CITY ISLAND, a tiny and curious enclave in the Bronx, has a cinematic history that is long, if not quite storied: Parts of a 1912 rendition of Shakespeare's ''Richard III,''believed to be the oldest surviving complete American feature film, were shot there. But the island is often playing some quaint small town or fishing village far from New York. Now City Island is starring as itself, in ''City Island,'' which won the Audience Award at the 2009 Tribeca Film Festival and opens Friday at the Angelika Film Center in Greenwich Village.
