Implementing industrial policies to develop the new energy vehicle industry and improve technological innovation related to new energy vehicles is essential for countries dealing with environmental pollution and climate change. This paper first examines the impact of a demand-side industry policy related to new energy vehicles on the technological innovation level of supply-side vehicle enterprises. Regarding the new energy vehicle purchase tax exemption policy implemented by the Chinese government in 2014 as a quasi-experiment, this paper constructs a multi-period difference-in-differences (DID) model to identify the impact of the demand-side preferential tax policy on the technological innovation level of vehicle enterprises. In our DID design, 178 enterprises are in the treatment group and 166 enterprises in the control group, with 3,440 balanced panel data of observations. The results show that this policy can significantly promote the technological innovation of new energy vehicle enterprises. This promotion effect is greater in magnitude in large-scale enterprises, high-tech enterprises, and enterprises producing passenger vehicles. Theoretically, we believe that the demand-side tax exemption policy mainly indirectly promotes the technological innovation level of automobile enterprises through the signal channel and profit channel. How to utilize human, financial, and material resources reasonably in the technological innovation of new energy vehicles to obtain the maximum benefit with the least investment is an important issue that needs to be solved urgently. This paper employs the stochastic frontier model to analyze the innovation efficiency and its influencing factors of new energy vehicles in China. The investment of innovation is divided into four dimensions: human resource input, R&D input, technology acquirement input and environment support input. The results demonstrate that the mean of innovation efficiency of the new energy vehicle industry is low in general. The Yangtze River Delta and Pearl River Delta regions have the highest innovation efficiency comparable to that of other regions. There is a significant positive impact of asset turnover ratio, per capita compensation of management, and education level on innovation efficiency. The effects of asset-liability ratio and government support on innovation efficiency are not significant. But the government support has a significant positive moderation effect on innovation efficiency through financial factors. With deteriorating air quality in Chinese cities, high-speed rail (HSR) has attracted serious attention as an efficient transportation system to contain haze pollution across the country. This study introduces the concept of HSR accessibility and applies the generalized spatial two-stage least square method to examine the effect of HSR on haze pollution in China. A time-varying difference-in-difference strategy is then employed to recognize the causality from HSR to the haze pollution and eliminate endogeneity. Based on a panel dataset comprising 285 cities over 2010–2018, we find a negative effect of HSR accessibility on haze pollution. An increase of one standard deviation in HSR accessibility reduces PM2.5 concentration by 0.22%. However, the HSR pollution reduction effect varies significantly across cities. It is found that HSR can reduce haze pollution by improving the efficiency of resource allocation as well as promoting industrial structure change and technological innovation. To promote low-carbon economy and sustainable energy consumption, new energy vehicles (NEVs), a typical eco-innovation, are drawing intensive attention from manufacturers, administrators and academics. Despite extensive literature investigates factors that affect research and development (R&D) of NEVs, yet little is known about the role of technological capability as well as the interaction between internal technological capability and external resources (e.g., ownership, government subsidy and external cooperation). This might lead to the overlook of technological capabilities and the misallocation of external resources. In present study, we investigate how firm-level technological capability (measured by R&D expenditure) affects its eco-innovation performance (measured by eco-innovation patents), as well as the moderating impacts of ownership and governmental support (i.e., subsidy). Further, we explore the correlation between firm's technological capability and its R&D strategy (i.e., internal R&D or cooperative R&D). Our investigation is based on a unique set of panel data from 127 listed companies in the Chinese automotive industry, spanning from 2009 to 2018. The empirical findings demonstrate that firm-level technological capability is positively related to eco-innovation performance, and state ownership intensifies this positive relationship. Surprisingly, increasing government subsidy tends to weaken this correlation. The results also show that firms with higher technological capabilities prefer cooperative R&D, while those with lower technological capabilities tend to choose internal R&D. These findings promote the understanding on the cost-effectiveness of R&D investment in the NEV industry, and also shed light on the interactions of internal and external resources.
