Abstract

The article examines the policies of former U.S. President Jimmy Carter toward Nicaragua and El Salvador from 1979 to 1981. Holding out the prospect of economic aid should the Sandinistas embraced Western-style economic principles is cited as one of the key features of the Carter administration. Accommodations with dictators with notoriously bad human rights records were willing to be reached by Carter.
