The article discusses possible funding options for various U.S. Navy shipbuilding programs in light of an allegedly stagnant U.S. Department of Defense (DoD) budget. Emphasis is given to the problems posed by a small naval fleet, the use of the joint Navy/U.S. Air Force program Air-Sea Battle, and the benefits of using unmanned vehicles (UVs). The author is concerned with the efficacy of current Navy ships and programs in response to a possible Chinese military threat. He suggests the U.S. Navy save funds by transferring certain missions to U.S. allies.
