Some antipoverty agencies, looking for ways to stay afloat and to pull inner-city communities out of the recession, have considered going into business. The record of nonprofit organizations that have started up ventures around the country, here illustrated by five cases in California, shows that such ventures can be viable job-training and job-creation enterprises. They can generate most of their needed income in their first few years and reach break-even over a longer period. They can hire and train the chronically unemployed and give them the skills and experience they need to go on to regular jobs in private enterprise.
