This paper analyzes the draft bills of federal popular initiative (FPI) in Brazil, clarifying their situation and raising critical points. Initially, the context of each Popular Initiative project will be narrated and then its institutional framework will be evaluated. The process that led to the approval of Brazil’s Internet Bill of Rights (‘Marco Civil da Internet’) was the first initiative from the Federal Government to crowdsource the making of a Draft Bill of Law, using the internet to diversify the debate and invite participation from different stakeholders. This article provides an overview of the process behind the creation of such a law, emphasising the participatory process that resulted in the final wording of the law. Additionally, the article reflects upon some of the most relevant challenges for the enforcement of Brazil’s Internet Bill of Rights, as well as its international impact on future case law and in the legislative process. This article seeks to understand multiparty cabinets in presidential systems. The article applies theories developed for parliamentary systems to the case of Brazil and uses ministerial endorsements of executive bills to test whether multiparty cabinets are anchored in an office or a policy-seeking compact. The analysis shows that participation in policy making within the cabinet is highly concentrated in technical ministries and ministries occupied by the president's party. The analysis also shows that ideological heterogeneity is a significant predictor of ministerial endorsement, indicating that under conditions of ideological proximity, presidential cabinets are able to share policy-making responsibilities. This paper presents a framework for guiding policy-makers intervening in emerging innovation systems in ‘catching-up’ countries. The process whereby the central policy issues are identified rests on the notion that there are seven key processes, or ‘functions’, involved in the formation of such systems and that these processes can be empirically studied. A ‘functional approach’ is argued to be helpful in finding ‘system weaknesses’ that can act as focusing mechanisms for policy-makers. An illustrative case from Germany is followed by an analysis of emerging innovation systems in catching-up countries, in particular Brazil, Korea and Chile. [ABSTRACT FROM AUTHOR]
