The European Union (EU) has recently published its first list of invasive alien species (IAS) of EU concern to which current legislation must apply. The list comprises species known to pose great threats to biodiversity and needs to be maintained and updated. Horizon scanning is seen as critical to identify the most threatening potential IAS that do not yet occur in Europe to be subsequently risk assessed for future listing. Accordingly, we present a systematic consensus horizon scanning procedure to derive a ranked list of potential IAS likely to arrive, establish, spread and have an impact on biodiversity in the region over the next decade. The approach is unique in the continental scale examined, the breadth of taxonomic groups and environments considered, and the methods and data sources used. International experts were brought together to address five broad thematic groups of potential IAS. For each thematic group the experts first independently assembled lists of potential IAS not yet established in the EU but potentially threatening biodiversity if introduced. Experts were asked to score the species within their thematic group for their separate likelihoods of i) arrival, ii) establishment, iii) spread, and iv) magnitude of the potential negative impact on biodiversity within the EU. Experts then convened for a 2‐day workshop applying consensus methods to compile a ranked list of potential IAS. From an initial working list of 329 species, a list of 66 species not yet established in the EU that were considered to be very high (8 species), high (40 species) or medium (18 species) risk species was derived. Here, we present these species highlighting the potential negative impacts and the most likely biogeographic regions to be affected by these potential IAS. We identified 66 species, that are currently absent from the EU, which pose a very high, high or medium threat to biodiversity and ecosystems. The species span a range of functional groups, with primary producers being numerically dominant. Escape from confinement is the pathway considered to be the most likely route of introduction for many species, particularly among plants and vertebrates. [ABSTRACT FROM AUTHOR]

The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. The introduction of environmental taxation policies had reached most European countries by the late 1990s. The pricing of activities considered harmful to the environment has given rise to the design of various economic instruments, such as environmental taxes, aimed at promoting environmental responsibility and at enabling the Kyoto Protocol targets to be met, and at the same time generating a marked increase in tax revenues. The aim of this article is to examine whether convergence in environmental taxation has taken place among 27 EU countries, doing so by analyzing time series and applying unit root tests. Our findings show there has been no such convergence, overall, despite the existence of groups of countries with common patterns of behavior. [ABSTRACT FROM AUTHOR]

A lot of attention in the debate on the 2014–2020 programming period of the EU CAP and rural development policy revolves around the policy's contribution to enhancing resource use efficiency, decreasing environmental impact, restoring ecosystems and how to ensure more efficient and effective agri-environmental measures (AEMs). Nevertheless, studies that simultaneously address multiple measures with multiple environmental objectives and targets are underrepresented in the scientific literature. The objectives of the present article are (i) to present an integrated tool-kit for AEM design resulting from the combination of farm modelling with the Sustainable Value Approach (SVA), and (ii) to evaluate the potential of the tool-kit to support AEM design through an application to estimate cost-effective organic agriculture payments for the dairy sector in Mugello, northern Tuscany. Sustainability assessment of organic and conventional farming systems (OFS and CFS, respectively) under the 2007–2013 EU CAP support schemes and a no EU support scenario show better OFS performances regarding nitrogen leaching (−52% and −47% under the current CAP and the no EU support scenarios, respectively), soil erosion (−24% and −34%), potential pesticide risks (−100%), biodiversity (+13% and +30%). Income foregone for the production of environmental benefits from organic agriculture under a no EU support scenario is equal to 210 Euro/ha. Sustainable value calculations combined with modelling results indicate soil erosion and nitrogen leaching as the environmental processes to be addressed with specific policy measures to further increase the efficiency of organic farming. A new organic agriculture support scheme designed based on such indications further increases the OFS SV and almost closes the GAP with a benchmark farm of the area, featured with ideal performances in terms of environmental and economic indicators. Nowadays public policies are insufficiently ambitious in order to reverse the environmental damage generated by man. Most of the literature that analyses policy changes tends to explain the incentives but do not give clear explanations about the limitation factors. We develop in this paper a reflection on policy change from the notion of transaction costs. Following a review of the three main approaches --sustainable development, ecological modernization and democratization-- we expose ten theses on the role of transaction costs in the policy change from the case of the Common Fisheries Policy of the European Union. Will European companies investing abroad be transmitters of EU environmental policies or environmental dumpers? This article utilizes a most-differentcases approach to analyze transnational corporation (TNC) behavior in countries with less stringent environmental standards. Drawing on rational institutionalism, the article examines two significant European business investments in Mercosur countries: paper pulp mills in Uruguay and fishing off the coast of Argentina. These cases demonstrate that EU environmental standards will be diffused beyond Europe's borders if significant fixed assets are involved, high levels of public awareness and action in response to environmental degradation are possible, and if the environmental policy of an industry is successfully implemented in Europe. Paper pulp milling in Uruguay fulfilled these conditions and TNCs, in this case applied EU standards. This was not so with TNC fishing practices in Argentina. Also, with high citizen attention, local companies will adopt similar environmental practices to those of their European counterparts, improving environmental practices even without domestic government regulations. It notes the possibility wherein a law that is effective in all angles may not be as effective in the long-term. It mentions the vital guidance stated in Constitutional Treaty under the European Union regarding environmental protection which shall be based on the precautionary principle.

Political feasibility (or infeasibility) is often associated with target-group support (or opposition) of specific policy alternatives. We argue that target-groups' capacity to influence the spectrum of politically feasible policy options tends to be higher when (1) target groups control resources needed by decision-makers, that (2) are agenda-setters and/or veto players in the decision-making process. In the 2008 revision of the European Union Emissions Trading Scheme (EU ETS) exemptions from the basic principle of full auctioning of greenhouse gas (GHG) emissions allowances can all be traced to target-group interest representation by single veto players or blocking minorities in the European Council and the Council of Ministers. Our analysis indicates that target groups succeeded in constraining the spectrum of politically feasible policy options to the extent that their positions were unified and threats to shut down or relocate activity were perceived to be relevant, severe and credible. Our findings confirm both the significance and the limits of portfolio assignment in the Commission. Even with Directorate General (DG) Environment in an agenda-setting role, target groups acquired exemptions through their relations with veto players in the Council. [ABSTRACT FROM AUTHOR]

Despite a range of initiatives over the last 10 years to enhance the use of science in policy-making by the European Commission and by governments in individual European Union member states, concerns remain that the substantial investments made in research on environmental issues are not as effective as they could be in supporting an evidence-informed approach to environmental policy-making and regulation. The empirical study summarised in this article set out to establish whether shortcomings in the planning, management and communication of research commissioned by governmental ministries and agencies are contributing to this ineffectiveness, and to identify how problem areas can be addressed. Specific issues addressed are the planning and management of research, communication of research results to end-users, the roles of interpreters and intermediaries, engagement with stakeholders, and the evaluation of research uptake and impact. With this paper we depict a typology of regions, capturing the diversity of regional innovation systems (RISs) across the EU-25. Following the RIS literature, we select twenty-one variables related to the ability of a region to generate and absorb knowledge, and its capacity to transform research and development into innovation and economic growth. On the basis of the results of principal components and cluster analyses, we identify seven types of RIS where the 186 regions group together according to their sectoral specialisation, technological and economic capacity, and performance. By allowing us to identify similar and more advanced regions, the paper facilitates comparisons and benchmarking between similar regions, thus enabling more accurate policy learning. For each group a number of policy recommendations are suggested, contingent on their local specific characteristics. In short, the contribution of this paper is twofold. Firstly, it provides the first RIS typology for the EU-25 regions completed using a large number of variables. The article discusses the report "Sustaining Europe for a Long Way Ahead: Making Long-Term Sustainable Development Policies Work," by the Network of European Environmental and Sustainable Development Advisory Councils (EEAC) during its annual meeting in October 2008. The statement's aim is to evaluate how well various aspects of societies and economies plan, adapt, think, and assess actions for sustainable projects. Topics include a definition of sustainable development, as defined by the EEAC, the relationship between governance, social justice, and budgets in promoting sustainability in European Union (EU) countries, and the availability of markets that offer long-term sustainability for humanity. Also discussed is the role culture, demography, and localism play in sustainability.

1. The European Water Framework Directive provides a framework for improving the ecological quality of stream ecosystems, with deviation from reference used as a measure of ecological status. 2. Here we examine the possibility of using less impacted stream sites from Latvia, Lithuania and Poland to establish a Danish reference network for macrophyte assemblages, and as a guiding image for identification of possible references sites within Denmark. Both approaches were evaluated using historical Danish records. 3. Four different macrophyte assemblages were identified for mid-sized streams in the Central and Eastern Lowland ecoregions. Macrophyte assemblages could not be delineated using physical stream site characteristics; however a gradual change in assemblage composition was attributed to differences in alkalinity and human impact. 4. Assemblages of contemporary vegetation in Denmark were quite similar to those found in Polish, Latvian and Lithuanian streams (26–35%). However, more importantly, from species-based predictions we noted higher similarity, particularly with Latvian and Lithuanian streams, before intensive land use commenced in Denmark ( c. 1900). These results show that stream sites from these three countries can be considered in a Danish reference network. 5. Two of the four macrophyte assemblages comprised species such as Fontinalis antipyretica, Myriophyllum spicatum, Nuphar lutea, Potamogeton alpinus and P. perfoliatus that have a very scattered occurrence in the contemporary vegetation in Denmark. These groups were closely associated with the predictions from historic records, thereby lending support the conjecture that these assemblages could be part of the guiding image for the identification of potential reference sites within Denmark. Sixty-four percent of the 56 raptor and owl species that occur in Europe have an unfavorable conservation status. As well as requiring conservation measures in their own right, raptors and owls function as useful sentinels of wider environmental "health," because they are widespread top predators, relatively easy to monitor, and sensitive to environmental changes at a range of geographical scales. At a time of global acknowledgment of an increasing speed of biodiversity loss, and new, forward-looking and related European Union biodiversity policy, there is an urgent need to improve coordination at a pan-European scale of national initiatives that seek to monitor raptor populations. Here we describe current initiatives that make a contribution to this aim, particularly the current "MEROS" program, the results of a questionnaire survey on the current state of national raptor monitoring across 22 BirdLife Partners in Europe, the challenges faced by any enhanced pan-European monitoring scheme for raptors, and some suggested pathways for efficiently tapping expertise to contribute to such an initiative. This paper outlines the importance of the policy context for monitoring with and for raptors, and, conversely, of the importance of such monitoring for policy. It then outlines two key areas of European Union (EU) environmental policy most relevant to monitoring for and with raptors, namely biodiversity policy and pollution policy. For each of the policy areas, the pertinent objectives and actions of the current EU policy are identified, and their relevance for raptor monitoring is discussed.
