Increasing water and energy demand in agriculture due to changing climatic conditions and high resource consumption is widespread in Central Asia. Under these constraints, compounded by lack of irrigation water, farmers are opting to use drainage water for crop production, with negative consequences. Focusing on Uzbekistan, we evaluate the governance of farmer adoption of selected technological innovations (i.e., constructed wetlands and biogas) to improve crop productivity while providing water and energy savings. We build upon farmers' expressed views of the strategic decisions they would take regarding constructed wetlands and biogas plants. We use institutional analysis to identify relevant action situations, highlight potential institutional complementarity between these situations, and indicate promising areas for policy intervention. Recent global and regional assessments of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) show that Nature's Contributions to People (NCP) are under an alarming threat due to the continuing loss of biodiversity. These assessments call for increasing conservation efforts and a more sustainable use of biodiversity to enhance the chances of halting biodiversity loss and reversing current trends. One of the strategies to achieve change is to mainstream biodiversity into sectoral policies. Mainstreaming, a concept that can be traced back to the Brundtland report, promotes the integration of the environment into political, societal, and economic planning and decision-making. Based on the review of key studies undertaken during the regional assessment for Europe and Central Asia, we develop a stepwise approach to analyze the current status of mainstreaming of biodiversity and NCP. The approach can be used both for policy design purposes and diagnostic evaluations. It demonstrates that mainstreaming has the potential to improve the conservation and sustainable use of biodiversity as well as the sustained provision of NCP. However, based on the status of implementation across Europe and Central Asia, we conclude that mainstreaming needs to be pursued and implemented in a stronger and more systematic way. The results of our assessment provide important input to national strategies and policies but also to the ongoing process of the Conference of the Parties to the Convention on Biological Diversity while developing the post-2020 global biodiversity framework. Joint Forest Management (JFM) is a form of participatory forest governance that aims for protection, conservation and sustainable use of forest resources by involving local communities. The JFM reforms have been promoted to address forest and land degradation, as vital in reducing institutional uncertainty in complex environments and strengthening cooperation among resource users. We draw on theories of collective action and transaction costs assuming that the overharvesting problem can be reduced by efficient and effective rules that support cooperation between forest users in using common pool resources at the group level and explore how forest users respond to policies that aim to reduce overharvesting in Tajikistan. To this end, we used a framed field experiment involving actual forest resource users. We find a strong impact of rules and the associated transaction costs in dealing with environmental and institutional uncertainties. The experiment results indicate that the harvesting rate is likely to decrease when institutionalized mechanisms are introduced to coordinate the interdependence among resource users. The overall results suggest that the rule determining harvest on a rotational basis is effective in reducing harvesting under environmental uncertainty regardless of the existence of communication and under institutional uncertainty when communication is permitted. Faced with mounting resistance against mining, neoliberal governance resorts to polarising strategies that delegitimise the heterogenous positions people hold regarding mining. In this paper, we contrast and complicate these dichotomies with the lived experiences on the ground in Kyrgyzstan. We focus on the 'Taldy-Bulak Levoberezhny' gold mine near the town of Orlovka that has been lauded by the state and business community as a paragon of company-community 'cooperation'. We question how the gold mine has come to be an exemplary case of cooperation in a conflict-rife sector. Based on behavioural experiments, surveys, and in-depth inquiry, we follow and unpack entanglements of valuations, discourses and practices that have repackaged Orlovka from a former Soviet mining town in depression into a putative model of progress. Our interdisciplinary account unravels the contradictory processes of re/making extractive frontiers and managing resistance to extractivist expansion that interweave neoliberal practices with nationalist discourses. Beneath the discourses praising Orlovka, we find a community that has never stopped resisting despite consenting to the gold mine. The extractive entanglements we unearth exemplify the diversity of exigencies and aspirations behind resisting, negotiating and/or allowing mining while attesting to the diversified portfolio of tactics that silence and delegitimise these life concerns.
