The article discusses the opportunities and challenges faced by Canadian Prime Minister Paul Martin in international development policy. The authors mention the post-Cold War problems faced by developing countries including financial crises, crimes against humanity and episodes of genocide and brutal civil wars. At the same time, regions of prosperity and greater well-being have been experienced in other developing countries including China and India. The prime minister should increase its contribution to international economic development to regain its prestige in the world order, the authors said.
