In China, there exists a huge debate for a long time on whether a double dividend, reducing pollution emissions and boosting employment, can be achieved by intensifying environmental regulations. In this paper, we use two data sets on provincial environmental legislation and Chinese manufacturing firms during 1998–2013, to estimate the impact of provincial environmental legislation on the firms' employment growth with a difference-in-difference (DID) model. Results showed that (1) after the implementation of environmental legislation, the employment growth of regulated manufacturing firms decreases significantly by 3.07%, and this result is robust to alternative tests. (2) Local environmental legislation reduces employment growth mainly via the influencing mechanism of the firm's entry and exit, export, and innovation. (3) The local environmental legislation has heterogeneous impacts on employment growth in different industries and different regions, and the estimated effect is more obvious in high-pollution industries and areas with strong enforcement. (4) Environmental legislation significantly improves job destruction and reduces job creation, resulting in a − 3.86% job net increase. Due to the long-term implementation of extensive economic growth mode, China's ecological environment has been deteriorating since the 1990s, and environmental pollution has attracted more and more social attention. Until 2013, the Communist Party of China put forward 'ecological civilization', and building a beautiful new China with harmonious coexistence between man and nature has become an important development strategy. Meanwhile, starting from the implementation of the Two-Control-Zone policy in 1998, China has implemented numerous environmental policies in just ten years. These environmental policies have greatly improved the quality of China's ecological environment, but their economic effects have been controversial. Given the special historical period, this paper helps assess the impact of Chinese environmental policies on employment and provides a more objective policy evaluation and implications for improving existing laws and regulations to achieve higher social welfare. To achieve this goal of balancing the improvement of the ecological environment and high employment level, environmental policies firstly should be flexible to ensure that the environmental standards follow the firm's characteristics and regional characteristics to avoid "one size fits all". Particularly, for regions with poor economic development or having a single industrial structure, the implementation cycle of the environmental policies should be extended to ensure that they have enough time to achieve industrial restructuring and complete the environmental protection goals. Secondly, we find that environmental legislation hurts employment growth by limiting export decisions, so the government should use multiple channels to stabilize export when implementing environmental legislation. Thirdly, technological R&D and innovation play an important role in the effect of environmental legislation on firms' employment growth. Therefore, the government should provide a more flexible environment for firms' R&D and innovation with appropriate fiscal policies and technical support. [ABSTRACT FROM AUTHOR]

China's New Environmental Protection Law (NEPL) is an important adjustment in the face of the "new normal of economic development". Leveraging the Difference-in-Difference (DID) method, we discern the multifaceted positive effects of the NEPL on both the qualitative and quantitative dimensions of green innovation. The mechanism analysis indicates that the enactment engenders heightened environmental awareness among senior management, increased cash holdings, and released financing constraints, leading to enhance the green innovations. Interestingly, a positive tone of management discussion and analysis (MD&A) can amplify the NEPL's effect on green innovation scale, but its moderating effect on the quality development is not significant. Knowledge on environmental disasters and legislation is limited. I narrow this knowledge gap by examining the relationship between environmental accidents and climate legislation in the People's Republic of China. I offer an account of local environmental accidents and local environmental legislation and focus on political centralization to understand bill submission and bill enactment in local climate legislation in China. I built a unique provincial panel dataset for the period of 1997–2014 (N = 527) for the data analysis and found that environmental accidents are correlated with local climate legislation. I also discuss how local government leaders make rational choices under the incentive system in the Chinese bureaucracy in the wake of environmental accidents. Increasingly severe environmental issues, especially those in developing countries such as China, drive the evolution of the environmental protection institution (EPI) to its strictest levels. However, the implementation of the strictest EPI still confronts various challenges and barriers, and the multi-stakeholder features of EPI determine these barriers are not independent of one another but rather present complex interactive relationships. This paper identifies the barriers to implementing China's EPI from four aspects of environmental legal, economic, regulatory, and public participation institutions. A variable precision rough DEMATEL approach is proposed to visualize the causal relationships and intensities among barriers from the similarities and differences in perspectives of stakeholders from the government, company, and public levels. The obtained causal interactive mechanism among barriers highlights the need to prioritize the improvement of environmental policy assessment, and the concrete measures in policies or plans should be integrated into legislation to ensure they are mutually supportive early. The non-substantive contributions achieved by China's public participation in environmental protection reveal prejudices that the public is often regarded as a supporter or spectator by both government and company groups, which makes the transparent environmental information disclosure, transfer and feedback into an effective mediation among stakeholders. Comprehensive coordination and feedback mechanisms including source prevention, process control, and severe punishment for consequences while enhancing linkages among stakeholders are put forward to overcome barriers and help implement the strictest EPI. Firms investing in environmental issues often suffer from increased operating costs and reduced profits. Therefore, rigorous environmental legislation is required to motivate firms to conduct more green innovations. This paper takes the promulgation of China's New Environmental Protection Law as an ideal quasi-natural experiment to investigate the effect of rigorous environmental legislation on corporate green innovations. By reconsolidating the "compensation effect" and the "crowding-out effect", we find that China's New Environmental Protection Law promotes the quantity of corporate green innovations, but inhibits the quality of green innovations. The potential mechanisms regarding green innovation quantity and quality are strikingly different. China's New Environmental Protection Law promotes green innovation quantity mainly through alleviating government favoritisms and increasing the risk of environmental litigations. However, since high-quality innovations require higher investment costs and greater tolerance for failure, China's New Environmental Protection Law also tightens financing constraints and exacerbates managerial myopia, which crowds out high-quality green innovations. Moreover, China's New Environmental Protection Law causes short-term corporate performance losses, but it indeed promotes environmental performances. The United States (US) Lacey Act 2008 amendment (LAA) is a timber legality regulation that requires US importers to monitor and minimize the risk of illegally harvested wood products within their supply chains. This paper empirically examines the effect of the LAA on Chinese companies' export costs to the US. The study uses 138 responses from two surveys in Shanghai, China, in 2013, i.e., 5 years after the LAA was implemented. Given the high proportion of zero export increase indicated by the Chinese companies, a zero-inflated ordered probit model was used to model Chinese companies' export cost increases to the US. The research results demonstrate that pre-LAA raw material sourcing patterns are primary indicators of the respondents' export cost increase to the US as a result of the LAA. From the results, it can be inferred that log and lumber importers from suspect regions are taking additional measures, by changing their procurement practices, to ensure the legality of their raw material, which is adding to their cost structure. The results also indicate that smaller companies, given their flexibility with raw material procurement, were less likely to experience a post-LAA cost increase relative to their larger counterparts. With the aim of achieving the goal of ecological livability in Chinese rural society, the issue of rural environmental governance has received great attention from the CCP and the government. However, due to local governments' model of development in exchange for economic interests and the "urban and rural binary" structure of environmental governance, rural environmental governance faces many dilemmas, such as lack of normative standards, lack of environmental governance subjects, and lack of judicial security. In order to improve the development of rural ecological civilization and realize ecologically friendly agriculture, this paper proposes a solution path for rural environmental governance from the perspective of the idea of the community with a shared future for humanity. Specifically, this solution path includes establishing the concepts of cooperation and governance of environmental protection, improving villagers' participation in environmental protection, balancing economic and environmental interests in rural environmental governance, and building a long-term mechanism for the rule of law in rural environmental governance.

This paper compares water resource policies and management practices in China and Denmark. It takes two vulnerable water ecosystems as case studies: Baiyangdian wetland in China and Mariager fjord in Denmark. Based on the theories of the commons, this article explores the similarities and differences between the two ecosystems in terms of ecosystem characteristics, historical and cultural backgrounds of these societies, the technologies affecting the ecosystems and also how the ecosystems have been seen at different times as well as the existence of property rights through time. Both water bodies have experienced drastic and devastating impacts from human activities. The analysis shows both in Denmark and China, it can be expected that goals, once they are decided, will be implemented. But, in reality, it seems that this will be much easier to accomplish in Denmark than in China, probably due to the complicated administrative structure in China and clearer goals and better resources in Denmark. Denmark has also accomplished a large degree of environmental policy integration (EPI), which is not the case in China. But China has recently put environmental concerns high on the agenda, giving priority to environmental concerns, even highlighting sustainability as a future developmental goal. The course of urban environmental management (UEM) development in China is reviewed and analysed in this paper. The current situation that exists in the field of urban environmental management is also analysed from the aspects of the legislation, environmental policies, economic incentives and market mechanisms, technical instruments and environmental education and public participation.
