In an effort to give context to the controversy in the Lancashire, England cotton industry since 1923, the article seeks to define the issues facing this particular British industry. The article begins by explaining that the Lancashire region specializes in the spinning and weaving of yarn or cloth from American cotton and explains impact of the first World War on the industry. In the wake of the war, the Lancashire region is experiencing an excess manufacturing capacity, a decline in cotton exports, and an unsound financial situation spurred by extensive recapitalization. The article discusses the growing sentiment towards industrial control and details the scheme developed by the Joint Committee to address the issues. The article discusses the weakness of the plan to address the problems.
