the violence against forest peoples are examples that place nature in a condition subdued by the colonialism of power. In this article, affiliat with epistemologies of the South to rethink the place of nature in environmental policy from the handicraft socioenvironmental practices in the Amazon, as in the case of Indigenous Lands and Extractive Reserves. Brazil has high levels of biodiversity and has received strong criticism for the increasing country‐wide deforestation that threatens it. Although a significant percentage of land area in Brazil is protected, the areas are insufficient and unevenly distributed. Many studies have contributed to the biogeographical knowledge of Brazilian flora, but no endemicity analysis (EA) has been conducted including all endemic angiosperms. We investigated the spatial component, drawing on a huge and taxonomically diverse dataset based on 827 016 records collected over the last two centuries. We conducted an EA for 15 034 species from 173 families using an optimality criterion with 2° and 3° grid sizes, in order to search for distributional concordance, to identify the biogeographical units and discuss the implications for conservation. Six analyses were run for basal angiosperms, monocots and eudicots. The EA recovered 66 consensus areas (CAs). The concordance of CAs enabled the identification of five best‐supported areas of endemism––three in the Atlantic and Parana Forest and two areas in the Cerrado province––supported by species of 120 families. The age of divergence for some genera that contributed significantly to the identification of areas recovered in the Cerrado coincides with the recent, <10 Ma, estimated age of that province. By contrast, the areas in the Atlantic and Parana Forest are supported by genera with earlier diversification >30 Ma, supporting an ancient origin. Most areas in the Atlantic Forest are partially superimposed with the limits of the protected areas, however, big gaps were identified in the Cerrado. Protecting Brazilian biomes was at the heart of Brazil's environmental policy. Regrettably, this scenario has radically changed based on misleading divergences in conservation policy. Areas of endemism are pivotal for biodiversity conservation due to the common evolutionary history shared by their endemic taxa. Neotropical Ichthyology promotes the Special Issue (SI) “Human impacts and the loss of Neotropical freshwater fish diversity” with the purpose of publishing relevant scientific articles on the current biodiversity crisis and the loss of Neotropical freshwater fishes in the Anthropocene. The SI is composed of 22 publications, being two review articles and 20 original articles. A total of 107 researchers contributed to these papers, involving 44 institutions based in Brazil and six other countries. Published articles investigated main anthropic activities and their impacts on fish diversity, with special focus on river regulation, mining, land use changes, aquaculture, and fisheries. Studies provided evidence about the loss of fish diversity in the Neotropics, including fish kill events, demographic changes, contamination, changes in assemblage structure, loss of taxonomic and functional diversity, besides the degradation of ecosystem functions and services, and the lack of effective protection and conservation. Studies were conducted in rivers, streams, lakes, and reservoirs from different Neotropical systems. The studies published in this SI represent a relevant sample of the current worrisome situation of freshwater fishes in the Neotropical region and call for urgent revision in environmental policies, management and conservation initiatives, and socioeconomic priorities. This paper analyzed, for the Brazilian case, the Clean Development Mechanism (CDM). The concept of negative externality and market failure was used to understand the need for environmental policies capable of favoring the sustainable development of countries. The results show the importance of scale for the registration of projects. The energy sector, for example, has more small-scale projects that were created to simplify procedures and lower costs. It was concluded, in general, that the CDM has become an international historical landmark, as it is an innovative tool in contributing to the mitigation of climate change. However, despite its importance being recognized globally, it was observed that the mechanism has weakened over time and there are uncertainties regarding the validity of the Kyoto Protocol. Disaster education outcomes are highly dependent on the political context of that education. Based on a rich, in‐depth case study of the creation of community monitors in a landslide and flood‐prone city in southeast Brazil, this paper demonstrates how developmental and political environments add much additional nuance to existing theories of behaviourist and transformative education for disaster preparedness and mitigation. Beyond identifying the benefits of education, it argues that disaster risk reduction outcomes are reliant on governance frameworks that alter over time. The study reveals the political complexity associated with programme implementation and cites the perspectives of a number of participants. Disaster education is shown to be the necessary yet underappreciated twin of the militarised and technical approaches that dominate disaster response in Brazil. Understated, however, is education's situatedness: how it can become an arena of conflict between government and civil actors over matters of state and society in increasingly hazardous urbanisation settings in Latin America. Over the last decade, there has been a change in the way protected areas are managed across the world, as their management gradually ceases to be the sole responsibility of the government and is being shared with civil society. This study evaluates the management effectiveness, according to the managers and management boards of 20 marine protected areas (MPAs) on the coast of Brazil, using the Rapid Assessment and Prioritization of Protected Area Management (RAPPAM) methodology. There were differences in perspectives of the managers and management boards; 8 MPAs showed a significant difference in management effectiveness values, and 11 MPAs showed a change in management effectiveness category. In addition, there was a positive correlation between the year the management board was established, and the effectiveness value provided by the council, as well as a significant difference between the effectiveness values of the MPAs under federal and state responsibility. In view of these differences, it is suggested that evaluations of management effectiveness should be carried out not only with managers, but also with management boards to reduce possible incongruities caused by the responses of only one person. Brazil is experiencing a severe environmental crisis, which culminates with the dismantling of the National Environmental Policy. The recent changes carried out since 2019 by the Brazilian government have been widely reflected negatively in the national and international scientific communities, bringing to light the importance of Brazilian biomes for the sustainable development. This article aimed to investigate and reflect on the encounters and disagreements of Law no. 6,938, of August 31, 1981, discussing the current National Environmental Policy. For this, exploratory research with a qualitative approach was carried out, based on a literature review. Data analysis was performed using the complex-systemic approach method. The results indicate that there was a denaturation of the National Environmental Policy, thus making the law ineffective for the preservation of Brazil's environmental heritage. This work presents environmental indicators, based on the pressure-state-response (PSR) model, for the environmental licensing activity of offshore oil and gas production in Brazil. The objective is to consider the feasibility of a set of indicators, supported by existing data, as well as necessary requirements and limitations related to their use. Environmental licensing processes were researched for information from 2012 to 2019 associated with this type of indicators. Due to data limitation, a focus was established on two contiguous areas that concentrate about half of the oil platforms that operate in Brazil and three key indicators: total oil discharge on produced water (pressure); percentage of monitored platforms with significant ecotoxicity in water samples (state); and number of inspections made (response). The indicators show related trends despite some inconsistencies and the challenge of establishing clear causal nexus in this area. Overall, the outcomes show that developing indicators for this system is possible and desirable, but depends on a structured, planned and long-term effort. It is generally accepted in public policy debate that expert knowledge tends to contribute to more effective formulation and implementation of policy. Most of the literature, however, has tended to be exclusively focused on the science–policy interface, ignoring the necessary pre-conditions of the broader national and institutional context for the effective use of scientific evidence. This shortcoming becomes particularly pronounced in analysis of developing in less pluralist countries. This article analyses two cases of Brazilian environmental policy-making and discusses the institutional pre-conditions for learning from science. By textually coding instances of direct and indirect participation of scientists in congressional debates and assessing the extent of their influence in final decisions, this article shows that despite being largely consensual to the scientific community, clearly communicated, and relevant, scientific information had no influence on the policy-decisions taken in two highly-technical areas of environmental policy in Brazil: forestry and pesticides. This article engages with the literature on the necessary institutional structures for learning from science and provides support for the hypothesis that countries with lower levels of political openness, and medium-to-low consensus requirements for decision-making, will tend to have considerable barriers to effectively producing evidence-based policy-making. Shared ways of thinking in Brazil about the science-practice interface in ecology and conservation We aimed to identify and describe viewpoints on how the science-practice interface should work in order to improve conservation decisions by interviewing relevant actors, both scientists (ecologists or conservation scientists) and decision makers (who rely on basic and conservation-oriented ecological knowledge to make decisions). Interactive partners thought scientists had much to learn from decision makers (e.g., viability of potential actions, administrative and political constraints) and decision makers could learn from scientists how science contributes to informed decisions. Scientists in this group had diverse levels of productivity and engagement with practice, but decision makers had engaged in the last 5 years more directly with science than decision makers from other groups (Supporting Information). Finally, although some of our results suggest negative attitudes between scientists and decision makers (e.g., detached producers criticized decision makers for misinterpreting scientific knowledge), there was general agreement that addressing cultural differences is important for linking science and practice effectively. Solid waste accumulation in coastal environments has been a growing concern. In the coastal megacity of Recife, Pernambuco state, Brazil, plastic waste issues currently exist both at the ocean scale and river basin scale. The city is known as the 'Brazilian Venice' thanks to the Capibaribe River, which crosses many neighborhoods, running in a west-east direction into the Atlantic Ocean. This paper provides the initial basis to develop a Plastic Waste Management Program proposal for implementation in the city of Recife, given the lack of resolutions that have looked at plastic waste management through integrated water environment scales (from river basin to ocean). The methodology used included articulation and documental collection from four main public agencies from the state/city and stakeholders. The results showed its relevance for better plastic waste management in Recife, considering an integrated water environment on a river basin-to-ocean scale by using the recognized major connected water environments (Capibaribe river and Boa Viagem beach). Similar integrated program proposals could be made for other coastal areas, enabling not only the identification of fragilities but also the exchange of information regarding the theme. This article aims to analyze the environmental policy of the current Brazilian government of Bolsonaro, considering the fires that spread in the Amazon in June and August of last year. The Amazon, known as the "largest repository of ecological biodiversity in the world" and "the lungs of the Planet", has suffered a wave of devastation in recent decades, and its devastation today is becoming accelerated and massive. That situation has been exacerbated since the inauguration of the government of Jair Bolsonaro, a politician of the extreme right. Therefore, the analysis of the background and the causes of this situation is part of this study. It also includes a comparative analysis, which considers the Lula government's environmental policy. This comparative approach can better point out the problematic features and issues of the current Brazilian government's environmental policy. It is shown here that since 2003, when Lula took over the command of his country, there was a major advance in the issue of the environment, although with some restrictions, that was always treated from the point of view of social inclusion policy. However, during the governments of Dilma and Temer, the devastation and deforestation in the Amazon increased gradually, culminating in the inauguration of the Bolsonaro government, whose environmental policy is very similar to the developmentalism of the military dictatorship that held power in Brazil from 1964 until 1985. Furthermore, it is also observed that environmental policy has until now been characterized by the following persistent factors: a progressive increase of influence of the so-called "banca ruralista" (in official terms, the Frente Parlamentar da Agropecuária, FPA) in the Brazilian National Congress, which defends the interests of landowners (latifundiários) and agribusinesses; the usual government amnesty for land grabbing (illegal appropriation of public land), and other factors, as well. Historically, quilombola communities have occupied a place of subordination in the official history, motivated by the enslavement process of African people. These communities have created and continually recreate their spaces and movements of resistance to the various forms of oppression experienced. The organization for the assurance of rights has been necessary since the first steps into Brazil, extending to the current days. In the past there were escapes and rebellions, today the fight is against the obstacles of territorial demarcation, absence of public policies and environmental racism practiced by the State or private agents. The aim of this research was to relate natural vegetation dynamics to environmental policies and agricultural pressure surrounding the Irati National Forest (INF), in the state of Parana, Brazil. We mapped landuses and detected their changes over a period of 25 years (1992 to 2017), emphasising gains and losses of natural vegetation to other uses. Employing a pixel-based approach, Landsat-5 TM and Landsat-8 OLI data were used to classify landuse surrounding the INF. We reviewed records of agricultural expansion and environmental policies in Parana to explain losses and gains in vegetation cover detected in the landuse change analysis. During the study period the area surrounding the INF gained ~10,000 ha of natural vegetation cover regenerated from areas formerly under crop or pasture cover and planted forests, but lost ~20,000 ha, largely to agricultural expansion, likely for soybeans. We discuss environmental policies, particularly the Ecological ICMS (a Brazilian ecological fiscal incentive paid to counties that shelter protected areas) as the most important reason for the vegetation regeneration and nature conservation. Environmental licensing is a command-and-control (C&C) instrument used at the state level in Brazil to enforce compliance with legal requirements and environmental standards; however, it does not encourage continuous improvement. The objective of this paper is to propose a methodology that can be used as a licensing and monitoring policy for industrial activities, based on both command and control and economic instruments. Therefore, the development of a matrix to measure the environmental performance of companies is proposed so as to include mandatory compliance requirements, environmental management requirements and continuous improvement indicators. Performance assessment could be used by the environmental agency as a tool to support environmental management policy change by working with environmental incentives for better-performing companies. The results obtained with the matrix will demonstrate exactly what the theory describes: in an environment where the control imposed to the entrepreneur is by the attendance of a legislative standard and not the demonstration of continuous improvement, there is no evolution of the environmental performance over the 3-year period of the companies. In 2010, the Brazilian authorities approved the National Policy on Solid Waste (NPSW) with the aim of promoting the recycling and reuse of solid waste. However, assessing the distribution and progress of recyclable material recovery following the implementation of this key government policy remains a challenging task. Therefore, this study employs a spatial-temporal analysis to investigate the impact of the NPSW on the recovery of recyclable waste in Brazil. We employed spatial statistical techniques such as Getis-Ord Gi* and Global Moran's I. The results revealed significant and heterogeneous clustering of recycled materials among municipalities, both before and after the implementation of the NPSW. The analysis demonstrated that recycled waste tended to cluster in more developed and urbanized areas, while a considerable number of cold spots were observed in less developed regions or densely populated areas, indicating low recycling rates. These findings raise environmental concerns for policymakers and emphasize the need for interventions to enhance recycling efforts. The study highlights the urgency of improving municipal solid waste management and raising awareness among local communities about the economic and environmental benefits of recycling, particularly in areas characterized by unsanitary living conditions, poverty, and low-income disparities. This study explores the evolution of the Green Grants program, run by Brazil's Ministry of Environment, as a means for developing the concept of bureaucratic activism. When the Workers' Party first took office in 2003, many social movement actors joined the government, especially in that agency. After 2007, however, most of these activists left the government. At the same time, the ministry substituted thousands of temporary employees for permanent civil servants. Surprisingly, this study finds that these public employees carried forward the environmentalist cause, even when this required contesting the priorities of superiors. Examining their attitudes and practices leads to a definition of activism as the proactive pursuit of opportunities to defend contentious causes. The case study helps to develop this concept and to demonstrate that workers inside bureaucracies can engage in activist behavior. Abstract Ecosystem service (ES) assessments have flourished globally in recent years and are now frequently used by policymakers and environmental managers. However, data scarce regions continue to be less well studied, limiting the comprehensiveness of the approach and its potential benefits. Here we aim to assess multiple ES and their spatial relationships in a region with high tropical forest cover, the state of Amapá, in the Brazilian Amazon. We develop a simple method to measure nine ES, identify spatial associations between them, and explore the impact of land use change on the capacity of forests to provide those services. The ES analysed include biodiversity, regional climate regulation, indigenous heritage, agricultural production, and NTFP extraction. Both negative (n = 20) and positive (n = 12) spatial associations are found, with agricultural land and forests having the highest total ES provision. We also show that this varies nonlinearly with distance to forest edges. In the face of currently unavoidable data scarcities in high biodiversity tropical areas, we show that this approach can provide useful evidence for land use management decisions. We provide an inventory checklist of the amphibians from Parque Nacional da Restinga de Jurubatiba (PNRJ), a sandy coastal environment in southeastern Brazil. As a result of three years of surveys, from August 2013 to June 2016, a total of 36 amphibians species were recorded - one Gymnophiona (Typhlonectidae) and 35 species of five anuran families: Bufonidae (2 species), Craugastoridae (1), Hylidae (21), Leptodactylidae (8), and Microhylidae (3). One specie is reported for the first time for the restinga ecosystem (Chthonerpeton braestrupi) and 24 species were recorded for the first time to the PNRJ. This result reinforces the importance of long-term studies for accurate knowledge of the biodiversity. Considering that the biodiversity of the fragments of the sandy coastal environments in the state of Rio de Janeiro is poorly known, the present study provided a more detailed knowledge about different aspects of the biodiversity in the PNRJ, contributing to the preservation of this threatened ecosystem. A comparative analysis of several climate litigation actions that demanded positive regulatory impacts is presented. Topics covered include reasons for considering the actions in these cases as emblematic, viability of a lawsuit to oblige the state of São Paulo, Brazil to implement measures needed to comply with the guidelines for mitigating emissions of greenhouse gases as expressed in the Climate Change Policy of the State of São Paulo and cases of climate litigation.

This paper assesses the effects of public policies on the occurrence of natural disasters related to extreme rainfall. By using a unique and geolocated database on natural disasters in the state of Rio de Janeiro, Brazil, I test whether variables related to public policies - e.g. forest cover and urban infrastructure - affect the occurrence of natural disasters, conditional on the existence of extreme rainfall. Results point to a significant role for public policies in order to mitigate effects of extreme weather events. More specifically, results point to an important role for urban infrastructure, as proper sewage and waste collection, and forest cover in reducing the impacts of extreme rainfall. Moreover, I discuss how these heterogeneous effects have distributional consequences and can be linked to the Environmental Justice literature. Finally, this paper reinforces the idea that adaptation policies to disasters are essential in reducing local vulnerabilities and can yield distributional and fiscal benefits. [ABSTRACT FROM AUTHOR]

Using policy cycle model as a heuristic, this article studies Indian, Brazilian, and South African engagement with Nationally Appropriate Mitigation Actions (NAMAs) by (a) comparing NAMA policy process and (b) identifying factors driving or limiting the framework’s domestic application. India largely remained uninterested in NAMAs, Brazil aligned its domestic climate policy and NAMAs, while South Africa had a more nuanced engagement when formulating NAMAs. Four factors influenced these countries’ NAMA engagements: the level and necessity of international support, the availability of domestic policy provisions to tackle climate change, the domestic institutional capacity to coordinate interministerial functioning, and the role of individuals in the institutional apparatus. As an international climate policy framework, studying NAMA engagement provides learnings for nationally determined contributions under the Paris Agreement for designing the instrument, ensuring clarity on support provisions for ratcheting up ambitions, and enhancing institutional capacity, to expedite transition from policy formulation to implementation and beyond. A number of public policies have emerged worldwide as a response from governments facing climate change effects, drawing the attention of the scientific community to the outcomes and actual effects/benefits these policies have brought so far. One of the challenging aspects related to this context is the integration of the objectives set by climate change policies within the sectoral and regional planning. In this respect, the literature recognizes the relevance of Strategic Environmental Assessment (SEA) as an instrument to deal with climate change issues in the planning process and to support the development of alternatives to respond to climate change policies. The influence of climate change policies on the plans and programs supported by SEA in emerging economies is yet to be verified. The paper relies on the case of Brazil, recognized by its relevance in terms of biodiversity, water resources and climate regulation. In 2009, Brazil introduced the National Policy of Climate Change (NPCC), which established guidelines to reduce the emissions of greenhouse gases (GHG) by 2020. The present paper is based on the analysis of the current SEA practice and the corresponding level of integration of climate change issues, considering the objectives of the NPCC. A set of 29 statements, delivered by the literature, was applied, combined to the content analysis techniques to review the quality of 35 SEA reports produced in Brazil between 1997 and 2014 (out of 40-odd cases). The outcomes indicate the performance is similar to what was found in other contexts, i.e., SEA areas barely address climate change issues. This thus reveals an important gap between the objectives of NPCC and sectoral/regional planning. Cooperation between environmentalists, scientists, and governmental actors was a crucial driver behind Brazil's efforts to reduce greenhouse gas (GHG) emissions from the forest sector from 2004 onward. The same climate coalition's advocacy work to reduce emissions in the energy sector, Brazil's second-most emitting sector, has been unsuccessful. Why has climate-policy development been so different in the two sectors? Building on the advocacy coalition framework, this paper analyzes the climate coalition's role, systematically comparing how the coalition has worked to influence policy development in the two key sectors for Brazilian GHG emissions between 2003 and 2015. The paper finds that strong climate-coalition unity, unambiguous scientific knowledge, economic growth, and international pressure functioned as a constellation of factors that enhanced the climate coalition's ability to take advantage of a climate-policy window and frame deforestation as a core climate concern. The article offers information on the threats to an indigenous tribe of Amazon from an hydropower infrastructure plan proposed by the Union of South American Nations (UNASUR). Topics discussed include decline in the Amazonian deforestation rates due to Brazil's environmental policies; conduction of an environmental impact assessment (EIA) of the Tapajós Hydroelectric Complex (THC); and mentions that the former President Dilma Rousseff redrew the boundaries of Amazon National Park (ANP).

The Pilot Program was an initiative of the Brazilian government, the G7 countries and the World Bank in international cooperation to conserve the Brazilian rain forests. Compatibility between ecological, economic and social interests should be proved, revaluing the natural legacy, production potentialities and the cultural diversity of the regional population. The subprograms concentrated on supporting sustainable production, implementation of protected areas, strengthening of regional public institutions, responsible for environmental management, support of scientific research and cooperation with NGOs. In spite of structural deficiencies, the Program was one of the most successful examples in conserving tropical rain forests and in sustainable use of natural resources. The Pilot Program stood for the beginning of a new phase of responsible environmental policy for the Amazon region, with social participation, public-private partnership and qualification of people and institutions in environmental management. Sustainability perception can be understood as humans' awareness of the environment. This study assessed the sustainability perception of the Paraná III Basin residents in Brazil through item response theory (IRT). For this purpose, a scale to measure sustainability perception, in which the items and latent features of respondents in the same unit of measurement are positioned, was constructed. Fifty-two items (sustainability indicators) evaluated through structured questionnaires applied to 2519 respondents, residents of three cities in the study area, were created. The results indicated that 52.3% of respondents have no, very low or low perception of sustainability, and the study population was allocated between levels 90 and 100 of the perception scale. IRT was suitable for the data analysis because it enabled quality evaluation of the items, construction of a scale to quantify sustainability perception and identification of perception levels. The developed tool - the measurement scale for sustainability perception - can be used by those responsible for local environmental governance to develop projects aimed at social and environmental education with the goal of identifying alternatives to raise the perception levels of the local residents. Practitioners play a key role in implementing environmental impact assessment (EIA) policies. Gauging their perception can help in designing legislation or regulation reforms and signals what needs more attention in research. The Brazilian EIA system is under review by lawmakers, but there is scant information about the views of professionals. A survey was conducted to inquiry on practitioners’ perception of the Brazilian EIA system regarding: (1) quality of the process, (2) quality of the environmental impact studies (EIS), and (3) proposals to change the system. Four hundred and fourteen professionals participated in an online survey responding to 44 questions. Results show positive perceptions about some aspects of current practice, but there is a clear predominance of negative appraisal both about the quality of the process and the quality of EIS. The poorest practices are the consideration of cumulative impacts and determination of impact significance. As for proposals to change the system, respondents defend the continuity of specific characteristics of the Brazilian system. Within the context of risk society and its delocalized, incalculable and noncompensable global risks, environmental controversies have become increasingly complex. Within this scenario, the Brazil's High Court (STJ, acronym in Portuguese) stands out as it has been recurrently applying environmental hermeneutics' principles and strategies on its decision-making process and clarifying controversies regarding the interpretation of the environmental legislation. Through bibliographic and jurisprudential research, this article therefore seeks to outline the recent highlights of STJ's case-law, analyzing more in depth some of the court's leading environmental cases and its contributions to the evolution of environmental law in the country.
