Tourism and local development are current topics in scientific literature and at the government level. The updating of the Cuban economic and social model takes advantage of municipal autonomy to ensure successful local development that guarantees the improvement of the quality of life of the population, where tourism is relevant. Therefore, the objective of the article is to design a procedure that favors the implementation of the integrated management model of tourism activity in local development, led by the government in Holguín-Cuba. Theoretical methods such as analysis-synthesis, inductive-deductive, and historical-logical were used. Highlights: participant observation, expert consultation, and interview, in empirical methods. A model and procedure were obtained that allows local governments to make decisions based on integrated management of tourism activity, which contributes to the development of the territory. The result presented here responds to the policy of implementing a government management based on science and innovation, through the Municipal Development Strategies. The same was conceived fundamentally, from the participation that, in the legislative, is established in the new law governing the organs of the Popular Power in particular, the 132/2019, and more recently, the agreement 518 of the Council of State of the Republic of Cuba of 2023. The objective of this research was to design a procedure for community participation in the "Rocío del Sol" Local Tourist Center project in the Guane municipality of Pinar del Río province. The empirical methods were based on the collection and analysis of documents, the semi-structured interview and the use of brainstorming. As a result, the phases of the procedure structured in four stages were elaborated: Phase I Preparatory, Phase II Diagnosis, Phase III Planning and Execution and Phase IV Monitoring and Evaluation. This procedure demonstrated the value of community participation as one of the inputs to be used by the Municipal Government for an efficient management of local development, specifically in projects related to Local Sustainable Tourism. The calculation of costs is a necessary tool for the identification of unprofitable services and activities that do not add value. The objective of the research is to propose a procedure for calculating the costs of the services of the Center for Molecular Immunology (CIM) through ABC costing. The methods were used: analysis, bibliographic study, synthesis, economic statistics and comparison of indicators. Together with: the logical history, system approach, documentation consultation and expert criteria. They were combined with the techniques: group dynamics, experiences, interviews, productivity assets and flowchart. It is recommended to include the cost information obtained in the CIM Board of Directors and to update the cost sheets annually. Its application allows a complete distribution of the expenses consumed by the activities towards the services. Work Organization plays a fundamental role in process efficiency; several authors suggest the need to evaluate its impact on company results through management indicators. In addition, french studies have shown that time administration can cause malfunctions and influence in these hidden costs. Moreover, the International Labor Organization has defined the time types generating wastes in production. All these elements show how the analysis is always from a strategic vision and not with a technical basis for the organization of work. These authors do not explain, or show procedures or methodologies on how toidentify and examine the dysfunctions. Thus, this investigation is aiming at analyzing and quantifying the dysfunctions of the work organization process and to prevent that these dysfunctions affect productivity. The Goal of the investigation is to identify the hidden costs through a work organization study in an enterprise of the pharmaceutical sector in Cuba. The tools employed are the interview, the surveys and checklists. IT was detected through the exploration the main dysfunctions are associated to the nonexistent instruments and necessary tools and the unproductive times caused by lack of work discipline, which generates high level of cost. Consequently, the investigation proposes indicators to monitor the labor process. This study was conducted in the Versalles hotel in order to design a procedure to evaluate its environmental performance, with multidimensional approach. The methods used were: analysis-synthesis and historical-logical. The data obtained from the application of the surveys were processed using the statistical package SPSS®. The Decisión software was also used to determine the key variables. The research contributed to measure the environmental performance of the Versalles hotel. In Cuba the intensive use of knowledge has focused on some sectors more than others, despite the high level of training of human resources and the need to boost the Cuban economy with efficiency. After identifying insufficiencies and potentialities during the teachers- to- be formative process at the University of Holguin, Cuba; and as result of methodological analysis in the subject Methodology of Educational Research, current Study Plan, a didactic procedure was devised to teach the students how to pose problems. The procedure included a systematization of steps, which can be implemented and trained in class and other formative and learning contexts. It means that the pre-service students will learn, in a problem reality, to pose problems. Once data has been compiled, theory has been delved in to, and questions have been constantly posed, research problems can be derived. Assessing the efficiency of commercial negotiators from the determination of the elements that characterize their profiles is a useful tool for elaborating actions plans that contribute to the improvement of the Cuban enterprises' negotiating activity. A procedure for determining technical efficiency of commercial negotiators in Cuban enterprises is presented in this paper, by the use of a nonparametric technique of data enveloping analysis (DEA). The use of this procedure in Cuban enterprises linked to foreign commerce activity allowed determining technical efficiency indexes of commercial negotiators from these entities as well as identifying elements that determine this efficiency. The research aimed to: design a procedure to measure the image of two retail Cadenas Tiendas Panamericanas and TRD Caribe, in Camagüey, once validated allow its application to other outlets. Were evaluated using the theoretical and empirical, qualitative and quantitative techniques including market research, we developed several statistical analyzes to see significant differences in terms of dimensions and attributes of the image with respect to the retail outlets, the sex of the respondent and frequency of purchase as well as the dependency relationships between these variables for the overall image and the latter's relationship with the intention of visiting a retail outlet. In the current scenario, increasingly more and more competitive, the benefits of the marketing plan in hotel management is started to be more valued. The current situation of transit hotels destination Villa Clara dropped as a result, poor planning in the commercial activity, prevailing empiricism and operability. Thus, the proposal presented comes from the need to develop a new process for the preparation of the marketing plan in these hotels, considering that in the consulted literature although there are extensive contributions around this issue, there is a lack of appropriate procedures according to the particular characteristics of such hotels, which makes it more required the use of practical methods and techniques based on real possibilities of management, so that allows the increased flow of tourists and profits steadily. One of the mainsprings of the high morbidity of the Agro tourist business in less than one year of initiated relates to the deficient selection of the rural spaces for these ends. The investigation "Offer of a procedure for the selection of rural spaces with ends of agro tourism" constitutes an integral tool to determine the aptitude of estates, household tasks or lands for the development of the modality of agro tourism, from the intensive increase of the motivations of the clients and is an attempt of aligning the commercial offers of this type to the royal expectations of the tourists. There were systematized the best experiences related to the sustainable managing of the agriculture and the good practices of the tourism. There were designed a series of indicators that a problem allows in a logical, scientific and diaphanous way to solve inside the complex universe of questions theoretical and practical that besiege the promotion of this activity in Cuba. The evaluation of the acting applied the workers of the sector of the tourism is of particular importance in the results of each entity: it needs to know how the personnel acts, what goals they have reached, how their knowledge, his exemplariness and the acquired values grow; for what is of vital importance to know the worker's satisfaction with the work that he carries out so that this way good results are achieved. Human resources are critical in all services provided in organizations so it is necessary to ensure its effective management by managers, more so in the travel industry, tourism and hospitality, where the customer interacts directly with those who give the service and feel identified with this. In this context it should be noted, the importance of developing good human resources management in hotel and tourism entities within it, the activity of Human Resource Planning plays a vital role to anticipate changes and requirements workforce that may exist. From this, the aim of this paper is to present a procedure for the human resource planning in the hotel tourism entities in the destination Cayos de Villa Clara. This procedure takes into account each of the proper characteristics present in each type of hotel according to its classification and it serves as a support for the development of methodological and practical actions of the Human Resource Planning as a subsystem within the Human Resources Management, both quantitatively and qualitatively. Taking into account the development of the tourist industry and the necessity of the competitive excellence it is conceived this work in the "Gran Caribe Villa Tortuga" Hotel, focusing in the design of a Quality Management System that allows the improvement of the process of Accommodation in this Hotel. After an initial diagnosis, it was demonstrated the necessity of carrying out significant changes in the facilities. There are some difficulties regarding quality management suited to the characteristics of the Hotel in which actions that allow solving these deficiencies are not carried out. It was elaborated a procedure for the design of the Quality Management System in the "Gran Caribe Villa Tortuga" Hotel. The design of the Quality Management System in the Accommodation area provides the Hotel management with the current state of service quality in this area by means of the application of the used techniques and it offers the strategies to be followed in order to achieve a better service. The profound changes occurring in the environment are increasingly demanding efficiency and effectiveness of organizations, their managers and workers, which is essential to seek inclusive solutions to various problems they face. Training has high priority in Cuban organizations, and is an important way to achieve impact on organizations, but not always developed as an integrator. The training equipment is a modality that can achieve that desired impact and is generally rarely used, but when applied professional development can be distinguished by characteristics such as knowledge, skills and values in their observable behaviors, for each members and group order. From the map of the training process, based on organizational strategy, a procedure is developed for the establishment and improvement of equipment, through a training strategy that leverages the strengths of each member, use the daily activities as a learning space and focuses on an integrative solutions to meet the objectives. We describe the stages of the process, skills acquired, the use of experience and knowledge from the recognition of the strengths and weaknesses in performance in individual and group order. Today, like years ago, Cuba is involved in a continuous struggle to improve the economy in its numerous sectors with specific emphasis in tourism industry, which has globally evolved as one of the most increasing phenomena. Cuba, not being exerted from that situation, has placed it as the engine of the economy based on a previous redirection of its economic strategy. For this reason, it is necessary to search new managerial alternatives and theories contributing to this development. In particular, finance management catches a great attention as a function of enterprise administration, as it is in charge of managing the productive resources in such a way that the organization meets the expected economic and financial results: more efficiency, less risk involved and higher profitability. This important function affects considerably decision making process in terms of: maintaining appropriate cash flow levels, types of terms of credit to offer to clients or cost-effective inventory levels. Business process management has become a basic instrument for innovative institutions whose vision is focusing in clinical management based on a value added proposition to patients. The development of this form of managing goes through identifying, understanding, stabilizing and controlling more effectively the areas having medical responsibilities in the entity. Cuban National Health System engages in valuable efforts to make medical services to satisfy patients and population in general. The basic of these endeavors is the search of techniques for improving and managing processes in such a way that those are aligned with organizational strategy.
